Another ceasefire violation, posts along Poonch targeted
JAMMU, OCT 13: In yet another ceasefire violation, Pakistani troops targeted forward posts along LoC in Poonch district with mortar shelling and automatic weapons, prompting Indian troops to retaliate strongly. Pakistani Army troops resorted to firing of mortar shells, automatic and small arms firing in forward areas along LoC in Bharasingha and Mendhar battalion forward areas in Krishna Gati and BhimberGali sub-sector of Poonch from 1830 hours, Defence Spokesman said here. Indian troops guarding the borderline with Pakistan took positions, and retaliated with equal calibre weapons, triggering heavy exchanges which are still going on, the spokesman said. RSS Chief Mohan Bhagvat lashes out at Omar Abdullah for his accession remarks
Kishtwar Riots a planned conspiracy to force the migration of minorities but the whole nation stands by them
NAGPUR, OCTOBER 13: RSS Chief Mohan Bhagvat came down heavily on the chief Minister Omar Abdullah for his recent discussion with the European delegation. While delivering a sppech at Nagpur Mohan Bhagvat said that, "Recently shops of Hindu businessmen at Kishtwar in Jammu, where the Hindu population is a meager 15%, were attacked and ransacked by people motivated by communal hatred. Abetted and prompted by the state home minister, who was present there, and in the presence of senior police officers, the loot and destruction went on in a very systematic manner. It was only because of the quick and effective response of the patriotic people living in other parts of the Jammu region the lives of the hapless Hindus could be saved. By compensating the victims in lakhs, who sustained losses worth crores of rupees, the state government seems to be proud that it has discharged its duty. Also need was never and other places because of at least four invasions of Pakistan is still pending. Now, instead of allowing the former militants to come under proper procedure through the two prefixed routes, bringing thousands of such people hurriedly in a clandestine manner through a third route, i.e. through the Nepal border, seems to be part of a plan to make the demographic imbalance more acute. In Jammu region they want to start with Doda, Kishtwar, Poonch and Rajauri. This is a conspiracy to increase the numbers of those who could be made its part, including Bangladeshis and Rohingyas, and to reduce the number of patriotic people through threats and terrorists acts. The recent happenings in Kishtwar are only its part. Unfortunately, the politics played by the centre during the last decade has only strengthened the nerves of such people. But the 8Contd p2

Dr. Jitendra Singh Rana speculates the intentions of Kishtwar Administration.!

Calls the procedure adopted a nonsense and ridiculous method
JAMMU, OCTOBER 13: Accusing the J&K State government of dragging its feet on the commitment made by it over two months ago to the victims of Kishtwar riots of August 9, BJP National Executive Member & J&K Chief Spokesperson Dr. Jitendra Singh said here on Sunday that leave alone the compensation based on assessment of individual losses as promised, the government has so far not even come forth with the disbursing of immediate relief announced by it. DrJitendra Singh said that there is tremendous harassment in the name of compensation and as an evidence,he cited the order issued by ADC Kishtwar vide No:189203/DCK/Gen/2013 dated 28-09-2013,wherein each victim will be required to fulfill 9 formalities before claiming the relief. These include an affidavit duly attested by the Judicial Magistrate stating therein that they shall be personally responsible for providing to this was taken during a meeting of committee framed by Deputy Commissioner Kishtwar with ADC Kishtwar, ACR K i s h t w a r , TehsildarKishtwar and Padder as its members. The committee was ostensibly framed by the administration for speedy disposal of ex-gratia relief cases but the tediously long procedure followed by it has defeated its very purpose, he added. Dr. Jitendra Singh also took exception to the manner in which the government was casually pursuing the issue of probe into the August 9incidents and reiterated that the BJP is committed to carry forward the Kishtwar issue to its logical conclusion, and will not allow the vested interests to use it as an alibi to disband or weaken the Village Defence Committees (VDCs).

felt to take stringent action against the perpetrators and the zealots who hatched the criminal conspiracy. Mind you, this is the very same Jammu and Kashmir state whose Chief Minister recently told a European delegations visiting the state that accession of Jammu and Kashmir to India was only conditional and not absolute merger. What he said clearly indicates the mindset of the forces active in politics there, who while remaining in power, play all sorts of ille-

gal deceptive tricks to banish those who are committed to India's unity and integrity and consider the state as an integral part of India, from the whole of Jammu-LadakKashmir region. The project to rehabilitate remorseful former militants desirous of returning to the valley itself is quite strange, because the safe and honorable rehabilitation of the millions of Hindus of Kashmir valley, and complete re-establishment of people displaced from Pak occupied Kashmir

115 killed, in MP temple stampede

BHOPAL: At least 115 pilgrims, including 30 children were killed and more than 100 injured in a stampede on narrow bridge to the historic Ratangarh templse in Datia district of Madhya Pradesh on Sunday. This is shocking re-run of the 2006 tragedy at the same site when 50 pilgrims were washed away. The bridge over the swollen Sindh river, which leads to the temple was chock-ablock with over one lakh devotees from Madhya Pradesh and neighbouring UP on auspicious Navami day. Swirling rumours about an imminent collapse of the bridge after a police lathicharge on devotees triggered panic. While scores of pilgrims were trampled, others were drowned after jumping into the swollen river. Bodies lay sprawled on the bridge even as rescue teams from Gwalior were delayed due to battered roads and a 10-km traffic jam. There were only nine constables and a subinspector manning the overlakh crowd on the 500-metre long bridge when the tragedy took place. Cyclone Phailin hits 90 lakh people; 23 dead, lakhs of homes damaged

GOPALPUR/SRIKAKULAM: Cyclone Phailin on Sunday left a trail of destruction knocking down lakhs of homes affecting nearly 90 lakh people and destroying paddy crops worth about Rs 2,400 crore, but Odisha and Andhra Pradesh escaped from widespread loss of life. As the largest evacuation efforts in the country's recent history helped keep casualties to the minimum, reports from the two states tonight said that 23 people died, all but two of them in Odisha. Most of the casualties were caused by wall collapse, uprooted trees and in floods. Communication links were vastly disrupted by the strong winds that went upto a speed of 220 kmph when the "very severe" cyclonic storm crossed the coast near Gopalpur last night and weakened before turning into a depression. Ganjam district in Odisha bore the brunt of the storm. According to IMD tonight, Phailin weakened further turning into "deep depression" 8Contd p2

Power situation under control: Power ministry

NEW DELHI: There were some disturbances in electricity transmission due to cyclone Phailin which struck Odisha and Andhra Pradesh last night, but were attended to in time, the power ministry said. "Required load and generation were managed in a balanced manner so as to secure stable transmission frequency," it said in a statement. In Andhra Pradesh, the load was reduced to about 9,000 megawatt (MW) against normal demand of 10,000MW and in Odisha, it was 600MW against the normal demand of 2800MW. Based on IMD information, extensive prior preparations were undertaken to tackle the effects of cyclone Phailin in the context of power requirements," it said. KASHMIR NOT PERSONAL PROPERTY OF GEELANI

HINDSIGHT
ROHIT SINGH RANA Showing anger and coming out hammer and tongs against the government proposal of extending the lease of Toasmaidan meadow to army, the eighty plus diehard Separatist, Syed Ali Shah Geelani has forgotten that Kashmir is not the personal fiefdom or Jagir of anybody. The government is right in extending the lease of the meadow in favour of the army which is using the strategically located area for many purposes. Toasmaidan is very crucial because in 1965, Pakistani Razakars (Volunteers) along with their army men sneaked into this sector to unleash the diabolical plans of Operation Gibraltar. Falling in the Gulmarg sector, the meadow is only hours away from the capital city of Srinagar. Reason why army has made some portion of the meadow, crucial base to disallow any Pakistani designs aimed at threatening the security of Kashmir valley. Geelani is peeved at the prospect of extending the lease because it will mean in simple terms denial of free movement to his Pakistani infiltrators. Perhaps the avowed hardliner has taken a liking for the new avatar of 1965 Razakars. Today they have transformed into Mujahideen. Soon after Razakars were first pointed out and then arrested one by one, Geelani became MLA from Sopore constituency. He will never resent his being ex-MLA because he gets a good pension for being so. Although spewing fire and brimstone against India and its secular policies, he has never declined to accept the pension for being a former MLA, under Indian political dispensation. Having said so, the Mujahideen love in Geelani's frail heart is so intense that he would go to any extent of inviting them in the valley. Eventually, the Kashmir invitation by Geelani and other separatist proved too mouth watering for the restive, lawless tribes of Afridis, Alakjzais and Mehshuds, that they came rolling headlong all through the long years of Pak sponsored proxy war in the valley. Kashmiri boys in Pakistani camps were willing tools in their evil designs. Geelani and other separatists named them Mehmaans (worthy guests). A lively Wanwun (Traditional Kashmiri welcome song) welcomed them in, followed by a sumptuous Kashmiri Wazwan in which cattle were slaughtered though hesitantly to show the Mehmaans that they were one with them in choice of meat too, solidarity in full blood and taste. When the tribals and other Mujahideens indulged in other acts resentment brimmed. By this time Ikhwanis came and tried to restore parity of sorts by killing many Mehmaan Mujahideens. Despite these acts, Geelani's love for Pakistan and its institutions grew intense and more intense. The old man is a classic example of ingratitude. He will never praise the Indian doctors who treated his renal cancer and gave him a new lease of life. The medical bills and pension bills paid by Indian tax payer will not stir his heart so saturated with Pakistani dream. His security ensured by Indian security forces which tries to protect Kashmir from Toasmaidan to Turtuk from Paki terrorists has no worth for him to make any acknowledgement. Yet his ego sky high that he hates anything Indian. The word Indian is anathema, enough to bring instantaneous bouts of allergy in his body and mind. A few sane Kashmiris rue his long presence as a sure road to death and destruction. A strange pattern is being seen in Kashmir. On some issues the hearts of mainstream politicians and separatists beat in unison. Otherwise Mustafa Kamaal and Geelani would have not aired dissimilar view on firing ranges of army or over Toasmaidan. Or else Kammal would not have made statements against army firing ranges. It makes a strange case. The army will get all training outside Kashmir but has to be ready to get killed in the valley by assuring minimum response to terrorists' firing. In his typical Geelani style double speak, he criticises state government for lust of money and power, accusing it of disposing all assets to New Delhi. It is a new argument though specious one given by Geelani and others that Kashmir's assets have been handed over to Delhi. Kashmir, everybody in the world knows, does not possess gold, copper, or diamond mines. It does not have petroleum deposits or natural gas. It had natural beauty which was slowly destroyed when men like Geelani arrived in the valley. All great forests today are bare and encroached by anti-social elements and militants along with other local Kashmiris. No Indian possesses any fragment of land in the valley. The Dal Lake today is surrounded by concrete hotels which belong to Kashmiris only. Holy springs have either been encroached or filled in for they represented Hindu signs. Saffron lands have been converted into housing colonies and no Indian has come all the way from Delhi to do that. But men like Geelani will always cry and raise non issues. The only issue in Kashmir is that dubious men like Geelani ought to be side lined permanently and pluralism of Kashmir be restore once again with all attendant prerequisites. Kashmir will again turn a paradise when truth is spoken, accepted, practiced as well as men like Geelani snubbed once for all.

