KHURSHEED'S WISDOM: INDIA MUST SHOW PATIENCE!!

ROHIT SINGH RANA As the picture on latest Pakistani infiltration in Kashmir's Keran sector starts getting clearer, the External Affairs Minister Salman Khursheed has showered priceless gems of wisdom on the nation. He contends, "I think much as we feel upset and concerned and hurt by what is happening on the border and the LoC, I think we have to show some perseverance, some patience and some fortitude to ensure that we don't play into the hands of the forces that want to create trouble." Appears some angel from heavens has come, taken seat on Salman Khursheed's shoulder and whispered priceless gems of wisdom for India, rather instruction and our foreign minister, in a characteristic loyal role of transmitter of the message, has called upon all Indians to show "some perseverance, some patience and some fortitude" while dealing with Pakistan. If argued, it is clear that according to Salman Khursheed, India has not shown any tolerance, perseverance or fortitude, when it comes to dealing with Islamabad. If it is so, then he need not be our foreign minister because he is not privy to very apparent reality of how India has dealt with Pakistan right from 1947. However, Salman Khursheed is not so nave not to know the reality. Then what makes him utter unsolicited gems of wisdom when he should have been tough. May be he in a way he is playing to the galleries or he like his Prime Minister, wants to downplay the intrusion of 30 to 40 militants at the time when he and his boss were getting overboard to meet Nawaz sharif. What was the outcome of the talks is not clear; the only thing that was revealed from the body language of the Prime Minister was that no tangible movement forward was indicated. It was like a typical stale mate of World War first trench warfare. No movement forward only stick to your position. It is also a matter of great curiosity for the people of this country to know whether our PM talked anything tough in the meeting. Astoundingly Khursheed has got overboard in placating and appeasing the political establishment of Pakistan, by playing down the intrusion bids or cease fire violations and twin terror attacks in Hiranagar and Samba. Let those who were killed by Pak terrorists go into dustbins of history. Who cares for them? The innocent army personnel and JK policemen, killed in Hiranagar or Samba will be replaced but the opportunity that Salamn finds in Nawaz's Pakistan cannot be allowed to slip by. Put in simple terms the blood of Indians spilled by Pak terror machine is dispensable. "Patience, perseverance and fortitude" of foreign minister should become now the guiding factor for carrying forward the peace process with Pakistan. Perhaps in past India has not shown such qualities and it is high time now for the country to at least show some patience in a 'Salmaninan' vision and style. In 1947 Pakistan attacked Kashmir and we showed patience, even did not occupy the whole of PoK. In 1962 Pakistan attacked in Rann of Kutch and we showed patience, in 1965 Pakistan again attacked India, we displayed perseverance even did not press for Lahore which was only six miles away, in 1971 India was again attacked and we exhibited fortitude in Shimla Agreement by returning 93000 Pakistani prisoners of war without bargaining for Kashmir. Since 1990 India is showing perseverance at the proxy war hurled on us by Pak terrorists and Pakistani army again and again repeatedly, India demonstrated some patience by not going beyond LoC. In1999 Pakistan again gave us Kargil, India expressed fortitude. Mumbai attack took place and New Delhi sat still, Parliament raid happened and India remained calm. What is more that India is expected do is a question that should be asked to Salman Khursheed. When visions get blurred and hearts turn weak man loses sight of reality. Salman Khursheed, despite his suave demeanor and oxford education has lost touch with reality. Indian people expected such a statement from someone sitting in Islamabad but unfortunately it has emanated from our own foreign minister. How tragic that those who drive o the foreign policy of the country are still living in fool's paradise and giving sermons which sound empty and unconvincing.

NEW DELHI: Concerned over the protests in Seemandhra region of Andhra Pradesh, Congress on Wednesday made a strong pitch for invocation of ESMA to bring normalcy, insisting at the same time that the decision on Telangana is "irreversible". Party spokesman PC Chacko, however, declined to give a timeframe for formation of the new state when asked by reporters whether it would be formed before or after the Lok Sabha polls and whether a bill on the issue will be brought in the winter session of Parliament. Conceding that the situation after the decision on Telangana has become "very complex", he wanted leaders of all political parties to help create a congenial atmosphere for discussion and dialogue. He alleged that several parties including BJP and TDP were playing "opportunistic politics" on the issue. Noting that it was the responsibility of the government to bring normalcy, Chacko said that if best efforts to ensure a dialogue fail, then strong action should be taken including invocation of Essential Services Maintenance Act so that common people do not suffer. Asked whether President's rule should be imposed on the state, he said that such a situation might come, but was not there at present. "Government of Andhra Pradesh may be finding it difficult, but it is in control." To a volley of questions on the attitude of chief minister N Kiran Kumar Reddy and whether he was a stumbling block for formation of the new state, he said, "There is scope for such an allegation, but not a fact ... SBI slashes interest rates on cars, consumables


NEW DELHI: State Bank of India (SBI) on Wednesday reduced interest rates on loans for car and consumer durables and also decided to lower processing charges to cash in on the festival season demand. SBI is the fourth bank after PNB, OBC and IDBI Bank to offer special interest rates for loans to buy automobiles and consumer durables like televisions, air conditioners and refrigerators. The decision to cut interest rates on auto and consumer durable loans comes nearly a week after the government decided to pump in funds in PSU banks so that they can lower rates to stimulate demand in the targeted sector. According to the country's largest bank, interest rate on car loan has been slashed by 0.20 per cent to 10.55 per cent against the earlier 10.75 per cent. "Processing charge has also been cut from 0.51 per cent of the loan amount with a minimum of Rs 1,020 to a flat rate of Rs 500," it said. The bank has also launched a special festival loan for its salary account holders for purchase of consumer durables and two-wheelers. Attractive discounts are available under this offer resulting in effective interest rates starting from 12.05 per cent, it said. This 'Utsav Ki Umang SBI ke Sang' offer is valid from October 7, 2013, to January 31, 2014, and covers the purchase of cars, two-wheelers and consumer durables, it added.

JMC drive against adulterated milk hailed


JAMMU, OCT 09: Shri Ram Sena Jammu-Kashmir has welcomed the Jammu Municipal Corporation (JMC) drive against the supply of adulterated milk in Jammu city. Appreciating the JMC drive, Shri Ram Sena state president Rajiv Mahajan said, the drive under the direction of JMC Commissioner, Kiran Wattal in taking steps to curb adulteration in the supply of milk will definitely improve the quality of milk and its products. Mahajan said the adulterated milk supplied to public in Jammu city has been playing havoc with the health of the public and it was necessary to check this menace which instead of improving the health of people was the cause of multiple ailments. He further said that in view of the coming festivals, Shri Ram Sena hopes that JMC shall further accelerate its drive against sweets and other consumable items. If milk suppliers want to enhance the rates of milk, no problem, but they must at least supply unadulterated milk to the consumers keeping in view the health care of the consumers, Mahajan added.

