JOB DESCRIPTION JOB TITLE: REPORTING TO: RESPONSIBLE FOR: Infrastructure Development Manager The Chief Executive Infrastructure support staff Authorising agreed expenditure PURPOSE OF THE POST: To manage the delivery and development of XXXXs infrastructure support services to all voluntary and community sector organisations in XXXX MAIN RESPONSIBILITIES 1. to line manage infrastructure support staff 2. to develop and manage XXXXs infrastructure support services, using an outcomes approach within appropriate quality assurance frameworks 3. to contribute to networking and representation activities for XXXX and the wider Voluntary and Community Sector in XXXX 4. to contribute to the general activities of the organisation and deputise for the Chief Executive as necessary MAIN DUTIES AND TASKS 1.0 Staff Management 1.1 1.2 1.3 1.4 1.5 to ensure that staff have a good understanding of XXXXs work, their roles and responsibilities to ensure that staff have clear workplans and receive regular supervision and support to enable them deliver on their responsibilities to ensure that staff receive an annual appraisal to identify and plan training and development support needed to deliver on their responsibilities to lead or participate in the recruitment of all XXXX staff, including drafting job descriptions and interviewing to contribute to the development and implementation of XXXXs staff development and retention strategy

Development and Management of Infrastructure Support Services 2.1 2.2 to lead on the development and planning of XXXXs infrastructure support services to voluntary and community sector organisations and networks in XXXX to ensure that the priorities and infrastructure support provided by XXXX is based on a regularly updated understanding of the needs of voluntary and community sector in XXXX

to ensure that XXXXs infrastructure support services are developed and implemented based on tangible outcomes that can be measured using appropriate quality assurance standards to lead on the implementation of quality assurance standards within XXXX (including IiP and PQASSO) to provide training and support on Quality Assurance Standards (including IiP, PQASSO and QFSS) to other Voluntary and Community Sector organisations as appropriate to produce regular monitoring and evaluation reports on XXXXs infrastructure support services, including for funders, management and annual reporting to manage the budget for infrastructure support services, ensuring the Chief Executive is appraised of potential deficits and the need for additional resources to assist in fundraising to develop XXXXs infrastructure support and other activities as appropriate

Networking and representation 3.1 3.2 3.3 3.4 to maintain an up to date knowledge of the key issues affecting the voluntary and community sector and to be able to communicate these effectively to different stakeholders to contribute to the development of XXXXs networking and engagement strategy and annual implementation plan to participate in local and regional networks and fora as appropriate to represent XXXX and the wider voluntary and community sector on relevant local and regional strategic planning bodies as appropriate

General activities and deputising for the Chief Executive 4.1 4.2 4.3 4.4 as a member of XXXXs management team, to contribute to the development and management of XXXXs Business and Resources Plan as the most senior member of staff in the organisation, to deputise for the Chief Executive when necessary and appropriate to attend staff meetings, supervision, appraisal and training as agreed with the Chief Executive to be self serving administratively, e.g. undertaking your own word processing, report preparation, photocopying, filing, etc. to be responsible for organising and prioritising your own workload to work within all of XXXXs policies and in particular the Health and Safety, Equal Opportunities and Confidentiality policies, and help to ensure that diversity and equality of opportunity is integral to the organisations work to undertake other tasks from time to time and as appropriate, that may be required by management in line with the goals of the organisation

PERSON SPECIFICATION Post: Infrastructure Development Manager ESSENTIAL REQUIREMENTS EDUCATION and EXPERIENCE A minimum of a social science or management degree level qualification and/or similar ability to understand and make use of concepts to plan, advise and support organisations in the development of their infrastructure Substantial experience of managing services or projects, including planning, quality standards, staffing and budgets Experience and at least one qualification in implementing relevant quality assurance standards e.g. PQASSO mentoring licence Substantial experience of performance management and support to staff KNOWLEDGE, SKILLS and ABILITY An understanding of third sector organisations and a commitment to developing their role in local service delivery and voluntary action An understanding of the role of infrastructure support organisations An understanding of the infrastructure and workforce development needs of small and medium sized organisations and ability to develop a programme of training and support to respond to these needs Ability to persuade and influence funders and other agencies using verbal presentations and by communicating clearly in writing An understanding of and commitment to equal opportunities and the implications for infrastructure support organisations and this role Ability to produce and monitor budgets Ability to lead a team of staff from different professional backgrounds Ability to use ICT including Word, Outlook and Internet Able to work occasional evenings and weekends by prior arrangement Assessed by: A= Application I= Interview T= Test A/I A/I A/I A/I/T A/I
