POLICY : HEALTH AND SAFETY

I. AIMS
Bishop Challoner Catholic Collegiate School aims to provide a safe and healthy
learning and working environment for all members of our school community, staff,
students and visitors.

1. Statement of General Policy

The Governing Body takes account of the provisions of the Health and Safety at work,
etc. Act 1974 which states that “it is the duty of every employer to ensure as far as
reasonably practicable, that persons who are not directly in its employment but who
may be affected by it are not exposed to risks to their health and safety. It accepts its
responsibility under the legislation to take all reasonably practicable steps to secure
the health and safety of staff, students and others using the school premises or
participating in school sponsored activities”.

The Governing body of this Catholic School believes it is the responsibility of every
individual to put into practice methods of working which ensures the personal health
and safety of all students and staff.

II. ORGANISATION AND IMPLEMENTATION


1. Duties of the Governing Body

1.1 In the discharge of its duty the Governing body in consultation with the
Director will:

a) Make itself familiar with the requirements of the Health and Safety at work
etc. Act 1974 and other appropriate legislation and codes of practice which
are relevant to the work of the school.

b) Ensure that there is an effective and enforceable policy for the provision of
health and safety throughout the school which is periodically assessed.

c) Monitor the management structure within the school established to


address health and safety issues.

d) Ensure appropriate risk control measures are selected to minimise risk to


staff, students and others in relation to accidents, health and school
sponsored activities.

1.2 In particular, the governing body undertakes to provide:

a) A safe and healthy working environment and conditions which take


account of all appropriate statutory requirements, codes of practice and
guidance.

b) Adequate and appropriate supervision, guidance, training and instruction


so that all staff and students can perform their school related activities in a
healthy manner.

2. Duties of the Director

2.1 The Director has responsibility for the development of safe working
practices and conditions for all staff, students, visitors and others using
the premises or engaged in school sponsored activities. The Director will
take all reasonably practicable steps to achieve this end through senior
staff, heads of faculties, heads of departments, teachers and others as
appropriate.

2.2 The Director will:

a) Take all necessary and appropriate action to ensure that requirements


of relevant legislation, codes of practice and guidance are met in full
and at all times.

b) Submit inspection and risk assessment reports to governors/LEA when


necessary.

c) Liaise with governors on policy and problems.

d) Co-operate with Trade Union Safety Representatives.

2.3 In particular the Director will create appropriate management structures,


systems and monitoring procedures to ensure:

a) Safe working conditions.

b) Safe working practices and procedures so that risks are controlled.

c) Prompt identification and appropriate response to potential


hazards.

d) Periodic reviews and safety audits on the findings of risk


assessments.

e) That training needs of staff and students are met and that
appropriate financial resources are available.

f) That all individuals are actively involved in promoting health and


safety.

g) That accident and incident investigations are carried out when


necessary.

h) Adequate first aid and welfare provision.

i) That individuals who fail consistently to consider their own well


being or the health and safety of others are disciplined.

j) That health and safety issues are addressed when planning


construction work.

k) Safety outside the school gates by employing security guards to


monitor the premises at night.

l) The fitness of teachers to ensure that they meet the required


health standards to teach.

3. Health and Safety Committee

3.1 The governing body, through the Director shall establish a Health and Safety
Committee. The committee will consist of the following:

Chair: Bursar
Secretary: Health and Safety Officer
Members: School Governor
An appointed Health and Safety Union Representative
Area Managers – Premises Manager
Administration Manager
One other Area Manager

The committee members should be named at the end of September of each


academic year and will meet once per term.

3.2 The committee’s role is to:

a) Represent staff in Health and Safety consultations

b) Make representations to the Director on Health and Safety matters

c) Participate in risk assessment inspection teams biannually

d) Manage any complaints which may be raised in regards to Health and


Safety

e) Receive representation on health and safety matters from the student


council

4. Duties of Area Managers (Premises Manager, Administration Manager, ICT


Manager High Risk Faculty Heads, Assistant Directors (Heads of School) )

4.1 The above mentioned should be familiar with the requirements of the
Health and Safety at Work, etc. Act 1974, other appropriate legislation
and codes of practice which are relevant to their area of responsibility.
The Area Managers, Administration Manager, Faculty Heads, Heads of
School and Assistant Director are directly responsible to the Director to
have overall day-to-day responsibility for the implementation and
operation of the school’s policy within their relevant departments and
areas of responsibility.

4.2 They will take direct interest in helping other members of staff, students
and others to comply with the requirements of the policy.

