July 10, 2013 National Chief Shawn Atleo Assembly of First Nations 55 Metcalfe Street Suite 1600 Ottawa, ON K1P 6L5 RE: ASSEMBLY OF MANITOBA CHIEFS JULY 10, 2013 RESOLUTION RE: FIRST NATION EXCLUSIVE SOVEREIGNTY TO DEAL WITH TREATIES Dear National Chief Atleo: On behalf of the Assembly of Manitoba Chiefs (AMC), I am writing to inform you that on July 10, 2013 the First Nations leadership of Manitoba passed a unanimous resolution at its 25th Annual General Assembly to state that it does not support the Assembly of First Nations (AFN) with respect to its creation of the Chiefs Taskforce on Treaty Implementation and Enforcement that will determine steps to establish a working process for Treaty Implementation with the Government of Canada. This position is advanced in anticipation of Treaty discussions to be held next week in Onion Lake Cree Nation outside of the AFN. Our leadership was very clear that the AFN does not have the authority to bind the Treaty First Nations of Manitoba or to carry out any activity related to the alleged Implementation or Enforcement of Treaty obligations. As such they do not support the creation of the AFN Chiefs Taskforce on Treaty Implementation and Enforcement. Chiefs of Manitoba have been very clear that our Treaties cannot be negotiated away behind closed doors at high level tables in Ottawa. The Chiefs in Manitoba have declared that in order to reset the Treaty relationship, the Government of Canada must abandon their policy management approach and institute a Treaty territory by Treaty territory, Nation to Nation approach. Therefore, negotiations at the highest level should not be between AFN and Canada but with the Treaty holders and the Government of Canada, according to historical protocols. Anything less is not giving the proper respect of the historical relationship, nor the spirit and intent of the Treaties and agreements established. Respectfully,
