ISS International is well experienced in Precommissioning and Commissioning activities and can provide the in-depth experience, guidance

and qualified personnel necessary to deliver a unit safely prepared and ready to achieve a successful start-up and a high on stream factor. To assist during the construction effort, ISS International proposes to assign an Initial Operations (IO) team to the jobsite whose responsibility will be to oversee the precommissioning & commissioning activities according to the contractual requirements. This team, working with the site constructionand subcontractor personnel, will plan and direct the various activities associated with the preparation and testing of the plant for initial operation. Combining these activities with the completion of construction will require detailed planning, scheduling and close cooperation between IO, construction, licensors, vendors and Client personnel. To ensure that nothing is missed during the latter months of construction, a systems concept should be used in completing the plant by systems or segments to best fit the commissioning and start-up activities schedule. Such an approach results in the earliest possible start-up date often referred to as oil-in, as Precommissioning and Commissioning activities on completed test systems can begin prior to the mechanical completion of the entire plant thereby saving precious time. This system approach allows
construction and precommissioning activities to take

place together.
