PREAMBLE

We, the students of WCC Aeronautical College, with the help of GOD, and believing in the need for a better organized Student Government, and in the development of the youth as future leaders of Nation, hereby form a unified student organization that shall embody the ideals and principles of Democracy, in collective efforts to promote the welfare of all students and the academic standards of our alma mater, do hereby promulgate and adopt thus constitution and by-laws that will promote, implement and maintain our goals and aspirations.

Article I.
GENERAL PROVISIONS Section 1.01 Section 1.02 Section 1.03 This Constitution and by-laws shall be known as the Aircraft Maintenance Technology Student Body Organization of WCC Aeronautical College. For purpose of this Constitution and By-Laws, AMTSBO refers to the Student Body Organization of WCC Aeronautical College. The official logo of the WCCAC-AMTSBO shall be recognize by the WCC Aeronautical College Caloocan Campus.

Article II.
NAME OF DOMICILE Section 2.01 Section 2.02 The name of the organization shall be known as the Aircraft Maintenance Technology Student Body Organization. The office of the AMTSBO shall be located inside WCC Aeronautical College 5th Floor, located at 461 William Shaw St., Grace Park Caloocan City.

Article III.
DECLARATION OF PRINCIPLES AND OBJECTIVES Section 3.01 Section 3.02 The AMTSBO of WCCAC shall promote mutual understanding through social, civic, intellectual, recreational and specific programs and activities. The AMTSBO shall have the following objectives: a. b. c. d. Develop love of GOD and Country, moral character, personal discipline, leadership and efficiency among its members. Train members for effective and efficient leadership. Help the students develop self-confidence. Promote unity among leaders and the student body.

Article IV.
MEMBERSHIP Section 4.01 Section 4.02

All bonafide students of the WCC Aeronautical College are members of the studentry to the AMTSBO shall be accountable at all times. The AMTSBO May file recommendations to change the membership fee after consultations.

Article V.
RIGHTS OF STUDENTS Section 5.01 Every student has the right to enjoy responsible freedom of speech and expression. Every student has the right to avail of all services offered by the AMTSBO. Every student has the right to conduct and participate in all school activities. Every student has the right to information on all the issues and matters concerning them. Every student has the right to vote, to be nominated and be elected into office. Every student has the right to be represented in different meetings and assemblies of the school on issues affecting the welfare of the studentry. Every student has the right to be represented for due process.

Article VI.
DUTIES AND OBLIGATIONS OF THE STUDENTS Section 6.01 Section 6.02 Section 6.03 Every student has the responsibility to observe the law of the Republic of the Philippines, and the rules and regulations at all times. Every student must pay on time all AMTSBO fees as approved by the school Administrator. Every student must support and promote the thrusts and objectives of the AMTSBO and the school. Every student must abide by the AMTSBO Constitution and By-Laws. Every student must participate actively in all school activities and strive for

academic excellence. Every student must excise his/her rights and do his/her responsibilities as an AMTSBO member.

Article VII.
POWERS AND DUTIES OF THE SUPREME STUDENT GOVERNMENT Section 7.01 Section 7.02 The Student Body Organization shall be the highest governing body of the entire studnetry. The AMTSBO shall have the following functions and responsibilities: a. Formulate and recommend programs that will address relevant issues/concerns of the studnetry; b. Plan, implement policies and programs designed to protect and promote students right and welfare; c. Monitor and evaluate students activities in the school and in the community; d. Create committees necessary to address the needs of the students; e. Make recommendations to schools authorities regarding students matters, affair and activities; f. Serve as a representatives of the studnetry in voicing their opinions, suggestions and grievances; g. Participate in the crafting formulation of school improvement. h. Act of Coordinating Council of all Campus co- Curricula organizations. i. Have such other powers and duties as the school authorities and the studentry may, from time to time, grant and delegate , consistent with stated principles, objectives and school policies. j. Spearhead anti-drugs abuse, anti-smoking, tutorial services for challenge learners, and environmental programs in the school. k. Monitors and supervise the elections of Student Body Organization for the succeeding year. l. Turn-over financial assets, papers, documents, properties and other responsibilities to the incoming Student Body Organization Officers; and m. Submit financial and accomplishment reports to the school authorities on a monthly basis. Terminal report must be submitted to the school authorities and the incoming SBO officers during the turn-over of responsibilities.

