Improvement of search engine of IEEE,. IEEE should provide some access to the databases for all members for free with monthly limit of downloads. If a member is part of a Survey of satisfaction of the services society he could get a higher limit or if the member is volunteering of web pages of IEEE actively as part of a reward system.
