ABSTRACT

Ever since the beginning of civilizations, education has been regarded as an important factor in the development of the society. It has been a generally accepted concept that education serves as a tool to develop the personality of an individual as represented by the timeless dictum: what sculpture is to a block of marble, education is to a man. It is the foundation of knowledge and values which further help nurture the growth of humanity. For that single reason, schools were established so that education shall be catered to each member of the society that it might lead to monumental development. Schools are tasked to spread education to its target clientele and in doing so, shaped an individuals over-all personality that he/she may become a better member of the society. Nowadays, schools provide educational nourishments to the community where they are based, every school envisions to effectively and efficiently deliver quality education to their target clientele that their intellectual capabilities and value may be honed. In schools, children are being taught how to distinguish right from wrong, in as much providing them the proper knowledge for them to cope with the changing phases in their environment as well as proper values in order to shape their over-all personality that they may become better and productive citizens in the future. In as much, a school wanted their pupils to become successful in every endeavor that they take, as such every school intends to instill it as their mission and vision. However, the current situation of some schools cannot fully conform to the said objective especially those situated in the rural areas, its run-down condition of classrooms, dilapidated desks and armchairs, lack of important facilities and insufficient reading and learning materials contributes to the low academic performance of the school, considering that these factors causes disruptions in the learning environment and if only made available could lead to a better learning process. On the other hand, though its teachers are quite competent, they still need to attend seminars and undergo trainings that they may be introduce to innovative teaching strategies for an upgraded instructions.

With the existing situations, the goal of the school to deliver quality education to the children seems hard with these constraints. As such, the School Improvement Plan was conceived by the top planners in the Department of Education in line with the aspirations of Republic Act 9155 otherwise known as the Governance of Basic Education Act of 2001. This development plan is a process through which schools set goals for improvement and make decisions about how and when these goals will be achieved, its ultimate objective is to improve student levels by enhancing the way curriculum is delivered, by creating a positive environment for learning and by increasing the degree of parents involvement at school and at home. School improvement plan is selective; it helps the school head, teachers and school councils determine on what to focus on a specific time period. It encourages the teaching staff and the parents to monitor pupil achievement levels and other factors such as the learning environment about how well students are performing, in this way schools are better able to respond to the needs of the pupils. A School Improvement plan is also a mechanism through which the public can hold schools accountable for pupils academic success and through which it can measure improvement. For this reason, this five-year development plan could also serve as a road map that sets out changes a school needs to undertake in order to improve the delivery of quality education for the mutual benefit of the school and its target clientele which are the children of the community it serves, in the true meaning of public service.

A FIVE-YEAR DEVELOPMENT PLAN

CHAPTER I THE SCHOOL IMPROVEMENT PLAN

I.

Introduction A school endeavors to produce competent and successful individuals, it is a place

considered as a second home and an epitome of academic and personal development. Its tasked is to spread education to its target clientele, and in doing so, shaped an individuals over-all personality that he/she may become a better member of the society by providing knowledge, molding their skills and preparing them for the emerging situations in their environment as well as instilling in their hearts the proper values such as being God-fearing, Responsible, Obedient, Honest, Courteous, Environment-friendly, Idealistic and being responsive to the needs of the society. As such, it is designed to be a conducive learning environment possessing good qualities for the effective and efficient delivery of quality education and for the realization of its goals and objectives. However, not all schools can produce high academic performance as inherent with those situated in the rural areas due to some constraints such as the run-down condition of its buildings and classrooms, dilapidated desks and armchairs, inadequate supply of instructional, learning and reading materials, lack of academic facilities such as libraries and laboratories. Placer Elementary School is a learning institution that caters to the needs of Brgy. Placer, Talalora, Samar. It is one of the schools that want to provide success to their target clientele. However, its present condition results to a down-graded academic performance of its pupils due to a less conducive learning environment. In order to attain

its objectives of catering quality educational services to the children, it needs thorough development planning. As such, the School Planning Team (SPT) of Placer Elementary School decided to formulate the School Improvement Plan (SIP), a five-year development plan which was conceived by top planners in the government in accordance with R.A. 9155 or the Governance of Basic Education Act of 2001, with the primary purpose of determining the schools weaknesses and priority improvement areas which contributes to the down-graded type of education by using systematic methodologies such as SWOT Analysis among others, in order to provide solutions to the existing problems of the school. School Improvement Plan enhances the management of operations of the school. It is a process in which it determines the best course of action to be taken in the improvement of the school and maximum utilization of available resources in order to achieve the goals and objectives held down by this plan. Thus, the School Improvement Plan will guide the development thrust of the school within a fiveyear period.

School and Community Profile

II-A. School Profile/Features A. The School Placer Elementary School is a learning institution which serves the community of Brgy. Placer, Talalora, Samar by providing educational services to its children. It is a public and complete elementary school headed by a principal under the supervision of Villareal-Talalora District. As a complete elementary school, it has four (4) nationally paid teachers, two (2) of which are handling multi-grade classes, one (1) subsidized DepEd pre-school teacher. The school has a total land area of 2,456 square meters and a total population of two hundred twelve (212) pupils. The school was founded when the Conge and Borrico family verbally donated their parcel of lands resulting to the opening of a Grade I class, which was followed by the addition of Grade levels, as the school progress. On year 1951, the Conge and Borrico family did not comply with the juridical partition and sold the donated land of the school

to a certain Salazar. For this reason, the school only has the Land Tax Declaration as proof for its ownership. The said school has been considered as depresses, disadvantageous, underdeveloped and far from being the optimum kind of school, thus it needs an array of improvements. However, Placer Elementary School is a typical public school which does not have its own funds; it is dependent on the support given by the Department of Education through the Division Office at Catbalogan, Samar. Moreover, the school depends much on the donations done by its stakeholders; thereby it strengthens its alliances and linkages in order to gain support from the government and the society.

Guiding Principles In creating this School Improvement Plan for the sole purpose of developing the

priority improvement areas of the school, the following principles serves as a guiding light for the School Planning Team, to wit: Republic Act 9155 Otherwise known as the Governance of Basic Education Act of 2001, it is an act that aims to promote the rights of all citizens to quality basic education and make such education accessible to all Filipino children a free and compulsory education in the elementary level. Thus, schools are empowered to makes decisions on what is best for the learners that they serve. Basic Education Sector Reform Agenda (BESRA) It is a government policy which seeks to improve basic education outcomes through a broadly participated, individuals popular movement featuring a wide variety of initiatives undertaken by the individual schools and communities as well as networks of schools at localities involving school districts and divisions, local governments, civil society organizations and other stakeholders. Education for All (EFA) The main DepEd thrust. This is a government program and commitment that gives access to quality education for all school age children in the community. Parents are mandated by law to enroll their children and avail free education both in the elementary and secondary levels. A

government commitment which envisions that by year 2014 all school children are able to acquire basic education. School First Initiative (SFI) and School Based Management (SBM) wherein the parents, LGUs and other stakeholders are involved in the governance and management of the school. The school is empowered to determine the priority improvement areas of the school through a thorough and systematic analysis of its weaknesses and formulate the quantified solution in order to improve the schools condition. C. Core Values The school believes that the following core values serves as a driving factor for the attainment of its goals and objectives and the fulfillment of its mission and vision: Dedication a positive value which provides commitment to public service. Spirituality A value which provides that one must be guided through strong faith in God, to be provided with the knowledge and strength to carry on its shoulder the burden of work and to face obstacles that may come across the way. Accountability A positive values which states that one must be transparent in all his/her doings, and be responsible in all the operations and governance of the school and its properties.
