Project about Gramsabha

INTRODUCTION

The 73rd and 74th constitutional amendments have conferred the right on every registered voter to the directly participate in Governance. The Gramsabha and wardsabhas are the institutionalized foundation for decentralized participatory democracy. Article 243(A) of the constitutional of India inserted by 73rd constitutional amendment act describes the composition of Gramsabha and according to the article, Gramsabha is the body consisting of all person registered in the electoral roles of a Gram panchayat. The 73rd and 74th constitutional amendment acts have provided an opportunity for the person registered as voters in the village to directly participate in the decision making process. The Gramsabha means to solve peoples problem and felt needs and to decide how to use the available resources optimally in ways desired by them to benefit the poorest in the village through direct democratic and participatory planning.

WHO ARE NOT THE MEMBERS OF GRAMSABHA?


People below the age of 18 years are not the members of Gramsbha. Persons, those who are above 18 years and living in the village but not enrolled in the Gram panchayat voetrs list are also not members of Gramsabha.

VENUE AND TIME FOR HOLDING GRAMSABHA :


Gramsabha should be conducted within the purview of GP at a place convenient for all the members to sit. Gramsabha can be conducted anytime during day time that is after sunrise and before sunset. For meeting of Gramsabha at least seven days notice before the date of

meeting shall be given. The notice of Gramsabha meeting either ordinary or extraordinary shall be published. (a) By affixing it at the office of the panchayat or any other public places in village. (b) By publishing it in anyone local newspaper which is widely circulated in the village. (c) Annoncement can be made through loudspeaker in the whole village. The notice shall specify the date , time and place of the meeting and the nature of the business to be transacted at the meeting.

TO ENSURE PROPER PARTICIPATION OF PEOPLE BELONGING TO SCHEDULED CASTE,SCHEDULED TRIBES,WEAKER SECTION IN GRAMSABHA :
While preparing village development plans,focus should be given for the upliftment of people belonging to scheduled caste, scheduled tribes, backward classes and other weaker sections. They have to ensure their better participation in the Gramsabha meeting and provide an opportunity for villagers to freely express then felt need and grivances. In their grivances are redressed before the next Gramsabha meeting, their faith on Gramsabha will increase and they show more interest foe attending Gramsabha meeting regularly.

WOMEN EMPOWERMENT IN GRAMSABHA :


Normally , the attendance of women in Gramsabha in very poor and even if they attend, they find it difficult to express their opinion and put forward problems pertaining to women due to lack of congenial circumstances. Though the women self help group in our state have formed in to village level groups and are interacting on issues like savings, loans etc. They rae still hesitant to openly participate in Gramsabhas. Women specific problems should be discussed and step should be taken to resolve them to involve women in the process of decision making in Gramsabhas, separate women gramsabha are being conducted prior to Gramsabha meeting. This ensures proper resolution of women related issues.

RELATIONS BETWEEN GRAMSABHA AND GRAM PANCHAYAT :


Though the APPR act does not make it obligatory for the Gram panchayat to implement the resolution taken at a Gramsabha , members of majority of Gram panchayat in Gujarat. People will start believing in the system of Gram panchayat when they recognize that the resolutions of gramsabha are being valued and implemented by Gram panchayat. This will result in regular attendance of people of Gram sabha. Actions programmes of co- operative socities. Issues relating to list of landsunder the control of gram panchayat. List of transfer of residential and other immovable properties

SAMPLING PROCEDURE

Research methodology is a scientific and systematic way to solve research problem. The methodology followed for conductin32g the studies includes the specification of research design, sample design, data collection and statistical tools used for analyzing the collecting data. THE RESEARCH APPROACH :- Survey method UNIVERSE OF STUDY :The universe of the study is amod village.

SAMPLE SIZE :Sample of the study consist of 40 respondents. It was done by random sampling. TOOLS FOR DATA COLLECTION : PRIMARY TOOL: Primary tool for data collection interview schedule. SECONDARY TOOL: There is secondary tool. ANALYSIS OF THE DATA :The data which will be collected by the questionnaire will be analyze and interpreted.

CONCLUSION :By using the survey method, we didnt get the good response as they are not at all interested in going in the gramsabha. Even the gramsabha members at not interested. They even dont like the sarpanch.

SUGGESTION :We all have try and insisted them to attend the gram sabha on regularly basis as there problem are solved easily.
