e take special pleasure in inviting you to attend this years Institute on Psychiatric Services, in New York City, October 47. The conference, whose theme this year is Pursuing Wellness through Recovery and Integration, will be innovative, diverse, comprehensive, and professionally fulfilling. The IPS, an inter-professional meeting with a predominant focus on community and public mental health and substance use issues, provides top-notch scientific and policy presentations. It is an excellent one-stop resource for those who need to satisfy professional CME requirements. An additional popular bonus is the opportunity for attendees to network with experts, colleagues, advocates, and peers. Numerous workshops, lectures, symposia and discussion groups are planned as well as half- and full-day courses. The courses will help attendees master important new material in depth, and will cover diverse issues, such as: Integrated Care, Emergency Psychiatry, Psychopharmacology for Primary Care Providers, Finding Ideal Jobs in Psychiatry, Clinical Work with Persons who are Homeless, Cultural Psychiatry, Essential Psychopharmacology, Buprenorphine Training and Geriatric Psychiatry. This years IPS will have some special features: An expanded track on integration of behavioral health and primary care. There will be numerous interactive sessions in which psychiatrists, other BH professionals, and primary care providers can learn and talk about our different clinical cultures and how to effectively collaborate/integrate. Emphasis on mental health recovery: what it is, how psychiatrists can be involved, and the perspectives of persons who have been recipients of mental health services. The Opening Session keynote will be provided by Dr. Elyn Saks, a prominent advocate and recipient of mental health services. Additional lectures and discussion sessions with prominent consumer advocates will also be featured. In commemoration of the birth of community-based health movements in the United States, there will be an exciting special session with Leonard Stein, Joel Feiner, and Matthew Dumont, three pioneering psychiatric leaders who will look back at the first 50 years of the community mental health era. OMNA (APAs Office of Minority/National Affairs) on Tour has organized a special track on the impact of psychological trauma on minority and underserved communities and families. Featured presenters include:

Mission Statement

Youre invited to attend the Opening Session & Awards Ceremony, which will feature the presentation of the Public Psychiatry Fellows, Psychiatric Services, and Frank J. Menolascino Awards, along with opening remarks given by APA President, Dilip V. Jeste, M.D. The keynote speaker will be Elyn Saks, J.D., Ph.D.
Elyn Saks, J.D., Ph.D., is a legal scholar and mental health-policy advocate whose work and life story are expanding the options for those suffering from severe mental illness. Trained at Oxford in philosophy, at Yale in jurisprudence and psychoanalytic science at the New Center for Psychoanalysis, Saks is recognized by the mental health profession and by legal scholars alike as an important contributor to national debates on mental health policy. Dr. Saks has played a major role in contemporary discussions of mental health law, patients rights, and multiple-personality disorder, including such issues as involuntary commitment, competency to be executed, proxy consent, and the right to refuse treatment. Her contributions and commitment to mental health law took on a personal dimension with the publication of her 2007 memoir, The Center Cannot Hold: My Journey Through Madness. In this memoir, Saks made public for the first time her lifelong struggle with schizophrenia, including severe episodes of psychosis, as well as experiences with misguided or harmful treatments. Remarkably, she has been able to overcome this usually debilitating illness, bringing to her work both expert and firsthand perspectives. Though Saks achieved professional acclaim as a legal scholar before most friends and colleagues knew of her own battle with mental illness, the publication of her memoir has provided additional gravity to her contribution to scholarship, practice, and policy. Currently, Saks is leading a study with a multidisciplinary team of colleagues to understand better high-functioning schizophrenics, a largely unexamined area. Her personal biography will give this study an uncommon depth and richness and further extend her impact on mental health law and disability rights policy. Dr. Saks received a B.A. (1977) from Vanderbilt University, an M.Litt. (1981) from the University of Oxford, a J.D. (1986) from Yale Law School and a Ph.D. (2010) from the New Center for Psychoanalysis. Her additional publications include numerous scholarly articles and the books Interpreting Interpretation: The Limits of Hermeneutic Psychoanalysis (1999) and Refusing Care: Forced Treatment and the Rights of the Mentally Ill (2002). She joined the faculty of the University of Southern California, Gould School of Law, in 1989, where she is past associate dean for research and the Orrin B. Evans Professor of Law, Psychology, and Psychiatry and Behavioral Sciences.

