hen you call someone a snake, youre not exactly offering a compliment. Snakes have had a rough ride ever Celebrations for the advent of the Year of the Snake, which is the sixth of 12 animal signs on the Chinese zodiac, will be intensive and extensive. The Spring Festival, as Lunar New Year is commonly called, lasts 15 days, with feasts, family reunions, and the conspicuous use of the color red. Red is popular because, according to legend, it was used to scare away a beast that preyed upon humans. But while the Chinese will celebrate in style, this is not merely the Chinese New Year. Rather, it is the beginning of a new year year 4711, to be exact in the lunisolar calendar, and people from many other countries also observe this Lunar New Year. Kinship and family remain central to celebrations of the Lunar New Year. And thats something worth celebrating, not merely in 4711, but in any and every year of any and every calendar. Kung Hei Fat Choi!

since the snake or more accurately, the serpent tempted Eve in the Garden of Eden. Then there was Aesops fable The Farmer and the Viper, in which a treacherous snake bites and kills the farmer who had saved it. Indeed, throughout much of the ancient world, the snake, or serpent, was symbolic of underworld evil and chaos. But like almost everything, snakes also have their good points, and hence they also represented life and healing note the serpents in the caduceus, the symbol of the medical profession. In Chinese culture, nding a snake in your house was considered a good thing since it meant the family would have enough to eat. Furthermore, the snake represents, among other things, intelligence and wisdom. And since we never have too much of those qualities, the Year of the Snake, which begins Sunday, is arriving just in time.

lost of follow-up investigation is the big question. Could it be possible that Koala Bear was planted to concoct the story to discredit the newly elected leaders of the country, or, he immediately became silent after the politician gave him the unpaid contract, as he alleged in the interview? Or, could it be possible he is now six feet below the ground? Therefore, this coming May 2013 will be the test to the commissioners of the Comelec to show the world that the automatic counting machine is worthy to be part of the Philippine election system. This will be the period to redeem the good image of the Comelec. If the expectation of the people fails and the winners are not really the will of the majority of the voters, what else can

Koala Bear
After the last election, an alleged operator claims succeeded manipulating the result. Whether or not it is true, the public wonders the expos never passed congressional inquiry.

The glitches of the voters counting machine created impressions that the manipulation may be true. Remember the unseating of former Senator Miguel Zubiri? It was found out there was a dagdag-bawas, in English, add-subtract, done during the mid term election under former President Gloria Macapagal-Arroyo. If it was done in the past. could it not be possible this coming May 2013 election? While it is true that Comelec Commissioner Ricardo Brillantes, an election lawyer, knows what is to be

done to avoid cheating, the question exists: Can he control the whole election system? How about the modern technology? Is it foolproof? The way the mock election was held seems there is no assurance the machines will be hundred percent relied upon. How will the people trust those chips containing the program

are not programmed to do how Koala Bear allegedly done the devilish move? The suggestion for manual counting of votes may be better than having the votes passed the printing counting machine. Manual counting, though, publicly known to have cheatings too, it is lesser in the number of votes

manipulated. Unlike the expos of Koala Bear that approximately millions of votes were added to the alleged candidate who paid for every additional vote three pesos. It may look like a little amount if you think of P3 only per added vote, but if you added millions of votes to a candidate, it is a lot of money. Whether or not Koala Bears expos is true, a congressional investigation should have been conducted. Why no inquiry was done after the expos is a $64 question. Koala Bears expos may or may not be believable, but the sudden

