TOWNSHIP OF GALLOWAY REGULAR MEETING OF THE TOWNSHIP COUNCIL MINUTES OF AUGUST 13, 2013

On January 8, 2013, notice of this meeting was mailed to the Mainland Journal, the Press and the Current and duly posted in Council Chambers and Township website. This meeting was called to order by Mayor Don Purdy at approximately 6:30 PM.
ROLL CALL: Present: Coppola, Goinian, McElwee, Tyrrell, Ullman and Purdy Absent: Bassford

Galloway Township Manager, Arch Liston and Michael J. Fitzgerald, Township Solicitor, were also in attendance. Mayor Purdy offered a moment of silence for some local residents that will shipped overseas within the next couple of weeks. Councilman Tyrell read invocation.
APPROVAL OF MINUTES: Regular Minutes July 23, 2013 Closed Session as to Content Only July 23, 2013

Motions: TyrrelllUlhnan Roll Call: Bassford Absent, Coppola Y, Gorman - Y, McElwee - Y Tyrrell Y, Ullman - Y and Purdy Y Councilman Bassford joined meeting at 6:41pm.
PRESENTATIONS: Atlantic County JIF Galloway Township Business Association made a donation to our five fire companies and Beacon Food Pantry from Taste of Galloway Event held on June 11 th, 2013.

PROCLAMATIONS: None COUNCIL COMMITTEE REPORTS: Councilman Gorman: We were talking about having their paperwork from developers put on electronic form rather than stacks of blue prints. Deputy Mayor Coppola: Veteran's Advisory Board met regarding Salute to Veterans will be held on Saturday, September 14 th at 1:00 pm. Also, Public Safety Committee is looking into a reverse 911 system. Also, sixteen glass blocks were installed into the wall and it looks fantastic. Councilwoman Ullman: Website design - We are running on schedule and should be up on Monday, August 19, 2013.

ORDINANCE SECOND READING AND PUBLIC HEARING: 1876-2013 - Amend Chapter 309 Towing Companies, Section 309-9 Insurance and Indemnity

Mike Greb (Great Creek Rd) One of the tow truck drivers that spoke gave the difference in premiums between $1,000,000 and $2,000,000 as $14,000 thousand dollars. That's a lot of money and of course these established towing companies are going to keep $2,000,000 to protect their assets. They don't want the limit reduced because that opens it up to a potential new person to compete against them. Lisa Tilton (Galloway Twp) Deputy Mayor you indicated that you felt that if someone was going to do work under the township's umbrella, then they needed to be insured. Deputy Coppola Let me clarify that because under our system these aren't contracts, but they are in our township rotation and doing tow work and opened to anyone that meets the criteria. Lisa Tilton They are each required to sign an indemnification, so why is the insurance issue being an issue when they are being required to sign that. Mike Fitzgerald The indemnification contract prevents the towing contractor from suing the township and reimbursement to the township from any loss. Mrs. J (Gail Lane) Did anybody reach out to the towing companies that were here before? If it's the difference of $14,000 in premiums that may prevent a new contractor from coming to our town or on the flip side if something tragic happens how long will a million dollars last? MANAGER'S REPORT:

Arch Liston: I wanted to recognize the International Local 68. Basically the structure is a three year contract with 0% increase this year and the next two years are 2% increase each year It was a pleasure doing business with them. Mayor Purdy: Keep the Chris Gaupp's family in your thoughts and prayers. Mayor Purdy offered a moment of silence in honor of Chris Gaupp.
COUNCIL'S COMMENTS:

Councilman Gorman: Send my condolences to the Gaupp family. Councilman McElwee: Send my condolences to the family of Chris Gaupp. Councilwoman Ullman . My condolences to Gaupp family. Deputy Mayor Coppola: Great to see new businesses opening up around town. I send my condolences to Chris Gaupp's family. Another issue that I noticed driving around is all the signs posted all around town. It looks horrible and I think we should do something about it. Arch Liston: I will have Code Enforcement look into it. Mayor Purdy: National Night out was a huge success and I want to thank everyone involved.
PUBLIC COMMENTS:

Daniel Carew (115 W. Jimmie Leeds Road) I have septic sewer at my house and there has been new construction less than 100 yards from me. I talked to that neighbor and they have city sewer. How do I get hooked into city sewer? Mayor Purdy: You want to talk to the Public Works Department. Tom Mitchell (Clarks Landing Rd) hi the paper on Monday there was an article to cut residents' electric bills in Lower Township. Have you guys looked into this to save money? Mayor Purdy: We are looking into it and more information is coming. Arch Liston: I have done some research on this and there are some municipalities that have done this already. Each resident would have to opt out if they wanted to stay with Atlantic Electric. I am still actively looking into this and if we can do it we will discuss it in the future.

Seeing no one else from the public wishing to speak at 8:12 PM, a motion was made by Bassford and seconded Coppola to go into closed session. Council returned to Open Session at 8:55PM, to continue the regular meeting. Motion was made by Bassford and seconded by Gorman to add Resolution 231-13 to the agenda. Having been properly approved at a regular meeting of the Township Council, this closed session was held on the above date in the Municipal Building, 300 E Jimmie Leeds Road, Galloway, NJ 0825 and came to order at approximately 8:12PM