Says 1114 Ha forest land retrieved from encroachers
informed besides submission of schemes for construction of 38 rain water harvesting structures under the 13th TAC, as many as 64 projects worth Rs. 21.98 crore have also been formulated and submitted to Union Ministry of Water Resources for recharging the existing water sources and raising the ground water level. The Minister informed that Village Level Sanitation Committees have been formulated in which members of PRIs and ASHA workers have been involved for creating awareness among the people. He said that the members of these Committees would meet once in a month and sensitize people about the benefits of clean water and the steps to be taken for improving water quality. SRINAGAR, OCT 09: Minister for Forests, Environment and Ecology, Mian Altaf Ahmad in reply to a question by Mr. Naresh Kumar Gupta informed the Legislative Council that Jammu and Kashmir is the first State in the country where Forest Protection Force (FPF) was created to protect and safeguard the forest property in the State The Minister informed that FPF assists Forest Department, Wildlife Department and other related departments on requisition. It patrols vulnerable areas on systematically drawn plans to detect and to bring offenders to justice and to take up such special assignment as may be entrusted to the force by the Government from time to time. Mian Altaf informed that the Forest Protection Force at present has the working strength of 1771 officials against the sanctioned strength of 2257 posts. He said creation of 170 Supernumerary posts of Watchers, 8 posts of Engineering wing have also been transferred from Forest Department. He said that an amount of Rs. 32.90 crore, Rs 44.41 crore and Rs 50.25 crore have been expended to cover various expenses of Forest Protection Force Department during 2010-11, 2011-12 and 2012-13 respectively. As many as 4422 cases have been registered by the FPF under the provision of J&K Forest Act, the Minister added. The Minister said that there is a provision for creation of a Gamma Unit at Bhaderwah, adding that at present Gamma Unit J-08 Doda is catering to the requirement of Bhaderwah Forest Division in addition to its own duties. He said out of 14347.1075 hectares encroached forest land, 1114.115 hectares forest land has been retrieved from the encroachers in the State.

Choora, Dongdara and Dardhajan bridges have been taken up under Projectization plan at the total cost of Rs. 9.28 crore against which Rs. 3.13 crore were are utilized upto last fiscal. He said Rs. 1.01 crore are being expended on these bridges during current financial year, adding that Waripora Bridge, Choora Bridge would be completed during this financial year. Shrakwara, Pethgam, Dongdara and Dardhajan bridges are targeted to be completed in next financial year, he said. The Minister said that construction work of Bngdhara, Chan Mohalla and Chandpora bridges involving total cost of Rs. 12.51 crore was taken up under NABARD against which Rs. 5.13 crore was expended till last fiscal and bridges at Chan Mohalla and Chandpora are expected to be completed this fiscal while as Bngdara bridge is targeted to be completed during next financial year. Ms. Mehbooba Mufti, Mr. G. M. Saroori, Mr. Harshdev Singh, Peer Mansoor Hussain, Mr. Ashok Kumar, Haji Mohammad Ashraf, Mr. A. R. Veeri, Mr. Irfan Shah, Dr. Shafi Ahmad Wani, Syed Bashir and Mr. G. M Saroori urged for time bound completion of ongoing road and bridge projects besides upgradation of road connectivity with release of adequate funds in their constituencies. The Minister assured the concerned Legislators that appropriate steps would be taken by the Government in this regard well in time.

In reply to another question by Master Noor Hussain, the Minister informed that there is no laid down policy for rain water harvesting as such, but the thrust is being given on development of rain harvesting structures like check dams, ponds and tanks in the water deficit areas especially in the Kandi belts of the state. He said the department is planning to construct 10 check dams each in both the divisions, adding that these would help in recharging the existing ground water aquifer and also to restore springs and other water sources of the areas. SRINAGAR, OCT 09: The Government will formulate a policy for regularization of all daily wagers/casual labour after the requisite information is obtained from different Departments and in this regard a Cabinet SubCommittee vide Government Order no. 345 of GAD of 2009 dated 27-02-2009 pursuant to the cabinet decision dated 19-02-2009 to go into the extent, magnitude of problems relating to casual workers that is financial, legal and administrative has also been constituted. The Information was given by Minister for Finance and Ladakh Affairs, Mr. Abdul Rahim Rather while replying to a question by Syed Naeem Akhtar Indrabi. The Minister said that after SRO-64 of 1994 came into vogue 56000 daily wagers have been regularized and the remaining 2000 will also be regularized. He said the information regarding the daily wagers appointed after the SRO-64 was issued has been sought from different departments on a format made for the same and after requisite information would be furnished the same would be placed before the Cabinet Sub-Committee and a policy regarding regularization would be formulated. Mr. Khalid Najeeb Suharwardy, Syed Asgar Ali, Mr. Ravinder Sharma, Mr. G. Q Pardesi, Mr. Jahengir Mir, Syed Rafiq Shah, Ghulam Nabi Monga, Mr. B. R. Sakina tours Kulgam, takes stock of on-going dev works


KULGAM, OCT 10: The Minister for Social Welfare Ms. Sakina Itoo, Tuesday visited many areas of Kulgam District and took stock of various developmental works underway. The Minster visited the residence of Ilyas Ahmad Bhat of Chatripora Kulgam who died recently in a road accident. She expressed her sympathy and condoled with the bereaved family, besides prayed for the eternal peace for the departed soul. Ms Itoo gave cheque of Rs. 10 thousand to the next of kin of the deceased, besides sanctioned pension in favour of wife of deceased person from Social Welfare Department. She also directed district Administration, Kulgam for providing other possible help to the next of kin of the deceased. During the visit, several deputations called on the Minister and put forth their demands before her. Ms, Itoo gave patient hearing to all the people and assured them that all genuine demands will be redressed in a phased manner. Ms. Itoo, also directed the concerned officers for the necessary repairs of roads and electric poles and wires at Chatripora and other villages of the area. She also directed for taking necessary steps to improve supply of drinking water in the area. The Minister was accompanied by the Legislator, Mrs. Bimla Luthra, Deputy Commissioner Kulgam, officers of Social Welfare Department and other concerned departments.

Surgeries of disabled children conducted under SSA


DODA, OCT 9- The education department has facilitated 49 cleft surgeries of Children With Special Need (CWSN/disabled children) of the district conducted at Amandeep Hospital Amritsar under Sarva Shiksha Abhiyan (SSA). Out of 49 surgeries, 28 were conducted during 2012-13 and 21 in 2013-14. The SSA (IED) implementing authorities conducted a detailed survey of the whole area of the district and recommended these cases to Amandeep Hospital Amritsar for surgery. A total of 49 surgeries were conducted free of cost. DDC, Mubarak Singh, public as well as parents of the beneficiaries appreciated this noble move of edu dept.

House adopts four Motions


SRINAGAR, OCT 09: The House today adopted four motions for extension of time for presentation of Reports of different Committees till next session with voice vote. These include, the Report of the Select Committee on "the Kashmiri Hindu Shrines and Religious Places (Management and Regulation) Bill, 2009 ( L.A Bill No.11 of 2009)", the Report of the Joint Select Committee on "The Jammu and Kashmir Prohibition of Conversion of Agricultural Land for Non-Agricultural purposes Bill, 2011 (L.A Bill No. 15 of 2011)", the Report of the Select Committee on "The Jammu and Kashmir private Security Agencies (Regulation) Bill,2013 (L.A. Bill No.11 of 2013 )" and the Report of the House Committee "To ascertain the factual position regarding the illegal encroachment of Wet Lands for its conversion for residential purposes in Srinagar, Baramulla and Bandipora Districts and conversion of Agricultural and Kahcharai land for residential and commercial purposes with particular reference to Shalteng and its adjoining areas within 10 KM radius whether falling within the Administrative jurisdiction of Srinagar, Baramullah or Bandipora Districts". The motions were moved by Minister for Law, Justice and Parliamentary Affairs Mir Saifullah and Hakeem Mohammad Yasin.

Rs. 296.44 cr allocated as budget to SMC: Jora


SRINAGAR, OCT 09: An amount of Rs. 296.44 crore has been allocated as budget to the Srinagar Municipal Corporation since last three years. The Information was given by Minister for Urban Development and Urban Local Bodies, Mr. Nawang Rigzin Jora while replying to a question by Mohammad Ashraf Mir. The Minister further informed the House that an amount of Rs. 47.88 crore has been incurred as sanitation expenditure; Rs. 244.79 crore has been spent on civil works during 2010-11, 201112 and 2012-13 similarly Rs. 18.55 crore has been spent on purchase and procurement of various items. The Minister further said that 6 Sewerage Treatment Plants have been commissioned by LAWDA and more would be made available to the Srinagar Municipal Corporation.