4.3 They have direct day-to-day responsibility to ensure:

a) Safe methods of working exist and are implemented throughout the


department.

b) Health and Safety regulations, rules, procedures and codes of


practice are being applied effectively.

c) Staff, students and others (including new employees) are instructed


in safe working practices.

d) Regular inspections are made in their area of responsibility.

e) Positive, corrective action is taken where necessary to ensure the


health and safety of everyone in their jurisdiction.

f) All plant, machinery and equipment is in good and safe working


order and is adequately guarded if appropriate.

g) Appropriate protective clothing and equipment, first aid and fire


appliances are provided and are readily available in practical subject
areas.

h) Toxic, hazardous and highly flammable substances in the


department in which they work are correctly used, stored and labelled.

i) All health and safety information is communicated to relevant


persons.

j) Reasonable steps are taken to prevent unauthorised or improper


use of any equipment.

k) Any health and safety concerns are reported to the premises


manager or the Health and Safety Area Manager.

l) Standards of health and safety throughout the department/


faculty are monitored.

m) Risk assessments are completed by those in high risk


areas (Technology, Science, PACE).

4.4 Special Duties of the Premises Manager

The Premises Manager will monitor the issuance of keys for the premises
and ensure that, if borrowed, they are returned in a timely manner.

4.5 Special Duties of the Administration Manager

The Administration Manager will ensure pupil and staff lists are updated
weekly.

5. Duties of Teachers

The DfEE and the Department of Health published in 2000 ‘Fitness to Teach’,
which contains occupational health guidance for teacher training and
employment.

The Assistant Director (Staffing) is responsible for monitoring ‘Fitness to


Teach.’

5.1 Teachers Should:

a) Have the health and well-being necessary for their specific


responsibilities.

b) Know the emergency procedures in respect of fire and first aid.

c) Know the special safety measures adopted in their own teaching areas
and ensure that they are applied.

d) Remain alert at all times.

e) Integrate all relevant aspects of safety into teaching practice and, if


necessary, give special lessons on safety.

f) Be able to manage classes.

g) Not constitute a risk to the health or safety of the children in their care.

h) Where there is a disability, be able, by reasonable adjustments, to


meet the criteria.

i) Teachers are not expected to make formal risk assessments on each


lesson, but if they feel there is a potential risk, then a Classroom Safety
Audit should be performed. This form can be obtained from the Health
and Safety Officer and will be reviewed and acted upon appropriately.

j) Always lock classroom doors to ensure the security of the School.

5.2 Supply Teacher Agencies

The agency is responsible for determining the medical fitness of its teachers.

6. Duties of Health and Safety Officer

6.1 The Health and Safety Officer will:

a) Co-ordinate all provisions of health and safety, including first aid,


within the school

b) Annually conduct a Health and Safety update at morning briefing to


remind all staff about the health and safety policies and procedures

c) Periodically review all health and safety records to ensure proper


Health and Safety reporting throughout the school

d) Analyse incident reports to determine if any follow-up action is needed

e) Propose updates to the Health and Safety Policy in line with the
school’s needs and best practice

7. Duties of All Members of Staff

7.1 All staff must make themselves familiar with the Health and Safety at
Work, etc. Act 1974 and any other appropriate legislation, and codes of
practice which are relevant to the discharge of their duties. They should:

a) Have due regard for their own health and safety and any other
persons who may be affected by their acts or omissions.

b) Familiarise themselves with the health and safety aspects of their


work and avoid conduct that would put themselves or others at risk.

c) Not indulge in reckless or careless behaviour nor consume any


alcohol or substances that will impede their ability to work safely.

d) Co-operate fully with management/colleagues to ensure that


requirements in regards to health and safety are complied with.

7.2 In particular all members of staff should:

a) Be familiar with the safety policy and associate regulations laid down
by the governing body.

b) Ensure regulations, rules, routines and procedures are applied


effectively by both staff and students.

c) Have due regard for the safe and proper use of all equipment, its
care and maintenance.

d) Have due regard for the care, storage and use of toxic, hazardous
and highly flammable substances.

e) Be aware of and use any protective clothing or safety equipment


provided.

f) Report any hazardous situations or shortcomings in health and safety


arrangements to their manager immediately.

g) Report any accident or near miss immediately to the Health and


Safety Officer.

h) Report any defects, in premises, plant equipment or facilities, directly


to the Premises Manager.

i) Take an active part in promoting health and safety and suggest


ways
of reducing risks.

8. Hirers, Contractors and Others

8.1 All hirers, contractors and others using school premises must comply with
the requirements of the Health and Safety at Work, etc. Act 1974 and all
safety directions of the governing body.

