EOW books 6 for obtaining loan on forged papers


BHOPAL: The state economic offences wing (EOW) has registered case against six persons for allegedly acquiring loans from different banks in the city to the tune of crores on the basis of forged documents. Officials said the accused not only created fake company and bogus account books, but also sold their property to their close relatives fearing seizure by the bank to recover the defaulted amount. A case has been registered against Sheikh Aleemuddin, Mohammad Juned Khan, Mohammad Zaheer Khan, Sheikh Shamimuddin, Mo Shabeer Khan, Mo Javed Khan - all residents of Minal Residency, and others involved. EOW officials had recovered a complaint of loan fraud against M/s International Frozen Food Industries Ltd. Investigations revealed that they had availed Rs 5 crore loan from MP Nagar branch of the Corporation Bank. The then directors of the company also took a loan of Rs 13.05 crore in the name of M/s Fair Warehousing and M/s Agronomi Services from UCO Bank besides a loan of Rs 4.19 crore in the name of M/s Fortune Warehousing on bogus documents and transacted the money via different accounts. All accused were booked under different sections of fraud. Investigations are on against others involved.

High Court directs removal of liquor

adhya Pradesh High Court directed the State Government on Friday to implement the recommendations issued by Madhya Pradesh Human Rights Commission (MPHRC) regarding removal of liquor shops in residential colonies of the State. The court has ordered the Government to remove the liquor shops in one month of receipt of courts order. It rejected the arguments put forth by Government that the liquor shops have been established according to the rules and removing them would cause financial losses to the Government. Holding that the MPHRC had issued the recommendations after duly considering the relevant official rules and the human rights of the affected persons in residential colonies, the court directed the State Government to implement its recommendations. MPHRC had filed petition in the High Court on May 23 this year after the State Government failed to act on its recommendations that were submitted by the Commission in September. In its recommendations, the Commission had asked the Government to remove liquor shops from dense residential areas. The Commission had issued the recommendations after several residents of the

MP Ecotourism Development under the scrutiny of the Accountant Generals office for flouting green norms
Close to 100 development works carried out, by the Madhya Pradesh Ecotourism Development Board, at a cost of over `7 crore have come under the scrutiny of the Accountant Generals office for flouting green norms. The AG office, which acts as Comptroller and Auditor Generals (CAG) distant arm to scrutinise States work, has inspected various projects done by the MPEDB between 200506 and till December 2011. According to its report, various ecotourism activities like construction of rest houses, homes, jungle camps, huts, approach roads, cycling activities and wilderness camps are among 99 works, either going on or completed, on which `710.65 lakh (`7.1 crore) has been spent. The work includes construction and ecotourism activities in forest and national parks areas. The documents do not show that prior permission under Forest Conservation Act was obtained before starting these works, the report, which was accessed through RTI by activist Ajay Dubey, said. In its report which was sent to the MPEDB, the AG office has taken note of various online portals through which bookings were made to rest houses in various forest areas under Indore, Hoshangabad, Dewas, Chindwara, Jhabua, Raisen and Chhattarpur districts for promotion of ecotourism. Prior permission to start ecotourism activities in these areas were not taken from the Centre, the report said. The report, which was prepared early last year, is still awaiting response on the objections raised by the AG office, according to the documents accessed by Dubey. A reminder was also issued in March this year to the MPEDB to expedite the response to the objections raised in the reports and send it back to the AG office, the document said.

The residents had pointed out that two liquor shops were operating at Nehru Nagar locality where more than 500 families reside. They had pointed out that anti-social drunkards created ruckus in the locality making it especially unsafe

In its recommendations, the Commission had noted that it is duty of the Government to keep the public interest paramount when considering any application for issuance of liquor sale licence. It had even commented that there are no such shops in the Government colonies where high officials reside.

This benefit will be given to the girls who pass Class VIII exam from Kasturba schools and take admission in Class IX. Directorate of Public Instructions has issued a circular to apprise departmental staff of online application process. Benefit of the scheme will be given to the girls who are studying in class IX during 2013-14, who are born before April 1, 1997. Apart from government schools schemes benefit will also be given to girls studying in aided private and civic body schools. Process of collecting online applications will be ensured by concerning school principal. Incentive money of Rs 3,000 each will be deposited directly in the bank account of beneficiaries. Girls will be able to withdraw this amount only after attaining age of 18 years. District Education Officers will certify filled up online applications. All officers have been asked to chalk out an action plan so that this work is accomplished within time-limit.