Mirwaiz speaks with forked tongue!

While speaking at Char-eSharief, the place where the famous saint Shiehk Noor-u-din Noorani, popularily called Nund Rishi lies in peace, men like Mirwaiz should have been a bit circumspect. Had he understood the philosophy of Nund Rishi he would not have said words which are far from truth and at the same time biased towards Pakistan. This is the tragedy with Separatists and main stream politicians that many of them do not know Kashmir's history, nor have they made a dispassionate study of Nund Rishi. They have remembered some vague lines and paragraphs, taken selectively from biased authors and made themselves into Kashmiri experts. The sophisticated looking Mirwaiz has said that mainstream politicians are representing the interests of India in Kashmir. Nothing wrong with that, because Kashmir is legally a part of India and if at all they represent the interests of India in Kashmir, then they are doing the most desirable thing. One question that tickles the mind is whose interests Mirwaiz and his tribe represent in Kashmir. Not difficult to judge. Whenever they want to meet some low level Pakistani official in Pakistani High Commission at New Delhi they do all the careful trimmings. The beard should be up to the mark, the dress looking every inch Pakistani. With all these externals, their heart flutters for anything Pakistani. Their body language changes as they near the Pakistani High Commission building, as if it is like having a 'Deedar' of some angel from heavens. Mr Mirwaiz, how better it would have been if you develop love for India. It is easy to point finger at others, not knowing four fingers point towards you too. How well said- Jinke Mehal khud shish eke ho dusroon par pather nahi phanka karte. RANASAHIB

LoC on this side," the spokesman said. 2013 has witnessed several fold increase in the ceasefire violations as Pak troops violated border truce nearly 130 times along LoC in Jammu and Kashmir -- highest in past 8 years. India and Pakistan during NDA rule took a major confidence building measure by entering into border ceasefire along LoC in Jammu and Kashmir on November 26, NEW DELHI: In a swift operation, the Indian Coast Guard on Friday night detained a Sierra Leoneflagged vessel with 25 armed guards on board, at Tuticorin. Though the vessel - Seaman Guard Ohio belongs to AdvanFort, a US-based firm that provides maritime security, sources in defence agencies said the crew and guards could not explain why they had entered Indian waters. They had no documents authorising their possession of sophisticated arms and ammunition, which included semi-automatic weapons and self-loading rifles. According to Inspector-General and Commander Coast Guard (Region East) Satya Prakash Sharma, the operations centre here received information late on Friday that a vessel with armed guards on board was seen near the Tuticorin coast. After putting the vessel under electronic surveillance, Indian Coast Guard Ship Naiki Devi intercepted and escorted it to the Tuticorin Port on Saturday. The guards/crew comprising British, Estonian, Ukranian and Indian nationals were interrogated by a multiagency joint investigation team at Tuticorin. The authorisation for possessing weapons on board was yet to be produced by them. Probe as to whether the vessel was involved in arms trafficking would be undertaken by the coastal police, he said. According to defence sources, the crew members claimed that they were involved in providing security to Gulf-bound merchant vessels, and that they were authorised to carry arms. The authorities were waiting for an official communication from the companys headquarters to vouch for their claim. When contacted by The Hindu, an official at AdvanForts emergency centre in US said she would consult her headquarters and get back on the development.

Cyclone Phailin ...

with wind speed of 45-55 kmph and currently lay over northern Chhattisgarh, parts of Orissa and Jharkhand. According to M Mohapatra, scientist (Cyclone Warning Division) of the meteorology department, the "cyclonic storm" has now turned to "deep depression" with the wind speed of 45-55 kmph. It currently lays over northern Chhattisgarh, parts of Orissa and Jharkhand. It is expected to weaken further late tonight, he said. A Panama-registered cargoship M V Bingo carrying iron ore was reported to have sunk in rough seas in the impact of the cyclone off the coast of West Bengal, but the crew were spotted in a lifeboat by a Coast Guard Dornier aircraft. Authorities in Odisha evacuated nearly nine lakh people, the largest in recent history, ahead of the storm to cyclone shelters and public buildings like schools to avoid a repeat of the monstrous 1999 super cyclone in which nearly 10,000 people were killed. "We are on the whole quite satisfied with the type of evacuation that was done," Vice chairman of National Disaster Management Authority M Shashidhar Reddy said. In Gopalpur, where the storm struck first, "almost 90-95% people had been evacuated". Defence and paramilitary personnel were deployed to carry out relief and rehabilitation measures and restoring infrastructure badly affected by the storm. The IMD earlier in the day said Phailin has weakened into a cyclonic storm with wind speed between 60 and 70 kmph. Odisha chief minister Naveen Patnaik said the primary aim was to minimize loss of human lives and they have successfully managed to do so. "Property to the tune of several crores has been damaged...Rehabilitation will now be done." Giving details of the devastation, Odisha revenue minister S N Patro said 14,514 villages in 12 districts have been affected, hitting a population of 80,53,620. Over 2.34 lakh houses have been damaged and more than 8.73 lakh people evacuated. Over five lakh hectares of standing crops have been destroyed by the gushing waters causing an estimated loss of Rs 2,400 crore, he said.

115 killed...
Singh Chouhan has ordered a judicial inquiry into the tragedy and Congress president Sonia Gandhi has expressed anguish. The Ratangarh temple is located 55 km from the Datia district headquarters and 405 km north of Bhopal. "We have counted 100 bodies so far. Several pilgrims died on way to hospital. The toll may rise manifold," a senior police officer said. The tragedy was sparked off by rumours that the bridge on Sindh River - through which pilgrims were heading towards temple - was collapsing. In a huge lapse on part of the administration, heavy vehicles carrying pilgrims were allowed to ply on the bridge. Eyewitnesses claim a clash between two groups of villagers on the bridge forced a minor lathicharge by police which triggered the stampede. Speaking to reporters, eyewitness Manoj Sharma, 28, said, "police lathicharge worsened the crisis, forcing many to jump off the bridge." Sharma, a resident of Bhander village in Datia, was on his way to the temple along with his friends. A massive traffic jam on way to the temple hampered relief work and mobs began pelting stones at the police. Two cops, including a sub-divisional officer of police (SDOP) B N Basave was assaulted by the mob. "The toll could touch 120. We are yet to recover bodies from the river," Chambal range DIG D K Arya said. Chief secretary, DGP and ADG intelligence have air dashed to the spot on a chopper. Senior BSP leader and former Congress MLA Rajendra Bharti alleged the collector and SP were busy with election management in Basai, 85 km from the district headquarters, and did not take steps to ensure efficient crowd management. A team of more than 20 doctors have been dispatched to the spot, and a high alert has been sounded in surrounding Shivpuri district. The casualty wards of district hospitals have been vacated. Chief Minister Shivraj Singh Chouhan has announced a compensation of Rs 1.5 lakh each to the kin of the victims. Leader of opposition Ajay Singh has appealed the chief minister to increase the compensation. It was religious frenzy compounded by administrative failure that led to a similar tragedy in 2006 over the bridge on the Sindh river.

He also alleged that there is sheer discrimination in distribution of relief among accidents victims of Chenab valley and claimed that crores of rupees expenditure had been done on the maintenance and construction of roads to Bhaderwah and Bhalessa and still blood bath is continue which should be inquired as due to negligence of Congress leaders concerned agencies used sub standard materiel .He also alleged that concerned Congress representatives from Bhaderwah constituency are allotting their CDF funds on political consideration to various areas and those areas are being ignored who belonged to opposition parties. He claimed that issues of people of Bhaderwah constituency are countless but not a single issue were raised by MLA/MLC Bhaderwah in going session which clearly shows their interest in public works . He said that more than four years have passed since the much hyped SKEWPY was launched but the result unfortunately has been poor as a very low level of employment has been generated. The VSA is also a temporary relief and in fact it is more of an inducement to the unemployed to keep their mouths shut, he said. SheikhMehboobIqbal said that the number of unemployed youth is more than 6 lakhs in the state, far more than the national statistics and yet the number is growing in absence of

NEW DELHI: Army troops of India and Russia will hold wargames codenamed 'Ex INDRA' in the deserts of Rajasthan starting from October 18 to enhance bilateral cooperation. "Exercise INDRA 2013 is the latest in series of planned Indo-Russian joint military exercises involving mechanised forces, which is scheduled to be conducted at Mahajan Field Firing Ranges," defence spokesperson Colonel SD Goswami said. The exercise will be held from October 18 to 28 under the aegis of Jaipur-based headquarters of South Western Command. The event is aimed to improve defence cooperation between both armies and enhance their ability to operate as integrated forces in a wellcoordinated manner at the tactical level, within the framework of UN peacekeeping operations, he said. Mahajan Field Firing Range in South Western Command has been developed into a world class training node in the last three years and is being used extensively for carrying out joint exercises with friendly countries like Russia, USA, UK, France, Thailand and Kazakhstan. The exercise will be conducted in semi-desert terrain conditions, with troops of Russian Army operating along with Indian troops of South Western Command in an exercise to support peacekeeping operations.

'Made in India' choppers show off at Air Force display

NEW DELHI: A spectacular display was put up by the Indian Air Force helicopter acrobatic team SARANG, whose pilots showcased complex maneuvers using four Dhurv Armed Light Helicopters (ALH) at a show held to mark the Air Force Day. Flying in a row, the ALH, manufactured by Hindustan Aeronautics Limited, awed the people gathered. When one of the helicopters landed nearby, airmen had a hard time trying to control the enthusiastic crowd, with children rushing to meet two officers of SARANG, a special unit of ALH in Salur, Coimbatore, when they came out of their machines. Talking to HT, wing commander RC Pathak said, Dhruv is the first indigenous helicopter, and is being used in various aerobatic shows to motivate youths to join the Armed Forces. For now, we are using it for peaceful purposes like displays and rescue operations, but soon we will induct a Thiruvananthapuram-based Southern Air Command deployed four of its ALH, he said, adding that the operation was one of the most difficult tasks faced by the unit, due to the terrain, bad weather and lack of landing facilities. Squadron leader Abheejit, who was accompanying Pathak in the helicopter, expressed happiness at performing on the 10th anniversary of SARANG. It takes at least three to four years to get perfection in a particular formation, and there is no scope of error in the air, he added. Air commodore SK Mohlah congratulated the flying officers for the display. Apart from a static display of IAF equipment, including aircrafts, a flight safety campaign was also conducted. Aircraft posters, calendar and caps were distributed to students and other visitors to make them aware of the need to be conscious of flight safety.

