For this, government objectives and commitment to fully utilize its technological expertise and the rapid growth of MSC infrastructure to encourage the growth of human capital in the local community. Smart school actually is a Malaysian education system which learning institution that reconstruct systematically teaching-learning and school management in order to prepared children Information Age. It covers aspects of the curriculum and co-curriculum, school management system and a variety of activities and facilities available based on the guidelines prescribed. Teaching and learning for the smart school is based on creative thinking. Government spends a lot of money to achieve the goal of smart school run smoothly. The main objective of Smart School management is to manage resources and processes efficiently and effectively to support the teaching and learning function. Other objectives of the Malaysian Smart School is based on the National Education Philosophy which produce technology literate workforce, the democratization of education, increasing participation of stakeholders, foster the development of comprehensive individual and provide an opportunity to increase the strength and capabilities of individuals. Smart school actually is being choose not based on student because the target of Ministry of Education is all school is Smart School but for the first, Smart School is choosen based on school administration and teachers. Schools were selected from national schools secondary category, vocational technical schools, national-type schools, religious schools, special education, school Felda and Aboriginal school or community. should also have basic facilities 24-hour electricity, have the basic infrastructure of information and communication technology (ICT) such as basic computer labs and School Access Centres have access Schoolnet. Advantages and Disadvantages of Smart School There are advantages and disadvantages in realizing the smart school program. For advantages, it must stay and improve it. Interactive learning was improved With the infrastructure and facilities provided by the Ministry of Education in this smart schools to attract students to learn the various fields of knowledge. In this borderless world, students and the community can find a wealth of information at their finger tips only. Nowadays, it is so easy for students to find any information using the available technology without having to queue. Unlike the old system only using the blackboard as a place or platform to spread knowledge. Learning will be more interesting, stimulating and meaningful. Student easy to accept something that interests them as elements of color, movement, sound and so on.

So, they do not have to follow the teachers method. They can learn according to their intelligence. Various ways they can learn without think difficult. Producing IT literacy is one of the goals to be achieved in the Vision 2020. Therefore, it is only appropriate that the government implement the Smart School is based on IT. For producing IT-literate society in the future we need to start from now. Therefore, the government should implement or educate the public to recognize and know how to use IT. With the establishment of the Smart School's educational system based on technology can make learning systems today are becoming more advanced and can encourage the use of modern technologies available. For example, LCD and laptop use in the learning process can have a significant impact on our society. Not only that, but teachers will also be sent to go to courses on ICT to enable or success of this Smart School concept.

Disadvantages

1. Cost for smart school program is high Government spends a lot of money to prepare electronic facilities and new books to all smart school. To provide full infrastructure of Smart Schools, government needs to spend RM1.8 million, while for the supply of computer laboratory infrastructure, the government requires an allocation of RM642, 000 for a school.

2. Curriculum are more flexible and open Through smart school program, its focus is on student centered learning. Students can think, to give ideas and evaluate a lesson with the help of teacher. In addition, students will be given the opportunity to learn in the manner they like and comfortable. They are no longer on the shackle by the teacher.

3. Lack of technological infrastructure and teaching materials in school in rural area Facilities of technology in rural areas incomplete cause teachers difficult to handle Smart School program. Moreover, the Internet is very limited because it is far from the city. This made technology-based learning cannot be carried out. Computer lab provided not used in long time and ignored.

4. Lack of good teacher in IT Although the majority of teachers (81 persons or 97.6%) computer literacy IT, but they are not proficient with the software and the software development method website. This causes the students had to take their turns using the computer. Furthermore, they had to use a computer once a week and the time given is not long in the estimated of 30 or 40 minutes in one subject. This is because, there are many classes wanted to use the computer.

Challenges of a smart school

To achieve smart school program, wisdom school administration should be implemented in the management of the school and the resources to build the infrastructure should be the main focus. This is because smart school is planning the implementation of the ministry of education in realizing the changes in content and mode of delivery of education in schools. Indirectly it will improve management and administration in the school. So, this is a responsibility and a challenge to the principals, teachers and students in a position of trust given to make the changes and reforms to ensure that the smart approach in schools successfully implemented. In realizing a matter of course there are many problems that need to be ready to face and should be made as challenges in the implementation of a smart school.

1. Challenge to principal

Principal is the highest position in school organization. Success and school performance is greatly influenced by the effective principal leadership. Principals should act wisely together with teachers to move forward and realize the smart school program.

1.1 Build infrastructure One of the problem faced by smart school is lack of computer and student need to wait their turn for learn using computer. The uses of computer of the lesson are limited for each student. So, preparation of technology infrastructure requires focus and commitment by the principal. Principals need to be smart to play the role of the responsible person to find a classroom that can accommodate IT equipments such as computers and materials to other media. In other words, principals need to find a place to be renovated computer lab. It will require time and involvement to ensure that the processes are according to its procedures.

1.2 Growing confidence Parents Consistent with the goal of producing students of Smart Schools IT literate, preferably principals should equip themselves with IT skills. Smart Schools must provide information technology plan, management plan and staff plan to solve the problem of information principals IT illiterate. Thus, parents will be more confident to send their children to the Smart School when principals seeing seriousness with IT skills

2. Challenge to teachers in smart school

2.1 IT skills among teachers Most of teacher unskilled in IT especially old teacher. They prefer chalk and talk approach and their student still got good result without using technology approach. Furthermore, they did not know deeply the way to handle the computer if there is problem although small problem and need help from anyone that master in IT. For them, it's very burden because they need to wait and waste the time to repair the computer problem. Teaching and learning is disrupted.