Carolina Vidal, M.D., M.P.H. Educational Objectives: At the conclusion of this session, the participant should be able to: 1) Understand the prevalence of the use of stimulants among college students in the United States; 2) Understand the profile of the student that uses stimulants for cognitive enhancement, such as socio-demographic characteristics and goals of use; 3) Explore the three bio-ethical principles of autonomy, beneficence, and non-maleficence and how they apply to cognitive enhancement; 4)Understand cognitive enhancement and how it impacts psychiatrists; 5) Understand the mechanism of action and clinical and adverse effects of prescription stimulants, as well as the long term risks. Prescribed stimulants have long been used for the treatment of Attention Deficit Hyperactivity Disorder (ADHD) due to their short-term effectiveness and relative safety. Over the past decade, however, there has been an increase in the use of prescribed stimulants, with the goal of increasing concentration, memory and alertness, among college students without a diagnosis of ADHD. This session will not only examine the question of how to respond, as a healthcare provider, if an adult individual requests a prescription of a stimulant with the goal of cognitive enhancement, but it will also address questions that arise regarding social issues, such as the meaning of prescribing drugs to healthy individuals who adhere to the social expectations of high performance, as well as scientific issues, such as the lack of data that supports any conclusions on the long-term side effects of these medications.

Carlat, M.D. Participants: Paul Appelbaum, M.D., Roy Perlis, M.D., Maran Wolston, M.A., David Healy, M.D. Educational Objectives: At the conclusion of this session, the participant should be able to: 1) Understand recent developments in financial conflict of interest policies and how they will affect practicing psychiatrists; 2) Describe ways in which having financial conflicts of interests can potentially affect patient care; 3) Discuss whether it is ethical for psychiatrists to give promotional talks for drug and device companies. In this symposium, speakers, from a variety of backgrounds, will describe how different aspects of conflict of interest (COI) may affect professional practice, in particular, the 2010 Affordable Care Act, which includes a provision known as the Physician Payments Sunshine Act (PPSA), requiring drug and device makers to publicly report gifts and payments made to physicians and teaching hospitals. Also discussed will be the American Medical Associations adoption of new ethical language, potentially limiting the role of industry in funding continuing medical education (CME), and its effect on psychiatric education. Particular focus will be given to research studies, some from Carnegie Mellon University, which are the basis for many of the policy shifts, as well as those which indicate that simple disclosure of financial relationships may have unanticipated negative effects. The patients perspective on COI will be examined with an academic ethicist, who will recount her medical illness and the treatment provided by her neurologist (who had accepted money from pharmaceutical companies without her knowledge). Ethical arguments, pro and con, regarding the relationship between the psychiatrist and the drug and device companies speakers bureau, will also be discussed.

Conference Objectives
The conference objectives, of the 2012 Institute on Psychiatric Services, are: 1) To present the most current clinical information on severe mental illness diagnosis and treatments; 2) To identify and improve mental health disparities in the community; 3) To demonstrate and apply new skills that will be useful in public psychiatry settings; 4) To examine how the current health care system affects patient care; 5) To learn about clinical innovations to improve patient care.

Continuing Medical Education for Physicians

Accreditation/Designation:
The American Psychiatric Association (APA) is accredited by the Accreditation Council for Continuing Medical Education (ACCME) to provide continuing medical education for physicians. The APA designates this live activity for a maximum of 27 AMA PRA Category 1 Credits. Physicians should only claim credit commensurate with the extent of their participation in the activity. CME credit is earned on an hour-for-hour basis for most sessions on the scientific program. Most sessions provide AMA PRA Category 1 Credit; check final program for clarification.