As required load and generation were managed in a balanced manner so as to secure stable transmission frequency. Also three Emergency Restoration Systems (ERS) of PGCIL were put on standby readi-

weaponised version into the IAF. Today, the pilots showed how they can manage the aircraft in a coordinated manner even during strong winds. The team played a major role during rescue and relief operations in Uttarakhand during the recent floods and landslides, and the Hoggenakkal floods, he added. SRINAGAR, OCTOBER 13: The Kashmir Valley's lone maternity hospital is getting a new look and improved facilities, quietly. The hospital in present times is the only major hospital in Kashmir that looks after the maternity needs of entire Kashmir region. Not long ago the hospital was crowded with patients from far and wide and their impatient attendants. The facilities at the hospital, raised decades ago had to be divided between them, quite naturally. Ever since Mr. Taj took over as Minister for Medical Education in January this year, first among the things he did was to focus on the condition, management and facilities at the LD Hospital. In his maiden visit, the Minister promised doctors there better facilities and patients a better care. And since then, things are being added, one after the other. On Saturday, the Minister inaugurated a refurbished recovery room comprising 60 beds with all the post operative facilities. Also the bed strength and facilities of the labour room has been increased from 40 to 110. With this the patient congestion at the hospital would be The Rs. 1.25 crore water treatment plant at the hospital is almost complete and would be commissioned next month. Already water capacity at the hospital has been increased by 30 thousand gallons.Academics, which had taken a back seat due to heavy patient load in past, has been brought in focus and regular workshops for faculty and students are being conducted. Two urogynae endoscopic workshops were conducted in last six months and the Department of Gynaecology is planning an international workshop next year.Speaking at such a workshop yesterday, Mr. Taj Mohi ud Din vowed to make LD Hospital a class hospital with all the latest equipments and facilities. He said we have the best of doctors available and so would be facilities added up gradually. The hospital is soon looking to the addition of a new ward block fitted with modular OTs and presently work is on to construct a ramp to connect the old block with the new one. This would give the hospital, with more than 700 IPDs and around 60 to 70 major surgeries daily.

Seminar on the topic "Jammu on Terrorist Radar" organized by PK

JAMMU, OCTOBER 13: Panun Kashmir organized a seminar in Jammu on Sunday. The topic of the seminar was "Jammu on the Terrorist Radar". Prominent intellectuals and opinion makers in Jammu participated in the seminar and appraised the dangers of the renewed thrust of terrorism and secessionism in the state particularly the Jammu province. The recent escalations in the violence in the state and attempts to foment communal and sectarian disturbances were discussed threadbare during the seminar. M M Khajuria, former Director General of the state police made the key note speech on the topic of the seminar. Explaining the present security situation in the state he made a lucid comparison of the trends in relation to political developments in the state, country and the whole region of south Asia. Sh MM Khajuria said," it was indeed tragic that even after more than six and a half decades of conflict with Pakistan , successive governments in Delhi and the national political class as a whole had either not bothered to or miserably failed to correctly assess and accurately delineate that country's designs on the territories comprising the state of Jammu & Kashmir. Kashmir valley was erroneously flagged as topping Pakistan shopping list. The truth was that while Pakistan wanted Kashmir for politico-demographic reasons, the erstwhile Frontier Province (LadakhGilgit-Baltistan) for its strategic location, vast land mass and enormous natural resources, Jammu region was critical for its very survival. He further said, "The mighty Chenab together with Ravi, constituted, what Mohd Ali Jinnah described as the Jugular vein of Pakistan. These rivers fed its canal system that irrigated the Punjab, its food basket, industrial hub and the mainstay of its military prowess and economy. In a significant move Hafiz Sayed was recently drafted to create hype over the 'water aggression' by India while the then Prime Minister Gillani and the foreign office spokespersons simultaneously emphasized the urgent need to settle the water dispute". Explaining the geopolitics of the region Sh Khajuria said that in the post US withdrawal (from Afghanistan) strategy of Pakistani army and the ISI, Jammu naturally figures prominently on the terrorist radar. Cease Fire violations on the LoC/ IB, almost on daily basis, Kathua- Samba Fidayeen assaults, the Kishtwar communal rioting aimed at triggering minority migration prompting communal tension in the region , periodic communal tension in Rajouri and attempts to suck Jammu into the separatist game plan fore tell the course of events to come. Jammu must therefore recognize the threat and rise as one man to defeat these nefarious designs .Communal amity must not only be maintained but further strengthened. It should be realized that the aim of the enemy was to create terror through attacks on citizens -the primary target." Dr Hari Om, retired Professor of History, University of Jammu and a prolific writer and opinion maker said the terrorist assault on Jammu started after Pakistan failed to get adequate international support to get endorsement of its anti-India resolution in UNHRC, Geneva, in 1994. He said terrorism in the state has got internal support which could not be eliminated during all these years due to subversive politics practiced from within the state. Dr Hari Om cautioned that the terrorist violence in the state and particularly in the province of Jammu may go up as the commitment of the state government to uphold the integrity and sovereignty of the nation is becoming increasingly suspect. People of Jammu have a crucial task to defeat subversive machinations and frustrate the terrorist game plan.

The 22-year-old off-spinner had Corey Anderson legbefore, Bradley-John Watling caught behind and Doug Bracewell caught in the slips off successive balls at the Zahur Ahmed Chowdhury stadium. Gazi's hat-trick, which gave him his sixth wicket in the innings, saw the Black Caps slump from 260-4 to 260-7 in their second knock after lunch on the fifth and final day. The tourists declared the innings closed at 287-7, leaving Bangladesh a target of 256 runs in a minimum of 45 overs to win the Test and take the lead in the twomatch series. Chasing a stiff victory target of 305 runs, India were bundled out for 232 runs in 49.4 overs with James Faulkner taking three wickets and Shane Watson and Clint McKay scalping two each. India were staring down the barrel after losing Ravindra Jadeja and captain MS Dhoni in successive overs. Clint McKay bowled Dhoni with a beauty of a delivery in the over before Australian captain George Bailey took a good diving catch at mid-off to dismiss Ravindra Jadeja off James Faulkner. Shane Watson trapped Virat Kohli plumb in front of the wicket to reduce India to 166/5. Kohli hit 6 fours in his 85ball 61 before playing across to a delivery that missed his bat and thudded into his pads. Kohli reached his 25th halfcentury after James Faulkner and Mitchell Johnson disAustralia an early breakthrough when he had Shikhar Dhawan caught behind by Haddin in the seventh over. Chasing a 305-run target, Indian openers Dhawan and Rohit could manage to score just 15 runs in the first five overs. Earlier, gritty half-centuries by Aaron Finch and captain George Bailey and big hitting by James Faulkner, Mitchell Johnson and Clint McKay in the slog overs powered Australia to 304/8. BThe finishing touches were provided by Faulkner and subsequently by McKay in the final over as he took the score past 300. Jadeja was the pick of the bowlers while Yuvraj picked up two crucial wickets. The Indian pacers were scratched away for runs. Hughes (47) was caught by Suresh Raina at leg-slip just before comeback man Yuvraj Singh dismissed Shane Watson in the next over by having him caught by Jadeja at long-on.

missed Suresh Raina and Yuvraj Singh respectively in successive overs. Kohli reached his half-century off 64 balls. Yuvraj got off the mark with a superb six over mid-wicket off Faulkner but in the next over Johnson pushed him back with a couple of short deliveries and then bowled a good length delivery that took the edge off Yuvraj's bat safely into the hands of Phil Hughes. Raina tried to hit over longon but got an edge that went to third man where Xavier Doherty took a low good catch.

Raina smashed a six and two fours in his 45-ball 39. Batting cautiously, Kohli and Raina brought up India's 100 in the 22nd over and their 50run stand off 63 balls. Shane Watson gave Australia the second breakthrough when he had the well-set Rohit Sharma caught behind by part-time wicket-keeper Phil Hughes. Rohit hit six fours in his 47ball 42 before falling to Watson. Hughes is keeping wickets for Australia as Bard Haddin is off the field after being accidentally poked in the eye by James Faulkner, who gave

173-3 in the 49th over, with Shakib Al Hasan unbeaten on 50 and newcomer Mominul Haque on 22. Gazi, who hit an unbeaten 101 on Saturday, joined Alok Kapali as only the second Bangladesh bowler to claim a Test hat-trick. Kapali had achieved the feat against Pakistan in Peshawar in 2003 when he dismissed tailenders Shabbir Ahmed, Danish Kaneria and Umar Gul in three consecutive deliveries. The draaw loomed after New Zealand made 469 in their first innings and Bangladesh replied with 501

on a newly-laid pitch that provided no assistance to the bowlers. Gazi, playing only his seventh Test, claimed all the six wickets to fall on the final day to finish with six for 77 in 26 overs. Bangladesh have yet to win a Test against New Zealand, having lost eight and drawn one of their nine previous matches against the Black Caps. The second Test will be played in Dhaka from October 21 to 25, followed by three one-day internationals and one Twenty20 match.

Sebastian Vettel wins Japanese Grand Prix, world title on hold

SUZUKA: Red Bull's Sebastian Vettel stormed to a fourth victory in five years at the Japanese Grand Prix Sunday but will have to wait to celebrate a fourth successive Formula One world title. Vettel reeled in his departing team-mate Mark Webber in the closing stages as well as Lotusdriver Romain Grosjean, who wound up third for Lotus after a flying start at Suzuka. But Fernando Alonso's fourth place means Vettel's celebrations stay on ice at least until India in two weeks, despite the German's career-best run of five straight race wins. Webber began the race on pole for the first time this year but Grosjean's scorching start from fourth saw the Frenchman sneak into turn one ahead of the Australian. Both men had their chances but ultimately Vettel proved too strong and, after roaring South Korea race. Vettel, on the brink of becoming only the third man to win four Formula One titles in a row afterMichael Schumacher and Juan Manuel Fangio, now holds a 90-point lead over Ferrari's Alonso with 100 available from the last four races. His coronation a virtual foregone conclusion, Vettel had a hair-raising start, clipping Lewis Hamilton in the squeeze and leaving the Briton's Mercedes with a shredded right rear tyre and floor damage which forced his retirement early in the race. Vettel's decision not to pit for a third time looked a stroke of genius at the end but there were some tense moments before he slowly clawed his way into the lead. "It was not easy to make the two stops work but I want to enjoy this win first," said Vettel.

past Grosjean on the home straight on lap 41, went in front when Webber pitted for the third time and was never seriously threatened thereafter. "Ichiban (first)!" whooped Vettel over the radio as he took the chequered flag for the ninth time this season. "You're the best team in the world. I love you guys. Yes! Ichiban!"

