Summary/Abstract
A bill outlining the structure and operation of the proposed Oceana Defence Force, and the process of the reassignment of existing military assets to integrate into the new structure.

Article I Overview
Section 1 The number of military personnel shall be reduced from 42,300 to 26,800. Section 2 Three (3) military bases shall be closed down. Section 3 A 4.3 bn shall be invested in modernising the military.

Article II Army Personnel


Section 1 The number of army personnel shall be reduced from 37,000 to 21,100. Section 2 The remaining army personnel shall be retrained, and the army restructured into three (3) battle groups, each comprising 5000 personnel; plus auxiliary, teaching, and support staff.

Article III Army Bases


Section 1 Army bases OE-4, OG-6, and OG-11 shall be closed down, and all non-sensitive assets sold. Section 2 Army base OE-2 shall be the base for Battle Group 1, comprising four (4) battalions, including two (2) light infantry units, two (2) mechanised infantry units, two (2) armoured infantry units, and two (2) artillery units; plus logistics, signalling, and engineering companies. Section 3 Army base MA-2 shall be the base for Battle Group 2, comprising four (4) battalions, including two (2) light infantry units, two (2) mechanised infantry units, two (2) armoured infantry units, and two (2) artillery units; plus logistics, signalling, and engineering companies. Section 4 Army base PA-5 shall be the base for Battle Group 3, comprising four (4) battalions, including two (2) light infantry units, two (2) mechanised infantry units, three (3) armoured infantry units, and one (1) artillery unit; plus logistics, signalling, and engineering companies.

Article IV Army Equipment


Section 1 Funds acquired from the sale of obsolete assets and saved from the reduced personnel and operational costs shall be invested in equipment, particularly in the armoured and artillery units. Oceana Bill Number 1

Article V Air Force Personnel


Section 1 The number of air force personnel shall be increased from 2,500 to 2,700.

Article VI Air Force Bases


Section 1 All currently operational air force bases shall remain operational.

Article VII Air Force Equipment


Section 1 A 230 million shall be invested in military assets for the air force, including: 1. Eight (8) medium transport aircraft, 2. Two (2) heavy transport aircraft; and upgrading of the existing ninety-seven (97) military aircraft.

Article VIII Navy Personnel


Section 1 The number of naval personnel shall be increased from 2,800 to 3,000.

Article IX Navy Bases


Section 1 All currently operational naval bases shall remain operational.

Article X Navy Equipment


Section 1 A 1.8 bn shall be invested in military assets for the navy, including: 1. Six (6) missile boats, 2. Four (4) patrol boats, 3. Two (2) corvettes, 4. Four (4) frigates, 5. Four (4) diesel submarines; And upgrading of the existing eighteen (18) military vessels.

Article XI Redundancies
Section 1 The overall number of military personnel shall be reduced from 42,300 to 26,800. Section 2 All military personnel shall be given the option of voluntary severance before any involuntary redundancies are considered. Involuntary redundancy will be based on skills and service record. Section 3 Those made redundant in the army shall be given the option to retrain for the additional jobs created in the navy and air force. Section 4 Personnel leaving the military shall be given preference for jobs in the newly created border agency. Section 5 A sum of A 450 million shall be set aside for severance pay. This is equal to one years full pay for each of the 15,500 personnel made redundant.

Article XII Border Force


Section 1 In times of peace, military assets (particularly patrol boats and corvettes) shall be made available to the Oceana Border Force.
