TAC L OBA N CITY Illegal small scale gold mining is being blamed as the cause of the death of a family of three in the upstream village of Maydolong, Eastern Samar, when storm Quinta battered the region.
Identified as fatalities were couple Rodrigo Busa, 56; Rosita Busa, 50; and their son Kimjie Busa, 7. They were killed when a tree fell to their makeshift in sitio Lumangag, Barangay Del Pilar in Maydolong town. Some of the roots of the big apitong tree have been cut as people dig the soil in search for gold. When the storm hit our place, the trees got uprooted easily and kill the Busa family, said Maydolong Mayor Henry Afable in a mobile phone interview. Busas 12-year-old son Roclito survived the incident but was severely injured. The incident happened on midnight of December 26 when the province was placed under public storm signal

TACLOBAN CITY - Additional bonus will be received by national government workers but only for outstanding employees working in an agency tagged as a top performer, the Department of Budget and Management (DBM) said. DBM Regional Director Imelda Laceras said the performance-based bonus (PBB) is different from the 13th month pay, year-end cash bonus, and Productivity Enhancement Incentive (PEI) for government employees. The assessment of accomplishment reports of

government agencies is ongoing. Departments will be ranked based on their accomplishment. Employees dont have to worry how much they will get, they have to find out if their agency is identified as one of those top performing, Laceras said. An Inter-Agency Task Force was formed to evaluate if an agencys performance can be categorized as best, better, or good. The PBB ranges from P5,000 to P35,000 depending on the performance of agencies and individual workers.

Bizmen initiate road map to increase coconut yield in So. Leyte

MAASIN CITY-In a bid to boost the present coconut production in this province, businessmen here forged pact with local government units and church officials in Southern Leyte for a coconut rehabilitation road map. In the past, our two major crops were coconut and abaca. Our coconut production is about 700 million pesos per year, while abaca used to provide us with about 300 million pesos per year. Unfortunately, our abaca industry was wiped out by the bunchy top virus. So what remains now as our primary crop is only coconut, said So. Leyte Chamber of Commerce and Industry president Engr. Robert Castaares. If So. Leyte will succeed in doubling its production output from 700 million to 1.4 billion pesos by year 2018, the impact on 80 percent of the population in the province who relied on coconut will be unimaginable, added Castaares. A c c o r d i n g l y, t h e coconut rehabilitation road map which was crafted by the chamber had its initial implementation last November with the assistance from the Philippine Coconut Authority, National AntiPove r ty Commission, and in partnership with the Diocese of Maasin, other religious groups and stakeholders. Its goal is to increase the coconut harvest by 100 percent in 2018. This is one of the cornerstones of Southern Leyte s economic development framework, Castaares said. Also through an earlier resolution from So. Leyte Sangguniang Panlalawigan, the provincial government of So. Leyte under Gov. Damian Mercado expressed determination to provide funds for the said coconut rehabilitation road map which covers the expansion of coconut lands, cutting and replanting of senile c oc onut tr e e s, a n d conducting massive fertilization of healthy coconuts, this even to include intercropping of banana and coffee.

THE Department of Justice (DOJ) said Wednesday that its preliminary investigation on the first batch of cases filed against executives of Aman Futures Group Philippines Inc. ends Thursday, December 27. December 27 is also the last chance for Fernando Luna, Amans head for operations, and his wife Nimfa to submit their counter affidavit before the special panel of prosecutors tasked to handle all investment scam cases against the trading firm and other similar unscrupulous investment schemes. Executives of Aman Futures were facing syndicated estafa charges for allegedly carting away some P12-billion in investments from some 15,000 victims in Visayas and Mindanao. Justice Secretary Leila de Lima said that there will no longer be any time