Webber's three-stop strategy cost him and, although he finally passed a determined Grosjean with two laps of the 53 left, it was too late to catch his team-mate and claim a first victory of the year in his last season in F1. Grosjean finished on the podium for the fourth time this season by matching his third place at last week's

We don't censor commentators: Srinivasan

NEW DELHI: BCCI president N Srinivasan has rejected accusations that the Indian cricket board censors commentators employed by it, insisting that it does not "interfere with the freedom of the press". "We don't censor commentators. This word censorship is incorrect. BCCI doesn't tell the commentator you say this, you cannot say this and things like that," Srinivasan said. A controversy was triggered recently when former Australian captain Ian Chappell refused to take up a commentary assignment in India after being presented with a set of dos and don'ts. Srinivasan refused to be drawn into that matter, saying Chappell was not employed by the BCCI. "What has he said? Ian Chappell is not employed by us. We have never said anything to him. We are talking about people employed by us. BCCI doesn't tell the commentator anything," he said. "BCCI in no way interferes with the freedom of the press. But, a commentator should be a commentator, and a journalist should be a journalist," Srinivasan asserted. Asked why the BCCI ventured into TV production, Srinivasan said, "Television production was disorganised. It wasn't professional. There were lots of freelancers involved, the production house was not coordinating things. "We wanted to make it systematic and we wanted the domestic cricket covered professionally so that we can monitor performances, evaluate umpires," he added.

SHANGHAI: Top-seeded Novak Djokovic had all the answers on the day, returning power with precision to score a 6-1, 3-6, 7-6 (7-3) win over Argentina's Juan Martin Del Potro in 2 hours and 32-minutes in the final of the Shanghai Masters. Djokovic, the champion, took home $729,725 and 1000 ranking points while his 25-year-old opponent settled for $357,800 and 600 ranking points. The powerful

Argentine was trying to find his range and rhythm in the first set, where he trailed 0-5 before he won a game. In the second set he jumped to a 41 lead and then went on to serve out the set in the ninth game. The decider went with serves, pushing the final to tie-break. On the sixth point, Djokovic came up with a big forehand to close out the rally after he seemed to be on the back foot for most part, pushing ahead to 4-2.

TOKYO: Former US Open champion Samantha Stosur fought back from a first set loss to claim victory on Sunday against Canadian Eugenie Bouchard 3-6, 7-5, 6-2 in the Japan Women's Open final. The 29-year-old Australian fired two aces in the first set and another in the second at the Utsubo Tennis Center in western Osaka. But she managed to defend only two of eight break points, while 19-year-old Bouchard aced once and saved eight of 15 break points. The victory in the 2-hour-

and-13-minute match was the second title this year for third-seeded Stosur, who previously won the Osaka tournament in 2009. Stosur won in her only other trip to a final this year. She beat then world number three Victoria Azarenka in Carlsbad in early August. The 35th-ranked Bouchard and Stosur, ranked 20th, faced each other for the first and only time last April in Charleston, where the Canadian came out with a win when Stosur retired due to injury while trailing 6-1, 2-0.

Schwartzel wins China Masters title by one stroke

BEIJING: South Africa's Charl Schwartzel shot a four-under-par 68 Sunday to take the NanshanChina Masters by a single shot. The two overnight leaders, 2011 British Open champion Darren Clarke and China's number one Liang Wenchong, the defending title-holder, could only manage level par and tied for second place. Schwartzel, who won the Masters in 2011, started the day in sixth place, three behind the leaders, and did not make much of an impression on the front nine, only clawing back one shot on Clarke. But three birdies on the back nine, including two consecutively on the 15th and 16th, saw him squeak home after the Northern Irishman bogeyed the par-3 17th when a loose tee shot left him on the fringe of a bunker. Schwartzel finished nine under for the OneAsia tournament, played on the Montgomerie course of the Nanshan International Golf Club in the eastern province of Shandong, and said: "It's always very satisfying to win. "I've played a lot of golf tournaments and done a lot of travelling in the past few months and it felt like I've been playing really good golf with no results, so it's nice to have something finally go your way," he added, according to a report released by the organisers. Clarke, who has struggled since his Open victory at Royal St George's two years ago, seemed to be on form until he missed a three-footer on the 13th, and said his lie at the 17th was "horrible".

ENDURING PHENOMENON
What connects millions of people to god? Just one word: Faith. Faith made Sachin Tendulkar the god of cricket', not only in India but among cricket-loving audiences across the globe. Tendulkar may have occasionally failed to score on the pitch, but he never lost the trust of those who had invested their heart and soul in him. Gods also fail, or at least they seem to, and that is why we read the rants of Bhakti poets who have in times of desperation berated the deity they have surrendered to. But such complaints are derived from love and affection, not out of spite or erosion of faith. Tendulkar too has had his share of brickbats from his devotees, and those have come in great measure especially in the last few years when he repeatedly failed to score big, and seemed shockingly vulnerable to bowling that he had in his heyday dispatched with contempt to the boundary. Those who wanted him to quit the game which he has served with exceptional honour for more than two decades, did not do so because they had disrespect for Tendulkar. They did that because they held him in deep regard and did not want him to slip into a zone that would negate his sterling and in many ways unmatched record. No one puts question marks against their gods. The master blaster's announcement on Thursday that he would retire after playing his 200th Test next month before his home crowd was, therefore, greeted with a mix of respect and dismay. Respect, because he timed the announcement just perfectly and with the grace and dignity that has been Tendulkar's hallmark. And dismay, because the void that he leaves behind in Indian (and world) cricket can never be filled. It's not a clich. There are three factors that made Tendulkar not only a sports icon but also a model figure deserving emulation. First, the many records that he set and broke as a batsman; second, his perfect personal conduct off the field; and third, the power of 24x7 television. With 51 centuries and a total of 15,837 runs in 198 Tests, and 49 hundreds and 18,426 runs in 463 one-day internationals, he remains unmatched for his colossal display of prowess. Great as this is, what really made him a darling of the masses is his impeccable behaviour off the field. Unlike some of his peers in the country and outside, he was never embroiled in controversies and did not punch colleagues or others. Nor was he caught in a state of inebriation at late-night parties where, in the name of letting their hair down, sportspersons often conduct themselves disgracefully. Despite all the international adulation that could have easily led him astray, he remained rooted to the ground, his family and cricket. For a people desperate to latch on to a model they could genuinely respect Tendulkar was god-send. The cricket legend's connect with the masses was furthered by the enormous impact of television, which brought the man and his charming manners into the living rooms of millions of homes. The social campaigns he was involved in and the many products he endorsed made him into a larger-than-life person. His magnetism cut across caste, community and religious lines. As he bids adieu to the game, we hope that he remains connected with the sport in some way. Also, he can give more attention to his role as a member of the Rajya Sabha. Whatever he does, one thing is for sure: Sachin Tendulkar will bring to it the same dedication and honesty that he played cricket with.

LIGHT AT THE END OF US TUNNEL!

S Rajagopalan
It has been dj vu all over again in Washington for much of the past one month. Just two years ago, the United States suffered for the first time in its history an ignominious downgrade of its stellar AAA credit rating. That happened when a highly-polarised and dysfunctional political system took the nation to the brink of a debt default mercifully averting a calamity at the eleventh hour. Much the same political dance has been witnessed on Capitol Hill in recent weeks and it looks like the rampaging Republicans are just about pulling back from the brink after all the sound and fury of what might really have been Americas first-ever debt default. They have finally offered a plan for a six-week extension of the debt limit in return for negotiations over spending cuts. It is another matter that at the time of writing, President Barack Obama was still to accept the Republican offer. Unlike 2011, the stage this time round had really been set for a potential double whammy, with the Republicans having already forced a partial Government shutdown in their all-out push to defund or delay Obamacare. President Obamas signature initiative to extend health insurance coverage to more than 30 million uninsured Americans, formally known as the Patient Protection and Affordable Care Act, has raised the hackles of Republicans, notably their vocal fringe of Tea Party conservatives, right from the time it was debated and passed finally in March 2010 - a time when the Democrats commanded majority in both chambers of US Congress. Ever since regaining control of the House of Representatives in the November 2010 elections, the Republicans have voted more than 40 times to repeal Obamacare - only to be thwarted by the Democrat-controlled Senate each time it was sought to be challenged. But on October 1, the start of the new American fiscal year, the Republicans chose to exact revenge, bringing into play another uniquely American phenomenon - a Government shutdown that promptly