Jahangir stresses pacing up execution
KULGAM, OCTOBER 9Stressing on pacing up execution of health projects, Deputy Commissioner Jahangir Mir has called for expeditious completion of upcoming SDH buildings at Yaripora, Qaimoh and D.H Pora to promote patient care. Reviewing progress of health infrastructural projects at a meeting here, Jahangir underlined the significance of adhering to timelines set for completion of infrastructure projects. He said timely completion of infrastructure in rural areas reduces pressure on the district and tertiary level health institutes besides ensuring the concept of health for all. The meeting was informed that three SDH hospitals taken up at a cost of Rs 27 Cr are nearing completion. It was stated that 6.15 lakh patients were attended in different health institutes in the district during last fiscal. As many as 1110 major surgeries were carried out to treat the equal number of patients suffering from different maladies. It was given out that Rs 1.3 Cr revenue has been generated by the hospitals in the district which is being used to augment ancillary health infrastructure.

34th Research and Extension Advisory Committee Meeting held


SRINAGAR, OCT 09- The 34th Research and Extension Advisory Committee Meeting for Kashmir and Ladakh Zone (Rabi- 2013) was held today at SKUAST-Kashmir, presided over by Prof. Afifa S. Kamili, Director Extension Education. The meeting discussed performance of various technologies vis-a-vis their adoption by field functionaries as well as farmers, and formulate programmes for the benefit of the farming community. ADDC reviews performance of Banks at DLRC meet


SAMBA, OCT 09 - A meeting of bankers and district officers was held to review the progress and performance of bankers in key areas relating to deposits and advances besides priority sector lending for the quarter ending September 2013. ADDC, Samba, Syed Anwar Hussain, while chairing the meeting had a detailed review of progress achieved in sponsoring the cases by various departments like DRDA, KVIB, KVIC, DIC, Employment, SC/ST/OBC Corporation, Agriculture, Animal/Sheep Husbandry etc. under various schemes like SGSY, SGSRY, JKSSES, PMEGP. It was informed that the deposit and advances of banks as on ending June 2013 stood at 1963.85 crore and 1074.60 crore respectively, thus achieving a CD ratio of 54.71 %. Further, the district has achieved 16.88% of the total annual credit plan for the year 2013-14. Lead Bank Manager, B.M. Sharma, while giving a detailed account of the performance of banks, informed that the progress under priority sectors, weaker sections and credit flow to women beneficiaries has been above the RBI stipulations. Besides, against the bench mark of 40% under priority sector advances, the banks have comfortably achieved 58.42%. The achievement under advances to weaker sections of the society was 23% against the national goal of 10% and 5.03% to women beneficiaries against national goal of 5%. The ADDC appreciated the efforts of banks and agriculture / revenue department for issuance of 32865 Kissan Credit Cards to eligible farmers. He instructed the agriculture department and banks to clear the backlog and ensure that all eligible farmers are covered under the scheme. He also urged upon the bankers to disburse credit under the KCC scheme. The ADDC expressed satisfaction over the CD Ratio of the district and impressed upon that endeavors should continue to surpass the ratio and achieve the national target of 60%.

24 callers register grievances in Kathua Arrangements for Id-ul-Azha finalized at Baramulla


KATHUA, OCTOBER 09 - As many as, 24 callers registered their grievances during the weekly 'PARYAS', an initiative by the district administration to listen to the grievances of the public telephonically at DC office complex in Kathua today. District Development Commissioner, Kathua, Jitendra K. Singh, in presence of heads of various line and works departments received the calls during hour long session and issued on spot instructions to the concerned departments to attend to the grievances and problems registered by the callers. SRINAGAR, OCT 10: Describing senior citizens role model and asset of the society, the Minister for Social Welfare Ms. Sakina Itoo, said that senior citizens were once young and strong, giving the best years of their lives to the society by working hard in contributing for the welfare of people in particular and State in general and now they need affection and due respect from the society, adding that it the responsibility of younger generations to give back to them a little bit of what they deserve. The Minister said this while chairing a meeting convened to discuss the demands and issues of senior citizens and improving the functioning of the state Level Advisory Council for Senior Citizens of the State at Banquet Hall here on Wednesday. Responding to various suggestions put forth by the senior citizens includes issuance of special card in hospitals, establishment of free help line telephone services, time bound issuance of senior citizens cards, seat reservation in public transport, concession in public services, the Minister assured that the issues will be taken up with the concerned authorities for early redressal. Underscoring the need of better healthcare policy for senior citizens, Ms. Itoo said that the matter would be taken up with the concerned authorities so that old age people could feel respite during ailment. Regarding employee pension, the Minister assured them that she would do her best so that all retired personnel could get their pension well in time and matter would be taken up with the higher authorities on priority. Ms. Itoo said government is keen for the dignified and honourable life of destitutes, poor under privileged class of the society by extending various facilities through the welfare schemes in vogue. SRINAGAR, OCT09: Terming the Sheep, Sheep Products and allied Live-Stock as back-bone of the rural economy, the Minister of State for Animal and Sheep Husbandry Mr. Nazir Ahmad Gurezi today said that this sector is playing a vital role in changing the socio economic condition of 80% population of ruralities of the State. The Minister, who is also the Chairman of Sheep and Sheep Products Development Board popularly known as Wool Board said this after inspecting office-cum-godown of the Board at Nowshera today. Legislator Aga Syed Ahmad Rizvi and Executive Councillor, LAHDC, Kargil Mr. Ghulam Rasool Naqvi accompanied the Minister. Mr. Gurezi said that State government is committed to eradicate poverty from the face of the society, especially from the far flung, remote and hilly areas and with this aim the Wool Board was set up in the State in 1981. The Minister said that 40 lakh people of the State are directly involved in the rearing live-stock, adding that with the aim to secure their future the Government initiated measures to revive the Wool Board last year 73500 lac kg wool has been sold so far, while as booking of 76500 lac kgs has been recorded. There are 2.75 lac kgs wool in stock in the godowns of the Board at present the meeting was informed. The meeting was informed that the wool is procured mainly from the Gujjar and Bakerwal and from the people living in the hilly areas without engaging middleman at the rate of Rs 81/- per kg which was earlier Rs 55/- only in 2011-12. The Minister was informed that the Board has manufactured 1800 woollen blankets, each costing Rs 900,ready for sale. On this occasion, Managing Director, Wool Board Dr. Goutam presented a detailed resume of the activities of the Board. Later, the President of the employees Mr. Reyaz Ahmad Wani submitted a charter of demands to the Minister. The Minister assured the employees that their genuine demands will be looked into sympathically. HUBLI: On a day of fluctuating fortunes, West Indies A batted brilliantly in first two sessions before India A bowlers fought back strongly in the last session of the first day's play to share the honours in the third unofficial Test at KSCA Stadium on Wednesday. Put in to bat, West Indies A were bundled out for 268 in their first innings after a spirited bowling by the Indians in the post-tea session, which saw them picking up last five wickets for just 28 runs. In reply, India A were 10 for no loss with openers Gautam Gambhir and VA Jagadeesh batting on two and eight, respectively. Abhishek Nayar finished with figures of four for 61 and Dhawal Kulkarni claimed three for 60, while Zaheer, left-arm orthodox spinner Bharghav Bhatt and pacer Ishwar Pandey bagged wicket apiece. India A bowlers faced a difficult time in first two sessions inspite of out-of-favour Indian pacer Zaheer Khan giving an early breakthrough in seventh over itself. The visitors, riding on a valuable 81-run knock by Leon Johnson and his crucial partnerships with Narasingh Deonaraine (35) and Assad only 93 runs after losing Johnson at 175 as fourth West Indies A wicket. Jahmar Hamilton (15), Nikita Miller (18), Ashley Nurse (4) and Delorn Johnson (0), did not have any answer to some witty bowling by Nayar and Kulkarni. Captain to face the music for ball tampering, ICC says