8.2 The Director will consult with the Premises Manager to oversee the work
of contractors in school to ensure that they carry out their operations in
such a manner that all statutory and advisory safety requirements are
met at all times.

8.3 All contractors must report to the school reception upon arrival and sign
the visitor’s book.

8.4 Contractors, their employees and others working on site must wear a
visitor/identification badge

9. Visitors

a) Since the school cannot allow strangers to enter the premises and walk
around the school freely, the main entrance to the school has a locked
door.

b) All members of staff should be alert and challenge, in a courteous


manner, any stranger they see unaccompanied on the school
premises.

c) Any visitors, such as parents, sales people, assessors and inspectors


must fill in the visitor’s book on arrival and departure.

III. INDUCTION/TRAINING
1. Staff Briefings

a) All new staff, student and supply teachers are sent a Health and Safety
Policy by the Administration Manager.

b) All new staff are given a tour of the premises and receive instruction
regarding Health and Safety issues and safe working practices by their line
manager.

c) Once a year, all staff will be reminded of the school’s health and safety
policies and procedures by the Health and Safety Officer.

d) Health and Safety posters in the staff rooms.

2. Handbooks

a) School Handbook (includes associated policies).

b) Departmental handbooks (departmental Health and Safety policy and


subject specific Health and Safety information).

c) Information and safety booklets for specialist subjects are sent directly to YL.

a) All staff share responsibility for ensuring that students observe school rules
and conduct themselves in an orderly manner around the school and in subject
lessons.

b) Students working in high risk subject areas (Technology, Science, PACE)


must be instructed in safe working practices and procedures by subject
teachers.

c) All students will be reminded each term of the appropriate procedures to


follow in
an emergency drill (evacuation of the building).

4. Informing Employees of Regulations and Procedures

4.1 There are health and safety notice boards in staff rooms displaying:

a) The poster ‘Health and Safety Law – What You Should Know’ marked with
the name & address of the enforcing authority and the employment medical
advisory service.

b) The location of first aid kits, the names of certified first aiders and the
evacuation process.

IV. REPORTING PROCEDURES

1. Issues

1.1 In the event of issues being raised from either staff or parents about any
aspect of health and safety, every effort will be made to respond quickly and
appropriately and the procedures below will be followed:

a) Any pupil, parent or member of staff who identifies a serious or


significant hazard or risk in the course of his/her duties in or about the
school should report that to the Health and Safety Officer who will
document the matter in the Health and Safety Issues Log with full
details.

b) The Health and Safety Officer will then delegate the matter to the Health
and Safety Area Manager to which the issue corresponds.

c) The Health and Safety Area Manager will resolve the issue within an
appropriate amount of time and report back to the Health and Safety
Officer so that the Log can be updated with the resolution of the
problem. The person who raised the issue will be informed that it has
been resolved.

d) The Health and Safety Officer will review the Log periodically to
determine whether any change in the school safety policy is needed as a
result of issues being raised.

NB: In the Director’s absence the Deputy Director will carry out the duties. In the
absence of the Director, Deputy or Assistant Directors, the Admin. Office will alert a
member of the Leadership Team.

3. Reporting General

3.1 Admin, a certified first aider, or the member of staff who was injured
should complete an Accident/Incident Report Form on the day of the
accident and record it in the Accident/First Aid Log. The
Accident/Incident Report Form will be partially filled out by the Admin
Office or a certified first aider. It will then be passed on to the Premises
Manager for completion, then returned to Admin to be filed in either the
staff or student personal file.

3.2 If a student is involved in an incident the Accident/Incident Report


From should be completed on their behalf by the teacher or other person
who was responsible for supervision.

3.3 If the accident/dangerous occurrence resulted in injury, however


slight, or contraction of a disease, the details must be recorded in the
work place Accident/First Aid Book and an Accident/incident Report Form
must be filled out.

3.4 On receipt of the Accident/Incident Report Form, the Health and


Safety Officer will determine whether a formal investigation is necessary.
If so, it will be reported to the Directorate Health and Safety Advisor,
(telephone number below) who can assist with the investigation.

3.5 If the injured person loses time or is claiming liability against the
school, an insurance report form should be completed and forwarded to
the Governors’ Insurance Company (see School Bursar).

3.6 The Health and Safety Officer should receive a copy of all
Accident/Incident Report Forms to ensure that actions to prevent
reoccurrences have occurred, and so trends over time can be analysed.