CNN poll found that 63 per cent of respondents were angry with the Republicans for the way they have handled the shutdown, while 57 per cent found fault with Democrats and 53 per cent targeted Obama
closed most federal offices, monuments and parks, furloughing more than 8,00,000 employees. The shutdown came about with House Republicans refusing to pass a clean spending bill to keep the Government running beyond September 30. Instead, they attached one rider or another to the spending measure in a bid to defund Obamacare, delay it by a year or chip away at some of its features such as the one on individual mandate. Unacceptable as these were to the Democrats, the Senate rejected all the House measures. The bruising battle between the two sides promptly brought about the first US Government shutdown in 17 years. As of Friday, the shutdown entered its 11th day. The last one during Clinton administration stretched for 21 days during 1995-96. The shutdown, for all its adverse impact on federal services and employee morale, came to be overshadowed by the fastapproaching October 17 deadline to raise the US debt ceiling. The Obama administration has been at pains to point out that beginning that date, it would no longer be able to pay all of its bills, unless Congress raised the debt ceiling beyond the current level of $16.7 trillion. In a testimony before the Senate Finance Committee, Treasury Secretary Jack Lew bluntly stated that he would be unable to prioritise some payments over others, given that his department handles some 30 million transactions each week. It would be chaos, he warned. Fears of a possible US debt default, with its grim global implications, had already begun taking its toll on markets across the world. The United States is just one of two countries in the world with clear legislative restrictions and constant scrutiny over its public debt, the other being Denmark. But in Denmark, debt ceiling has never raised the political tempers, let alone precipitated a crisis of the type that is increasingly becoming the norm in America. Since 1960, US Congress has acted to raise the debt limit as many as 78 times, says the Department of Treasury. In earlier years, the revisions were not such a bone of contention. But in recent times, notably with the Tea Party conservatives making their presence felt, every revision of the debt ceiling is fraught with uncertainty. The debt limit deals with the total amount of money the US Government can borrow to meet existing legal obligations, including payouts for Social Security, Medicare, military salaries, interest on the national debt, tax refunds etc. Treasury officials say that raising the debt ceiling does not authorise new spending commitments, but failing to increase the limit would cause the Government to default on its legal obligations. It was against this looming financial catastrophe that the Republicans finally came around on Thursday and offered a shortterm deal, put together by Congressman Paul Ryan, chairman of the House Budget Committee and Mitt Romneys vice-presidential running mate in the last White House race. Ryan advanced some of his ideas to end the stalemate in an article in The Wall Street Journal. One aspect that instantly appealed to the Democrats, and angered the Tea Party elements, was his lack of any reference to defunding or delaying Obamacare. Ryan subsequently clarified that he had not given up his fight on this score, saying: Were going to keep going after Obamacare. Im totally committed to dismantling this law because what were learning soon here is that its going to do so much damage to this country. Premiums are skyrocketing, people are los

ing the coverage they had, businesses are knocking people down less than 40 hours a week, its just terrible. As far as US debt goes, its major creditors include China and Japan. China indeed owns as much as $1.28 trillion of US Treasury bonds as of last July-end. Japan follows, owning $1.14 trillion in US bonds. Little wonder that both these countries lost no time to urge America to get its act together. Jin Baisong, a Chinese academic, told the Global Times that Beijing may face short-term pains if the US failed to raise the debt ceiling in time, noting: Chinas exports will dramatically decrease because the default would significantly hurt the economy of the US and the European countries. The Republican turnaround in this crisis is due in no small measure to its plummeting approval ratings in a series of polls this week. A Gallup poll found the Republican approval rating was down to 28 per cent. Democrats have also taken a big hit, but their approval was relatively healthy at 43 per cent. A CNN poll found that 63 per cent of respondents were angry with the Republicans for the way they have handled the shutdown, while 57 per cent found fault with Democrats and 53 per cent targeted Obama. It looks like there is more than enough blame to go around, and both parties are being hurt by the shutdown, said CNN Polling Director Keating Holland. The unresolved Government shutdown remained a sticking point at the meeting that the Republican delegation had with Mr Obama on Thursday evening, but the hope of a deal was very much alive. The President had a good meeting with members of the House Republican Leadership, the White House said, but noted: After a discussion about potential paths forward, no specific determination was made (on the Republican offer). A spokesman for Speaker Boehner said, House Republicans remain committed to good faith negotiations with the President, and we are pleased there was an opportunity to sit down and begin a constructive dialogue tonight. A far cry indeed from the tone and tenor of exchanges between the two sides till recently.

OF THE MANY TITANS, SACHIN IS A DAZZLER

Ashok Malik
As Sachin Tendulkar begins his final month as a test cricketer and the media circus begins its countdown to those two test matches against the West Indies in November, cricket aficionados will be left melancholic by memories that bookend a 24-year career. First, they will recall Sachins teenage years: The young schoolboy who was hit by Waqar Younis in his first series but heroically batted on; the dazzling 18-year-old who reached an epic century at Perth in 1992, on the worlds fastest pitch, against the worlds most lethal pace attack. Second, they will marvel at his hunger and consistency in, roughly, the 21st century and in the years after he turned 30 (in 2003). Sachin enjoyed astounding success, in both test and limited overs cricket, right up to the Indian tour of Australia in early 2012. Whats missing here? Frankly, almost all of the 1990s! Sachin scored thousands of runs in this decade but somehow his fans, thoughtful cricket chroniclers and perhaps even the historians of the future, would not seem too interested. Aside from two magical centuries against Australia in Sharjah in 1998, it is difficult to offhand recall even one innings between 1992 and the end of the millennium. This would seem strange. In the 1996 World Cup, for instance, Sachin was the highest run-scorer. In the early 1990s, India won numerous test matches at home and Sachin hit lots of hundreds. In 1999, as Australia smashed India down under, Sachin was not just the last man standing but often the only man standing. So why is

PEOPLE ARE NO MORE SILENT

What can people do when Governments, politicians, parties, bureaucracy, etc refuse to defend their rights, even when their lives, property and habitats are in danger? The only option available to them is, as we have seen in several parts of the world, to defend themselves through their own struggles. This is what the young, Purdah-clad Jazeera from north Kerala, a mother of three, is currently doing at Jantar Mantar in Delhi through her one-woman battle to bring to the attention of the authorities the threat her coastal village is facing from the rapacious sand mafia, which has the backing of many political parties. This is what the Anti-Endosulfan Action Committee of Kasaragod in Kerala, where nearly 600 people have died and several thousands have contracted various diseases because of the senseless spraying of the pesticide in the State-owned cashew plantations, have been doing for the past several years. This is what the farmers of Cheekkallur in Kerala's mountainous Wayanad district did on Friday by intensifying their stir against a proposed airport in a highly eco-sensitive farmland, through a protest march to the district collectorate. Such struggles are mushrooming in Kerala, as we see them along the banks of rivers Bharathappuzha, Periyar, Achankovil and Kallada victims of rampant sand-mining where land-grabbing has been progressing with the alleged support of political parties in power and in the Opposition. All such independent agitations have been successful in winning massive public support as more and more people are becoming convinced that they do not figure in the priority lists of politicians and political parties. In short, a different kind of revolution is happening in God's Own Country, in which established political parties have no real role to play except to hypocritically offer support to such stirs after being convinced of the strength of these agitations, and sometime with the intention of derailing those initiatives from inside through treachery. Politicians and political parties in Kerala now complain that apolitical reactions to issues have become a trend of the times and that this could bring harm to the progress of the society. They are not entirely wrong in drawing this conclusion but what they are forgetting is the fact that they themselves are responsible for this situation. The evolution of issues like the infamous solar scam, case pertaining to the murder of Marxist rebel TP Chandrasekharan, illegal steps behind the approval for a private airport at Aranmula, etc are forcing the people to believe that the ruling and the opposing fronts are in the habit of doing evil things in total co-operation. It is up to the politicians and political parties to take steps to restore credibility to their activities. Otherwise, they may soon become an endangered species.

Tendulkar (and Ganguly and Dravid and Laxman) represented the last generation for whom test cricket was the ultimate form of the game, and for whom belonging to a quality test side was a matter of deeply-felt conviction
that aspect of Sachins career eclipsed? The reason is simple: Indians werent awfully proud of their cricket team back then. The home wins in the early 1990s were unprepossessing a combination of pitches custom-tailored for Indian spinners and anodyne strategies devised by manager Ajit Wadekar and captain Mohammed Azharuddin. Despite Sachin, the Indian team was scarcely a world beater, far from being among the very best. The decade concluded, of course, with the monumental match-fixing scandal. Then, in 2001, something changed. In the Kolkata test against Australia, India fought back from the ropes; VVS Laxman and Rahul Dravid hit centuries while following on, and took India to an improbable, impossible victory. In the next test, Sachin hit a majestic hundred and propelled India to a series win against the worlds best team. Two years later, India made it to the World Cup final. The iconic moment of the tournament came when Sachin hit Shoaib Akthar for a massive six over third man. It was a shot Indian cricket can never forget retribution almost for Javed Miandads by Christians, with inhabitants working as labourers and farmhands. This is ridiculous to attack any community on the basis of religion. These reactionary forces attack minorities to threaten them and communalise the mind set of majority community. This act is not much different from Gujarat carnage or 1984 Sikh killings. Mindsets are same. Peace loving and secular people of different countries should raise voice against these kinds of acts in unison. Otherwise it will be difficult to live in a society with peace and love. Yours faithfully, Joseph, Jammu. last-ball six in Sharjah in 1986. From then on, the Sachin legend grows and grows. He makes centuries as India wins matches and series in every country. Okay, they only draw a series in Australia (2003), as the little man scores a marathon 241 not out and works his way back into form after a temporary blip. He hits a big century in Multan (2004) and escorts Virender Sehwag to a triple hundred as India breach the final frontier and finally win a test match in Pakistan. He plays sublime cricket and chaperones a much younger team to triumph in a limited-overs tournament in Australia at the culmination of an emotionally exhausting tour in 2008. India comes to a stop to watch him hit a pulsating 175 against Australia in Hyderabad (2009) as his team loses a oneday game that becomes a one-man show. He hits 200 in a 50-over contest (2010). His form carries India to a World Cup victory (2011). In two otherwise humiliating test series (England 2011 and Australia 20112012), Sachin has his moments, even if the wizardry is beginning to wane. So what happened in 2001 and why did it public-sector. Most of the times, actual exfactory price is just one third of printed Maximum Retail Price (MRP) or list price. To overcome such bribes for purchase-officers, Union government should impose excise-duty on basis of printed Maximum Retail Price (MRP) or list price rather than ex-factory price. Union government should also make appropriate changes in Packaged Commodities Act to check menace of gimmick packaging by manufacturers to cheat consumers. It should be made compulsory to pack all packaged commodities only in packs of 1, 2, 5, 10, 20, 50, 100, 500 gms/mltrs/kgs/ltrs only to avoid gimmick packaging to befool consumers by manufacturers. Goods packed by numbers should likewise be only in packs of 1, 2, 5, 10, 20, 50, 100, 200, 500, 1000 and similar multiples of 1000 abolishing packing by dozens etc. India should follow South Africa in extending 'Right-To-Information' Act in private sector too. Yours faithfully, Madhu Agrawal, Jammu.