The Session is considered crucial as it will be the last session to be held before the State Assembly elections slated in November this year. The Congress had moved a no-confidence motion during the Winter Session of the Assembly in November 2011. This time the motion is intended to discuss many issues, including the deteriorating law and order situation, rise in crime against women and alleged widespread corruption. The Assembly Session will commence when the ruling BJP is red-faced over the

scandal involving its senior leader and former state finance minister Raghavji, who has been accused by a man of sodomy . Madhya Pradesh is going to polls in November this year. In 230-member House, BJP has 151 members, Congress-65, BSP-7, SP-1 and Independents-3, one nominated member and two seats are vacant. The Leader of Opposition in Assembly Ajay Singh while talking to The Pioneer stated, Congress wanted to bring the motion against Shivraj Singh Chouhan Government over a range of issues like breakdown of law and order, failure of flagship Atal Jyoti Abhiyan, rising crimes against women etc. Meanwhile, in the latest development the ruling BJP in order to pace down Opposition attack in the House expelled former finance minister Raghavji Bhai from the primary membership of the party. No govt willing to give total autonomy to CBI


A
completely independent investigating agency is inconceivable under the present circumstances. Despite tremendous public pressure, no government in power is willing to allow a full functioning autonomy to the Central Bureau of Investigation for fear that it may itself find at the receiving end of its investigating zeal. Besides, abusing and misusing the CBI for partisan political ends has become second nature of the party in power. Innumerable instances exist when the agency was pressed into service to tame a recalcitrant critic or to enlist his support to tide over a crisis of numbers in Parliament. From Mayawati to Mulayam Singh Yadav, everyone seems to fall in line once the CBI is set upon them. However, occasionally, the Apex Court has rather bravely demanded that the agency exercise a degree of autonomy in its functioning from the day-to-day interference of the government in power. And with that objective in view, it has sought to institutionalize necessary changes, the foremost among them being the appointment of its head. The recommendations of a Group of Ministers in this regard, however, do not go very far. The government would still have its way in the selection of the CBI director if the Leader of the Opposition in the Lok Sabha and the Chief Justice of India are presented with a short panel of names drawn by it and it alone. Once appointed, the director would still be at the mercy of the government for major administrative and financial

inputs for running the agency . As it is, the CBI has also become a major parking lot for officers who do not want to leave the capital. A separate CBI cadre, which is not dependent on the discretion of the government for posting to the agency, would be a step forward. Again, the proposal that a panel of retired judges should monitor its investigations so that these are free from external factors is hardly likely to improve the functioning of the agency . If the agency can pull wool over the eyes of higher courts with impunity even when they are supervising key cases, there is no guarantee it will not try and misdirect investigations in favour of the ruling dispensation, despite the constitution of a panel of retired judges to oversee its work. Very often the CBI behaves in a most arbitrary manner in deciding which cases are prosecutable and which not.

Depending on the political predilections of the government, for instance, Mayawati one day has a tenable case under the corruption law and the next day it does not. This gross abuse of the CBI can be minimised, if not eliminated altogether, only if the CBI has an upright director and an equally independent director of prosecution. Even the appointment of lawyers to represent the CBI in various courts is vitiated by partisan considerations. It is notable that even at the level of the Apex Court, the CBI lawyers have often misrepresented facts to protect the government. Had word not leaked that the CBI report to the Apex Court in the Coalgate scam was sought to be changed by the then Law Minister Ashwani Kumar and by senior PMO officials, there was every chance that the CBI would have produced the vitiated report before the highest court.

BJP may field Narendra Modi from Varanasi to win over Uttar Pradesh

Narendra Modi is likely to contest the next Lok Sabha elections from Varanasi, a move that points to the strategy of BJP's presumptive prime ministerial candidate to help the party recapture its lost ground in the Hindi heartland. Pradesh, which accounts for 80 Lok Sabha seats. The constituency is currently held by former BJP president Murli Manohar Joshi, who is likely to be offered an alternative seat as he makes way for Modi. BJP, which had won just 10 seats in Uttar Pradesh in the 2009 polls, is banking on a campaign around Modi in the state, said the leader, who did not wish to be named. The state had swayed in BJP's favour in the 1990s when the party approached the electorate with the message of Hindutva, but it has steadily slipped out of hand.