4. Reporting – Injuries/Dangerous Occurrences on School Premises

4.1 When any of the following events occurs it must be reported IN


WRITING to the Health and Safety Committee by a member of that
committee who has interviewed either the injured person, or a
representative of this person, within 10 days of the accident. In the case
of a) and b) below it should be notified immediately by telephone to the
Directorate Health and Safety Advisor and to the HSE first by telephone
and then in writing. This procedure is stated below in section 2.2 –
Action Required.

a) The death of any person as a result of an accident arising out of or


in connection with work.

b) Any person suffering any of the following injuries or conditions as a


result of an accident arising out of or in connection with work:

i) Fracture of any bone in the body other than fingers and toes.

ii) Amputation of any kind.

iii) The loss of sight of any eye, a penetrating injury to the eye, or
a chemical or hot metal burn to an eye.

iv) Either injury (including burns) requiring immediate medical


treatment, or loss of consciousness, in both cases resulting
from an electric shock from any electrical circuit or equipment,
whether or not due to direct contact.

v) Either acute illness requiring treatment or loss of


consciousness, in both cases resulting from absorption of any
substance by inhalation, ingestion or through the skin.

vi) Any other injury which results in the person injured being
admitted to hospital for more than 24 hours.

c) A person at work (i.e. an employee or a person receiving training or


education) incapacitated for his/her normal work as a result of an
injury caused by an accident at work.

d) The death of an employee if this occurs sometime after a


reportable injury which led to that employee’s death (within one year of
the incident).

4.2 Action Required

The Local Office of the Health and Safety Executive – Maritime House,

The telephone call to the HSE should relay the following information:-

a) Date of accident or dangerous occurrence.

b) Place where accident or dangerous occurrence took place.

c) Brief description of circumstances.

d) Details of person injured: name, sex, age, occupation, nature of


injury.

The initial telephone call should be immediately followed by a report to


the Ed. Strategy Group using the Injury Report Form.

The White and Pink sheets should be sent to the Education Safety
Officer.

This form should indicate the occupation of persons involved and must
be signed by the Health and Safety Officer (or Premises Manager
during the school closures).

NB: All fatal accidents are reportable to the police.

5. Complaints

If a pupil or member of staff feels that a Health and Safety issue has not
been
properly resolved, a complaint may be raised with the Health and Safety
Officer.

V. RECORD MAINTENANCE

1. The following staff will be responsible for maintaining these records:-

a) Risk Assessment (general/specific subject). Area Managers copy to


the Health and Safety Officer and Premises Manager
b) Health and Safety Audits/Inspections. Area Managers copy to the
Health and Safety Officer and Premises Manager
c) Fire and Emergency drills. Premises Manager
d) Electrical Inspections. Premises Manager
e) Issuing and Monitoring Keys. Premises Manager
f) Inset and Training. Assistant Director (staffing)
g) Accidents and Serious Injury. Admin. Office (records must be kept for 3
years
h) First Aid Treatments. Admin. Office
i) Communicable Diseases. Assistant Director (staffing)

All Health & Safety registers and records will be monitored by the Health &
Safety Officer.

VI. RISK ASSESSMENTS

Recording risk assessments helps evidence that reasonable and lawful


instructions, and ‘good practice’ have been followed, thus significantly
reducing potential liabilities.

1. What is a Risk Assessment?

A Risk Assessment consists of:

a) Somebody identifying a hazard.

b) Recognizing someone is at risk from the hazard.

c) Putting some judgement on the potential likelihood and severity of the harm
that may befall them.

d) Then critically putting in place the necessary control measures to rectify the
problems.

2. Procedure

2.1 Risk assessments will be completed by the appropriate Health and


Safety Area Manager using the Risk Assessment form, which can be
obtained from the Health and Safety Officer.

2.2 Once complete, the assessment will be reviewed by the Health and
Safety Officer and the Area Manager to determine whether action is
needed.

2.3 If so, control measures will be taken to minimise the risk, and the actions
and conclusions will be noted on the Risk Assessment form.

2.4 Once the entire risk assessment is completed, the original completed
form will be kept with the Area Manager and a copy to the Health and Safety
Officer for the Risk Assessment File.

3. People with Disabilities/New and Expectant Mothers

3.1 Risk assessments must be completed for the work activities of people with
disabilities and new and expectant mothers to identify if there are any
increased risks. If additional risks are identified, action must be taken to
eliminate or minimise the risk.

3.2 It is the responsibility of any person with a disability or who is an expectant


mother to notify the Health and Safety Officer who will take appropriate action
to minimise risks.

VII. INSPECTIONS

1. Governors

A Governor inspects the premises from time to time in accordance with the
Articles of Government and associated Health and Safety Regulations. They
will, as appropriate, take professional advice.

a) Routine inspections will be carried out each term by the Premises Manager
and the details of these inspections will be documented in a log book.

b) Once a month the Safety Trade Union Representative will join the Premises
Manager on his daily inspection.

c) Inspections will look at the fabric of the building, items, equipment and
hazardous substances to ensure control measures are in place. They will
also include supervisory duties.

d) The date and areas of inspection will be documented in a log book.