ACT OF MINDLESS VIOLENCE

Dear Editor, I am writing this letter to condemn as well console the families of the persons killed in Peshawar, Pakistan. Taliban attacked the church and killed 80 people belonging to Christian religion. According to an estimate 200,000 Christians live in Pakistan and out of whom 70,000 live in the city of Peshawar. Christians are second largest minority after Hindus in Pakistan. The majority of Pakistan's Christians converted from Hinduism centuries ago under the British Raj. Most of those converts had been low-caste Hindus, kept at the lowest rung of society by virtue of their birth and would have converted to escape the fate destined for them within the caste system. But to this day the Christian community remains the poorest sector of Pakistani society, consigned to menial jobs. Many villages in parts of Punjab are dominated

Impose MRP-based excise-duty

Dear Editor, Presently manufacturers deliberately leave a big gap between printed Maximum Retail Price (MRP) or list-price and actual ex-factory price of commodities mainly to be used as bribe for purchase-officers in offices including those in government and

trigger such a radical change from the 1990s? That year, under the leadership of Saurav Ganguly and the tutelage of John Wright, India finally began to put together the team and the work ethic that could complement Sachin. In the 1990s, there were too many street-smart mediocrities the Ajay Jadeja-Manoj Prabhakar type just hanging around. Sachin deserved better. He got it as a sort of 30th birthday gift. Great individuals often need, and sometimes build or summon, great contexts. Bradman played for 20 years but his abiding legacy is still the fact that he led the Invincibles, the Team of 1948 that is perhaps the greatest Australian team of all time. Fittingly, Sachin has been the fulcrum of Indian crickets greatest generation five good men, Tendulkar and Dravid, Ganguly and Laxman, and Anil Kumble. This was a Band of Brothers like no other. They rescued Indian cricket from the swamp of shame, renewed its spirit, taught it how it win everywhere, in all conditions. That final attribute must be given its due. Indians remember Sunil Gavaskar as an artiste and a warrior, but almost always as a crusader for the lost cause, for the failed fourth-innings chase. People like their sports heroes for their achievements and their grit they like them most when they win. Gavaskar rarely had the team that allowed him to win, that matched his template. A dozen years after he made his debut, Sachin got lucky. The fact that the second half of his career (2001-2011) has been so linked to team victories many but not all with substantial contributions from the man himself has made Tendulkars retirement that much more poignant. In terms of his craftsmanship, this period allowed him to flourish because he was no longer the teams lone gunfighter, no more carrying its burden. As the Indian top order acquired meat and rigour, Sachin stopped being the equivalent of a stock bowler and reverted to being shock bowler. The worlds greatest teenage batsman now became the worlds great batsman over 30, over 35 or pushing 40. The compelling verity Indian cricket has to come to terms with is Tendulkar (and Ganguly and Dravid and Laxman) represented the last generation for whom test cricket was the ultimate form of the game, and for whom belonging to a quality test side was a matter of not just ambition but deeply-felt conviction. To cricketers born in the mid-1980s and later, test cricket is scarcely as much of a priority. This is not a moral judgement; it is a statement of reality. That is why, years from now, when we are old and grey, when our powers of recall have begun to fade, when our bones creak and our souls tremble, when we await the call from the great pavilion in the sky, we wont close our eyes and think of only Sachin. We will remember the titans.

Affected fishermen moved to relief camps

V I S A K H A PAT N A M , OCTOBER 13: Scores of fisherwomen and children of Vasavanipalem, Shiva Ganesh Nagar, Jalari Endada (all three in 7 ward) and Peda Jalaripeta (17 ward) were accommodated at the school building located at Vasavanipalem on Saturday. Their homes located on the beach, close to the waterfront, were either partially or fully damaged by the high waves caused by cyclone Phailin. While the men folk insisted on staying back home to guard their properties, the women and children were evacuated to the relief shelters. Some of the children of the fishermen were seen filling water from the municipal taps at their homes damaged by the high waves. We have shifted around 500 persons from the affected areas as against the target of 1,000, and accommodated them here (school building) and arranged to accommodate others at the community hall and in the 7 ward office, Zonal Commissioner (Zone II) P. Sriram Murthy said. We have, however, made arrangements to provide food, tea and snacks to 3,000 persons as fishermen of surrounding areas are also expected to come during dinner time. Two medical teams are kept ready and water is made available to meet requirements for the next two days. This apart, 50,000 drinking water packets have been requisitioned, he said. We have no food so far but they (officials) have promised to give us dinner. They gave us tea and water, said G. Korlamma and G. Polamma. We have already shifted some of our properties to safer places and our men have stayed back to take care of the remaining assets, they said. MLA V. Train services between Howrah, Puri restored

NEW DELHI, OCTOBER 13: With cyclone Phailin losing its intensity, the East Coast Railway on Sunday restored train services between Howrah and Puri. However, services between Khurda Road station and Palsa remain suspended as the restoration work on the track is still continuing, an East Coast Railway spokesperson said. The services were restored between Howarh and Puri after necessary repair of overhead equipment, checking of signalling system and removal of uprooted trees and debris from the railway tracks. Railways had on Saturday cancelled all trains between certain sections as a precautionary measure due to the cyclone. hit cotton farmers in Andhra Pradesh 18 Tamil Nadu fishermen missing Focus shifts to post-Phailin relief in AP Rains NALGONDA, OCTOBER
CHENNAI: Eighteen fishermen of Kanyakumari district of Tamil Nadu, who sailed out of the Odisha coast for deep-sea fishing, are feared missing, police sources said on Saturday. Of the three mechanised boats that entered the sea some 20 days ago, only one returned on Friday evening. As cyclone Phailin swept along the Odisha and Andhra Pradesh coast on Saturday evening, coastal security agencies launched an operation to rescue the fishermen. Rough weather conditions were hampering the operation, sources in the intelligence agencies said. A ship has been deployed to rescue the fishermen. There is no information yet on their status. We are coordinating with the Coast Guard in Kolkata, InspectorGeneral and Commander Coast Guard (Region-East) Satya Prakash Sharma told The Hindu. The fishermen belonged to the villages of Mel Midalam and Enaya Puthanthurai in Kanyakumari district. They were staying at the Astharanga fishing base in Odisha. H Y D E R A B A D / S R I K A K U L A M , OCTOBER 13: The Andhra Pradesh administration has shifted focus to rescue, relief measures and estimation of damage after the fateful cyclone Phailin crossed the coastline on Saturday night. Damage could be limited to minimum according to a statement from the Chief Ministers office. There were no casualties reported so far but substantial damage to electricity poles and communication network has impacted the region. Road and rail networks were completely cut off between Andhra Pradesh and Odisha on Sunday morning due to the impact of the cyclone. Many trees were uprooted on the route near Ichapuram causing disruption to the movement of traffic. 13: The continuous rain during the past one-week in the district has clouded the future of cotton farmer, as the readyto-pick cotton in the fields got discoloured. If rains hit the district in next few days, it will turn a disaster for the cotton farmer here. Joint Director, Agriculture, B. Narasing Rao has said this year in the district farmers cultivated cotton in more than 3 lakh acres against the target of 1.93 lakh hectares. With the district receiving excess rainfall during the first four months of kharif season, the flowering of the cotton was not on expected lines. Though the flowering did not improve much, the farmers at least were expecting to get back their investment with the first and second pickings. But, the rain destroyed their

Sex racket busted in Connaught Place hotel, two held

NEW DELHI: A prostitution racket operating from fivestar hotels in the city has been busted with the arrest of an 18-year-old girl and another person from a hotel in Connaught Place. A team led by SHO (CP) Mukesh Walia arrested the duo after a tip-off, police said. The woman lives in Mahipalpur and is a college student. The other accused, Krishna, used to finalize the deals through social networking sites. Police said they charged customers between Rs 8,000 and Rs 25,000. Police are now trying to identify other members of the gang.

Even two wheelers were not allowed from border area. East Coast Railway had already cancelled all the trains between Visakhapatnam and Bhubaneswar. Bahuda river is in full swing, posing threat to Jagannadhapuram and Safnam villages. Revenue Minister N. Raghuveera

Hindu, a women farmer from Palem village in Nakerkal mandal, Ch.Renuka, who was spotted picking the cotton in her field, said that the stored cotton in the house was also turning black because the continuous rains would increase moisture content in the air.

At least 89 feared killed in Madhya Pradesh temple stampede UP legislator's wife killed
DATIA (MP), OCTOBER 13: Eighty-nine people, including 31 women and 17 children, were killed and over 100 injured in a stampede on Sunday during Navratri festivities near a temple in Madhya Pradeshs Datia district. The tragedy at the Ratangarh Mata Temple happened after rumours spread that a bridge that the devotees were crossing was about to collapse. 89 people were killed in the stampede on the bridge over Sindh river leading to the temple at Ratangarh, where lakhs of devotees had congregated, following rumours by some unidentified persons that it was collapsing, Deputy Inspector General (DIG) of Police, Chambal Range, D.K. Arya told PTI. The State government has ordered a judicial inquiry into the mishap. The festivities turned into a tragedy as the devotees from Datia and neighbouring Uttar Pradesh thronged the Durga temple to offer prayers on the occasion of Navratri at Ratangarh, about 60 km from district headquarters in Datia and around 320 km away from the State capital. Unconfirmed reports said that the stampede took place as some people were trying to jump the queue and police used batons to control them. Mr. Arya said nearly 100 people have been injured in the mishap and they have been rushed to nearby hospitals. Heart-rending scenes were witnessed as anxious relatives searched for their loved ones from the large number of bodies that lay on the bridge. The irate crowd, protesting over the incident, pelted stones and clashed with the cops following which police used mild lathi charge to disperse them. Amid the chaos, police and local volunteers had a tough time to bring the situation under control. A sub-divisional police officer suffered serious injuries after being hit by stones, the DIG said, adding that some other policemen were also injured. The situation has been brought under control, Mr. Arya said. Pheroze L. Vincent adds: The tragedy took place between 9 a.m. and 10 a.m. on Sunday, allegedly after a traffic collision on the bridge which leads to the temple. Police sources said that up to 25,000 people could have been present on the bridge when the tragedy took place. The stampede took place on the bridge above the Sindh river. We are not able to contact the Sub-Inspector who was handling security there as there is no telephone connectivity there and he is also injured. Three companies (of police) have been rushed from Morena, Datia district headquarters and Gwalior for relief operations. DGP Nandan Dube, Chief Secretary Anthony De Sa and Additional DG (Intelligence) Sarabjeet Singh have just left to the spot by helicopter, Inspector General (Law and Order) D. Sreenivasa Rao said. District sources claimed that after the traffic collision took place, a rumour spread through the crowd that the bridge was going to collapse. TV channels have also reported that the small contingent of police at the spot used force to regulate the crowd which aggravated the stampede. Chambal range DIG Dilip Arya denied the allegations. No lathi charge took place and no part of the bridge collapsed. We are trying to find out who spread the rumours, but rescue is the first priority, he said.