"The upper castes, which had gravitated to other outfits, will get a new option with the BJP coming up with a credible face in the state after a long time. Modi's candidature will increase our capacity to reach out," said a BJP leader, adding that the party will also get an opportunity to flaunt Modi's identity as a leader from the Other Backward Classes. "The non-Yadav backward voters that supported the BJP in the past will also find Modi appealing," the leader said, pointing to Bihar, where the BJP is using the same ploy to undercut JD (U) leader and Bihar Chief Minister Nitish Kumar's hold over the community. Modi, who has been struggling to live down the antiMuslim riots under his watch in Gujarat in 2002, has fashioned his campaign around good governance and economic development. BJP's strategists, however, believe the subtext of communal and caste appeal will resonate with the party's traditional voters in not just Uttar Pradesh but the entire Hindi heartland. Modi's candidature can be troublesome for the ruling SP, which is eyeing the entire chunk of Muslim votes, a BJP strategist said, reasoning that in a direct combat between the BJP and the Congress, the Congress could emerge as a claimant for the community's votes.

BHOPAL: Former chief minister and BJP national vice-president Uma Bharti was conspicuous by her absence during the recent three-day state party conclave held in Gwalior from June 30. She was perhaps the only BJP leader from the state missing from the scene even as 20,000 grassroots conveners took oath to bring back the party for a third term in Madhya Pradesh. It was under Uma's leadership that BJP came to power in the state in 2003. Hence, her absence from the Gwalior convention immediately raised a series of questions about possible factionalism within the party and whether a decision has already been taken to keep her away from the November 2013 assembly elections. Officially of course, the explanation was that Bharati is now an MLA from Uttar Pradesh and could not remain present in Gwalior. However, sources in state BJP explained that Bharati's return to the party in June 2011 was on the condition that she will not interfere in Madhya Pradesh affairs. "Chief minister Shivraj Singh Chauhan may have felicitated Bharati after her induction as a national vice-president in BJP president Rajnath Singh's team earlier this year and he also shared dais with her at a government function this week where they praised each other, but the state leadership is still not willing to accept her before the elections,'' a senior party leader explained. The situation was totally different during assembly polls 2008 when after expulsion from BJP, Bharati was leading her own Bharatiya Janshakti Party and fielded candidates against both Congress and BJP. Her party failed miserably to counter the mammoth power of the ruling BJP under Shivraj Singh Chauhan and secured only five seats in the state assembly. She herself lost from Tikamgarh assembly seat. "She did lose badly but no one can totally ignore her clout with the backward classes especially in Bundelkhand area,'' a senior state minister said.Uma Bharati enjoys tremendous support from Lodhi, Gurjar and Sahu communities, who have considerable number of votes throughout the state. Last elections, she got her five seats but her party held second position in at least two dozen other seats. And where the Congress won, her candidate had more votes than the winning margin, which means that with her on BJP side the party could have won those seats too.'' The question therefore is, whether Madhya Pradesh BJP will gain or lose to prevent Bharati's participation in the upcoming assembly polls. "We might still need Bharati if the party wants to aggressively campaign against the Congress,'' the cabinet minister explained. "But problem will start when she will want to field her own candidates. That is where state CM Chauhan and state BJP president Narendra Singh Tomar will get uncomfortable. And if Uma Bharati is kept away, we might miss winning some crucial seats which we actually can, with her forceful campaigning,'' the minister said.

To a newly born baby who is safe in his mothers lap, to a wedding where two people are tying a know for lifetime in front of a hundred other people who do not care about anything other than the wedding dinner and cake, to a restaurant full of young couples sipping a milkshake in one glass with two straws, to a college where people walk with hand in hand in the garden and bunk the classes, to a movie theatre where people take corner seats and never really watch the movie, or to a school where little children throw pieces of paper at each other without even knowing what and why are they doing? Or to a place where people meet and depart, plan next meetings, cry for the moments that have gone and smile for the time that has yet to come, enjoy every minute of being with someone without knowing when it is going to be the next time they meet again. A place where affections turn into love, moments of happiness turn into moments of sadness, moments of waiting become those of meeting.is there such a place? Where there are big tight hugs, there are tears in the corner of the eyes, there are bright eyes waiting for someone, there are sad faces bidding goodbyes to close ones, there are happy faces saying hello to close friends, there are smiles, there are tears, there are heartbreaks, there are get-togethers, there are take offs, there are landings? Yes, there are more feelings on train stations and airports than there are at wed-

