History of Electricit du Cambodge


Electricity was introduced in Cambodia in 1906 by three Cambodian-French companies.

In 1958, Royal Government of Cambodia established Electricit du Cambodge as Stated own Enterprise responsible for Generation, Transmission and Distribution through-out Cambodia. In March 1996, by the Royal decree, EDC became again a state owned limited liability company to generate, transmit and distribute electric power though-out Cambodia. EDC is then responsible for its profit and losses and liable for its debts to the extent of the value of its assets.
Today, EDC covers more than 80% of energy distribution in the country.

Government Policies
Development the domestic power generations. Encouragement for power import from neighboring countries, i.e. Thailand, Viet Nam and Lao PDR. Encouragement for expansion of power transmission and distribution networks through-out country. Encouragement of Public-Private-Participation for power development in Cambodia.

Issues
Population 14.1 Million with 2.97 Million Household in 2010. In 2010, 46.8% of 14,073 Villages have accessed electricity in 2010. Electrification Ratio was 19% in 2009 (552,520 customers). Electricity price in the EDCs area is 650 to 720 Khmer Riel/kWh. Electricity price in Rural Area is 2,600-3,600 Khmer Riel/kWh (~0.65 to ~0.90 US$/kWh).

Targets for power supply

100% of villages have access to electricity


services by 2030, where
2011-2020: 80% of villages have accessed to electricity from the Grid or connected to neighboring countries, and other 20% shall be supplied by the stand alone system ie. renewable energy sources. 2021-2030 95% of villages shall have accessed electricity from the Grid and importation, and 5% shall be supplied from the minigrid/renewable energy sources.

70% of rural households have access to grid

5 Years Action Plan 2012-2016


The main action plan in electricity power development plan 2012 2016 is to reduce the generation cost and increase the rate of electrification by : Import lower cost power source from neighboring countries Construct and put in service the large scale generation such as hydro, coal, Biomass Power transmission from the generation source and interconnected between provincial towns Extension distribution network through out the country