Boy hangs self over poor exam performance

over property dispute

MUMBAI: A 20-year-old student committed suicide at his house in Goregaon (W) on Friday. The deceased, Amit Dubey, was reportedly depressed with his poor performance in an exam and feared failure. The Goregaon police have found a note in the house that was written by Dubey, stating that no one should be held responsible for his death. Dubey, son of a former Bajrang Dal leader, was a third-year BSc student at a college in Kandivli. On Friday night, Dubey hanged himself from a ceiling fan. He was alone in the house. When his mother returned, she found the door locked from inside. She knocked on the door, but when Dubey did not open the door, she peeped inside the house and saw her son hanging. She immediately informed the neighbours, who took Dubey to a hospital. He was declared dead on arrival. The Goregaon police registered an accidental death report and ruled out foul play in the incident.

Air hostess files rape charge

GURGAON: A 48-year-old property dealer has been arrested in Palam Vihar for allegedly raping a 29-year-old air hostess, who was a tenant in his house. The victim, who is an employee of a Delhi-based airline, had been living in Celebrity Suite Apartments for the last five years and she claimed that she trusted her landlord, Rajiv Bagga, when he got intimate with her and promised to marry her. A source said that Bagga was already married twice and the victim had been involved with him since 2008. She had pleaded with him to marry her earlier but he had calmed her with the promise of gifting her a flat. Some days ago, when she got to know that the promised flat had already been sold by Bagga, she felt duped.

NEW DELHI, OCTOBER, 13: Uttar Pradesh legislator Haji Aleem's wife was killed here over a property dispute, allegedly by two of his sons from an earlier marriage, police said on Sunday. Rehana, 40, wife of Bahujan Samaj Party (BSP) legislator Aleem, who represents Bulandshahr, was killed Oct 9 at her New Jafrabad residence in Delhi. According to police, the legislator's sons Danish and Anas murdered her with the help of their driver Nadeem, who has been arrested. It was all over a property dispute. Nadeem, 30, was arrested in Seemapuri here Sunday morning. He named the legislator's two sons, who are absconding, said a police officer. Police said Aleem did not have a happy relationship

with his first wife Kehkasha and the two sons who lived in Bulandshahr. They had raised objections over the property owned by Rehana in Delhi. "On Oct 8, Danish, Anas and Nadeem came from Bulandshahr to Delhi. Danish fired at Rehana while Nadeem stabbed her several times," said Deputy commissioner of police V.V. Chaudhary. Rehana's body, which bore 12 deep wounds and two bullet injuries, was discovered by her maid the next morning. Rehana lived with Aleem in Bulandshahr. She visited the Delhi home at least twice a month. She came to Delhi just four days before her killing when Aleem had gone to Makkah, police said. Police said Rehana and Aleem married in 1990.

Probe initiated against cop for taking bribe after video goes viral

Worst of squalls over, but heavy Naidu discharged from hospital, hits out at Congress rains likely in Bihar: IMD
NEW DELHI, OCTOBER 13: Hours after cyclone Phailin hit coasts of Odisha and Andhra Pradesh, the IMD on Sunday said the worst in terms of wind velocity is over, but warned that heavy rains are expected in Bihar in the next 48 hours and a flood warning has been issued to the state. Director General, Meteorology, L.S. Rathore said here that there has been zero loss of life after the cyclone made a landfall last night. Incidents of trees falling on roads have been reported and according to the information available with Mr. Rathore, the process to clear the roads is on in full swing in both the states. He said the wind speed now was 100-110 kmph, which can gust up to 120 kmph in Odisha in the next 12 hours. The cyclone is currently 50 km south o f Sambalpur in Odisha. Regarding rainfall, M r . Rathore told a press conference that it will be widespread in Odisha and n o r t h Andhra Pradesh. Rains will wean off in Andhra Pradesh but will continue in Odisha for the next 24 hours. A flood warning has been issued to Bihar in view of the cyclone. He warned that plains of Bihar and the catchment areas of Kosi and Gandhak rivers will receive heavy rainfall. The plains will get rains in the next 48 hours NEW DELHI, OCTOBER 13: Telugu Desam Party (TDP) Chief Chandrababu Naidu, who was discharged from hospital after his nearly a week-long fast, on Sunday hit out at the Congress for the manner in which division of Andhra Pradesh is being carried out and said that Seemandhra people are worried about the future of Hyderabad. There is agitation in Andhra Pradesh. Seemandhra people are worried about education, employment, revenue sharing, water resources and the status of Hyderabad besides its future, the TDP leader told reporters after emerging out of Ram Manohar Lohia (RML) Hospital, where he was admitted on fifth day of his hunger strike on Friday against Telangana creation and forcibly administered intravenous fluids on Saturday. He accused the Congress of not following proper procedures in bifurcation of Andhra Pradesh. The way in which the division process is being done is objectionable. They are not following any system or procedure, he said. Mr. Naidu took exception to what he called noninvolvement of leaders from the state in the bifurcation process. I am asking the Congress. Are there no local leaders? Are there no statesmen?, he asked. The TDP leader alleged that the Congress leaders like Digvijay Singh, Veerappa Moily and Home Minister Sushil Kumar Shinde were giving contradicting statements on the bifurcation issue.

VASHI: An official probe has been initiated on Saturday to seek out and punish a railway policeman who was recently caught on camera taking a bribe from a hawker at Turbhe station. A Navi Mumbai activist, Nagmani Pandey, managed to record the act on his phone on platform number 3 of Turbhe station, while he was on his way to work last week. The video went viral after Pandey posted the clip on a social networking site and also emailed it to the prime minister, railway minister and several senior railway officials. "It is a good thing that a probe is now underway after my video clip reached the senior railway and GRP officials. I only hope it is fair and unbiased in order to nail the constable," said Pandey. "After the video clip went viral showing a police personnel taking a bribe of Rs30 from a vendor, we initiated an enquiry. However, it needs to be confirmed that the accused is a constable, since the clip is not very clear," said police inspector (crime) at Vashi railway police station, R D Bhosale while talking to TOI. He also said CCTV grabs would be sought from cameras at Turbhe railway station to confirm the identity of the accused. Pandey, however, is curious to see the final report as he says this is not an isolated incident. "I have often seen hawkers openly selling their goods inside railway stations and also trains, which is illegal. Why do the cops allow them to carry out such activities in the first place," he asked.

when the system moves to Nepal, while the catchment areas of the two rivers will also receive rains in the next 72 hours. The IMD said as of now, Phailin has been categorised as severe cyclone in Odisha. It will be downgraded to cyclone later in the evening and then into a deep depression. On Monday, it will be put in the category of depression, as per prevailing trends.

Mr. Naidu also appealed to the national parties to put pressure on Congress to provide justice for Telugu people. Congress party should hold talks with people from both sides to resolve the issue amicably, he said. Meanwhile, RML Hospital authorities said Mr. Naidu was discharged on Sunday as he was stable and the TDP leader wanted to visit Hyderabad.

INTERNATIONAL & ECONOMY

MOSCOW, OCTOBER 13: In his first video since receiving Russian asylum, Edward Snowden railed against dragnet mass surveillance that encroaches on the freedoms of entire populations. This is not about any sort of particular programme, Mr. Snowden said in one of several short videos released by WikiLeaks over the weekend. This is about a trend in the relationship between the governing and the governed that is coming increasingly into conflict with what we expect as a free and democratic people. The videos, which somewhat lifted a veil of secrecy Mr. Snowdens stay in Russia, were shot at his meeting with a group of U.S. fellow whistleblowers who had come to Moscow to present him with an award for for Integrity in Intelligence. The former U.S. intelligence officials refused for security reasons to reveal where they had met Mr. Snowden, but the videos were apparently shot at a Moscow hotel, around a table laid for lunch or dinner in a Baroque-style meeting room. He condemned dragnet mass surveillance that puts entire populations under sort of

an eye that sees everything. This kind of talk could well bring him into conflict with Russian authorities. A recent report said Russia has set up a surveillance system that is just as sweeping and invasive as the one that has been exposed by Mr. Snowden in the U.S. Two Russian investigative journalists covering security issues said SORM, the Russian analogue of the U.S. PRISM spying system, enables security services to intercept, store and filter all types of telephone and Internet communications across Russia without any public oversight. The report by Andrei Soldatov and Irina Borogan said that although the Federal Security Service (FSB), the successor to the KGB, needs to acquire a warrant to intercept a communication, it does not have to show it to anyone, which means that it can collect any information without anybody knowing about it. The journalists claimed that the system had been used to eavesdrop on Russian opposition leaders during large-scale anti-government protests in 2011-2012. Over the last two years, the Kremlin has

7
tice assessed the levels of respect for the political rights of religious minorities, especially as voters and candidates, said Mr. Rehman. The May general elections was the third since the abolition of separate electorates in 2002 and except for the Ahmediya community, everyone had equal rights to vote or seek election to general seats. For observation, the HRCP chose six constituencies with substantial minority vote five across Mirpurkhas, Umarkot and Tharparkar districts in Sindh province and one in Lahore, Punjab province, which has a sizeable Christian population. The HRCP said the main minority group in the three Sindh districts was Hindu, and both voters and candidates from the community faced discrimination. A large number of Hindus worked as daily wagers for feudal landlords and most followed their employers diktat. In one case, an influential candidate was found running his election office from a polling station. When minority candidates contested on the ticket of mainstream political parties they polled many votes, but when they stood as independents, they got less than 100 votes. Affirmative action was needed by the government, the ECP and political parties to deal with the considerable prejudice, said Mr. Rehman. The report said there were some positive outcomes despite their failure to win a general seat in the National Assembly in the past elections, members of religious minorities continued to stand and in five constituencies in Sindh, there were 11 minority candidates in 2013 as against five in 2008. Majority community candidates who in the past did not seem to care for minority voters, had actively sought their votes and even asked them to manage campaigns in some cases.

