VILLAGE OF ALSIP MINUTES OF BOARD OF TRUSTEES COMMITTEE MEETING February 14, 2011 Mayor Kitching called the meeting to order at 7:30 p.m. Clerk Venhuizen called the roll with the following in attendance: Trustees Shapiro, Godfrey, McGreal, Michaels, Daddona and Quinn. Mayor Kitching and Clerk Venhuizen. MAYORS REPORT: Mayor Kitching presented a proposed Annexation Agreement between the Village of Alsip, the Metropolitan Water Reclamation District of Greater Chicago and Trinity Christian Collage Association. Mayor Kitching introduced representatives from Trinity Christian Collage; Timothy Breems, Attorney, Dr. Steven Timmermans, President, Dr. George Vander Velde, Vice President and Tim Timmons, Director. Attorney Breems reported Trinity Christian College has a long term lease with the Metropolitan Water Reclamation District of approximately 80 acre piece of property located between Ridgeland Avenue and 127th Street on the north side of Rte 83 and between Rte 83 and Cal Sag Channel. A small part of the property is located in Alsip and most of the property is in unincorporated Cook County. Trinity College asked the MWRD to petition the Village of Alsip to permit the entire piece of property to be annexed into the Village under zoning that would permit use for school purposes. The College plans to use the property for sporting events, and the development will include a trail which will be contiguous with trail planned by other municipalities. All fields will be fenced to keep dirt bikes off the property, and there will be campus security of the site. The $15,000 annual fee payable to the Village for fire, police and ambulance protection services for the term of the lease can be renegotiated. CLERKS REPORT: No report. PUBLIC FORUM: Mayor Kitching requested public input on any item on the agenda; there was none. FINANCE REPORT: Trustee Godfrey presented: a) A list of bills. FIRE DEPARTMENT REPORT: Trustee Michaels presented: a) Request for authorization for the Fire and Police Commission to hire a firefighter from the established eligibility list, to replace a firefighter who submitted a letter of resignation effective February 7, 2011. b) Monthly report based on the National Fire Incident Reporting System (NFIRS) data will be presented. POLICE DEPARTMENT: Trustee Shapiro presented: a) Police Department January, 2011 Monthly Report. b) Thank you to Chief Radz and Lt. Paulmeyer and the Police and Fire Commission members for work done on Sunday for the power and written test. A summary of reports will be presented next week. PUBLIC WORKS DEPARTMENT REPORT: Trustee McGreal presented: a) Public Works Department January, 2011 Monthly Report. b) Written compliments to Public Works for their response to the recent blizzard. BUILDING DEPARTMENT REPORT: Trustee Shapiro presented: a) Building Department January, 2011 Monthly Report. HEALTH & POLLUTION: Trustee Daddona reported: a) The Health Inspector will be attending a Crime Free Seminar on the 23rd of February. SEWER & WATER: Trustee Godfrey presented the following action items: a) Motion by Trustee Godfrey to approve the termination of employee 2011-1; seconded by Trustee Shapiro. Trustee Quinn recommended all reports be included in the employees personnel packet. Roll #1: Voting aye: Trustees Shapiro, Godfrey, McGreal (if all paperwork is in order) Michaels, Daddona, Quinn. Motion carried. b) Motion by Trustee Godfrey to approve advertising in-house for a Class II Operator for the Water Department: seconded by Trustee Shapiro. Board of Trustees Committee meeting February 14, 2011 c) Sewer and Water Department January, 2011 monthly report. LICENSE REPORT: Trustee Quinn presented: a) List of licenses dated February 14, 2011. PLANNING/ZONING REPORT: Trustee Michaels reported nothing is before the Planning & Zoning Commission at this time. REPORTS OF SPECIAL COMMITTEES VILLAGE PROPERTY: Trustee Michaels presented: a) Request for the Board to nullify the awarding of the landscape agreement with JRK Landscape, due to JRK filing a petition for bankruptcy under Chapter 7 of the United States Bankruptcy Code. b) Request for authorization to rebid the landscaping project. INSURANCE COMMITTEE: Trustee McGreal presented: a) Report the Insurance Committee met this evening and a report will be given next week. ORDINANCE & LEGISLATION: Trustee Godfrey presented an action item: a) Motion by Trustee Godfrey to approve a Resolution of the Village of Alsip Approving a Grant Application for the 2011 Cook County Community Development Block Grant Program; seconded by Trustee Shapiro. Roll #3: Voting aye: Trustees Shapiro, Godfrey, McGreal, Michaels, Daddona and Quinn. Motion carried. Resolution No. 2011-2-R-3. LOCAL IMPROVEMENT REPORT: No report. BOAT LAUNCH: No report. PRESENTATIONS, PETITIONS, COMMUNICATIONS: None. UNFINISHED BUSINESS: No report. NEW BUSINESS: Trustee Michaels reported the Citizens Utility Board (CUB) is coming to Alsip Village Hall to show consumers how to potentially save hundreds of dollars on utility bills. Bring your telephone, natural gas and electric bills. CUB experts will sit down with you one-onone to search for ways to lower your monthly costs.