dings! And you know why it is so? It is because one realizes the value of something or someone only when either they go, or they come back after a long wait. There are a million times we fight with the ones we love, drift away from a loved one for no reason. But when we are not together with them, we realize that to be with them is more important than to prove our point and there is no way we can afford to lose them just in order to prove that we are right. We realize the importance of their company only when they go away, when they have left, and we are left waiting for them or only expecting that they will be back. And all these situations can be seen at their best and in all the different ways they can ever exist, places where both of these extremes meet, and that is to go to a place like an airport or a train station. People hug the ones they love, at times, regret and confess, feel guilty for what they have done or not done, realize that they love someone more than anything ever, or that we were expecting too much from someone that does not deserve, or see someone for the last time, for the first time, or hold a placard and wait for someone unknown. In fact, life itself is like an airport. We are all holding placards in the name of someone unknown, and living with the hope of seeing the one that is made for us. So in fact, love, actually, is everywhere, even where we cannot see it. It is just like the air, that exists everywhere, but we cannot see it with our eyes, it just does what it has to, and stays there forever, it is just a matter of realization. We cannot survive without air, but we realize it only when we are short of breath and are dying. And the good thing is that when we get something after such a long

wait, it seems to be the most important thing to us and we look for ways to never let it go, ever again. For now when we know it is something that we cannot live without, it becomes even more essential a part of or life. We are normally okay with whatever is happening, but once we get what we were always unknowingly craving for, we cannot live without it. There are so many people who get the love and lose it. It is not just because they have not realized its importance. Sometimes life shows us its ultimate power of taking and giving things to and from us. For even life needs to make us realize its importance at times, when we begin to forget what is our raison dtre and start giving more importance to ourselves. And then there are times when things happen for god knows what reasons, and the phrase Everything happens for good begins to look like the biggest lie to us. But I believe whatever happens has a reason behind itself, and though, being humans, we cannot realize it when our vision is blurred with the tears of regret, guilt, shame, sadness or even love, it still is true. For truth doesnt change with our ability to see it, it is truth and it is complete within itself, it doesnt need a proof, it doesnt hide itself like us humans, when there is no one to believe in it, it is open and in front of us all the time, we just need to understand that it wont change just because we do not like it. I know that the last thing I said is sort of Easy to say, difficult to do, but as I said, this is also a universal truth and we have to accept it no matter what our heart says, for our brain knows what is the truth. The same goes for love. It is there, it always exists, it never fails to do what it has to, and it doesnt care whether we realize it or not. It

is there. Love, if nowhere else, is actually within us. No matter if we do not realize it, or we keep saying we have lost it, or we have never seen it. It is there like the air that we can never see. It is there like God. We have never seen him but we always pray to him, we always believe in him, in what he does, or can do. God, actually, exists within us. Uttarakhand floods: Dhari Devis wrath myth or reality

housands have perished in flash floods and landslides in Uttarakhand. The holy town of Kedarnath was completely flattened. However, much less than shaking people's faith, the massive tragedy has reinforced their belief in the divine. For believers, the fact that Kedarnath shrine was left untouched by the deluge and falling rocks presents ample proof of the powers of the divine. Also, the Shivlinga had not gone under the sludge and remained crowned by offerings of belpatra. The more compelling legend is of Dhari Devi, guardian deity of Uttarakhand, whose idol was removed from her temple hours before the cloudburst. A manifestation of Goddess Kali, Dhari Devi is revered as the protector of the Char Dhams. As per believers, Uttarakhand had to face the Goddess ire as she was shifted from her mool sthan (original abode) to make way for a 330 MW hydel project that now lies in ruins. A similar attempt in 1882 by a local king had resulted in a landslide that had flattened Kedarnath. Built by Alaknanda Hydro Power Company Ltd (AHPCL), a subsidiary of infrastructure major GVK, the Srinagar hydel project had faced opposition from locals, saints and the BJP. They are opposed to the plan to relocate

the Dhari Devi temple from its original site on a small island in the middle of the River Alaknanda. The project dam would have submerged the island. The legend says that only the upper half of an idol of goddess Kali is called Dhari Devi while her torso is worshipped as a Shree Yantra at Kalimath Temple near Guptkashi. As per local lore, Dhari Devi changes in appearance during the day from a girl, to a woman, and then to an old lady . Only a visit to both the temples makes the darshan of the Goddess complete As per reports, the original plan was to cut the upper half of the island and shift it to a higher location. However, owing to the lack of logistics required to carry out such a