the public expect in the future elections? The different civic organizations that pledge to be watchful on May 2013 may keep the alleged manipulators like Koala Bear away from doing evil. This election may give accolade to the commissioners of the Comelec, if it is not tainted with claims of cheating. The saying of some losers in elections they were cheated may no longer be heard. A clean and honest election may be too far then, but, it may be near to happen this May 13, 2013, especially every politician are now pursuing the matuwid na daan (right path) of President Benigno Simeon Cojuangco Aquino III. Teofilo Camomot and Bishop Alfredo Obviar of Lucena. The Vatican gave, in March 2001, the green light to begin the beatification studies for Obviar He handled ordinary duties, specially catechizing of children, with exemplary fidelity. He died in 1978, at the age of 89. A commission, led by retired Bishop Antonio Raola, beefed up membership to submit, end of 2013, its probe into Camomots life to the Congregation for the Causes of Saints at the Vatican . Camomots life of prayer and service for indigents, as priest and later auxiliary bishop of Jaro ( 1955) Cagayan de Oro (1958). drew many. Did he sometimes bilocate as did Capuchin monk Padre Pio of Pietrelcina? At a Sept 27, 1985 meeting in Cebu City, Camomot was on my left, and Archbishop Salvador my right, Cardinal Vidal

recalls.. Monsignor, you have to vote, I told him . Yet, on his return to Carcar 40 kilometers away Camomot and secretary found a woman waiting. After your visit earlier today ( to administer anointing of the sick), Tatay was able to get up. How is that possible?, hjs secretary asked. The bishop laughed: Keep that to yourself. Camomot would hock his bishops ring or cross to help the hard up. Msgr. Lolongs ring is here again, pawnshops would call, recalls a friend. Held up on a Bukidnon road, disgusted gunmen turned away since all Camomot had was P20. He had given his money to poor priests. The bishop called back the frustrated gunmen and gave them his ring. A Cagayan de Oro pawnshop returned it. Camomot died in a 1988 car accident. When his body was exhumed in 2009, it was intact. Nuns jettisoned the prepared urn and hurriedly procured a new coffin.. Cardinal Vidal identi-

fied the remains, Cebu Sun Star Sun reported. The vestments were changed. Vidal certified every piece And the grave was then resealed. Some mornings, the secretary recalls hed be asked by Camomot to include a name in the Mass memorial for the dead of that day. Usually, it would be a priest, from Cagayan de Oro, Iloilo or Bukidnon (dioceses Camomot previously served). Late afternoons, their office would receive a telegram informing them of the priests death. Asked how he learned, Camomot would say: The priest came to me to confess. How long does the process from inquiry to canonization take? For St Lorenzo Ruiz, it took all of 350 years and for San Pedro Calungsod 342 years. Two Filipino women, meanwhile, wait in the canonization pipeline. One is Isabel Larraaga Ramirez who founded the Sisters of Charity of the Sacred Heart in early 17th cen-

tury. John Paul II named her venerable in 1999. The other is a Chinay: Mother Ignacia del Espiritu Santo, who set up the Religious of Virgin Mary congregation in 1684. Benedict XVI named her venerable in 2007. Add to that Spanish Augustinian nun Mo. Consuelo Barcelo, who formed an indigenous Filipino congregation, writes Jeremiah Opiniano of The Filipino Connection December 20, the Vaticans Congregation for the Causes of Saints recognized the heroic virtues of Barcelo who co-founded the pontifical Augustinian Sisters of Our Lady of Consolation (OSALC) Prefect Angelo Cardinal Amato declared that this Servant of God is now Venerable. Barcelo helped set Filipino Augustinian congregation. Over the last 130 years, members served in La Consolacion schools, and clinics, socio-pastoral ministries in rural areas, foreign missions for overseas Filipinos in some eight countries,

Opiniano adds Cynical power, in this country, is reflected in Imelda Marcos 1,060 pairs of shoes. She wails about getting back my Roumeliotes gems confiscated by government. A 37 carat diamond, crafted by Bulgari, .is centerpiece. ( She ) asked a local court to stop government from selling the Roumeliotes Collection, The jewelry was taken out of Malacaang presidential palace without knowledge, much less the consent, of the petitioner, he court plea reads. They are mine, she insists. Ruiz, Calungsod, Mother Ignacia,