Article VIII.
COMPOSITION, ELECTION AND TERM OF OFFICE OF THE SSG Section 8.01 The officers of the duly elected SBO President, Vice President, Secretary, Treasurer, Auditor, Public Information Officer, Peace Officer, Level Chairperson if applicable and the Year Level Representatives. The Year Level Representative/s shall be elected depending on the Numbers of enrolees in the campus. The Year Level Representatives who shall get the highest number of votes among the elected Year Level Representatives in their respective year level shall serve as the Year Level Chairperson of the year level concerned. All SBO Election shall be conducted school wide every third and/fourth week of February annually. Elections of the first year level representative/s shall be conducted every first week of July annually. Campaign period shall not be more than (5) school days prior to SBO Elections. Candidates for all SBO elective position must be: a. b. c. Bonafide students with at least 25 units per semester. Of good academic standing with a general average of 85 and above without any failing grade for the school year; Of good moral character and not have been subjected to any disciplinary sanction, academically proficient and must be represented student in the school. Resident of the school for at least (1) academic year prior to the failing of Certificate of Candidacy, except candidates for First Year Level Representative/s; Considered resigned and ineligible form elective or designated positions for clubs and organizations once elected. Shall not be graduating earlier than the end of the second semester of the school year. Must have clear idea of the nature, objective and activities of the SBO.

Article IX.
DUTIES AND FUNCTION OF OFFICERS Section 9.01 The President shall be the chief executive of the SBO. he/she shall have the following duties: a. b. c. d. e. f. g. Preside over all meeting and/or may designate another officer to preside for a specific meeting. Enforce this Constitution, By-Laws and other regulations that maybe promulgated: Sign all official minutes, resolutions, correspondence, and other official papers of the SBO; Represent the SBO of designate his/her respective for any external or internal affairs/functions; Head of the Coordinating Council of Campus Co-Curricular Organizations. Create ADHOC Committees, as the need arises, the Chairperson of which shall be appointed by the SBO President; and Perform such other functions inherent and incidental to his/her Office.

Section 9.02

The Vice President shall have the following duties: a. Assist the president in all matters where his/her assistance is necessary; b. Assume the Office of the President should the position become vacant; c. Supervise members in planning and arranging meeting or programs of activities; d. Head of the Internal Affairs Committee and conceptualize programs and projects and plan activities with the Year Level Representative; and e. Perform such other duties assigned by the SBO.

Section 9.03

The Secretary shall have the following duties: a. Keep accurate records of the minutes and documents proceeding of every meeting; b. Keep a file of all pertinent documents and papers of the SBO and make them accessible to the studentry; c. Call and prepare all notices of SBO meetings; d. Head the Student government Secretariat; and e. Perform such other duties assigned by the SBO.

Section 9.04

The Treasurer shall have the following duties: a. b. c. d. Keep all financial records of SBO; Serve as the disbursing officer of the SBOs funds; Prepare annual budget of the SBO; Prepare financial reports every month, after an activity, and at the end of term e. Formulate pertinent financial guidelines for the organization; f. Head of finance committee; and g. Perform such other duties assigned by the SBO.

Section 9.05

The Auditor shall have the following duties: a. b. c. d. e. f. Certify the legitimacy and correctness of the disbursement of funds; Audit all expenditures of the SBO funds; Assists the Treasurer in formulating guidelines and reports; Keep and update inventory of all SBOs property; Act as the assistant head of the FINANCE COMMITTEE; and Perform such other duties assigned by the SBO.

Section 9.06

The Public Information Officer shall have the following duties: a. b. c. d. e. Popularize the thrusts and objectives of the SBO. Build and maintain a credible image of the SBO; Take charge in the promotion of SBO projects and activities Head of the PUBLICITY COMMITTEE; and Perform such other duties assigned by the SBO.

Section 9.07

The Business Manager shall have the following duties: a. Generate and manage SBO source of funds mainly from the projects or activities produced by the organization. b. Prepare financial reports every month, after an activity, and at the end of term in connection to the Organizations business or source of funds, to be passed and evaluated together with the auditor and the treasurer. c. Assist in the effective implementation of the SBOs program and projects; and d. Perform such other duties assigned by the SBO.