DUBAI : The captain will be held responsible if an umpire discovers ball tampering but not the culprit during an international match, according to new ICC rules. If an umpire spots a change in the condition of the ball, he will issue a first and final warning to the captain and the ball will be changed, the International Cricket Council said in a statement on the changes which came into effect on Tuesday. In case the ball is tampered with again, the bowling team will face a five-run penalty and umpires will not only change the ball again but the captain will be held responsible and reported. The Decision Review System has also been tweaked for a trial period of six months until April 2014. It came into effect with the start of the first Test between Bangladesh and New Zealand at Chittagong on Wednesday. Teams can top up their DRS reviews to two after the completion of 80 overs in each innings of a Test. A change was proposed after the recent Ashes series in England was blighted by poor umpiring calls. In one-day internationals, there are two white balls which are used from both ends. But the ICC said if the match is reduced to 25 overs or less per side before the first innings of an ODI commences, each team shall have only one ball.

COLOMBO: Sri Lanka opening batsman Tillakaratne Dilshan is retiring from Test cricket to make way for the next generation but will still be available for the shorter forms of the game. Sri Lanka Cricket said in a media release on Wednesday that Dilshan would hold a news conference on Thursday to officially announce his retirement. "I have decided to take this decision to allow Sri Lanka cricket to groom another youngster in my place," said Dilshan. "I was to announce my retirement after the Zimbabwe Test series but unfortunately the tour was postponed."

Sri Lanka were to play two Tests on their tour of Zimbabwe from October. The aggressive opener made his Test debut in 1999 against Zimbabwe at Bulawayo and appeared in 87 Tests. In an international career spanning 14 years Dilshan scored 5,492 runs at an average of 40.98. His 16 Test centuries included a career best 193 against England at Lord's in 2011 as captain. This was elucidated by none other than Prime Minister Manmohan Singh, who decreed green laws as the new licence raj, stating that saving the environment cannot be at the cost of development. That this perception is faulty and not based on fact, has been well explained in my earlier columns. Suffice it to say that we have given away vast chunks of even pristine forests and wildlife habitats for mining, nomadic shepherds and their livestock. There is a state-owned sheep breeding park within the premises of the national park, and although there is a Cabinet decision to move the farm out, eight years on, the farm continues to occupy prime meadows. In fact, there is a campaign to declare the area it occupies as non-forestland. We are whittling away the last remaining habitats of even our critically-endangered species. The gharial is another such ill-fated species. Only about 200 breeding adults of this longest and the most ancient of crocodilians remain. The Hirakud dam on the Mahanadi the gharials southernmost range sealed their fate in that river, which today may at best have about five. Their current stronghold, the Chambal river, is dammed, with no less than 150 projects operating in its basin with an equal number in the pipeline. There are other species that stare extinction in the face: Jerdons courser, wild buffalo, sangai or Manipuri dancing deer, the once ubiquitous vultures to name just a few. While most of the species are covered under a Species Recovery Programme of the Union Ministry of Environment and Forests, the programme suffers from an acute lack of funds and is managed by a poorly-staffed wildlife department and is, therefore, unable to deliver the focus such a programme demands. What is also missing is the will of steel, and the sense of urgency of the gravity of the situation, both on part of the State and Union Governments required to pull back these species from the brink. Unless we deem their last remaining habitats sacrosanct, these species are doomed forever. The tiger survived not just because we devoted a project and infused it with funds, but because it had a strong foundation, with a handpicked, committed team and backed by strong political will and increasing public support. India is considered a world leader in conservation we have pulled the Great Indian rhino and the Asiatic lion from almost certain extinction. We are the committed custodians of the tiger. Then why such apathy? Are we willing to lose forever a precious part of our natural heritage? I think not. Till the last tiger remains, there is hope.

UNWISE AND DANGEROUS
The Congress-led UPA Government's decision to have the Intelligence Bureau probe allegations that a secret wing of the Indian Army had successfully conducted covert operations on foreign soil, threatens to open a can of worms which should have best remained sealed. Since the move comes after former Chief of Army Staff VK Singh revealed that the Technical Support Division of the Army had been involved in such tasks as well as funding nationalist' politicians in Jammu & Kashmir in activities that were meant to counter the insurgents operating in the State with support from elements in Pakistan and the brouhaha that resulted thereafter, the Government's decision to involve the Intelligence Bureau will be seen as designed to not just embarrass General Singh but also fix him eventually. However, in its enthusiasm to do so, the Centre is risking the exposure of covert operations that our Armed Forces resort to in a bid to gain the upper hand in tackling militancy in the country and countering anti-India forces that operate from abroad. Given their nature, such secret missions are rarely discussed in public, let alone put to open scrutiny. Yet, this is what will happen after the Intelligence Bureau begins the task the regime has foolishly mandated it to do. Vested interests from within this Government have in the recent past leaked to a select media secret documents relating to the functioning of the Armed Forces; nothing stops them from doing so again once the inquiry by the Intelligence Bureau begins. For these people, national interest is way below the need to grind a personal axe. This is not the first time that the Centre will be using one investigation agency against the other to score political points, even if that results in secret and classified material spilling out in the open and compromising national security. The Congress-led regime had provoked the Central Bureau of Investigation to probe the functioning of the Intelligence Bureau in the Ishrat Jahan encounter case. It was only after senior officials of the Bureau strongly protested that the Government decided to go slow. While the functioning of the TSD now disbanded can be a subject of discussion, there is a red line that must not be breached. Those involved in the functioning of the Armed Forces in States like Jammu & Kashmir recognise that line. It is not a coincidence that, while politicians like Jammu & Kashmir Chief Minister Omar Abdullah have called for a probe into the revelations that Gen Singh made, Union Minister for Defence AK Antony has maintained a dignified silence. He knows better than to publicly discuss sensitive matters. As a responsible politician, Mr Abdullah must desist from playing into the hands of disruptive elements. Let it not be forgotten that anti-India forces, both within the country and abroad, especially in Pakistan, are certain to exploit the recent developments to their advantage, just as they had done over irresponsible statements that had come from some Congress leaders in the wake of terrorist attacks in the country. The Union Government is committing a grave error by giving such people a fresh handle to embarrass the country. The Centre should by all means enforce accountability in the functioning of secret agencies, but not by making a public display.

