Officer was dispatched to 101 University Dr OUC parking lot reference to a car being broken into and subject walking away. Upon arrival officer observed a silver 2007 Chevy Colbalt LT Ohio FQH3773 with the drivers side window busted and shoved in with glass inside and outside of the vehicle. Officer photographed the car as it was found. Officer contacted Alexandra Hosley and Serra Sigman who advised they had left Alexandra's car parked in OUC parking lot near the west side of the gym in the lower parking lot earlier and arrived to pick it up only to find the driverside window busted with a white male subject with a beard about 6ft 4in in his mid to early 30s or 40s sitting in the drivers seat. Alexandra and Serra advised the man exited the car as they approached and he stated "I had to break into the car because it was locked". The man was wearing jeans, black and blue jacket and dark ball cap carrying two gym bags one belonging to Alexandra who requested the subject return it to her. The subject began to casually walk S/W across the parking lot towards W Fifth St. between houses. Alexandra advised the man tossed her gym bag to the ground as he left however continued carrying a dark colored gym bag that didn't belong to her. Officer spoke to Christine Hosley Alexandra's mother and owner of the car. Ms. Hosley advised she was insured with All State Insurance Co. Officer could find no signs of latent prints, blood or what was used to break the window out from the car that could help in this investigation. Nothing else was reported taken from the car. Ofc was dispatched to 132 Yaples Orchard ref a possible intoxicated person trying to leave. Ofc arrived and contacted Miles L. Phillips. He said his mother was intoxicated, had been drinking this morning and she wanted to go to Cincinnati. He said he called the police and then his father because he did not want her to drive. Ofc. made contact with Tonjia D. Phillips, Miles mother. She advised she has not been drinking this morning. She was obviously upset about Ofc being there and the actions of her son. She said her husbnad is out of town and Miles acts like he is his mothe'rs boss. She said she did have some wine yesterday and up until around 11:30 pm last night. she said that she wasn't going anywhere now as it was too late to make their appointments. Tonjia submitted to HGN and Ofc. noted she had a lack of smooth pursuit in both eyes, and nystagmus at max. deviation in both eyes. Mr Swope advised Officer one of his employees had accepted the bill during the time frame listed on this report. He said he was notified of the incident when he arrived for work today and contacted this department. He then handed Officer the bill which was an obvious counterfeit $100 bill, bearing serial number HB33247517Q and it was recovered at this time as evidence. Officer noted the bill with the date 2005 did not contain a security strip inside, was cut crooked and had no halo gram imprinted. Mr Swope then showed Officer the surveillance tape of the subject who had passed the bill. The subjects is W/M with brown short hair almost bald, scruffy facial hair, around 5''10" tall medium build, wearing Green shorts, flip flops, White t shirt, Gray sweatshirt and White sunglasses. Mr Swope stated he wanted to report the incident in case the subject tries to pass anymore at other businesses. He stated Walgreens was self insured. The counterfeit bill was then secured into evidence by this Officer.

Ofc contacted Nicholas Sullivan (employee) who stated he observed a w/f enter the store. He advised that he had been reviewing video of a fraudulent return from 5/27/13 and noticed that this female identified as Amy L Bower was the same subject. He advised that Ms Bower had a receipt in her hand and was walking around selecting things from the store and then took them to the service desk where she returned them for cash money. Ofc was given a receipt showing that she was given $53.87. Mr Sullivan stopped Ms Bower as she was leaving the store. Mr Sullivan later showed Ofc the video from from 5/27 which showed Ms Bower selecting items from the shelf. She then took sacks from the register area and took the items to the service desk where she returned the items receiving $44.18 in cash. Mr Sullivan advised that he believed that Ms Bower had already been barred from the store from a prior incident. He advised he wished to file charges for the incident on this date and the prior date. Ofc contacted Ms Bower and advised her of her Miranda Rights which she stated she understood. She advised Ofc that she did in fact commit a fraudulent return on this date. She would not comment on the event from 5/27. The $53.87 was recovered from Ms Bower and given to Mr Sullivan for safe keeping. Ofc also received the receipt from Ms Bower that she had used to return the items. Ms Bower did advise she knew that she had been barred from the store. Ofc verified that she had been barred by Ofc King report# 13-5432. Ofc arrested Ms Bower and transported her to the RCJ where she was booked on charges of Petty Theft and Criminal Trespass. Ofc issued her Summons 09 4131 charging Petty Theft and Summons 09 4132 charging Criminal Trespass both for the 5/27 incident with a court date of 5/28/13. She was left in the custody of the jail staff pending her court appearance on 5/28/2013.

Officer watched the surveillance footage and saw the black female take the hanging flower basket from the display and placed it in the cart as the black male pushed the cart out of the store. flower basket on his lap. Officer contacted Sherre and Erik and they were told there Miranda rights which they stated they understood. They both claimed they did not steal anything and that Erik told the lady working the cash register that he wanted to purchase the flowers and that he had no reason to steal because he has over $1000 on him. Officer called Mendy and asked her if she spoke to the person working the register. She advised that person claimed they said nothing about adding it to the bill. Officer arrested both Sherre and Erik. Sherre was arrested for Theft and Erik was arrested for Complicity. Officer informed them both they were barred from Kmart and Kmart''s property which they stated they understood. They were taken to the Ross County Jail and are being held in lieu of bond or court appearance on May 29 2013 at 9am in the Chillicothe Municipal Court.

