I. AIMS
Bishop Challoner Catholic Collegiate School aims to provide a safe and healthy
learning and working environment for all members of our school community, staff,
students and visitors.
The Governing Body takes account of the provisions of the Health and Safety at work,
etc. Act 1974 which states that “it is the duty of every employer to ensure as far as
reasonably practicable, that persons who are not directly in its employment but who
may be affected by it are not exposed to risks to their health and safety. It accepts its
responsibility under the legislation to take all reasonably practicable steps to secure
the health and safety of staff, students and others using the school premises or
participating in school sponsored activities”.
The Governing body of this Catholic School believes it is the responsibility of every
individual to put into practice methods of working which ensures the personal health
and safety of all students and staff.
1.1 In the discharge of its duty the Governing body in consultation with the
Director will:
a) Make itself familiar with the requirements of the Health and Safety at work
etc. Act 1974 and other appropriate legislation and codes of practice which
are relevant to the work of the school.
b) Ensure that there is an effective and enforceable policy for the provision of
health and safety throughout the school which is periodically assessed.
2.1 The Director has responsibility for the development of safe working
practices and conditions for all staff, students, visitors and others using
the premises or engaged in school sponsored activities. The Director will
take all reasonably practicable steps to achieve this end through senior
staff, heads of faculties, heads of departments, teachers and others as
appropriate.
e) That training needs of staff and students are met and that
appropriate financial resources are available.
3.1 The governing body, through the Director shall establish a Health and Safety
Committee. The committee will consist of the following:
Chair: Bursar
Secretary: Health and Safety Officer
Members: School Governor
An appointed Health and Safety Union Representative
Area Managers – Premises Manager
Administration Manager
One other Area Manager
4.1 The above mentioned should be familiar with the requirements of the
Health and Safety at Work, etc. Act 1974, other appropriate legislation
and codes of practice which are relevant to their area of responsibility.
The Area Managers, Administration Manager, Faculty Heads, Heads of
School and Assistant Director are directly responsible to the Director to
have overall day-to-day responsibility for the implementation and
operation of the school’s policy within their relevant departments and
areas of responsibility.
4.2 They will take direct interest in helping other members of staff, students
and others to comply with the requirements of the policy.
The Premises Manager will monitor the issuance of keys for the premises
and ensure that, if borrowed, they are returned in a timely manner.
The Administration Manager will ensure pupil and staff lists are updated
weekly.
5. Duties of Teachers
The DfEE and the Department of Health published in 2000 ‘Fitness to Teach’,
which contains occupational health guidance for teacher training and
employment.
c) Know the special safety measures adopted in their own teaching areas
and ensure that they are applied.
g) Not constitute a risk to the health or safety of the children in their care.
The agency is responsible for determining the medical fitness of its teachers.
e) Propose updates to the Health and Safety Policy in line with the
school’s needs and best practice
7.1 All staff must make themselves familiar with the Health and Safety at
Work, etc. Act 1974 and any other appropriate legislation, and codes of
practice which are relevant to the discharge of their duties. They should:
a) Have due regard for their own health and safety and any other
persons who may be affected by their acts or omissions.
a) Be familiar with the safety policy and associate regulations laid down
by the governing body.
c) Have due regard for the safe and proper use of all equipment, its
care and maintenance.
d) Have due regard for the care, storage and use of toxic, hazardous
and highly flammable substances.
8.1 All hirers, contractors and others using school premises must comply with
the requirements of the Health and Safety at Work, etc. Act 1974 and all
safety directions of the governing body.
8.2 The Director will consult with the Premises Manager to oversee the work
of contractors in school to ensure that they carry out their operations in
such a manner that all statutory and advisory safety requirements are
met at all times.
8.3 All contractors must report to the school reception upon arrival and sign
the visitor’s book.
8.4 Contractors, their employees and others working on site must wear a
visitor/identification badge
9. Visitors
a) Since the school cannot allow strangers to enter the premises and walk
around the school freely, the main entrance to the school has a locked
door.
III. INDUCTION/TRAINING
1. Staff Briefings
a) All new staff, student and supply teachers are sent a Health and Safety
Policy by the Administration Manager.
b) All new staff are given a tour of the premises and receive instruction
regarding Health and Safety issues and safe working practices by their line
manager.
c) Once a year, all staff will be reminded of the school’s health and safety
policies and procedures by the Health and Safety Officer.
c) Information and safety booklets for specialist subjects are sent directly to YL.
3. Informing Students
a) All staff share responsibility for ensuring that students observe school rules
and conduct themselves in an orderly manner around the school and in subject
lessons.
4.1 There are health and safety notice boards in staff rooms displaying:
a) The poster ‘Health and Safety Law – What You Should Know’ marked with
the name & address of the enforcing authority and the employment medical
advisory service.
b) The location of first aid kits, the names of certified first aiders and the
evacuation process.
1. Issues
1.1 In the event of issues being raised from either staff or parents about any
aspect of health and safety, every effort will be made to respond quickly and
appropriately and the procedures below will be followed:
b) The Health and Safety Officer will then delegate the matter to the Health
and Safety Area Manager to which the issue corresponds.
c) The Health and Safety Area Manager will resolve the issue within an
appropriate amount of time and report back to the Health and Safety
Officer so that the Log can be updated with the resolution of the
problem. The person who raised the issue will be informed that it has
been resolved.
d) The Health and Safety Officer will review the Log periodically to
determine whether any change in the school safety policy is needed as a
result of issues being raised.
2. Accidents
NB: In the Director’s absence the Deputy Director will carry out the duties. In the
absence of the Director, Deputy or Assistant Directors, the Admin. Office will alert a
member of the Leadership Team.
3. Reporting General
3.1 Admin, a certified first aider, or the member of staff who was injured
should complete an Accident/Incident Report Form on the day of the
accident and record it in the Accident/First Aid Log. The
Accident/Incident Report Form will be partially filled out by the Admin
Office or a certified first aider. It will then be passed on to the Premises
Manager for completion, then returned to Admin to be filed in either the
staff or student personal file.
3.5 If the injured person loses time or is claiming liability against the
school, an insurance report form should be completed and forwarded to
the Governors’ Insurance Company (see School Bursar).
3.6 The Health and Safety Officer should receive a copy of all
Accident/Incident Report Forms to ensure that actions to prevent
reoccurrences have occurred, and so trends over time can be analysed.
i) Fracture of any bone in the body other than fingers and toes.
iii) The loss of sight of any eye, a penetrating injury to the eye, or
a chemical or hot metal burn to an eye.
vi) Any other injury which results in the person injured being
admitted to hospital for more than 24 hours.