SOME CHEER, BUT MORE OF GLOOM

So, are we writing the epilogue of Indias wildlife ? Its a question I was asked at a talk on the National Wildlife Week, celebrated every year in the first week of October. Given the gloom and doom scenario, and the dismal news from the world of wildlife pouring in, its a valid fear, and one that I will attempt to answer through this column. First the good news: India has an unparalleled wildlife conservation history. Globally, large mammals, particularly predators, have taken the worst beating, declining with the first impacts of humans on their habitats. India continues to harbour large predators like the snow leopard, common leopard, clouded leopard, wolf, wild dogs and, of course, the tiger. India is home to more than 50 per cent wild tigers and also the Asiatic elephant. Its the repository of a fair number of species once almost on the brink, notably the Great Indian rhinoceros, Asiatic lion, Asiatic wild ass and lion-tailed macaque. We have gaur, the largest wild bovines, wild buffalo, at least three species of bear, three species of large crocodilians. The only mega fauna we have tragically lost in the last century has been the cheetah. This, given our countrys demographics at over 1.2 billion and the fact we are the second-most populated country in the world, is remarkable, and a credit to us. Its especially so when we view it in context of the developed Western world, which has all but wiped off its predators. For example, wolves, bears and lynx once roamed the UK as top predators. They have all been eradicated. Lets focus on Indias national animal and Project Tiger, the biggest conservation initiative of its time. There are detractors, and I have been a severe critic as well, given the fortunes and otherwise of the tiger in the turbulent four decades since the projects inception. We saw the poaching carnage of the 1990s, the mockery of inflated numbers and misplaced complacency, the shame of tigers going extinct in Sariska and Panna, the persisting threats to tiger habitat and the intensifying human-tiger conflict. Tragically, the killing continues, and has, in fact, peaked in the past two years. Yet, there is little doubt that the project has served its purpose. Even if, as it is pointed out, we have about the same number of tigers we started at the inception of the project in 1973 if we can make that comparison at all given different estimation methods. It must be pointed out that the pres-

sures on the tiger and its habitat have increased exponentially in these four decades. That tiger habitats remain, that tiger populations have stabilised (although still very vulnerable) and that some reserves one example being Nagarahole saw a resurgence of tigers, thanks to the protectionist legal and policy framework provided in the 1970s, reinforce this fact. Significantly, with protection, the forests under the umbrella of Project Tiger have thrived. This, despite a booming human population and the consequent pressure on resources, expanding agriculture, the intensive and extensive demands for infrastructural and industrial growth, sagging political will and a frayed sincerity of purpose. Despite the cheery note, all is not rosy. When faced with multitude of crises and gravity of threats that continue to plague the tiger and tiger habitats using them, as one often does, as a metaphor for all of Indias biodiversity it is hard to retain hope, especially in a climate with little support to wildlife. In Indias aspiring economy and divided polity, the legal environment framework that is the basis of conservation, is being viewed as a hurdle. power projects etc, even as the current capacities lie unutilised and far-exceeding the targets of the current plan. Such wilful destruction, and flawed planning, fail to weigh the consequences of long-term sustainability, of the health of the people, and its economy. The policy lacks the vision that it is nature free flowing rivers, forests, wetlands, grasslands that provide us ecosystem services that sustain us. Another key concern is that some of our lesser known mega fauna is on the brink of extinction.I have highlighted repeatedly the plight of the Great Indian Bustard, of which only about a 100 survive in the wild. Almost as endangered are other members of the bustard family the Bengal florican, and the lesser florican, both down to mere hundreds and creatures of the fast vanishing grasslands. No less imperiled is the hangul, the magnificent barasingha and the only sub-species of the red deer in India. Fewer than 200 remain, concentrated in Dachigam National Park in Srinagar. BNP must take a stand on 1971 war criminals

With the death penalty meted out to Bangladesh Nationalist Party lawmaker Salahuddin Quader Chowdhury for crimes against humanity during the 1971 Liberation War, the war crimes trials in Bangladesh have entered a decisive phase. He is the first sitting MP one elected six times from Chittagong to be asked to walk the gallows. But the six war criminals who were earlier awarded death penalties by the war crimes tribunals or (as in the case of Abdul Quader Mollah) by the Supreme Court, belonged to Jamaat-eIslami, a party that supported the Pakistani war effort in 1971 because it believed in a united Pakistan. It was expected of the Jamaat to back Pakistans military machine in its campaign of mass murder, torture, rape and loot, for the sake of thwarting secession. So, when its leaders were blamed for the horrendous atrocities, it shocked none in Bangladesh or elsewhere in the world. Chittagong, Fazlul Quader Chowdhury, his lead role in the mass murders around Chittagong, especially the brutal killings in the Hindu-majority villages, are too wellknown for anyone in Bangladesh to forget

DUBIOUS SHORT-CUT TO FAME


Just as the trend of remaking' successful Hindi films of the earlier decades has become a fashion, so has, it appears, the drive around the world to rewrite' classics. The result has so far been largely disastrous. So, why are the film and the publishing industries persisting with the exercise? It is partly because they have run out of fresh ideas and largely because no one wants to take risks. They would rather go with a tested product, tweak it here and there and serve it as new. The problem is that, in their creative laziness, they are imposing a farce on the audience and the readers at least on most occasions. What else can one say when today's filmmakers decide to remake classics like Sholay or Zanjeer, to name just two? The first attempt was an unmitigated disaster and the second has run into unsavoury controversies. The West presents a similar scenario. To take a recent instance, Oscar-winning actor Sandra Bullock ridiculed the trend of remakes and sequels (another way to re-do by a different name), when she said that the two sequels she did of the action-comedy film, The Heat, were horrible, and that she would do no more sequels of the film. There are honourable exceptions in India, such as Gangs of Wasseypur II and Saheb Biwi Aur Gangster Returns, but by and large, sequels and such other attempts have been, to use Bullock's words, horrible. Classics cannot and should not be repeated, and film-makers who believe that they are paying a tribute' to the original by adapting it through a new interpretation, must know that the most respectable way to deal with classics is to leave them alone and not emasculate them. The same holds true for the publishing industry. Suddenly, we have a legion of writers that has taken to rewriting or taking forward' classic works of authors such as PG Wodehouse and Jane Austen. We have also had a recent instance of an author revive the evergreen Hercule Poirot of Agatha Christie, although Christie had put the fictional detective character out of business after she found him insufferable. Even the popular James Bond character and the reverential William Shakespeare have not been spared. The latter's Merchant of Venice is being redone' to suit the political correctness of modern times. Author Sebastian Faulks recently completed a new James Bond novel and a story about the legendary characters of Jeeves and Wooster in Wodehouse's rib-tickling and satirical novels. But he too admits to unease in performing the task. He is, like Bullock, not a fan of remakes or rewrites. There is no need to update' classics such as Emma and Pride and Prejudice. Books are written in a certain context and in the backdrop of a particular socio-cultural environment. Tampering with these elements destroys the very soul of the work. Imagine if somewhere to rewrite Munshi Premchand's Godaan or Srilal Shukla's Raag Durbari, or the works of Rabindranath Tagore and Saadat Hasan Manto! Wouldnt that be atrocious?

Feel alive, through silence..!

The world today hates silence: In fact I'm beginning to think, people are scared of silence. There was a time I traveled by the local train, and quite often the compartment would be quiet with maybe an occasional word uttered between two friends. Today there is a cacophony of noise as everybody chatters away on the mobile. It's like, "Oh my God, I'm going to be alone on this train, I can't handle those silent moments. Let me dial a friend!" And the conversation, quite often unnecessary spoils the wonder of silence, which that person could have experienced and enjoyed. Here's the experience of someone who suddenly went through sheer silence: ' I woke up one morning about 3 a.m. and went outside. It was about 20 degrees below zero (Fahrenheit), there wasn't a cloud in the sky and the air was absolutely no wind. The moon was not bright, but the stars against the white of the snow on the ice made it bright enough for me to see, barely. The ice was frozen four feet thick. The lake was about two and a half miles across at its longest, and about a mile across at its narrowest. It had been below zero for weeks. The ice was freezing deeper and deeper, which caused pressure in the ice to increase to a point that would create fissures, and occasionally ruptures. Usually this happened near shore, but could, and did, occur anywhere on the lake. I stood out on the ice, and just as I about to go back into the warmth of the fish shack, I was overwhelmed by the total silence around me. It felt like the air around me was pressurized and pushing in on me, like even my thoughts were muffled. I could hear the urgent rasp of my breath (and see it in dense plumes). My steps made twist crunch sounds on the snow, but if I stopped-and held my breath-I was the only thing alive in the whole cold universe. My heartbeat chanted lub dub in my left ear.