Section 9.08

The Peace Officer shall have the following duties: a. b. c. d. e. f. Help the presiding officer to maintain peace and order during meetings; Act as disciplinary officer, if needed; Maintain peace and order within the premises of the school campus; Act as chief officer and over all SERGEANT-AT-ARMS of the subordinate organizations and classes; Chair the STUDENTS WELFARE COMMITTEE and appoint its members; and Perform such other duties assigned by the SBO.

Section 9.09

The Year Level Chairperson/s shall have the following duties, apart from the duties enumerated in Sec.9: a. Act as the year level coordinator of all SBO programs and projects in his/her year level. (i) Sec9. The Year Level Representative/s shall have the following duties: a. Represent his/her year level in all meetings of the SBO; b. Serve as the GRIEVANCE DESK for their respective year level; c. Conceptualize and implement programs and projects for their respective year level; d. Assist in the effective implementation of the SBOs program and projects; and, e. Perform such other duties assigned by the SBO.

Article X.
PERMANENT COMMITTEES IN THE SUPREME STUDENT GOVERNMENT Section 10.01 There shall be seven (7) permanent committees in the SBO, namely, the Executive Committee, Internal Affairs Committee, Secretariat, Finance Committee, Publicity Committee, Students Welfare Committee and the Special Projects Committee. Members of each committee in the SSG shall be appointed by the President from among officers of the homeroom organizations upon the recommendation of the chairperson of the committee. The Executive Committee shall be headed by the President and shall act as the administrative arm of the SBO.

The Internal Affairs Committee shall be headed by the Vice President and shall take charge of all the matters regarding the members of the SBO and their functions. The Secretariat shall be headed by the Secretary and shall be the official SBO work group. The Finance Committee shall be headed by the Treasurer and shall be assisted by the Auditor. This committee shall take charge of all monetary matters and properties of the SBO. The Publicity Committee shall be headed by the Public Information Officer and shall be responsible for disseminating information on matters concerning the SBO. The Students Welfare Committee shall be headed by the Peace Officer and shall look after the rights of the students and act upon their complaints. The Special Projects Committee shall be headed by a person appointed by the President and shall implement programs and projects on anti-drug abuse, anti-smoking, etc. Other committees, permanent or ad hoc in nature, may be created by the SBO as the need arises.

Article XI.
HOMEROOM CLASS ORGANIZATIONS Section 11.01 Section 11.02 Section 11.03 Section 11.04 There shall be a homeroom class organization in every section composed of officers parallel to the organizational structure of the SBO. The homeroom class organization shall be responsible in implementing its programs and projects. The homeroom class organization shall assist the SBO in implementing its programs and projects. The homeroom class organization shall be guided by the designated class adviser who must be part of the teaching staff of the school.

Article XII.
COORDINATING COUNCIL OF CAMPUS CO-CURRICULAR ORGANIZATIONS Section 12.01 Section 12.02 Section 12.03 The Coordinating Council shall be headed by the President of the SBO as the Chairperson. The Coordinating Council shall be composed of the different Presidents of all recognized legitimate campus co-curricular organizations. The Coordinating Council shall have the following functions: a. Coordinate school-wide activities, which need the participation and

involvement of the whole studentry; b. Provide a consultative mechanism and support for the implementation of the various programs and projects of all co-curricular organizations; c. Plans programs and synchronize student activities in the campus d. Serve as a venue for budget deliberations and appropriations from the School Organizations Fee, provided fifty per cent (50%) of which shall be for the SBO and the remaining fifty per cent (50%) for all recognized school co-curricular organizations and activities.

The Coordinating Council shall meet once a month or upon notice of the Chairperson or upon the request of any of its members or as often as the council may deem necessary. The School Head/Dean shall serve as the adviser of the Coordinating Council. As such, all resolutions and agreements arrived by the Coordinating Council shall be noted by the School Head/Dean.

Article XIII.
SUPREME STUDENT GOVERNMENT ADVISER Section 13.01 Section 13.02 The SBO Adviser shall be any competent, able and willing teacher designated by the School Head/Dean. The SBO Adviser shall monitor all programs, projects, activities and meetings of the SBO at all times.