3. Area Managers

Area Managers in ‘high risk’ subject areas (Science, Technology, PACE) will also
be responsible for carrying out routine inspections in their subject area. The
formats used for inspections will be distributed to appropriate YL/department head.

4. Health and Safety Officer

4.1 The Health and Safety Officer periodically reviews the following health and
safety records to ensure proper Health and Safety reporting throughout the
school:

a) Risk Assessments for high risk areas


b) Accident/Incident Report Forms
c) Accident/First Aid Book

VIII. ICT

1. The Health and Safety (Display Screen Equipment) Regulations 1992


apply to users who use display equipment as a significant part of their
work.

2. Safety issues to consider ensuring safe use of ICT equipment:

a) Comfort

Users should be comfortably positioned with easy access to all


equipment. Whilst sitting, it is essential that the user can adjust his or
her position in relation to the equipment as appropriate. Users
should take frequent short breaks from computer work to allow eyes
to readjust to greater distance.

b) Space

There should be enough space around a workstation for peripherals


such as papers, books or other materials.

c) Seating

The height of the chair should be adjustable, bearing in mind that


users should be aiming for good posture when operating computer
equipment. The lower arms should be roughly horizontal when
working; and knees should fit comfortably under the desk, with thighs
roughly horizontal. Footrests are available as necessary to reposition
legs. Change posture frequently and take short breaks away from
the computer to stretch.

d) Monitors

Monitors should tilt and swivel to suit the requirements of individual


users. Screens should be positioned to reduce reflections and glare
from lights and windows, and the top of the screen should be roughly
at eye level.

e) Keyboards

Users should move the keyboard to the most comfortable position on


the desk to suit them. Do not bend hands up at the wrists when
typing, keep a soft touch on the keys and do not over-stretch your
fingers.

IX. HIV/AIDS

1. HIV which causes AIDS cannot be transmitted by occupational contact


unless the worker is exposed to fresh blood, contaminated sharps or clinical
waste.

2. In the event that this infection is disclosed to the school, the confidentiality
of the employee is assured. Only those who are specifically required to know
will be notified.

3. The school expects all employees to treat anyone suffering from HIV or
AIDS as they would any other employee, bearing in mind that this disease is
essentially non-contagious in the ordinary course of employment.

4. It should be noted that as sufferers of a long term illness, those with


HIV/AIDS are protected from discrimination, etc. by the Disability Discrimination
Act.

5. First aiders may be required to treat open wounds, etc. of HIV or AIDS
sufferers. Plastic gloves and facemasks will be provided for first aiders. At
present there are no recorded cases of any first aiders contracting HIV/AIDS
when administering first aid. It should be realised that these additional
precautions are more for the reassurance of the first aider, rather than a
requirement.

X. CONSTRUCTION

1. There are clear hazards associated with construction work. To ensure


adequate control of the works, it is very important that all staff be aware of the
works and any potential risks associated with them.

2. Whenever possible, any significant high-risk construction work undertaken


in school will be completed when the premises is not fully occupied – e.g. during
school holidays.

3. Director’s Duties

a) The Director must ensure that suitably stringent arrangements are in


place for the appointment, supervision and monitoring of contractors.
This will include appropriate measures for risk assessment to ensure
health and safety.

XI. ELECTRICAL APPLICANCES

1. All electrical appliances must be in good working order and must not pose
any danger to students or staff.

2. The use of electrical appliances by students (especially younger students)


in classes, such as Technology, should be carried out with proper instruction and
supervision.

3. A check of all electrical equipment at the school will be completed annually.

4. Visual checks of cables should be completed quarterly by the Premises


Manager.

5. The Health and Safety Officer and/or Premises Manager will:

a) Check that there are no extension leads plugged into an extension


lead.

b) Check that plugs contain the right fuse.

c) Check that the cable to the plug is fully implanted, with no wires
hanging out.

d) Remove from service plugs and extensions with burn marks.

e) Ensure there is no chance of water near appliances (ie: no


coffee/kettles near computers or machinery under a leaky roof, etc).

f) Look out for cracked casing and shut the appliance down.

6. Every member of staff is responsible for reporting to the Health and Safety
Officer problems on electrical appliances discovered.

XII. THE ENVIRONMENT OF THE SCHOOL

The School consists of internal and external facilities and the school recognizes that
health and safety issues are relevant outside the main school buildings as much as
inside.