Ramirez, Obviar, Barcelo had nothing of that sort. All Camomot had in his room, on his death, was an old razor plus half a tube of toothpaste. He had given away his other pair of shoes. The contrast reminds us of what Thomas More said to his student Richard who swapped perjured testimony to secure execution of his teacher, for appointment as Attorney General for Wales : Why Richard, it profits a man nothing to give his soul for the whole world. Leyte Pak Resort. Bacareza said that based on this new design of the program on the giving of PhilHealth cards to the poor people, it will be now be the national government that will pay the premium. And its good that it will now be the national government who will pay the premium as it is the only entity which can afford the higher price (of the premium), Bacareza said. Under the new scheme, from the current P1,200, the premium will now be doubled or at P2,400. This new and higher amount, Bacareza said, would make the local government units complain. According to the PhilHealth official, the premium to be paid by the national government would come from the income generated from the implementation of the sin tax. The sin tax law has been passed. I think the money is now available, Bacareza said. The new scheme is expected to be implemented by June of this year.

At present, there are more than 167,000 poor families enrolled by various local government units across the region. Bacareza also said that the beauty of this new design is that the health program could be insulated from politics. The distributions of health cards have been one of the most abused practices among local leaders especially during election time as they distribute these cards as a way to entice prospective voters and boost their chances of winning. (Aside from the fact) that we can now demand higher prices, we can now avoid in turning the distribution of the PhilHealth cards into a political issue, Bacareza said. According to him, the listing and identification of prospective beneficiaries under the program would be done by the Department of Social Welfare and Development (DSWD). He, however, admitted that this set up is not fool proof as abuse is still possible considering that many people find ways just to find loopholes and exploit the process.

TACLOBAN CITY Establishment of population offices in municipalities and designation of population workers down to the barangay level are being pushed for inclusion to the Reproductive Health (RH) law implementing rules and regulations. Leo Rama, Commission on Population regional director for Eastern Visayas, said that strengthening of RH law implementation in the local government level is the gist of RH law draft IRR of their field office. We need to give proper information to the people on different family planning methods. This can be achieved by maintaining a responsible parenthood and reproductive health offices in provinc-

The draft IRR from Region 8 will be forwarded to the main office this month for inclusion to the final draft. He said the RH law mandates for strengthening of RH program in local government units and theres a need to elaborate that in the IRR. LGUs are nearer to the community and we want population program implementation to be decentralized especially that many poor families are in municipalities, he added. The act gives preferential access to those identified through the National Household Targeting System for Poverty Reduction (NHTS-PR) or the poorest of the poor. Under the Local Government Code, operating a population office is only optional, thus only 25% of municipalities have such oce. Some 75% of LGUs have population officers. The RH law directs the Department of Health, the mother agency of PopCom ,to be responsible for disseminating information and providing training programs to the LGUs. The LGUs, with the technical assistance of the DOH, will be responsible for the training of BHWs and other barangay volunteers on the promotion of reproductive health. Statue of Sto. Nio with tears of blood attracts many people

TACLOBAN CITY-A statue of Sto. Nino (Child Jesus) with tears of blood is attracting hundreds of Christians and people of other faiths in Carigara town, Leyte. The event has occurred in the residence of Narido family in Barangay (village) Ponong in Carigara, about 55 kilometers away from this city. The event was first noticed by a 10-year-old child named Oneck Florence Marpa, on Feb. 2 when he approached the altar. It was followed on Feb. 5 and 6. I found tears of blood rolling from the image of the green Sto. Nino, said Charmaine Narido, a member of the Narido household, which own the image. I could not believe my eyes so I rubbed the blood with tissue paper. It smelled real blood Narido said. The priest in charge of the Holy Cross parish, Fr. Ivan Petilos, said, I went to that house but when I arrived, there were no more blood. Fr. Petilos said he told the household members to inform him should another flow of blood be seen from the image. He also asked the members of the household to take the blood samples so that it will be tested in a laboratory. The news spread quickly and soon people started rushing to the Narido residence. People started to offer flowers and rosary prayers are continuously held. The Narido family meanwhile, said they wait for the next apparition of the blood of the child Jesus image. (REYAN L.