De Lima said that the government is still on the lookout for principal respondent and Aman owner Manuel Amalilio, who is said to be holding a dual passport and has already fled to Malaysia. Last December 17, the DOJ panel had to reset its preliminary investigation because Luna through his lawyer had sent word to be given more time to file his counter-affidavit, claiming that they only received copies of the complaints a few days before the hearing, giving them no time to file their reply. The preliminary investigation on Thursday will start at 11 a.m. at the DOJ where Luna, reportedly the right-hand man of Amalilio, will have to personally subscribe to his counter-affidavit. Another respondent, agent Areceli Julian, was also summoned to personally affirm her answer, which she only subscribed before a notary public earlier. Other five respondents in the case -- Aman Futures board members Leila Lim Gan, Eduard Lim, Willanie Fuentes, Naezelle Rodriguez and Lurix Lopez -- appeared and submitted affidavits detailing their respective roles in the Ponzi-type scheme. They wanted to turn state witness against Amalilio when they surrendered to the DOJ. Among the complainants were a group of policemen from Pagadian and Pagadian City Mayor Samuel Co, who himself was named respondent in some of the cases. (SUNNEX)

Fireworks business slow this season

THE fireworks business in Cebu isnt doing as well this year compared with previous Christmas seasons, manufacturers and stall holders said. The passing of their patriarch, Julian Pongasi, earlier this year caused the family that owns JP Fireworks to slow down in their manufacturing. Pongasi is a pioneer in the fireworks business in Lapu-Lapu City who started and ran JP Fireworks for 20 years. The company had a fireworks factory in the middle of a fishpond in Sitio Radar, Brgy. Babag in Lapu-Lapu City. His daughter Flora said they are just completing orders of their regulars this December. She said the increase in prices of materials had affected their business. Pongasi said the business boomed in 2000. This year, however, sales have been slow with not many people buying fireworks. Those who do prefer to buy in malls and retail dealers. Pongasi said she is still hoping for sales to recover in the run-up to the New Year. JP Fireworks, which does not supply retailers, starts manufacturing firecrackers in September of each year. The company also accepts orders during fiestas and for small occasions. Stall holders in Barangay Babag in Lapu-Lapu City, which is described as Cebus fireworks capital, also reported slow sales this holiday. Rachel Quijano, an 18-year-old fireworks stall keeper, said their items are about five percent more expensive this year because factories have raised prices. She said sales were better last year. Quijano keeps the stall for Arsenio Berdin, who has been retailing firecrackers for 10 years. Jenny Ocaba, 16, daughter of stall owner Loreta Tabar, also said fewer people are buying fireworks this year. Ocabas family has been in the trade for almost 20 years.

4 intel chiefs return to posts after taking refresher course

FOUR police intelligence chiefs in Central Visayas who were relieved early this month for allegedly failing to curb the illegal numbers game were reinstated last Friday. Police Regional Office (PRO) 7 Director Marcelo Garbo Jr. said the police officials were deemed fit for their position, after finishing a five-day refresher seminar. They are good policemen. Its just a matter of motivating them, he said. The officials are Supt. Josefino Ligan of Mandaue City, Chief Insp. Romeo Santander of Cebu

ence of the Philippines (CBCP) will not be coming up with a list of candidates for the Catholic faithful to vote in the coming May 2013 midterm elections. This was the assurance made by CBCP President and Cebu Archbishop Jose Palma over fears of backlash to legislators who supported the Reproductive Health (RH), which was recently passed by Congress and will soon be signed into law by President Benigno Aquino III. Palma gave the assurance during Wednesdays press conference where he delivered his New Years message. At the height of the deliberations of the Reproductive Health bill, various groups against it threatened to campaign against politicians and lawmakers supporting RH. The Cebu Archbishop said in principle the bishops and the priests should never be partisan. We will not endorse a party. We will not endorse anybody in the mass or in the rally. Its not our prerogative, Palma said. The Cebu bishop said in the past, the Church gave criteria and it is up to the faithful to apply the criteria, but there are other considerations like advocacies, track record, competence and integrity. Is there a Catholic vote? On questions if the Catholic vote really exCity, Supt. Rodulfo Albotra of Cebu Province, and Supt. Reynolds Andot of Negros Oriental. Their reinstatement was based on the recommendation of the Regional Intelligence Division of PRO 7. Lapses Garbo said that during an evaluation, they found lapses in the work of the police officials for not prioritizing their war against illegal gambling. They might not have given it priority because