An unequal election for Pakistans minorities

ISLAMABAD, OCTOBER 13: Ahead of the May general elections, a pamphlet was circulated in the constituency of Tharparkar in Sindh province warning Muslims against voting for an infidel. But what is worse is that no action was taken against the culprits, says I.A. Rehman, secretary-general of the Human Rights Commission of Pakistan (HRCP). While 10 seats out of the 342 in the National Assembly are reserved for non-Muslims, only one non-Muslim candidate was elected from the 272 general seats this time. After the euphoria over Pakistans first democratic transition settled, post-election analyses indicate problems for both women and religious minority voters that call for the Election Commission of Pakistan (ECP) to play a more enabling role. AU demands immunity from ICC trials for heads of state

ADDIS ABABA, OCTOBER 13: African heads of state have decided that sitting heads of state be granted immunity from prosecution at the International Criminal Court (ICC) at a summit called to deliberate the African Union (AU) s deteriorating relationship with the international body. The current impasse was precipitated by the courts prosecution of Kenyan President Uhuru Kenyatta and his Deputy William Ruto, both on trial for post-electoral violence in 2007 that led to the deaths of almost 1200 Kenyans. We have sent a strong signal to the international community, said Ethiopian Prime Minister, and Chairperson of the African Union, Hailemariam Desalegn, in his concluding remarks, We would like our concerns to be heard loud and clear. The meeting also resolved that no serving AU head of state or government official would be required to appear before any international tribunal during their term of office, and called upon African ICC signatories to push for amendments to the Rome Statute, the 1998 legal accord that undergirds ICC.

transformed Russia into a surveillance state at a level that would have made the Soviet KGB envious, the journalists said. Mediterranean shipwrecks sharpen calls for safe passage

VALLETTA (MALTA), OCTOBER 13: Three deadly Mediterranean shipwrecks that claimed the lives of hundreds of would-be asylum-seekers fleeing war and repression sharpened calls on Saturday for humanitarian corridors to allow safe passage to Europe. At least 34 people drowned in Maltese waters south of the Italian island of Lampedusa when a boat packed with hundreds of Syrians and Palestinians capsized on Friday, the same day another 12 migrants died in a shipwreck off of Egypt. Those tragedies came just eight days after at least 339 Eritreans died when their boat sank within sight of Lampedusa, in one of the worst verified migrant sea tragedies on the Mediterranean. Facing unrest and persecution in Africa and West Asia, many migrants think the Lampedusa escape route to Europe, barely 113 kmfrom northern Africa, is worth the risk. The U.N. High Commissioner for Refugees Antonio Guterres expressed concern that Syrians fleeing conflict have sought to reach Europe by such a perilous route, calling it inhumane. They escaped bullets and bombs only to perish before they could ever claim asylum, he said, adding that there had been reports that the vessel had been fired on shortly after departing Zwara, Libya. A joint Italian-Malta operation rescued nearly 200 people after the Italian Coast Guard received a distress call via satellite phone from the boat and a Maltese aircraft sighted the capsized boat with numerous people in the water. At least 34 people died, while 143 survivors were brought to Malta. The U.N. refugee agency said survivors claim up to 400 people were on board. Other survivors, 56 in all, who were not in immediate need of medical attention were heading to Sicily on board an Italian frigate. The flows have never stopped, especially over the summer months, an Italian naval spokesperson said. The two accidents in such a short period have raised the attention of the public, but the tensions have been going on all summer. Some 30,100 migrants arrived in Italy and Malta in the first nine months of 2013, compared with 15,000 in all of 2012, according to the U.N. refugee agency. Most are characterised as asylum seekers, fleeing civil war in Syria or repression and mandatory conscription in Eritrea, unlike the waves of economic migrants a decade ago. Malta Prime Minister Joseph Muscat said the new waves of Syrians, on top of arrivals of Eritreans and Somalis, make it more urgent for Europe to agree on a coordinated policy.

OCTOBER 13: Long live Gen. Vo Nguyen Giap, people chanted and many burst into tears as his flag-draped coffin passed by on a truck-drawn artillery carriage. Giaps great contribution will be forever imprinted in the nations history. Gen. Giaps body was to be flown for burial in his home province of Quang Binh in central Vietnam later on Sunday. No words can describe how much love and respect people reserve for Gen. Giap, said Nguyen Thi Vi, 71, from central province of Ha Tinh, as she was waiting in the crowd. I feel like I lost one of my relatives. Gen. Giap will live forever in the heart of Vietnamese people and we may not witness another great man like him, she said. We should set up temples to honor him and

Indian drug cos need to shape TRAI finds 87% dip in complaints for wrong VAS activation up as US FDA tightens norms
MUMBAI, OCTOBER 13: The pharmaceutical industry has been the subject of increased scrutiny by regulatory bodies worldwide and in the recent past, Indian pharma sector too has witnessed more scrutiny. The US FDA (Food and Drug Administration) is one regulator that requires the highest standards of safety and quality and even as an increasing number of Indian companies are attracted to and have a presence in the U.S. market, this also means that the numbers of inspections and defaults are rising. D. G. Shah, Secretary General, Indian Pharmaceutical Alliance, said that Indian companies accounted for 12 per cent of the warning letters issued by US FDA. After all, USA accounts for 30 per cent of Indias pharmaceutical exports of $ 3 billion and this is growing at 18-20 per cent per annum. In an interacinvest more in processes. Regulatory authorities will also need to make more effort to communicate the rationale of the prescribed processes that are put in place. Expecting compliance without understanding is futile. The mitigation of risks requires much better appreciation of the drug safety rules and a clearer understanding of the processes, Mr. Shah said, adding, The Indian pharma industry has to learn how to adapt with training. On the other hand, the FDA cannot be merely an inspector or a forensic auditor. The IPA has initiated discussions with US FDA to find out the most common problems faced by Indian companies. We are planning to have a workshop with US FDA faculty and IPA logistical support in the future and this would go a long way in helping bridge the gaps, Mr. Shah said. NEW DELHI, OCTOBER 13: The number of complaints made against wrong activation of value added services like mobile internet and caller tunes has declined by about 87 per cent since July when TRAI issued directions to operators for putting an end to such practices, the regulator said on Sunday. According to data released by Telecom Regulatory Authority of India (TRAI), number of consumer complaints against wrongly activated VAS services on mobile phones has come down by about 87.56 per cent to 9,338 in August, from 75,117 in July. A decline in complaints pertaining to value added services is noticed after measures taken by TRAI, the regulator said in statement. On July 10, TRAI issued direction to telecom operators to take double confirmation from consumers before activating value added services (VAS) and refund money of subscriber if the complaint is made within 24 hours for services that are valid for more than a day and 6 hours if a service is valid for a day. Under the rules, consumers can register complaints about wrongful activation of VAS on

Baring Private Equity completes Hexaware deal

tion with The Hindu, Glenn Saldanha, Chairman & Managing Director Glenmark Pharma said the US FDA was unbiased and is very rational and consistent in how it approaches things across the globe. As India is exporting a lot more to the U.S. now it is risk-based automatically, the vigilance has increased

because of the sheer amount of products that we sell to the U.S. For Indian companies, 40 per cent or more have been inadvertent offences. While there are signs that the US FDA has become stringent, it is generally felt very strongly that domestic industry must get its act together particularly in compliance systems and must

a toll-free common number, 155223, irrespective of the network they use. The regulator observed that total number of complaints received for VAS reduced almost halved from 1,85,468 in July to 95,510 in August. The value added services activation on mobile network also reduced by about 57 per cent from about 7 crore in June when rules were not in place to 3 crore in July. The data released by regulator did not incorporate details of state-run BSNL, Sistema Shyam, Videocon and Punjab based Quadrant.

Chidambaram publicly questions IMFs growth projection for India

NEW DELHI, OCTOBER 13: Publicly questioning the methodology adopted by the International Monetary Fund (IMF) for its growth projections for India, Finance Minister P. Chidambaram on Sunday said it was high time the long-pending governance and quota reforms in the Fund was given a concrete shape, as the delay was impacting the credibility and legitimacy of such organisations. Touching upon the subject of growth projections at the IMF Plenary meeting at Washington D.C., Mr. Chidambaram spoke briefly about some aspects of growth estimation by the organisation, which, in some cases have been revised downwards significantly within a few months. For example, Indias growth rate, which was projected at 5.6 per cent (at market prices) in the WEO July Update, has now been revised significantly downwards to 3.8 per cent. I would like to ask, respectfully, what is the information that IMF has gathered between July and September, that we do not have, that has impelled the Fund to drastically change the estimate? We do not share this pessimistic outlook. We also believe there is a need for review of the methodology for growth projections as in the past, IMF projections have often been at divergence with final growth numbers, he remarked. Referring to the recent developments in the financial markets, the Minister said an important question is why ongoing IMF surveillance failed to foresee the market impact of exit from unconventional monetary policy. The IMFs failure to identify certain risks and give clear warnings has demonstrated yet again the weakness of its surveillance framework. It also questions the relevance and usefulness of the IMF exercise with regard to policy settings of member countries,

Material wastage plagues industry: experts

MUMBAI, OCTOBER 13: Changes in material handling process can help companies save a minimum 10 per cent of their materials that go waste or get lost during transit, said experts. To improve cost-efficiency and bottom lines, organisations must provide due importance to material handling, a neglected area, they said. Currently, material wastage is to the tune of 10 per cent in any plant. It is rampant in coal and iron ore. This is due to contamination, pilferage or spillage during transit. If companies can plug this, the benefit will be enormous, said Babak Mukhopadhyay, General Manager & Head Material Handling Systems, L&T Construction, on the sidelines of an industry event, Powder & Bulk Solids India 2013, here. Manufacturing and mining sector is 1.6 per cent of gross domestic product (GDP) and the benefit will be huge if companies can adopt the right kind of operation and equipment for material handling, Mr. Mukhopadhyay added. Normally, companies provide least priority to material handling but blame it for any crisis. Experts said now time had come to get rid of age old practices in material handling and companies must embrace modern technology and make use of special conveyer systems. As consumption goes up, there would be more demand of minerals, energy and water. So emphasis should be given on energy-efficient systems that can consume less water while handling of material, they said. The need of the hour was to optimise the processes and it was critical during the current turbulent times, they added. Material handling plays a crucial role in the development of infrastructure to help meet time and cost. The development of the infrastructural sector has been and will continue to be a priority for the government. This, in turn, necessitates the attention on production, storage, and transport of materials, said VK Agarwal, IIT-Delhi. The size of material handling industry in India is Rs.15,000 crore growing by 15-20 per cent a year. Growing competition, stress on quality and tightening of environmental norms have put additional pressure on all industry sectors, including chemical, plastics, pharmaceutical, food and on all raw materials handling industries, such as mining, coal-fired power generation and dry handling bulk ports. And the right kind of material handling equipment can make all the difference. Though sectors such as port and power and steel mills were embracing modern technology, material handling in foodgrains and fertilizers remained an area of concern, said experts.

because repeated downward revisions could significantly influence market expectations besides spreading gloom, he stated. Mr. Chidambaram expressed disappointment over delay in governance and quota reforms in the IMF and the World Bank to give greater voice to the emerging economies, saying the delay would impact their credibility, legitimacy and

effectiveness. We are disappointed that the deadline for the 2010 Quota and Governance Reform of the Fund has not been met. There is no clarity, even after the passage of a year, as to when this will be finally achieved. The delay in ratification of the 14th Quota Review will only mean that the reliance on borrowed resources will increase. This is not desirable, he added.