Article XIV.
COMMISSION ON ELECTION Section 14.01 Section 14.02 Section 14.03 The Commission on Elections, herein referred to as the SBO COMELEC, shall be established within forty-five (45) days before the day of election. The SBO COMELEC shall be the only agency that will manage the electoral process, including the campaign. The SBO COMELEC shall be composed of eleven (11) members represented by each year level who do not have vested interest in election, or in any way related to any of the candidates, and who shall select a chairperson among themselves. The compositions of the members shall be three (3) from First Year Level (incoming Second Year), four (4) from the Second Year Level (incoming Third Year), and four (4) from the Third Year (incoming Fourth Year). The members of the SBO COMELEC shall be appointed by the adviser of the SBO.

The SBO COMELEC shall have the following duties and responsibilities: a. b. c. d. e. f. Conduct fair, honest, and systematic elections; Validate the electoral proceedings and results; Accept or revoke candidacy; Proclaim the new set of officers; Keep all pertinent elections papers/documents; Decide upon protest relative to the conduct and results of the elections; g. Prepare and distribute related materials before, during, and after the election; and, h. Disqualify candidates who have violated any of the guidelines, which have been promulgated.

Article XV.
THE GENERAL ASSEMBLY Section 15.01 Section 15.02 Section 15.03 The General Assembly of the SBO shall be composed of all elected Homeroom Class Organization Presidents of the Campus. The General Assembly shall be a forum for informations and consultations, which decisions shall be significantly considered. The General Assembly shall be convened by the president once every two months starting in the month of July and as the need arises.

Article XVI.
MEETING AND QUORUM Section 16.01 The SBO shall conduct regular meetings every first week of the month or as agreed upon by the officers of the SBO. Special meeting of the SBO may be called upon by the President or by a majority of the SBO officers. Majority of the officers of the SBO (50%+1) shall constitute a quorum. Each officer of the SBO is entitled to only one vote. No proxy shall be allowed when voting.

Article XVII.
FINANCE Section 17.01 The SBOs funds shall be trust funds and special funds. Trust funds shall consists if the school organization fee, the amount of which shall be recommended by the SBO in consultations and with the approval of the

Dean but in no case shall it exceed the limit set by the department of higher education in an appropriate official issuance, and the special funds are funds that come from donation, sponsorship, fund-raising projects or any amount derived from legitimate sources. The SBO shall enjoy the freedom to determine its priorities in the disbursement of its share in the student organization fee. The SBO may undertake fund raising activities to subsidize its projects or activities. The organization can accept cash donations from any member or any public or private person or institution, for as long as it will not affect the integrity of the SBO. The SBO president and the treasurer shall be the signatory of all fund disbursement of the SBO. All the fund disbursement of the SBO. All fund disbursement must be accompanied with an SBO resolution duly noted by the SBO adviser and all expenses supported by financial receipts. The school head/dean shall be provided a copy of all resolutions relative to the disbursements made. The SBO, through the treasurer and the author, shall promulgate financial guidelines for proper financial management. Funds of the SBO shall be audited at the end of the term, or at the end of the activity. Financial statements shall be posted in the SBO bulletin board every month of term.

Article XVIII.
IMPEACHMENT, RESIGNATION AND VACANCIES Section 18.01 The officers of the SBO may be impeached on the following grounds: a. Culpable violations of the constitution and by-laws. b. Gross misconduct, violence to person in authority, negligence and disloyalty to the cause of the SBO and the school. c. Non-attendance in regular meeting for six (6) consecutive times. d. Abuse or misuse of power and authority.

Two-thirds (2/3) vote of the general assembly shall be necessary to decide after hearing a case of impeachment. The decision of the general assembly shall be final. However, the officer charged shall be informed twenty (20) days prior to his impeachment case proceedings, of the charge/charges against him/her to afford him the opportunity to be heard with or without a counsel in his/her defence.

Resignation shall be in writing and subject to the approval of the SBO officers. Any vacancy in any of the positions for the reason of death, resignation, impeachment, shall be filled, subject to the recommendation of the SBO. Any vacancy in the SBO, except the position of the president, shall be filled, within thirty (30) days from the day the position is rendered or considered vacant, by appointment of the president from among the officers of the SBO. Immediately upon appointment, the officer appointed shall serve the remaining period. The SBO COMELEC shall certify as to the vacancy accruing in the SBO and the SBO advices certify the fact of appointment of the officer to the vacant position.

Article XIX.
AMENDMENTS Section 19.01 The constitution and by-laws may be amended or modified in full or in part once every three (3) years from its official issuance through school memorandum.
