THEATRE LAN/WAN MANAGER

Post Description: This post is in direct support of International Joint Command Headquarter (IJC HQ) and the entire ISAF Area of Operations (AOO). The Signal Support Group (SSG) is responsible for the provision of NATO Information Systems and Communications in Afghanistan to support the mission of ISAF. The Theatre Local and Wide Area Networks (LAN/WAN) Manager is responsible for CIS network management including the routing and switching of data between sites and to the end-user as direct by the Chief IS. The Theatre LAN/WAN Manager also provides consultation to the Communication and Information (CJ6) division in respect to changes and improvements to the data networks. Principle Duties: Operates and maintains the ISAF Local and Wide Area Networks to include sites throughout the ISAF theatre. Assists CJ6 plans and operations with engineering and installation of network extensions to new locations with the ISAF AOO. Acts as the primary LAN/WAN liaison for parent technical agencies such as NCSA and NC3A Assists the AMNOC Director in the formulation of policy and procedures that will ensure the performance and integrity of the LAN/WAN. Ensures proper implementation of all policy and procedures related to LAN/WAN. Monitors the ISAF LAN/WAN. Directs and prioritizes network troubleshooting and maintenance. Provides consultation to the Afghan Mission Network Operations Centre (AMNOC) Director in respect to changes and improvements to data networks. Creates/updates Standard Operating Procedures relating to LAN/WAN functions. Installs, maintains and troubleshoots network equipment to include routers and switches. Performs fault and problem management to ensure services are maintained according to the levels defined by CJ6. Uses local and NATO trouble ticketing procedures as required. Produces network configuration documentation and designs. Works closely with bearer network personnel to ensure network dependencies are maintained. Works closely with IJC HQ crypto cell to ensure crypto is maintained properly for networks. Responsible for the configuration, control, security, and connectivity of all critical network components (i.e., routers, switches, etc.) in the ISAF AOO. Maintains monitoring tools and updates to current network configuration. Provides forward deployed LAN/WAN support as needed. Additional Duties: The incumbent of the post may be required to perform other related duties as directed. Essential Qualifications: Professional/Experience: Minimum of 6 years in the operation and control of complex data networks and systems In-depth experience with network monitoring tools in an enterprise network Practical experience with management, operation, and routine maintenance procedures of information systems 1

Experience troubleshooting in a mixed vendor network environment Significant experience in a Cisco environment Experience with various network protocols (ex. OSPF, EIGRP, BGP) Experience with encryption devices Experience with telecommunications solutions Overall Knowledge of computer hardware and software Experience in Communication network design and implementation GRE tunnelling experience Experience in common programming environments Experience using Microsoft Windows Applications Knowledge of Windows Server/Exchange Education/Training: University Degree in Data Communications, Information Systems or CIS related area. CISCO Certified Network Associate (CCNA) or CISCO Certified Design Associate (CCDA). Microsoft Certified Systems Engineer (MCSE). Router and Switching. Multiple courses and training in circuit management. Language: English: Good level of written and spoken language skills. Standard Automated Data Processing (ADP) Knowledge: Advanced Knowledge Desirable Qualifications: Professional/Experience: Worked as a systems administrator ITIL experience Previous experience in a military CIS environment. Education/Training: MS Exchange Admin Windows 2003 Server VERITAS backup CIS Staff Officer Course (CISO) Knowledge or training in ITIL principles GHOST/NORTON or other Image Software course Network Encryption Devices Microsoft Certified Systems Engineer or equivalent experience A+ certified hardware technician or equivalent experience MS Exchange Admin Windows 2003 Server VERITAS backup NS WAN Information Manager I/II NS WAN Mail Manager NIDTS Router Personal Attributes: The candidate must demonstrate strong administrative skills. They must be able to gather information and present it in a way which is understandable and actionable by CJ6 leadership. Must have a good understanding of organizational staff work. Must be mature, highly motivated, and possess good presentational skills and interpersonal skills as they will be dealing with personnel at all levels of the organization. Ideally the candidate will also bring a wealth of best practices with them from previous work. The candidate should be able to demonstrate confidence and should be a proactive person. The candidate must have a comprehensive grasp of the military culture. Managerial Responsibilities: The position requires a high-level of managerial responsibility 2

Candidate is responsible for supervising personnel. Candidate is expected to effectively manage his/her time and resources needed in the execution of his/her duties in order to bring all assigned tasks to fruition. Expected to operate effectively in a highly autonomous environment Professional Contacts: The candidate will be required to establish and maintain good working relations with both military and civilian personnel in and outside of HQ ISAF. Contribution to Objectives: The candidate will be expected to learn, understand and strive to meet the CIS priorities set by the ISAF HQ CJ6. There is an open and receptive environment for best practice brought by personnel employed in the department and it is expected the candidate will contribute fully in this respect. Additional Remarks: Only applications from candidates meeting essential requirements will be taken into consideration. The successful applicant is required to be proactive in fulfilling the pre-employment conditions. This includes medical examinations and security clearance certificates. Applicant must be able to obtain or to be issued a North Atlantic Treaty Organisation recognized national Secret Security Clearance certificate. An initial 12 month contract will be offered and contract extensions may be possible. Because of the dynamic environment, ISAF posts are under regular review and therefore post details and responsibilities, including contract duration and contractual grade may change during the contractual period.

Benefit Package:
Monthly salary of 6,695.00 (Tax free in the host country). Daily Allowance of 78.90 while working in Afghanistan.