mammoth task, the plan was later altered and it was decided that only the visible part of the idol would be shifted. Importantly, the Union Ministry of Environment and Forests (MoEF) had also opposed the relocation of the temple. In an affidavit submitted to the Supreme Court, the ministry defended the right of people to worship at the temple, drawing a parallel with the Vedanta case in which the apex court had upheld the right of the Dongria Kondh tribal people to worship the Niyamgiri hill, earmarked for blasting for bauxite mining. However, despite opposition from MoEF, the Supreme Court gave its nod to relocate the idol to a raised platform. However, the apex court is yet to give its final order in the case. As per conspiracy theorists, AHPCL officials artificially raised the water level in the dam so as to hasten the process of shifting of the Dhari Devi temple. Armed with all gear, the officials arrived at the temple site at 7.30 pm on Sunday (June 16) and cut off the idol from its base. Three priests and two locals then lifted the idol and placed it at the artificial platform constructed by AHPCL as the deitys new seat. AHPCL officials were quoted as saying that the idol was relocated in a hurry as the temple was in danger of being submerged due to heavy floods in the region. Just when the idol was lifted there was

lighting and heavy rains followed by the cloud burst in Kedarnath that has left thousands dead. Also, two pillars of the new structure at Dhari Devi temple gave way, forcing the removal of the idol. Currently, it is said to be kept at an elevated place close to the original spot. Dhari Devis wrath may or may not be behind the trail of destruction in Uttarakhand but what is undisputable is the story of exploitation of the hills and the resultant ill effects. Environmentalists describe the tragedy as a man-made disaster while geologists feel the extent of destruction could have been far lesser if stricter regulations had been put in place. Importantly, the MoEF in a December 2012 notification - declared the entire watershed around the 135-km stretch between Gaumukh and Uttarakashi, along the Bhagirathi River, as an eco-sensitive zone under the Environment Protection Act, 1986. This, in practice, bans all construction activity in the area. However, the state government was opposed to it as it felt that such and blanket ban would adversely affect development and the economic progress of the region. Clearly, there are no straight answers and the choices are tough.

Farmers family concocted murder story to exact money from sarpanch


INDORE A 40-year-old farmer Kashi Ram Lodhi from Kolaras area of Madhya Pradesh's Shivpuri district, whose family has been long alleging that he was abducted and killed at the behest of the village sarpanch, has been found alive in Moosakhedi locality of Indore. Just after being nabbed from Indore by the city police's Crime Branch on Friday, Lodhi spilled the beans about his mysterious disappearance and disclosed that the entire theory of his abduction and killing by the village sarpanch's aides was concocted by his family on his orders, just to exact a whopping sum from the sarpanch Manmohan Singh Dangi. Lodhi was living as a mason with a changed name Suresh in Moosakhedi locality and guiding the family to exact a whopping sum from the village sarpanch, to drop their demand to lodge a case of Lodhi's abduction and killing against the village headman. Lodhi's family in Sakhnor village under Kolaras police station of Shivpuri district has, since April 2012 (the time since Lodhi disappeared), been mounting pressure on the state police and the government to lodge a case of abduction and murder against the sarpanch, followed by his arrest. Despite a sub divisional officer police probing the matter, the family has been claiming that Lodhi was abducted and killed by Sarpanch's aides over a dispute pertaining to share in royalty accrued in road construction in village. The family has also been accusing the Kolaras police station in charge and a head constable at the same police station Shrawan Katre of siding with the sarpanch, by not registering the case of abduction and murder against the sarpanch. The family has even mounted the pressure in the episode till the state DGP level.