The telephone call to the HSE should relay the following information:-
The White and Pink sheets should be sent to the Education Safety
Officer.
This form should indicate the occupation of persons involved and must
be signed by the Health and Safety Officer (or Premises Manager
during the school closures).

5. Complaints
If a pupil or member of staff feels that a Health and Safety issue has not
been
properly resolved, a complaint may be raised with the Health and Safety
Officer.
V. RECORD MAINTENANCE
All Health & Safety registers and records will be monitored by the Health &
Safety Officer.
c) Putting some judgement on the potential likelihood and severity of the harm
that may befall them.
d) Then critically putting in place the necessary control measures to rectify the
problems.
2. Procedure
2.2 Once complete, the assessment will be reviewed by the Health and
Safety Officer and the Area Manager to determine whether action is
needed.
2.3 If so, control measures will be taken to minimise the risk, and the actions
and conclusions will be noted on the Risk Assessment form.
2.4 Once the entire risk assessment is completed, the original completed
form will be kept with the Area Manager and a copy to the Health and Safety
Officer for the Risk Assessment File.
3.1 Risk assessments must be completed for the work activities of people with
disabilities and new and expectant mothers to identify if there are any
increased risks. If additional risks are identified, action must be taken to
eliminate or minimise the risk.
VII. INSPECTIONS
1. Governors
A Governor inspects the premises from time to time in accordance with the
Articles of Government and associated Health and Safety Regulations. They
will, as appropriate, take professional advice.

a) Routine inspections will be carried out each term by the Premises Manager
and the details of these inspections will be documented in a log book.
b) Once a month the Safety Trade Union Representative will join the Premises
Manager on his daily inspection.
c) Inspections will look at the fabric of the building, items, equipment and
hazardous substances to ensure control measures are in place. They will
also include supervisory duties.
3. Area Managers
Area Managers in ‘high risk’ subject areas (Science, Technology, PACE) will also
be responsible for carrying out routine inspections in their subject area. The
formats used for inspections will be distributed to appropriate YL/department head.
4.1 The Health and Safety Officer periodically reviews the following health and
safety records to ensure proper Health and Safety reporting throughout the
school:

IX. HIV/AIDS
2. In the event that this infection is disclosed to the school, the confidentiality
of the employee is assured. Only those who are specifically required to know
will be notified.
3. The school expects all employees to treat anyone suffering from HIV or
AIDS as they would any other employee, bearing in mind that this disease is
essentially non-contagious in the ordinary course of employment.
5. First aiders may be required to treat open wounds, etc. of HIV or AIDS
sufferers. Plastic gloves and facemasks will be provided for first aiders. At
present there are no recorded cases of any first aiders contracting HIV/AIDS
when administering first aid. It should be realised that these additional
precautions are more for the reassurance of the first aider, rather than a
requirement.
X. CONSTRUCTION
3. Director’s Duties
1. All electrical appliances must be in good working order and must not pose
any danger to students or staff.
c) Check that the cable to the plug is fully implanted, with no wires
hanging out.
f) Look out for cracked casing and shut the appliance down.
6. Every member of staff is responsible for reporting to the Health and Safety
Officer problems on electrical appliances discovered.
The School consists of internal and external facilities and the school recognizes that
health and safety issues are relevant outside the main school buildings as much as
inside.
1.2 The gardener will routinely check the school grounds for
poisonous plants.
2. Cleanliness
2.1 All members of staff are responsible for the cleanliness of the furniture,
furnishings and fixtures and will report to the Health and Safety Officer any
problems discovered.
2.2 All waste paper bins and bins in the toilet and kitchens will be emptied daily.
2.4 No dirt or refuse must be allowed to accumulate. If this has happened it is the
duty of the employee to report the problem to the Health and Safety Officer.
3.1 The school will monitor light and heat daily throughout the year and broken
lighting and heating must be fixed within three working days.
3.2 When the minimum temperature has not reached the required temperature
within the first hour of the school day, it should be reported to the Premises
Manager to rectify this matter.
4. Lighting
4.1 All lights, windows and skylights should be kept clean and free from
obstruction.
4.2 Any form of artificial light that has broken (eg: bulb or fuse) must be reported
to the Premises Manager in order for a replacement to be obtained.
4.3 The Premises Manager will inspect the lighting of the premises once a month.
5. Overcrowding
5.1 All members of staff are responsible to report to the Health and Safety Officer
if they feel there is overcrowding in their department or work area.
5.2 All members of staff must report to the Health and Safety Officer if any
overcrowding, obstacle, furniture, equipment or fittings could be deemed to be
so overcrowded as to cause risk of injury.
6.1 Running and pushing in the corridors and on the staircase are strictly
forbidden.
6.2 All obstructions such as boxes or school bags must be removed from floors,
passages and stairs where there is a risk of injury.
6.3 All fire exits must have a clear and direct passage to them.
6.5 All cables trailing over floors and passages must be taped down securely so
they cannot cause tripping.
6.6 The Premises Manager will inspect floors, passages and stairs monthly.

7. Internal Security
7.1 All staff are responsible for locking cupboards and store rooms designated
their responsibility and reporting broken locks or missing keys within 2 hours of
discovery.
7.2 All teachers are expected to lock classroom doors each time after use.
8. Sanitary Conveniences
8.1 It is the responsibility of all members of staff and students to leave the toilets
in a way that is acceptable for the next person to use.
8.2 All sanitary items must only be put in the special bins provided and must not
be flushed down the toilet.
9. Washing Facilities
9.1 Paper towels are provided for the use of all members of staff and students.
9.2 Each toilet has a hand basin with hot and cold running water for washing.
a) Fire drills will occur every year at a time notified in advance to staff. Once
a term a fire drill will take place without warning.
2. Testing
a) The fire alarms will be tested every week from a different fire point each
week to ensure that each break point is working satisfactorily.
3. Fire Extinguishers
The fire extinguishers within the school are locked in fire boxes and are
located in all corridors and high risk rooms. All premises staff hold the keys,
as well as the person whose office the box is located outside of.
a) Fires have been classified into four groups – A, B, C, and D (please see
diagram below)
• Class A Fires – are fires involving organic solids like paper, wood, etc.
• Class B Fires – are fires involving flammable liquids
• Class C Fires – are fires involving flammable gasses
• Class D Fires – are fires involving metals
b) Electrical Fires are not included, as they can fall into any of the classification.
However, if a fire extinguisher is used, the electrical supply must first be
isolated as there is a risk of electrocution.
4. Fighting a Fire
a) Staff should only attempt to fight a fire if it is in its very early stages and it
is safe to do so.
b) Staff must not take personal risk or delay their escape from the premises.
c) Staff must always sound the fire alarm before tackling a fire.
d) If staff cannot put out the fire or if the extinguisher becomes empty, they
should get everyone out of the building immediately, closing all doors
behind them.
1.1 In the event of an emergency eg: fire, bomb scare, gas leak; you will
hear a long
continuous sound of the fire alarm.
1.2 All staff have a duty to ensure that they are familiar with the evacuation
procedures at both sites. They should supervise the discipline of students during the
whole procedure. Teachers not in charge of students at the time should help
supervise the orderly movement of students on the floor on which they happen to be.
It is our policy to provide a healthy and safe environment for staff, students and
visitors to the school. We expect that at all times our staff and students will
cooperate fully in implementing health and safety initiatives, do everything possible
to make sure injuries do not occur to themselves or others, and take responsible
care of their own health and safety at all times.
If a pupil becomes ill we will take every step possible to contact parents, but if this is
not possible, we will take responsible measures to care for that pupil. We will