people expect bishops to come out with names. Like Im the president of the CBCP. There is no Catholic vote when you expect me one day as president of CBCP that these are the names of the candidates we would like you to vote. Dont expect that. That will never happen. We will not do that, Palma stressed. But there is a Catholic vote and there should be a Catholic vote, Palma said. We would wish and pray to discern their being Catholics and not to leave God at home when they come to the voting places. We should bring God to the voting places, Palma added. Palma said a Catholic vote is when Catholics choose candidates according to the Catholic standard and belief and analyze and evaluate the candidates from the perspective of what they can bring to the people. Asked why the Catholic vote failed to deliver the expected votes in the past elections, Palma said, I really dont know but we should not underestimate the Catholic vote. In his New Years message, Palma said we need Gods guidance especially in the coming May 2013 elections. He said there are no detailed steps yet but he sees the election as a very important exercise of the countrys democracy. Let God be a part of our exercise in this imthe police have so much work, he said in Tagalog. Garbo warned, however, that he expects good results from the four officials or they will be relieved again and transferred outside PRO 7. Santander, in an interview with Sun.Star Cebu, expressed gratitude for the decision, as everything will return to normal. Our commander knows best. We wont question his authority, he said.

discernment and ask the Lord who among the candidates would he inspire us to choose knowing that these are the candidates who can bring the real good of the people, Palma said. Meanwhile, Palma said that when CBCP meets on January one of the concerns is the evaluation of the Precinct Count Optical Scan (PCOS) machines which will also be used in the May 2013 elections. We have reasons to believe that there may be a lot of defects in that PCOS machines and needs to be reexamined and part of the CBCP agenda, Palma said. The Supreme Court has already decided that the purchase of the PCOS machines from the Smartmatic Corporation is valid and legal. The Commission on Elections is now conducting upgrading to enhance the system of the PCOS machine which was first used in the 2010 presidential elections. Comelec Commissioner Armando Velasco said the use of the PCOS machines was proven effective and is a milestone in the Philippine history since it delivered accurate information and results immediately after the elections compared to the manual counting that was practiced in the country for of a long time. It is wiser to use the PCOS machines than to go back to manual election, he said. (SUNNEX) Santander believes the relief served as a wake-up call to them, as Garbo is serious in his campaign. Last Dec. 15, the police officials were ordered out of their office. The four officials were the latest casualties of the Philippine National Polices one-strike policy, which was implemented last October. Since then, 19 policemen in Central Visayas have been relieved.

Many things had drastically changed since thenfrom technology to politics, from education to environment, from transportation to warfare, name it, things are no longer the same as they were in Rizals day. As always, like how things will be in Basey, Samar, a town whose elders and leaders continue to practise Dr. Jose Protacio Rizals virtues and values as ingredients necessary to keep up ones faith in accelerated and massive physical and socio-economic development as key to progress, events will consist of floral offerings before or at the foot of the national heros statue, followed by messages for the day and for the next 365 days. By tomorrow, the whole nation joins the rest of the world in preparing for the ever grand welcome for the 2013 New Year. Is six months suspension correct?

Cebu province governor placed on preventive suspension. How many days the laws allow?