INDORE Nearly a fortnight after an eight-year-old British national of Indian origin, Ishan Rawal, was kidnapped and killed by ex-employee of his father Dr Arvind Rawal, a senior officer from the British deputy high commission in Mumbai was in Indore on Thursday to take stock of investigation into the June 22 abduction-murder case. Head of consular operations (Western India) Daisy Chenoy inquired about police investigation into the case on Thursday . She met Indore DIG Rakesh Gupta and SP-East, O P Tripathi, in the morning, when two police officials briefed her on ongoing investigation into the high-profile case. "We apprised her of investigation into the case and about the arrest of the accused Shan Das just a few hours after the boy was kidnapped on June 22," Gupta told TOI. According Tripathi, "The British officer was briefed for about half an hour and she was satisfied with the police investigation." The deceased boy's father Dr Rawal also confirmed that the officer from the British deputy high commission in Mumbai met him on Thursday . Chenoy's visit to Indore comes close on the heels of the United Kingdom's foreign and commonwealth office reportedly saying that it's in contact with Indore police regarding the kidnap and murder of Ishan. At around 3 pm on June 22, just when the Royal Shanti Healthcare Hospital (a joint venture of Dr Arvind Rawal and Dr Pradumna Jamjute) in posh Vijay Nagar locality of Indore, was being inaugurated by celebrity couple Shabana Azmi and Javed Akhtar, the 8-year-old was lured away by Shan Das, 35. During police questioning, Das confessed to killing Ishan to avenge the insults that Dr Rawal and his doctor wife "heaped" on him and disclosed about his failed plan to exact a ransom of Rs 20 lakh from the doctor couple. The medico couple, who were based in Beverly in East Yorkshire, worked at Hull Royal Infirmary and Castle Hill Hospital in UK, before shifting their base to India just before Diwali in November 2012. The couple spent 14 years in England before shifting to India to set up a modern hospital in Indore.

22-year-old live-in-partner of South Indian actress Leena Maria Paul was arrested in a Rs.19 crore cheating case, police. Sukash Chander Shekhar alias Shekhar Reddy of Bangalore in Karnataka was arrested from a mall in Kolkata, according to police. Maria Paul has acted in a handful of movies such as "Madras Cafe" and "Red Chillies". She was arrested May 27 with four bouncers in Delhi by officials of Delhi Police and Chennai police. Shekhar had then escaped. "Two diamond rings worth Rs.75 lakh and a diamond earring worth Rs.12 lakh were recovered from him," said a police officer. Nine luxury cars and four weapons were recovered when Maria Paul was arrested from a rented farmhouse in south Delhi where she was living with Shekhar. Shekhar was on the run, visiting Jaipur, Mumbai, Goa, Kolkata and Siliguri in West Bengal. He said he was involved in a number of cheating cases registered in Chennai and Bangalore. "He allegedly posed as an IAS officer. He and Maria Paul approached Canara Bank in Chennai seeking a Rs.19crore loan for a project. They disappeared after getting the loan. They bought cars worth Rs.7 crore and jewellery worth Rs.1 crore," said a police officer. Shekhar was studying MBA at a Bangalore institute.

BHOPAL: Who leaked leader of Opposition Ajay Singh's reply to Chief Minister Shivraj Singh Chauhan's legal notice? That was the question being raised by the state Congress when a TV news channel started broadcasting Ajay Singh's legal response dated June 30 to Chauhan's defamation notice of June 20 on Thursday afternoon. Chief Minister Chauhan and his wife Sadhna sent a legal notice through a New Delhi-based law firm to Ajay Singh for his alleged defamatory statements made against them while addressing public meetings in Sagar and Khargone districts onMay 9 and June 4. Singh had levelled corruption charges against the CM's wife alleging her involvement in a gutka scam. Ten days later, Ajay Singh's lawyer Vineet Godha replied to the legal notice served by the chief minister. The news channel broadcasting the legal response argued that Singh has gone on the defensive in his reply and passed the buck on the local media for misquoting him on the statements. He denied having said anything derogatory about the CM and or his wife during the public meetings. Party's legal cell chief JP Dhanopia said: "The reply has been filed by the leader of Opposition's personal lawyer. The PCC does not possess a copy of the document and we have no knowledge about how it reached the media." The leader of oppositions close confidant and media advisor Mahendra Singh Chauhan said: "This legal reply was sent by a New Delhi-based lawyer. It is not with us and neither have we distributed the same to anyone.'' Asked if Singh's lawyer could mail a copy, the leader of opposition's office claimed that the law firm which filed the reply would under no circumstances hand over the document to the media. The Congress suspected, the "leak" happened from the chief minister's office where the reply was sent by the law firm. "Ajay Singh has had to eat his words on the issue and with approaching elections his office would not have distributed the document,'' a senior Congress leader explained. "The only other party which is in possession of the document is the receiver of the reply, which is the chief minister's office.'' Though Chauhan and his top officers were busy in a series of official functions and not available for comment, the chief minister's press office denied the leak. "We have seen the news being broadcasted over television. However, officially neither the state government nor the CM's office has given any information on the legal reply .'' The vote share of other parties which was 39.5 per cent in 2009 will go upto 41.6 per cent. The survey said 32 per cent people felt Gujarat Chief Minister Narendra Modi will be the best Prime Minister followed by Manmohan Singh (15 per cent) and Rahul Gandhi (13 per cent). Eight per cent people opined that Sonia Gandhi would be the best Prime Minister while five per cent each supported Mayawati and LK Advani for the top job followed by Mulayam Singh Yadav (4 per cent), Nitish Kumar (3 per cent) and Mamata Banerjee (3 per cent). udget airlines are constantly on the lookout for ways to cut their fuel bills and India's GoAir is no different. Its latest idea is to hire female-only cabin crew, refusing applications from their heavier male counterparts in a bid to limit fuel burn. The low-cost airline has calculated that the move will save up to 30m rupees (330,000) a year, because women 20kg lighter on average. Around 130, or 40%, of GoAir's existing crew members are male, and they will keep their jobs. But men will miss out in the future, as the airline presses ahead with ambitious expansion plans for 80 new aircraft by 2020 and around 2,000 cabin crew and pilots. It currently has a fleet of 15 aircraft. The chief executive, Giorgio De Roni, said the decision was driven by the rupee's sharp fall against the dollar over the past year.