The Vehicle then approached Yoctangee Parkway on Mill St and failed to come to a complete stop at the red light before turning south bound onto Yoctangee Parkway. Officer then found the vehicle was traveling about 38 MPH on Yoctangee which is greater than the posted 25 MPH using an equal and even pace behind the vehicle. Officer then activated the overhead lights and siren and stopped the vehicle in the area of Yoctangee Parkway and Water St. Officer contacted the driver of the vehicle Dylan R Allan. Officer found a very strong odor of marijuana coming from inside of the vehicle. Officer read Dylan his Miranda Rights which he said he understood. Officer advised Dylan of the odor of Marijuana and he denied any knowledge of it. Officer advised Dylan that due to the odor of Marijuana his vehicle will be searched. Officer Matthew Howell arrived and assisted this Officer. Officer Howell opened the center console and saw a small bag of marijuana inside. Officer Howell notified this Officer of the contents and this Officer seized the small bag of Marijuana, a digital scale, a marijuana bowl, empty plastic bags and a red grinder with marijuana inside of it. Officer then located a larger bag of Marijuana under Dylan''s seat. Officer also located 3 unopened bottles of Bud Light behind Dylan''s seat. Officer seized all of the items to be placed into evidence for safe keeping. Officer arrested Dylan for Possession of Drug Paraphernalia due to the Grinder used to further process the marijuana by grinding down and removing the steams and seeds. Officer advised Dylan of the reason and Dylan said "I knew the herb grinder, scales and the marijuana bowl was inside the vehicle." Officer asked Dylan what was the grinder used for. Dylan said "to grind the marijuana." Dylan was transported to the Ross County Jail where he will be held in lieu of bond. Dylan''s vehicle was towed by Carl''s Towing. Officer will have the marijuana tested and verified by a qualified person.

Michael was then arrested and when he was being escorted he was unsteady on his feet. He was taken to the Ross County Jail and issued mm citation number 09-4137 for Disorderly Conduct Intoxication for his safety and the safety of others. He was advised of court date and time of June 10 2013 at 9am. Officer later contacted Dean who stated he was at Amy''s house and was joking with Michael but then Michael got mad because of him being drunk and wanted to argue with him. He claimed he was not assaulted by Michael and he left before anything else happened.

Ofc was dispatched to 140 N High ST reference to a Domestic Violence complaint. Ofc contacted Lori B Windham who stated she had an argument with her live in boyfriend Joshua A White. She advised they had been in a verbal argument and that Joshua had pushed her in the chest knocking her to the ground. She advised that she had several medical conditions involving her heart that Mr White knew about and advised that it was dangerous for her to be hit in the chest. Ms Windham advised this was the second time he had placed his hands on her on this date however she did not call the Police earlier. She advised she is scared of Mr White and needed something done. Ofc noted

some redness around Ms Windham's chest. Ofc obtained photographs along with a written statement. Ofc contacted Olivia Dammann who also lives at 140 N High St. She advised that Ms Windham and Mr White had been arguing all day. On this occasion she heard them arguing in their bedroom and then heard a loud "thud" and Ms Windham scream. Ofc obtained a written statement. Ofc contacted Mr White and advised him of his Miranda Rights. He advised that it had only been a verbal argument until he attempted to leave the room. He advised that Ms Windham would not allow him to leave and she had bit him on the chest. Ofc noted a red mark on his chest however it was not consistent with a bite mark and was very red and purple upon Ofc arrival. Mr White denied placing his hands on Ms Windham and advised he would never do that. Ofc arrested Mr White and transported him to the RCJ where he was booked on charges of Domestic Violence and Assault. He was left in the custody of the jail staff until his court appearance on 5/29/2013. Ofc could not locate any prior convictions of Domestic Violence. Ofc advised Ms Windham to contact the Municipal Court to obtain a Protection Order if she wished to do so. Nothing further is needed.

Ms. Hughes advised she called her phone and a male subject answer the phone. Ms. Hughes advised the male that he had her phone and he needed to return it to her work. Ms. Hughes advised the male said she could come get it on Blaine Highway, but Ms. Hughes refused and told the male to bring her the phone. Ms. Hughes said the male said he would bring her the phone. Ms. Hughes advised she called the phone number the male called from and got no answer but noticed the voice mail said, "This is Derek please leave a message". Jessica stated that the manager on duty was unable to review the camera, however, the manager who comes in the following morning will be able to. Jessica stated she does not know of anyone who would break into her vehicle. There are no witnesses at this time. Ofc. obtained photographs of the vehicle and will contact the McDonald''s manager to review the video.

Ms. Burchett said that Life Ambulance was on their way to transport him to a facility in Dublin OH. Ofc contacted Mr. Joslyn who was talking about the moon missing and being stuck in Purgatory. Ofc was able to calm him down and he voluntarily took a seat in the back of Ofc''s cruiser. Life Ambulance arrived and took custody of Mr. Joslyn and transported him to Dublin OH. At this time Ofc has nothing further.