Ormoc Upside Down

FIDEL D. BANZON

The Local Government Code provides that any abuse of the exercise of the power of preventive suspension shall be penalized as abuse of authority. President Benigno Simeon Cojuangco Aquino III preventively suspended Governor Gwendolyn F. Garcia for six months. It is three months beyond the authorized preventive suspension the law provides. In Section 63 (b) of the Local Government Code provides: Preventive suspension may be imposed at any time after the issues are joined, when the evidence of guilt is strong, and given the gravity of the offense, there is great probability that the continuance in ofce of the respondent could inuence the witnesses or pose a threat to the safety and integrity of the records and other evidence: Provided, That, any single preventive suspension of local elective ofcials shall not extend beyond sixty (60) days. Provided, further, That in the event that several administrative cases are led against an elective ofcials, he cannot be preventively suspended for more than ninety (90) days with a single year on the same ground or grounds existing and known at the time of the rst suspension. The order of the President is 6 months multiply by 30 days is equals 180 days. Denitely the suspension order is an abuse of the exercise of the powers of preventive suspension. Could it be ground for the impeachment of the President? Section 65 of the same Code, provides that the respondent shall be accorded full oppor-

tunity to appear and defend himself in person or by counsel, confront and cross examine the witnesses against him. How can Governor Garcia confront a dead witness? Likewise, the local election will be held on May 13, 2013, which is 141 days more to go from today; hence, the suspension shall be automatically lifted on February 16, 2013, if the suspension order is legally received by the Governor. The Code in Section 62 (c) provides: However, no investigation shall be held within ninety (90) days immediately prior to any local election, and no preventive suspension shall be imposed within the said period. If preventive suspension has been imposed prior to the 90day period immediately preceding local election, it shall be deemed automatically lifted upon the start of aforesaid period. The Supreme Court decision in Rios vs Sandiganbayan, G.R. No. 129913, September 26, 1997, states: On the other hand, we nd merit in petitioners second assigned error. The Sandiganbayan erred in imposing a 90 day suspension upon petitioner for the single case led against

him. Under Section 63 (b) of the Local Government Code, any single preventive suspension of local elective ofcials shall not extend beyond sixty (60) days. The length of suspension is one aw that has to be resolved besides the accuracy of the ndings of former DILG Secretary Jesse Robredo. This should be brought to the court for resolution. In time of election preventive suspension should be held to avoid suspicion of political harassment. Anyway, if elected the administrative penalty is deemed erase, so what is the use of suspension. It only creates animosity between the supporters of either parties. I am not for Governor Garcia, but the suspension is useless because if Garcia is elected congresswoman, the administrative case has no more effect. In Malinao vs. Reyes, G.R. No. 117618, March 29, 1996, states: Pursuant to 66(b) of the Code, the penalty of suspension cannot exceed the unexpired term of the respondent or a period of six (6) months for every administrative offense. On the other hand, any administrative disciplinary proceeding against respondent is abated if in the meantime he is reelected, because his reelection results in a condonation of whatever misconduct he might have committed during his previous term. Anyway, it is already acted upon by the (Feedback welcome, g_duna@ yahoo.com)

Family, a Priceless Treasure

Why would you like to be a nun? Do you not love us anymore? Reecting on the Feast of the Holy Family, this question of my father resounds in my heart for detachment from my family was one of my struggles when I was deciding to enter the convent. My family then, and up to now, is my priceless treasure. This I believe is true, especially for us Filipinos who take the pain for the needs of our family members. To promote family life and build up devotion to the Holy Family, Pope Leo XIII established a feast for the universal Church in 1921. The devotion to the Holy Family, however, developed as early as the 17th century, when Jesus, Mary, and Joseph were looked upon as the model for the ideal family life. We are now in the 21st century, and can we still say that the Holy Family is still able to speak to us as a model in living out an ideal Christian family life? Do we still value the presence of every member of our family, the love and care that we experience from them, which oftentimes lead us to have difculty in being detached or separated from them? Confronted by the realities of broken families, parental absenteeism due to overseas employment, children having difculties, indelities of husbands and wives what message can the Feast of the Holy Family convey to us? What lessons does the Holy Family teach us? We propose as follows only three among so many other possible lessons. 1. C O N C E R N FOR EVERY MEMBER OF THE FAMILY: We could imagine the anxiety of Mary and Joseph when they lost Jesus in the crowd. I remember how our parents would worry every time we went home late in the night. Parents are naturally concerned about the welfare of their children. Filipino parents work hard to send their children to college to give them a better chance in life. They usually remind their children that education is the only inheritance that they can leave to them, which nobody can take away from them. 2. CLARITY OF MISSION: The Catechism of the Catholic Church explains that in the nding of Jesus in the temple, Jesus lets us catch a glimpse of the mystery of his total consecration to a mission that ows from his divine sonship: `Did you not know that I must be about my Fathers work? (CCC 534). Jesus was so clear of his mission. He was clear of the mission entrusted to him by the Father. Consequently, he must be doing his Fathers work; he must be in his Fathers house. 3. LISTENING, OBEDIENCE, AND SILENCE: Mary and Joseph did not understand the words uttered by Jesus. But they accepted them in faith. Mary kept all these things in her heart during the years Jesus remained hidden in the silence of an