1. Plants and Vegetation

1.1 A check must be kept on any poisonous plants that are


close to the school, to which children might be exposed.

1.2 The gardener will routinely check the school grounds for
poisonous plants.

2. Cleanliness

2.1 All members of staff are responsible for the cleanliness of the furniture,
furnishings and fixtures and will report to the Health and Safety Officer any
problems discovered.

2.2 All waste paper bins and bins in the toilet and kitchens will be emptied daily.

2.3 Lighted cigarettes must not be put in any bins.

2.4 No dirt or refuse must be allowed to accumulate. If this has happened it is the
duty of the employee to report the problem to the Health and Safety Officer.

3. Temperature and Ventilation

3.1 The school will monitor light and heat daily throughout the year and broken
lighting and heating must be fixed within three working days.

3.2 When the minimum temperature has not reached the required temperature
within the first hour of the school day, it should be reported to the Premises
Manager to rectify this matter.

3.3 If the ventilation in the classrooms is not adequate, effective, or suitable, it


must be reported to the Premises Manager.

4. Lighting

4.1 All lights, windows and skylights should be kept clean and free from
obstruction.

4.2 Any form of artificial light that has broken (eg: bulb or fuse) must be reported
to the Premises Manager in order for a replacement to be obtained.

4.3 The Premises Manager will inspect the lighting of the premises once a month.

5. Overcrowding

5.1 All members of staff are responsible to report to the Health and Safety Officer
if they feel there is overcrowding in their department or work area.

5.2 All members of staff must report to the Health and Safety Officer if any
overcrowding, obstacle, furniture, equipment or fittings could be deemed to be
so overcrowded as to cause risk of injury.

6. Floors, Passages and Stairs

6.1 Running and pushing in the corridors and on the staircase are strictly
forbidden.

6.2 All obstructions such as boxes or school bags must be removed from floors,
passages and stairs where there is a risk of injury.

6.3 All fire exits must have a clear and direct passage to them.

6.4 All accumulated rubbish/empty boxes must be disposed of immediately.

6.5 All cables trailing over floors and passages must be taped down securely so
they cannot cause tripping.

6.6 The Premises Manager will inspect floors, passages and stairs monthly.

7. Internal Security

7.1 All staff are responsible for locking cupboards and store rooms designated
their responsibility and reporting broken locks or missing keys within 2 hours of
discovery.

7.2 All teachers are expected to lock classroom doors each time after use.

7.3 It is considered an unacceptable breach of professional behaviour to leave


out items which should be locked away, or to fail to lock doors, cupboards,
windows, etc.

8. Sanitary Conveniences

8.1 It is the responsibility of all members of staff and students to leave the toilets
in a way that is acceptable for the next person to use.

8.2 All sanitary items must only be put in the special bins provided and must not
be flushed down the toilet.

8.3 All other rubbish should be put in the bin provided.

8.4 Any blockages, damages, or leakages in the toilets should be reported


immediately to premises.

9. Washing Facilities

9.1 Paper towels are provided for the use of all members of staff and students.

9.2 Each toilet has a hand basin with hot and cold running water for washing.

XIII. FIRE SAFETY


1. Fire Drills

a) Fire drills will occur every year at a time notified in advance to staff. Once
a term a fire drill will take place without warning.

2. Testing

a) The fire alarms will be tested every week from a different fire point each
week to ensure that each break point is working satisfactorily.

b) Fire extinguishers will be tested by an authorised firm annually. In the


event of a fire, staff will ensure their own safety and the safety of the

students in their care by complying with the Emergency Procedures in


Section XIV.

3. Fire Extinguishers

The fire extinguishers within the school are locked in fire boxes and are
located in all corridors and high risk rooms. All premises staff hold the keys,
as well as the person whose office the box is located outside of.

a) Fires have been classified into four groups – A, B, C, and D (please see
diagram below)

• Class A Fires – are fires involving organic solids like paper, wood, etc.
• Class B Fires – are fires involving flammable liquids
• Class C Fires – are fires involving flammable gasses
• Class D Fires – are fires involving metals

b) Electrical Fires are not included, as they can fall into any of the classification.
However, if a fire extinguisher is used, the electrical supply must first be
isolated as there is a risk of electrocution.

4. Fighting a Fire

a) Staff should only attempt to fight a fire if it is in its very early stages and it
is safe to do so.

b) Staff must not take personal risk or delay their escape from the premises.

c) Staff must always sound the fire alarm before tackling a fire.

d) If staff cannot put out the fire or if the extinguisher becomes empty, they
should get everyone out of the building immediately, closing all doors
behind them.