Is India story over?

That India is an economic mess is known all over the world. What is not yet public is that the malaise was because of the wrong decisions which president Pranab Mukherejee took when he was Union finance minister from January 2009 to mid-2012 and also when finance minister P Chidambaram was heading the ministry nearly till the end of 2008 and before. Mukherjee lives in the luxuries of Rashtrapati Bhavan and Chidambaram shields himself behind tall promises he still makes to mend the economy. Both of them are accountable. They should tell why they took the steps which disturbed the rhythm of progress. One of the decisions taken by Mukherjee was to impose the Rs 1200 crore tax with retrospective effect on a foreign mobile company. After having lost the case in the Supreme Court on September 8, 2010, the government promulgated an ordinance before amending the Finance Act 2012. The retrospective clause in the act has scared away foreign investment which India badly needs. A bagful of concessions has not brought the Walmart yet to the Indian soil. Foreign investors have withdrawn a large sum of money which they had invested. In a few weeks, as much $ 200 billion has reportedly gone out. The outflow has not stopped yet.There is no governance, no leadership and no guidance. I do not know what reforms the prime minister has in mind. I wish there had been fresh elections, as I had argued three months ago. The uncertainty which puts off investors would have been over by now and the people would also have settled down to a new elected government. But MPs of most political parties, particularly those of the Congress, want to enjoy the full tenure of five years. Many of them know that they may not be reelected. or forgive. Over the years, as Bangladesh lived through military rule and slowly returned to democracy, Chowdhury remained unrepentant for all the crimes he is now convicted of. He survived the postindependence period with ease. As the country lost its founding father, Sheikh Mujibur Rahman, in the 1975 coup, Chowdhury came to be seen as a feared figure in and around Chittagong. Regardless of who came to power, none could touch him. This was the usual feeling in and around Bangladeshs leading port city. This is also precisely the culture of impunity that Bangladeshs war crimes tribunals and Sheikh Hasinas Awami League-led Government which set them up intended to end. The law, which makes these trials possible ,was promulgated in 1973, but Ms Hasina amended it twice during her current term to make the tribunals effective. Now she has taken the war crimes issue to the United Nations. Addressing the 68th UN General Assembly in late September, she reminded world leaders that the trial of war criminals responsible for the horrendous 1971 atrocities was indispensable to establish justice, human rights and the rule of law. She raised Bangladeshs war crimes issue in the UN on a day when an international panel of appeals judges unanimously upheld a 50year prison sentence given to former Liberian President Charles G Taylor. That drives home the point that if the high and mighty elsewhere in the world can be tried for crimes against humanity, years after they were committed, Bangladesh is well within its rights to try the men behind the genocide of 1971. Bangladeshs war crimes trials have drawn

flak from Western human rights circles and countries sympathetic to the Jamaat-eIslamis kind of radical Islamist politics. But Ms Hasinas Government has persisted with the trials for obvious reasons. Starting war crimes trials was a key pledge in the Awami League manifesto before the December 2008 election. If she failed to get them off the ground after such a huge mandate, she risked alienating all pro-liberation forces that form the support base of her party. The passions that the trials have generated could be seen in the Shahbagh movement . So, this is one issue that can help Ms Hasina beat the inevitable antiincumbency as she faces election in three to four months time. That is why Chowdhurys death penalty is such a huge embarrassment for the BNP. Unlike the pro-Pakistani Jamaat, BNP was founded by one of Bangladeshs great war heroes, Ziaur Rahman. The party draws its strength from his credentials as the man who relayed Mujibs declaration of independence to the world over radio from Chittagong in the first hours of the Pakistani military crackdown. But the BNP is also the party that is allied with the Jamaat and has leaders like Salahuddin Quader in its ranks men who killed and raped their own people for the cause of Pakistan which has now shuts its door on them, at least publicly. No wonder the BNP refused to issue a formal reaction to Chowdhurys death penalty and several standing committee members of the party deflected the media by asking them to get in touch after they have confabulated with chairperson Khaleda Zia. The BNPs Chittagong unit announced a daylong strike in the port city to protest the verdict but that is Chowdhurys home turf. The party did not go for a nationwide strike as the Jamaat had done when its leaders were awarded the death penalty. Supporting someone like Chowdhury could easily be construed as support for his war-time atrocities, which a nationalist party especially one founded by a war hero can ill-afford in an election year. The BNPs problem stems from it being more of an anti-Awami League platform that drew both liberation war figures as well as those strongly opposed to it. The Jamaat has been de-registered as a party for its war-time role in opposing Bangladeshs independence. That spares Ms Zia the trouble of defending an alliance. After Chowdhurys verdict, the party has to handle the huge contradiction in-built in its public image, which will not be easy in an intensely polarised Bangladesh.

NCP chief Sharad Pawar had cautioned that not thinking through the decisions followed by volte face compromised the credibility of the government. That a young leader chose to challenge the collective wisdom of the Union ministers was an issue of discussion for over a week though Congressmen were also thankful to the heir imminent for giving the party a safe exit on the ordinance that was threatening to turn into a political trap. Civil society, principal opposition BJP, the Left bloc as well as the Aam Aadmi Party came out against the decision to overturn the Supreme Court order that MPs and MLAs would stand disqualified the moment they were convicted by a court of law. It struck down the breather to appeal the sentence and keep the membership. The ordinance was seen to clash with public perception which saw the ordinance as a government attempt to save corrupt and criminal elements in legislatures, a view that could pile pressure on Congress once the opposition dissociated itself from the decision.

Although made in half-jest, the remark from the PM, not known for betraying emotions, struck the members of the Cabinet who had assembled to clear the bill to