ordinary life. Obedience to parents, most of all to God, is never easy. One needs to know how to LISTEN, and this entails the capacity to be SILENT. For silence would allow us to hear what is in the mind and heart of our parents, what is in the mind and heart of God who calls us to do a particular mission in life. Jesus listened to Mary and Joseph, for this he advanced in wisdom and age and favor before God and man (Lk 2:52). He listened to the Father, thus he was able to fulll the will of the Father till the end, the mission entrusted to him by the Father. As a family, do we live according to the examples of the Holy Family? Do we show enough concern for every member of our family? Are we clear of the mission entrusted to us by the Father, not only as an individual but as a family? Do we know how to listen, be obedient and silent so that we, too, can advance in wisdom and age and favor before God and man?; so that we, too, can fulll in every moment of our individual and family life the will of the Father? If we could follow the example of the Holy Family, I am sure our family (natural, religious, or any community where we belong) will always be for us a priceless treasure!

The Sower
Gospel (Lk 2:41-52) EACH YEAR Jesus parents went to Jerusalem for the feast of Passover, and when he was twelve years old, they went up according to festival custom. After they had completed its days, as they were returning, the boy Jesus remained behind in Jerusalem, but his parents did not know it. Thinking that he was in the caravan, they journeyed for a day and looked for him among their relatives and acquaintances, but not nding him, they returned to Jerusalem to look for him. After three days they found him in the temple, sitting in the midst of the teachers, listening to them and asking them questions, and all who heard him were astounded at his understanding and his answers. When his parents saw him, they were astonished, and his mother said to him, Son, why have you done this to us? Your father and I have been looking for you with great anxiety. And he said to them, Why were you looking for me? Did you not know that I must be in my Fathers house But they did not understand what he said to them. He went down with them and came to Nazareth, and was obedient to them; and his mother kept all these things in her heart. And Jesus advanced in wisdom and age and favor before God and man.

of ours who shed their blood so we would enjoy a good life in our time. That would be very ungrateful of us to just ignore them considering the fact that our freedom had been bought by their blood. It is but fitting and proper that we underscore their legacy for future generations to follow suit.