XIV. EMERGENCY PROCEDURES


1. Emergency Evacuation Procedures

1.1 In the event of an emergency eg: fire, bomb scare, gas leak; you will
hear a long
continuous sound of the fire alarm.

1.2 All staff have a duty to ensure that they are familiar with the evacuation
procedures at both sites. They should supervise the discipline of students during the
whole procedure. Teachers not in charge of students at the time should help
supervise the orderly movement of students on the floor on which they happen to be.

1.3 The following procedures should be adhered to:

a) Encourage students to move quickly and silently out of the room


and to exit by the nearest stairway. DO NOT RUN OR PANIC.

b) Classroom windows and doors should be closed.

c) Students should descend stairways quickly in double file (all going in


same direction). They should not run but should exit in a
reasonable amount of time.

d) Students should go quickly to designated area and line up in


alphabetical order with their tutor group.

e) Once he or she has determined that there is a fire in the building,


the
Fire Marshall, or whoever discovers the fire, should notify Admin to
call emergency services (999).

f) The administration staff will bring registers to the playground and


distribute them to the Form Tutors or whoever is currently teaching
the class. New registers are generated weekly to ensure up-to-date
information.

g) Form Tutors or the responsible teacher should take


responsibility for calling the form roll. The registers will then be handed
back to the administration staff who will ensure that all registers have
been taken and report to the Assistant Directors (Heads of School).

Students unaccounted for should be notified to the following staff:

Girls Site: Assistant Director (Head of School)


Boys Site: Assistant Director (Head of School)
Post 16: Assistant Director (Head of School)

h) Only the Fire Marshall can decide if and when it is safe


to re-enter the building. This must be done in liaison with
emergency services.

j) Where it is not possible to return to the building the students may


be
sent home.

XV. BASIC FIRST AID

It is our policy to provide a healthy and safe environment for staff, students and
visitors to the school. We expect that at all times our staff and students will
cooperate fully in implementing health and safety initiatives, do everything possible
to make sure injuries do not occur to themselves or others, and take responsible
care of their own health and safety at all times.

If a pupil becomes ill we will take every step possible to contact parents, but if this is
not possible, we will take responsible measures to care for that pupil. We will

expect parents to cooperate with us by not permitting children to attend school if


they have any infectious or contagious illness. Staff will also be asked not to attend
work under the same circumstances.

1. First Aiders/Appointed Persons

Details of the nominated first aiders will be circulated to all staff at the
beginning of the year, and are posted in the staff room.

2. First Aid Kits

2.1 Siting of First Aid Kits

A First Aid Kit should be sited in every practical ‘high risk’ subject area. Area
Managers should ensure that First Aid stock is monitored and replaced as
appropriate.

In addition both Admin offices contains a First Aid Kit.

Whenever possible involve the school nurse if she is on site.

2.2 First Aid Kits should contain:

1 Guidance Card
20 Individually wrapped sterile adhesive dressings
2 Sterile eye pads
2 Triangular bandages
4 Sterile coverings for wounds
12 Safety pins
8 Medium sterile unmedicated bandages
4 Large sterile unmedicated bandages
2 Extra large unmedicated bandages
Where tap water is not available sterile water or sterile normal saline in
disposable containers needs to kept near the First Aid Kit.

3. Procedure to be Followed if First Aid is Needed

3.1 If a pupil or member of staff has had an accident they will receive first aid from
a certified first aider. If a first aider is not readily available, a member of staff
will find a certified first aider to attend to the injured party.

3.2 Gloves will be worn when dealing with blood or any other bodily fluids.

3.3 If hospital attention is needed then a member of staff will make that decision
and take the necessary action to get the injured person to the hospital.

3.4 If the injured person is a member of staff, the office must request cover for
teaching groups and inform the Director immediately.

3.5 The accident, if serious, will be reported to the Health and Safety Officer.

4. Policy on Lifting/Heavy Work

4.1 No students or members of staff are required to lift, carry or move any item
that is so heavy that it may cause injury.

4.2 The premises staff who are required to lift heavy items are given training on
good practice in lifting items and the need to use specially provided
equipment for heavier items.

4.3 A trolley is always available for moving heavy items and must be used for all
items weighing over 10 kg.

4.4 It is the responsibility of every member of staff to report to their manager if


they have an existing injury/illness that may be aggravated due to any part of
their work duties.

XVI. PUPIL RELATED


1. Child Protection

Please refer to the Child Protection Policy.

2. Playground and Play Equipment Inspections

2.1 The Premises Manager must do what is reasonably practicable to ensure the
safety of students using the playground and in particular, the playground
equipment.