Police procure transfer warrant to question Asaram


A H M E D A B A D , OCTOBER 9: The Ahmedabad city police have procured a transfer warrant from a court in Gandhinagar to question self-styled godman Asaram Bapu, currently lodged in a jail in Jodhpur, in connection with a sexual assault case lodged by two sisters from Surat against him and his son. We have got evidence against Asaram during probe. We want to interrogate him and so we have procured a transfer warrant from a court in Gandhinagar, Joint Commissioner of Police (Sector-I) J.K. Bhatt told reporters in Ahmedabad. A police team from the city is expected to leave for Jodhpur any time to bring and produce the self-styled godman before a judicial magistrate in Gandhinagar. A case was lodged in Surats Jehangirpura police station, which was later transferred to Chandkheda police station in Ahmedabad, against Asaram on the allegations of the elder of the two sisters that she was repeatedly sexually abused at his ashram in Motera in Gujarat. The elder sister, in her complaint, had accused Asaram of repeated sexual assault between 1997 and 2006 during the time she had been living in his ashram on the outskirts of Ahmedabad city. The younger sister had filed a complaint against Asarams son Narayan Sai, accusing him of repeated sexual assault between 2002 and 2005 when she was living in graphing the entire ashram and conducted a thorough inspection of the premises. We have got evidence against Sai and the case is progressing expeditiously, Surat Police Commissioner Rakesh Asthana told reporters in Surat. MUMBAI, OCTOBER 9: Suspecting large-scale money laundering in NSELs Rs 5,600 crore payout scam, Enforcement Directorate (ED) has sought details of the case from Mumbai Police, indicating that the central agency would also initiate a probe into it soon, a police official said on Wednesday. The ED officials have asked us in writing to provide them a brief about the NSEL scam. We will soon send them the details, an official of Economic Offence Wing (EOW) of Mumbai police said. The reason is obvious that the central agency also wants to probe the allegations of money laundering on a large scale, the official added. The ED is the designated central agency to probe economic offences, such as money laundering and foreign exchange violation cases under the Prevention of Money Laundering Act (PMLA), 2002. A FIR was filed last Monday by EOW against Jignesh Shah, Chairman and Managing Director of Financial Technologies (FT), and Joseph Massey, Managing Director and CEO of MCX Stock Exchange, which is promoted by FT, and other promoters, directors and defaulters. "The situation in Rampur was such that I couldn't fight alone. Under such conditions, I had to take this step. Only the Congress can help me get bail and fight this," he told The Hindu. Mr. Bharti, however, contended he had no desire of contesting in elections. "I intend to use this platform to raise voice for Dalits. It was time, I felt, to bring Dalit sahitya (literature) into the political realm," he said. As to why he picked the Congress, Mr. Bharti said the party "stood by him" during the recent ordeal. "The Dalit leadership within the SP is dumb and deaf. The BSP is ruled by one leader. There is no democracy in it. The BJP is Hinduvta centric, something which I cannot support," he said. Mr. Bharti is known for coming in support of the Muslims of Rampur. He, however, insisted that his entry should not be viewed politically or in the context of next year's general elections. NEW DELHI, OCTOBER 9: Upset over IAFs decision to bar PSUs like HAL from participating in a mega tender, Union Heavy Industries Minister Praful Patel has questioned why state-run units were being kept out and demanded they be given an equal opportunity. Mr. Patel shot off letters to Prime Minister Manmohan Singh and Defence Minister A.K. Antony, saying many PSUs who meet all prescribed criterion for participating in the tender for supply of 56 transport aircraft to the Indian Air Force are being denied the opportunity to participate only because they are PSUs. The deal is estimated to be worth Rs. 12,000 crore. This being a government/public procurement, an equal opportunity and level-playing field is required to be provided to all capable entities irrespective of being Public or Private in nature. This will also encourage healthy competition, said Mr. Patel, whose NCP is a key UPA ally, in his communication. Mr. Antony on Wednesday asked his ministry officials to examine the issues raised by Patel. The Defence Ministry is in receipt of a letter dated 07 October 2013 from the Minister of Heavy Industries and Public Enterprises addressed to the Defence Minister on the matter of procuring 56 aircraft as replacement of the existing AVRO fleet. Mr. Antony has asked the Defence Ministry officials to examine the issues raised by Patel, the Defence Ministry said in a statement. Mr. Antony as a head of the Defence Acquisition Council (DAC) had approved the IAF proposal for procuring these aircraft sidelining the PSUs. Mr. Patel, who also holds the Public Enterprises portfolio, further said: There are many PSUs who meet all the prescribed criterion for participating in this tender, but are being denied the opportunity to participate in this tender only because they are PSUs. The IAF has to acquire 56 transport aircraft to replace its aging Avro fleet. In the tender, issued on May 9 this year, the defence ministry had by-passed PSUs like Hindustan Aeronautics Ltd (HAL) and said new aircraft will be produced by the Indian private sector firms. Mr. Patel said in the letter that the extensive facilities, infrastructure and capabilities of these PSUs have been created over a period of time through government investments. These PSUs have also gained invaluable experience as well as expertise in this area, he added.

13-year-old boy stages his own kidnapping


PUNE: A 13-year-old school boy took the Nigdi police for a ride on Monday by staging his own kidnapping. However, the police traced him on Monday midnight from Balewadi. Senior inspector Nandkumar Bhosale Patil told TOI that the boy had called his mother on Monday morning and told her that some men had kidnapped him and were demanding Rs 2 lakh ransom to release him. "The mother immediately informed her husband about the incident. The boy's father, a tempo driver, lodged a complaint with the police. "During investigations, we got information that the boy was at Balewadi. Our team rushed to Balewadi and took him in custody. The boy had staged his own kidnapping. We handed over him to his parents," Patil said.

The APNGOs association vowed to continue agitation against proposed bifurcation of the state even as Chief Minister N. Kiran Kumar Reddy sought to assure them that he would not let the state be divided as long as he remained the chief minister. Mr. Reddy held talks for over three hours with the APNGOs association leaders at the state Secretariat here this afternoon to end the impasse, caused due to the indefinite strike by government employees in coastal Andhra and Rayalaseema regions, launched on August 12 in protest against the proposed bifurcation of the state. The Chief Minister requested us to call off the strike to avoid inconvenience to the people. He assured us that he would not let the state be divided as long as he remained the Chief Minister. But we told him that the strike will continue till a specific assurance was given on the bifurcation issue, NGOs Association leader U. Murali Krishna told reporters after the meeting. The NGOs association said it would discuss the governments proposal with its general body and take a decision on ending the strike. We will get back to the Cabinet Sub-Committee in a day or two after discussing the issue with our general body, Mr. Murali Krishna added.

My boyfriend promised to marry me minutes after rape


MUMBAI: The call centre employee who was gangraped in July at Shakti Mills said in her statement before the magistrate that her husband, who was her boyfriend at the time of the incident, had promised to support and marry her just minutes after the crime. The statement was part of a 365page chargesheet submitted in the case before additional metropolitan magistrate Uday Padwad on Tuesday. "I informed him (boyfriend) that it may shock my mother and she may commit suicide and I will also commit suicide. At that time, he promised to support and marry me," the 19-year-old said in the statement. The survivor had suffered several injuries in the attack and needed immediate medical help. She said that she had travelled all the way to a village in Chhattisgarh along with her husband before she visited a hospital. "I was scared to disclose the incident to my mother. Therefore, we decided to go to the hometown of a friend," the survivor said in her sixpage statement. In the month that she was away, the survivor repeatedly called her mother and assured her that she was all right but was not in the right frame of mind and would tell her everything on her return. The couple returned only a month later and revealed the incident to her mother. The revelation shocked the mother and she fainted. It was only after two days, when she had recovered, that the family went to the police station. The chargesheet was filed against the five accused: Salim Ansari, Mohammed Qasim alias Bangali, Vijay Jadhav, his juvenile nephew, and Ashfaque Shaikh. They were present in court. Ansari, Qasim and Jadhav are also accused in the August 22 rape of a photojournalist. The incident had also occurred at Shakti Mills. The survivor and her husband both said that on the day of the incident they were to visit the Mahalaxmi temple and hence met up at Mahalaxmi station in the evening. But as she stubbed her toe and could not walk properly, they decided to cancel the plan and walk back to the station to board a train home. The couple then tried to take a short cut to the station through a dilapidated wall of the mill.

HC grants bail to accused in J Dey murder case


MUMBAI: The Bombay HC on Wednesday granted bail to Paulson Joseph, an alleged member of Chhota Rajan gang and accused in the murder of journalist Jyotirmoy Dey. Justice U V Bakre granted bail to Joseph on a personal bond of Rs 1 lakh. Paulson is the second accused to get bail in this case. The crime branch had arrested altogether 11 accused in connection with the crime. Former journalist Jigna Vora, who was also arrested in the case, was the first one to get bail. Paulson is likely to come out of jail on Monday after bail formalities are complied with, his lawyer O A Siddiqui said. Siddiqui argued that there was no evidence against his client to connect him with Dey's murder. Hence, he should be granted liberty. Opposing Paulson's bail, prosecutor Ajay Gadkari argued that there was substantial evidence against him. Police had recorded the confession of Paulson in which he had admitted to his role in the crime. Besides, the coaccused had given confession implicating Paulson in this case.The prosecutor also said that the scope for abetment was widened under Maharashtra Control of Organised Crime Act and even communicating with an organized crime syndicate was enough to constitute an offence. However, Paulson argued that the prosecution had no direct evidence to prove its case against him and he was being wrongly implicated. Accepting the arguments of Joseph, the court granted him bail. Joseph was arrested on September 5, 2011, after probe revealed that he had provided global SIM cards to wanted gangster Chhota Rajan's sharpshooter Satish Kalya and Vinod Asrani to communicate with gang leader Rajan in the run-up to J Dey's murder.

