Bids received in excess of the ABC shall be automatically rejected at the bid opening. The Western Mindanao State University now invites bids for Supply, Delivery and Installation of Laboratory Equipment and Renovation/Improvement/Enhancement for Biology, Physics and Chemistry Laboratories of the College of Science and Mathematics. Delivery of the goods is required within 20 days from the signing of Contract/from the date of receipt of Notice to Deliver. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II-Instruction to Bidders. Bidding will be conducted through open competitive bidding procedures using a non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of the Republic Act (RA) 9184, otherwise known as the Government Procurement Reform Act. A complete set of Bidding Documents may be purchased by interested Bidders between March 12-April 1, 2013 from the address below and upon payment of a nonrefundable fee for the Bidding Documents in the amount equivalent to 0.002% of the ABC of the project to be participated. It may also be downloaded free of charge from our website, www.wmsu.edu.ph provided that the bidders shall pay the nonrefundable fee for the bidding documents two (2) days before the opening of their bids from March 12-April 1, 2013 from 8:00am 5:00pm.

The Western Mindanao State University will hold a Pre-bid Conference on March 20, 2013, 2:00 PM at 3rd Floor, CPADS Building, WMSU, Zamboanga City, Philippines, 7000 which shall be open only to all interested parties who have purchased the Bidding Documents. Bids must be delivered to the address below on or before April 1, 2013 at 2:00 PM. All bids must be accompanied by a bid security of at least two(2) percent of the ABC of the project to be participated in the form of Cash, Cashiers Check or Managers Check. Bids without Bid Security will not be considered. Bid opening shall be on April 3, 2013 at 2:00 PM at 3rd Floor, CPADS Building, WMSU, Zamboanga City, Philippines, 7000. Bids will be opened in the presence of the Bidders representatives who choose to attend at the address below. Late bids shall not be accepted. Awarding of the winning bidder will be made on or before July 2, 2013. The Western Mindanao State University reserves the rights to accept or reject any bid, to annul the bidding process and to reject all bids at any time prior to contract award without thereby incurring any liability to be affected bidder or bidders. The bidder shall prepare their original eligibility and technical documents in one sealed envelope marked ORIGINAL TECHNICAL COMPONENT, and the original of their financial component in another sealed envelope marked ORIGINAL-FINANCIAL COMPONENT, sealing them all in an outer envelope marked ORIGINAL BID. State the unit price of each item , the total bid price and the shortest time of delivery and submit your quotation duly signed by the bidder /bidders representative in a sealed envelope. Bidders shall submit original brochures showing certifications of the product being offered. Price validity shall be for a period of 120 calendar days from the date of opening of bids. Warranty shall be for a period of six (6) months for supplies and materials ; one (1) year for equipment and one (1) year for infrastructure projects from the date of acceptance by WMSU. The Western Mindanao State University reserves the right to accept or reject any and / or all bids shall compare bids on the basis of a lot or combination of lot or as a total of all lots in a manner most advantageous to the government.
