POSITION ON BANNING THE SALE OF SMALL ARMS TO HUMAN RIGHTS ABUSING

COUNTRIES OF THE RUSSIAN FEDERATION

I, Javier Carrera, the representative of the Russian Federation, wish to speak to his
fellow delegates on the subject we are discussing. Russia acknowledges that the
proliferation of the small guns in hot spots of the globe is a risk to peace and
regional stability. But, we believe that the embargo violates the freedom, liberties
and sovereignty of the Russian State, Russian companies and foreign countries.
Also, banning the abusing human rights countries does not guarantee that the
violations to the HR will ceased, as usually guerrillas and militias are the ones who
killed the most, thus a soldier with a gun can control a 100 without one.

Russia as other UN members, support the 5th Article of the United Nations Charter,
related to the legitimate defense of the States, allowing the import of legal
weapons. Also, we felt that the Conventional Forces in Europe Treaty give little
protection to the Motherland in the European front, so we decided to finished as we
have the right to take the decision and protect our country inside our own borders
and provide protection and means to protect government that ask us for it.

In conclusion, Russia supports the national foreign sovereignty, that only them
have the right to decided their own internal policies. As for that, we opposed this
new proposal as ineffective. The attempts to make the defense industries
relationships, rules, laws and procedures the same are very absurd and unlikely to
be accepted in the world, because we the countries are different. We propose some
national measures, such as importing only arms to the State, and ensuring they are
for State-use.