NEW DELHI: Wife of a BSP MLA from Uttar Pradesh was stabbed to death by unidentified assailants at her home in North East Delhi on Wednesday. Rehana (40), wife of Bulandshahar MLA Haji Aleem was found murdered on Wednesday morning in their New Jafrabad residence, police said. Aleem is said to be out of India on Haj pilgrimage. "It seems that the entry in the house was friendly and the killing took place late in the night or early in the morning," said a police official. The Free Trade Agreement (FTA) on services and investments with ASEAN which has been given its final contours after addressing reservations of some member countries will not be signed at the meeting as individual governments are still in the process of getting internal approvals. Both External Affairs and Commerce Ministries maintain that it will be signed before the end of the calendar year and operational from July 2014. India is keen to have the FTA signed at the earliest so that it can tap into the ASEAN market. India-ASEAN trade increased by 37 per cent in 2012 to reach nearly $80 billion, surpassing the target of $70 billion. Once the FTA is in place, two-way trade is expected to touch the $100 billion mark by 2015. At the EAS, India is expecting to sign intergovernmental agreements with half-a-dozen countries to reinforce the international character of the historic Nalanda University. ``This is the first time such an agreement is being promoted from the EAS platform, official sources pointed out. Finance Ministry rules out reduction in export duty on iron ore


NEW DELHI, OCTOBER 9: Notwithstanding the demand from the domestic producers, Commerce Secretary, S. R. Rao on Wednesday said the Finance Ministry has ruled out reduction in export duty on iron ore. "The Finance Minister, P.Chidambaram has already stated very clearly that there will be no duty reduction of duty on exports of iron ore, he told reporters here. The domestic iron ore producers have been demanding a cut in exports duty from the current level of 30 per cent. While the Ministry of Steel had opposed the cut in duty, the Ministry of Mines had batted in favour of it. India was once the third-largest exporter of iron ore, the raw material for steel making, but outbound shipments had slumped more than 80 per cent in three years to hit 18 million tonnes in the last financial year. Exports of iron ore fell from a high of 117.4 million tonnes in 2009-2010 to 18 million tonnes in 2012-2013. Exports this year could remain well below the record high of more than 117

Bharti Enterprises and Walmart terminate their six-year relationship


NEW DELHI, OCTOBER 9: Ending their six-year relationship, which saw troubled times in the last few months, Bharti Enterprises and US retail giant Walmart on Wednesday announced termination of their joint venture putting at rest speculation about the future of their relationship. The immediate fallout of the termination was the appointment of former Walmart India country head, Raj Jain as an advisor to Bharti group. In a joint statement, the companies said they have reached an agreement to independently own and operate separate business formats in India and discontinue their franchise agreement in the retail business. The agreement is subject to finalisation of definitive agreements and requisite regulatory approvals, it said. The US retail major will buy out its Indian partner in their 50:50 cash-and-carry joint venture Bharti Walmart, which runs 20 wholesale stores under the Best Price Modern Wholesale brand in India, for an undisclosed sum. Bharti will acquire $100 million of Compulsory Convertible Debentures (CCDs) held by Walmart in Cedar Support Services, a company owned and controlled by the Indian firm. It will also continue to run the "EasyDay retail stores on its own. In a statement Bharti Enterprises vicechairman and MD Rajan Bharti Mittal said Bharti was committed to building a worldclass retail venture and will continue to invest in Bharti Retail across all formats. "We believe that with our current footprint of 212 stores, we have a strong platform to significantly grow the business, he added. Similarly, Walmart said it plans to continue to grow its business while working with the government and interested stakeholders to create conditions that enable foreign direct investment in multi-brand retail. "Given the circumstances, our decision to operate independently will be beneficial to both parties, Walmart Asia president and CEO Scott Price said. The two had joined hands in 2007 and launched their first Best Price Modern Wholesale cash-and-carry store in Amritsar in May 2009. District Sports Councils take shape, Taj convenes meeting of chairmen


SRINAGAR, OCT 09: The first meeting of chairmen of District Sports Councils was held here today under the chairmanship of Minister for Medical Education, Youth Services & Sports, Mr. Taj Mohi ud Din. These councils were constituted in the last meeting of general council of J&K State Sports Council, of which Mr. Taj is the chairman, with a view to take sports promotion at the grassroot levels and hunt for talent among youth beyond the cities of Srinagar and Jammu. The Minister has been impressing upon for an inclusive approach to tap the sports talent of youth across regions, boundaries, gender and age. Chairing the meeting, Mr. Taj asked the office bearers of newly constituted district councils to work in tandem with other organisations and agencies working in their areas for the promotion of sports. NEW DELHI: Jamia Millia Islamia University's outreach programme in collaboration with Dr. Zakir Husain Library, is going to set up a stall of "Old and Unused Books" as part of 'Read and Pass it on initiative' on campus. A book stall will be set up near the main gate of the main campus near Ghalib Statue on October 10, 2013 from 10am to 4pm. Anyone who is interested in any of the books on display can pick them for free. "This book donation drive is part of community development initiatives which are organized under the banner of Outreach Programme of the University on the campus from time to time," says a statement from the university.

CHANDIGARH: The twice-postponed meeting of the Panjab University (PU) Syndicate was carried out on Tuesday amidst celebrations for the university's high ranking in the Times Higher Education (THE) Rankings 2013-14. Amidst important decisions that were pending, the syndicate gave its nod to affiliation to the Homeopathic Medical College and Hospital in Sector 26. In an earlier meeting, the Syndicate had decided to send a disaffiliation notice to the college. The proposal to increase fees by 10% was opposed by BJP leader Satpal Jain and has been deferred to the next meeting after and college students badly, as the fee was increased last year too," Jain said. In the meeting that ran late into the night, the Syndicate gave its in-principal approval for renovating the law auditorium and English department auditorium. Revaluation results not in, students to sit for exam again


MUMBAI: The delay in declaring the revaluation results of the April-May exam answer sheets has put some Mumbai University students in a quandary. Even as students are waiting for the university to send photocopies of their answer sheets, they will have to re-appear for the paper this month as the October exams begin. Around 6,000 applications for the revaluation of answer sheets of the April-May exam are pending with the university's examination department. This year, the university received around 35,500 applications for revaluation. Of this, the authorities have managed to declare the results for

"If they are charging so much, why can't they deliver on time? Students have to separately fill the form for the re-examination. He added that the issue will be raised in the upcoming senate elections on October 15. The

AHMEDABAD: The Admission Committee for Professional Courses (ACPC) has warned the seven architecture colleges and 32 engineering colleges of strict action if they do not refund the fee or return the documents of the students. About 500 complaints of malpractice by self-financed institutions (SFIs) in admissions were received by the ACPC. Of these, around 100 have been settled. On Tuesday, a meeting of the self finance colleges' management and the students was held. The management and students interacted on one to one with each other in presence of ACPC officials. These colleges either refused to refund fees or declined to return original marksheets after candidates secured admission to government colleges, the official said. The problem began after the fourth round of admissions, where students were granted admission to various branches of government colleges. These seats had fallen vacant and ACPC was given permission to hold a special round to fill them up. As three rounds of admissions were already completed, the majority of students had even submitted their original documents and paid fees in full to self-financed colleges. With a large number asking for refunds, self-financed colleges made attempts to retain these students by withholding the refunds or documents.