The way to overcome this problem is teachers must take their own initiative to learn deeply about IT. It will give positive impact to teacher itself and be easier for them to do anything because almost all things we can do at the fingertip. Teacher must obey if they must attend course to get new knowledge. Teachers need more training on ICT programs than the students. Its important to ensure teachers capability to deliver their curriculum. ICT facilities accessible to the school community even when the school is not in session, thus students able to explore their studies at all the time. The teachers must fully utilise the technology infrastructure and capable of delivering to the students in best method.

2.2 Produce IT-literate students. The implementation of the Smart School is appropriate and suitable to the needs and requirements that emphasize the use of global IT. To meet this need, the preparation and needs to be made at an early stage. To that end, teachers must play a role in educating the

students to become more IT literate. The main thing that should be emphasized is that students are interested and prepared for learning. To that end, teachers need to create a feeling of interest and fun in the students to more easily convey their knowledge to them.

3. Challenge to student

Student is also one of the important elements to achieve the goal of smart school because if the student not takes part and not take for granted the program organized by Ministry of Education, of course this program is not successful. Student must take this program as a challenge in their education

3.1 Prepared to accept change Open minded must have in each student with the changing of teaching and learning system. Any method and the way of teaching and learning, student must ready and able to accept with an open mind. Actually, if the student received with an open mind, any changes made will Easier for the lesson going smoothly and thus will achieve the Smart School program. On the other hand if the student always complaining and negative thinking that it will make life difficult for those with the changing of teaching and learning, and of course difficult for them to study well. So, the role of the student to achieve successful program of this is very important and student must give full of cooperation.

3.2 Student must be a master in IT No doubt that majority of the student has a computer or laptop at their home. But mostly tend more to entertainment and social network. Student must use their computer to brace up IT proficiency and it will be easier for them to use the computer in school for learning. If the student still cannot use the computer properly, it will stunt the learning process because the teacher needs to monitor and help students who lack the knowledge of IT. Learning will run slow and syllabus will be missed. A teacher needs to control all the students in the class within 35 peoples. Teachers cannot concentrate full attention to all students. So, the students initiative to learn more for IT skill. It is not detrimental to students but students get a very useful knowledge and IT knowledge is very important at the present time. IT proficiency among students is very important to facilitate the teaching and learning process.

2.3 Use IT preferably

One of the problems faced in this smart school program is the student not to make the learning instructed by teachers. Instead they use computers for network social and chat with each other. Teachers cannot fully control every student because need to monitor other students. If the teacher is not looking, there are students who do their own work like facebook, twitter, blog and so on. Awareness in students need to be nurtured so that they are serious and follow the teachers instruction during the learning takes place as they will be left behind if they do not study hard.

4. Challenges to government

Government is the main element for move this program. Ministry of Education assigned to run the program successfully. A big challenge to the government as head of the program

4.1 Had to spend a lot of money for this program Technology equipment is not cheap. Its cost of millions to the success of this program. To supply LCD, computers, teaching aids and materials technology to every school needs a lot of expenses. So, to ease the burden of the government, the responsible person must know how to find cheap and quality suppliers of technological equipment. It is because a tool in school computer mostly less quality. This thing even looks trivial but it is very important to avoid damage and had to pay for the repair. Besides that, the contribution from teachers, parents and the community are very welcome either in the form of money or equipment technology.

4.2 Overcome the lack of technician and damage of computer Computer equipment is constantly exposed to different combinations of damage. To provide each school technicians will spend a lot of money. To overcome this problem, the task of each school to appoint teachers who are experts in the field of IT to lead and take care of the computer lab at school. Government should send them to deepen their computer lab management style and its uses correctly. Each school at least 5 teachers are proficient in IT. Besides that, the awareness and responsibility of other teachers and students to explore the use of computer properly so that computers in schools are always in a controlled environment.

Role of Multimedia Development Corporation (MDeC) Multimedia Development Corporation (MDeC) is one of the joint venture company of highly unique, established to promote the development of the Multimedia Super Corridor. MDeC role in providing expertise and advice to the government on ICT policy and developing the Multimedia Super Corridor to a higher level. As we know, the Smart School concept is ICT in teaching and learning process. Thus, MDeC very important role in the implementation and for the school run smoothly. In addition, MDeC also help the government in the joint venture company Telekom Smart School Sdn limited to achieve Multimedia Super Corridor status.

Conclusion Overall, the smart school program established to increase the quality of education in our country. Efforts that have been done this should be responded by the public so that the program runs successfully. All deficiencies identified during the course of this program should be taken as a challenge to find a problem to overcome. Governments efforts to make all schools are a smart school should be responded through concerted efforts. All deficiencies such as lack of skilled teachers, availability of technology, the internet was limited and so many more will success when everyone involved discharge their responsibilities. Parents also play an important role in this regard. Parents should take cognizance of matters relating to the school so they do not blame the schools just for what happened. They can attend PIBG or donate some money in the purchase of materials technology as a sign of support this program. This a bit much will support the program organized by government. Communities need to open your eyes to move a step forward together with the developed countries. At the Information Age, we need to use the best technology to ensure our country is seen comparable with the developed countries