2.2 Playground equipment, seats, and benches will be inspected weekly.

3. Medicines In School

3.1 Parents are responsible for their child’s medication.

3.2 As a general rule teaching staff should not administer medication to


students.

3.3 The Director is normally responsible for deciding whether the School can
assist a student who needs medication. Such decisions should, as far as
practicable, encourage regular attendance and full participation in school life.

3.4 If a student is required to take medication during school hours it should be


brought to the school office where it may be safely stored and readily available.
A consent note should be received from the parent and the student should, if
possible, administer the medication themselves.

4. Photographic Images of Children

Please refer to the Photographic Images of Children Policy.

5. Smoking/Drugs/Alcohol

5.1 All staff should be vigilant in the monitoring of student behaviour in relation
to smoking and drugs and alcohol.

5.2 Concerns should be referred to an Assistant Director (drugs or alcohol) or to


the YL (smoking).

5.3 The school environment (with the exception of the smoking staffroom)
should be designated non smoking.

5.4 Healthy lifestyles will be promoted through the Unified Guidance


Curriculum.

6. Policy on Food and Eating Facilities

6.1 There is no eating or drinking permitted in any classroom.

6.2 The school canteen is available to all staff and students, strictly follows
health and hygiene regulations and offers a selection of healthy options.

7. Out Of School Visits

Please refer to the School Journey Policy.

8. Work Experience

8.1 Work experience for students over compulsory school leaving age is not
covered by the 1974 Health and Safety at Work Act. However it is reasonably
expected that any arrangements for students should take into account the
general consideration set out in the D.F.E. Education for Work guidance
documents for schools (1) and Employers (2) March 1995.

8.2 The Work Experience Co-ordinator should consult with the Careers Officer
on the placement of students on work experience.

8.3 Guidance may be sought from Section 3:11 Heads Legal Guide ‘Health
and Safety Management’.

9. Restraint of Students

9.1 There may be occasions where it is necessary for staff to


restrain a pupil physically to prevent them from inflicting injury to
others, self-injury, damaging property or causing disruption. In such
cases only the minimum force necessary may be used and any
action taken must be to restrain the pupil.

9.2 Where a staff member has taken action to physically restrain a


pupil they should make a written report of the incident to the
Assistant Director stating the pupil/s involved and a description of the
circumstances.

XVII. VIOLENCE AND INTRUDERS

1. Some problems which the school may face are:

a) Occasional abusive behaviour from parents;

b) Occasional incursion into the school by outsiders, including former


students

2. Staff and students should be vigilant. All staff should cautiously challenge
intruders on the school premises and direct them to the Administration Office.
If this is not possible they should notify a member of the Leadership.

3. All visitors should be issued with a visitor’s badge and their name should be
entered in the visitors’ book identifying arrivals and departure times.

4. If a stranger or parent is abusive or a nuisance in any way in the school, the


member of staff must not take direct action, but MUST send for help or inform
the Director as soon as possible. Staff must never put their own safety at risk.

5. If the intruder does not calm down, the Director may inform the police if he/she
considers that there is a threat to the safety of anyone at the school.

6. All incidents must be reported on the Violence and Aggression Report Form
and kept in a file.

7. Bullying

8. Attacks on Teachers

Teachers who feel vulnerable should notify their supervisor immediately about
the pupil/s whom they fear so that they can be dealt with appropriately.

XVIII. NOISE

Any member of staff who feels that he or she is suffering unduly because of noise
with their area or office should report the issue to the Health and Safety Officer
immediately, who will consider what steps might be taken to alleviate the problem.

XIX. STRESS

The Health and Safety Executive define stress as ‘the adverse reaction people have
to excessive pressure or other types of demand placed on them.’ This makes an
important distinction between pressure, which can be a positive state if managed
correctly, and stress, which can be detrimental to health.

Through the management structure and our Catholic Commitment we strive to


support any member of the Community who is in need.

1. Policy

a) The Health and Safety Committee will identify all workplace stressors and
conduct risk assessments to eliminate stress or control the risks from
stress. These risk assessments will be reviewed regularly.

b) Confidential counselling will be provided for staff affected by stress caused


by either work or external factors.

2. Managers will:

a) Ensure good communication between management and staff, particularly


where there are organizational and procedural changes.

b) Ensure that staff are fully trained to discharge their duties.


c) Monitor workloads to ensure that people are not overloaded.

d) Monitor working hours and overtime to ensure that staff are not
overworking and will monitor holidays to ensure that staff are taking their
full entitlement.

e) Attend training as requested in good management practice, health and


safety.

f) Be vigilant and offer additional support to a member of staff who is