Details of the nominated first aiders will be circulated to all staff at the
beginning of the year, and are posted in the staff room.
A First Aid Kit should be sited in every practical ‘high risk’ subject area. Area
Managers should ensure that First Aid stock is monitored and replaced as
appropriate.

Where tap water is not available sterile water or sterile normal saline in
disposable containers needs to kept near the First Aid Kit.
3.1 If a pupil or member of staff has had an accident they will receive first aid from
a certified first aider. If a first aider is not readily available, a member of staff
will find a certified first aider to attend to the injured party.
3.2 Gloves will be worn when dealing with blood or any other bodily fluids.
3.3 If hospital attention is needed then a member of staff will make that decision
and take the necessary action to get the injured person to the hospital.
3.4 If the injured person is a member of staff, the office must request cover for
teaching groups and inform the Director immediately.
3.5 The accident, if serious, will be reported to the Health and Safety Officer.
4.1 No students or members of staff are required to lift, carry or move any item
that is so heavy that it may cause injury.
4.2 The premises staff who are required to lift heavy items are given training on
good practice in lifting items and the need to use specially provided
equipment for heavier items.
4.3 A trolley is always available for moving heavy items and must be used for all
items weighing over 10 kg.
2.1 The Premises Manager must do what is reasonably practicable to ensure the
safety of students using the playground and in particular, the playground
equipment.
3. Medicines In School
3.3 The Director is normally responsible for deciding whether the School can
assist a student who needs medication. Such decisions should, as far as
practicable, encourage regular attendance and full participation in school life.
5. Smoking/Drugs/Alcohol
5.1 All staff should be vigilant in the monitoring of student behaviour in relation
to smoking and drugs and alcohol.
5.3 The school environment (with the exception of the smoking staffroom)
should be designated non smoking.
6.2 The school canteen is available to all staff and students, strictly follows
health and hygiene regulations and offers a selection of healthy options.
8. Work Experience
8.1 Work experience for students over compulsory school leaving age is not
covered by the 1974 Health and Safety at Work Act. However it is reasonably
expected that any arrangements for students should take into account the
general consideration set out in the D.F.E. Education for Work guidance
documents for schools (1) and Employers (2) March 1995.
8.2 The Work Experience Co-ordinator should consult with the Careers Officer
on the placement of students on work experience.
8.3 Guidance may be sought from Section 3:11 Heads Legal Guide ‘Health
and Safety Management’.

9. Restraint of Students
2. Staff and students should be vigilant. All staff should cautiously challenge
intruders on the school premises and direct them to the Administration Office.
If this is not possible they should notify a member of the Leadership.
3. All visitors should be issued with a visitor’s badge and their name should be
entered in the visitors’ book identifying arrivals and departure times.
5. If the intruder does not calm down, the Director may inform the police if he/she
considers that there is a threat to the safety of anyone at the school.
6. All incidents must be reported on the Violence and Aggression Report Form
and kept in a file.

Teachers who feel vulnerable should notify their supervisor immediately about
the pupil/s whom they fear so that they can be dealt with appropriately.
XVIII. NOISE
Any member of staff who feels that he or she is suffering unduly because of noise
with their area or office should report the issue to the Health and Safety Officer
immediately, who will consider what steps might be taken to alleviate the problem.
XIX. STRESS
The Health and Safety Executive define stress as ‘the adverse reaction people have
to excessive pressure or other types of demand placed on them.’ This makes an
important distinction between pressure, which can be a positive state if managed
correctly, and stress, which can be detrimental to health.
1. Policy
a) The Health and Safety Committee will identify all workplace stressors and
conduct risk assessments to eliminate stress or control the risks from
stress. These risk assessments will be reviewed regularly.
2. Managers will:
d) Monitor working hours and overtime to ensure that staff are not
overworking and will monitor holidays to ensure that staff are taking their
full entitlement.
XXI. CONCLUSION
This policy will be reviewed annually and approved by the Director, the Health and
Safety Committee and the Finance and Premises Committee. Amendments, updates
or modifications will be made as is considered necessary to ensure the health, safety
and welfare of staff, students and others.