"The rupee's fall has hurt the industry badly. All major expenses aircraft leasing, spare parts and fuel costs are linked to the dollar," he told the Times of India. "We are looking at every possible way of cost-cutting to remain profitable." As operating costs rise, GoAir has taken other measures to reduce the weight on board its aircraft and limit fuel burn. Its inflight magazines have been shrunk, and water tanks are not being filled to capacity . Aircraft are also using a single engine to taxi in order to save fuel. "Our new aircraft will have sharklets [wingtip devices] that will help in reducing fuel burn by 5%. From next year onwards, we will have sharklets installed in five of our existing planes, while the remaining 10 will be phased out to have a young fleet," De Roni said.

The government cleared an ambitious Rs.1.25 trillion food security plan, promising subsidized food to two out of every three Indians, or just about everyone who needs it, by passing an ordinance to the effect in a move that is expected to help it gain significant political capital in the run-up to the 2014 general election and elections in several states this year and next, although the move will stretch New Delhis already extended finances. Political opponents of the Congress, the dominant party in the United Progressive Alliance (UPA) government, and analysts questioned the wisdom of passing an ordinance just weeks before Parliament is scheduled to meet. The timing could make for a stormy session. Credit rating agency Crisil estimated that the fiscal deficit for the year could rise to 5.1% from the previously estimated 4.8%, largely on account of the populist plan. On the other hand, the programme could lead to a rise in consumption, said Crisil, as it will leave more disposable income in the hands of beneficiaries. The rural jobs programme that began in 2005 had a similar effect. The ordinance is in keeping with the UPAs emphasis on entitlement, a theme around which it has drafted and passed key items of legislation, many of which have helped it politically . From information to jobs to education, and now to food, the UPA believes in universal access. Indias external debt rises to US $360.4 billion for FY 13


ndia's external debt rose 12.9 % in FY'13 to $ 390 billion on account of a sharp rise in shortterm trade credit. There has been sizeable rise in external commercial borrowings (ECBs) and NRI deposits as well, data released by the Reserve Bank of India said. In terms of major components, the share of external commercial borrowings continued to be the highest at 31.0 per cent of total external debt, followed by short term debt (24.8 per cent) and NRI deposits (18.2 per cent). The ratio of short-term debt which was seen declining in the late ninties has started rising sharply since the global financial meltdown of 2008.The share of short-term debt in total debt, by original maturity, was 24.8% as of end March . Based on residual maturity, short-term debt accounted for 44.2% of the total external debt as at end-March 2013. Of this, the share of NRI deposits was 28.4 %. "The rising proportion of short-term debt is clearing disconcerting. More so because much of the increase is concentrated in a few sectors.'' Said Jahangir Aziz chief Asia economist, J P Morgan. Over the years the external debt scenario has changed significantly from the earlier dependence on aid flows to greater borrowings by corporates.

Who is Egypts new leader Adly Mansour? All you need to know
ith president Mohamed Morsi being variously described as deposed and disgraced by the Egyptian army, the leadership of the country has at the moment been taken over by Adly Mansour. Though the army is promising that democratic elections will take place soon, it could be some time till that happens since pro-Morsi Egyptians form at least 25% of the population, and they are making their voices heard in street protests as well. Till then, the 67-yearold Mansour is leading the country through a very volatile period. Mansour was unknown outside Egypt, and would have been unrecognisable to most of the protesters that thronged the streets of Cairo for the past few days. Mansour had been the head of the Supreme Constitutional Court only for two days when he was promoted to be-

ing the leader of Egypt by the army. Mansour was, in fact, elected by Morsi himself to the top judicial post. Since the constitution has now been suspended by the army, that post has now catapulted him from holding immense judicial power to holding immense political power. Its not known exactly what Mansours beliefs are, or how aligned he is with the military, which has controlled the government for the larger part of the twentieth century in Egypt. But the court in Egypt is known to be largely neutral, as Mark Lynch pointed out in this column for Foreign Policy: The Court, created in its current form in 1979, built a record in the 1980s and 1990s that earned it international attention for activism on several fronts, especially its willingness to take the vague human rights provisions of Egypts constitu-

he Board of Control for Cricket in India (BCCI) has reprimanded allrounder Ravindra Jadeja and asked for a written explanation after his verbal spat with teammate Suresh Raina in the fourth One-Day International (ODI) match of the tri-series against the West Indies. Tour Manager Ranjib Biswal and coach Duncan Fletcher were asked for their versions on the issue before reprimanding Jadeja. Jadeja had allegedly taunted Raina about losing his captaincy to Virat Kohli in MS Dhoni's absence. Jadeja had taunted Raina after the latter dropped two catches. The incident happened after Jadeja dismissed ninth West Indies batsman Sunil Narine caught by Ishant Sharma with the fifth delivery of the 34th over. According to a leading national daily Jadeja said told Raina: Because you've lost the captaincy, you've also lost interest in fielding? After the dismissal, Jadeja was seen walking up to Raina and saying something, which the Uttar Pradesh batsman didn't find amusing. Raina also replied and before things could get out of hand, Kohli and Ishant intervened and told Raina to cool down. Jadeja was apparently annoyed as Raina failed to judge a catch offered by Narine in his previous over. Raina led India on their last tour of the West Indies in 2011 when Dhoni was rested. Buddhist-Muslim conflict in Myanmar


There had been escalation of anti-Muslim violence in Myanmar this summer. The western coastal State of Rakhine, historically Arakan, is the focal point of this Buddhist-Muslim conflict. Rakhines, who are Buddhists, accuse the Muslim Rohingyas of plotting to destroy Buddhism and overrun Myanmar. They say the number 786, venerable to Muslims of South Asia, adds up to 21. Buddhists have an occult fear that Muslims would overrun Myanmar in the 21st century . To counter it, the Buddhists have come up with a number 969, which represents the three jewels Buddha, Dharma and Sangha. The number is said to have its origin in a book written in the late 1990s by U Kyaw Lwin, who worked in the Ministry of Religious Affairs. But nowadays it has come to represent a Buddhist mass movement against Muslims. It is led by Gana Wasak Sangha, a religious order in the Mon State of Myanmar.

But the Buddhist domination is slipping away . The Rohnigya population, following the universal Muslim trend of higher fertility, is believed to have crossed halfway mark in Rakhine State. This is despite the fact they were stripped of citizenship in 1982, disenfranchised since 1974 and prohibited from joining the army since 1948 after Burma gained independence. Some 250,000 Rohnigyas were pushed into Bangladesh in 1978 by the Ne Win Government. A repatriation agreement was signed between Bangladesh and Myanmar between in 1992. Bangladesh tricked lakhs of unwilling Rohnigyas to return to Arakan. The Rohingya issue, on balance, remains a hanging fire. Last years violence generated fresh rounds of Rohingya refugees.

Declaring that it is in poll mode, the BJPs parliamentary party said it would adopt a two-pronged strategy in preparing itself for the 2014 general election, based on the themes of its political campaign, which would include public and community rallies, and organizational reinforcement. Senior BJP leader Ananth Kumar said the Congress party does not want to face Parliament, citing the governments decision to issue an ordinance on the food security Bill as an example .

As it is engulfed in corruption and facing economic crisis and failure in all sectors, the Congress does not want to debate development in Parliament, Kumar said. That, along with the differences in the ruling coalition over various policies is the reason why the government is still uncertain about the monsoon session. The UPA (United Progressive Alliance) is breaking from inside. The Parliament session, which is usually in the third week of July, does not seem to be on time as there is no sign of itThis indicates that the Congress can go for early pollsthe BJP is also ready for a snap poll, Kumar said.