He further said that Garbo was the one who instructed Cabanag, the ground commander, to seize the tents and the latter enforced the order through Enguito. Until this date, the respondents have failed and refused to return the tents notwithstanding their knowledge of the fact that the tents are not owned by already earned P60,000 from gold mining but his parents decided to stay in that place to dig underground despite bad weather, said Filomena Montes, disaster risk reduction and management officer of Maydolong town. Montes said that many families resorted to gold mining after the price of copra dipped to only P10 per kilogram this year from a record high of P40 per kilogram early of 2011. The local government unit said that at least 100 families in Mayodolong are engaged in unregulated mining activities in the upland area of Barangays Del Pilar, Canloterio, and Lapgap. All of these gold panning activities are illegal the Province of Cebu, he said. Paolo said he rented the tents from Sheentrade Marketing last December 18. He said that around 9:30 p.m. last December 19, about 80 to 100 armed policemen dispersed the crowd of supporters who gathered outside Capitol for a prayer vigil. Written order Upon hearing the commotion, he and Cal inquired about the polices presence. The policemen later dismantled the tents and stacked up the plastic chairs. When I asked the policemen for a written order directing the dismantling of the tents, they angrily waylaid and pushed me and my friend Jose Cal and did not bother to respond to my queries, Paolo claimed. We were threatened and intimidated by their long firearms and could do nothing but helplessly look on as they proceeded to dismantle the three big tents, he added. Paolo said the dismantled tents and chairs were loaded into police trucks. He later asked Enguito to return the tents, but the latter refused, he said. Cal, a businessman, supported Paolos statement in a separate affidavit. (KAL/With JBT/Sun. Star Cebu) and we cant control, Afable admitted. A trader in Barangay Maybocog buys a gram of gold for P2,000, which is a very attractive price for poor families. We have no idea where the end market is, he added. Maydolong, a fourth class municipality, is about 223 kilometers northeast from this city, the regions capital. The Mines and Geosciences Bureau said in statement earlier that they cannot impose direct sanctions into the small-scale miners because these are already under the watch of the local government of Eastern Samar as part of the devolved functions as provided under the Local Government Code of 1991. CEBU CITY An hour after a direct assault charge was filed against him, suspended Governor Gwendolyn Garcias son filed a criminal complaint against Department of Interior and Local Government (DILG) Secretary Manuel Mar Roxas and three police officials before the City Prosecutors Office Wednesday afternoon. Pablo Paolo Garcia III charged Roxas, Police Regional Office (PRO)Central Visayas Director Marcelo Garbo, Regional Public Safety Battalion (RPSB) Chief Leopoldo Cabanag and Inspector Alvino Enguito with robbery. He cited the loss of three tents last December 19 at the Capitol, on the night the police kept the governors supporters from staying there to show their support after Malacaangs suspension order came out.

Garcia, police trade charges

I am well within my rights to file a case I hope they will return the tents and take pity on the owners, Paolo said. The tents were set up for the supporters of the governor who went to the Capitol to hold a prayer vigil. Paolos lawyer, Lito Astillero, said they will file an administrative complaint against Roxas and the police officials today, Thursday. Before he filed the complaint past 3 p.m. Wednesday, Paolo, his friends Jose Maria Primitivo Joey Cal and Tonyson Lee were charged by Enguito with direct assault, a violation under the Revised Penal Code. The police officer arrived at the prosecutors office past 2 p.m. In his affidavit, Enguito of RPSB identified Paolo, Cal and Lee as the ones who hurt him during a commotion outside the Capitol building before midnight last December 19. Very hostile Enguito said he was part of the team deployed by PRO to secure the Capitol compound after the DILG-Central Visayas served the six-month suspension order against the governor. Compounded with the political rumors and speculations that the policemen will forcibly drag out the suspended governor, all her siblings, relatives, friend(s) and supporter(s) (were) entrenched (in) the Capitol compound, he said. They were very hostile especially to the uniformed policemen securing the area, Enguito added. Around 11:20 p.m. last December 19, Enguito said, he was making his rounds when Paolo allegedly struck the back of his head several times. He

said he got a little bit dizzy because of the assault. He said he saw Paolo go inside the Capitol building. Before he regained his composure, he alleged that another person hit his head. Moments later, Cal and Lee allegedly slapped Enguitos head, causing him to lurch. Enguito said he gestured to his men to stay calm after he saw them reacting to the incident. Outside My men cannot arrest the suspects for they were outside of the iron perimeter fence and (they went) inside the Provincial Capitol building, he said. (SUNNEX) In an interview Wednesday, Garbo said he respects the Garcia camps decision to file a complaint against him, and that it is her right to do so. For computer age locked them up in a cyberspace travel that often make them forget what they could be like on Earth, on their piece of land in this country called the Philippines. Soldiers and rebels will not even think of firing a gun at their enemies. That always is characteristic of every warrior each time New Years Day comes fast. That will be especially true in the Philippines among units and members of the National Democratic Front of the Philippines and the New Peoples Army, as they will keep in true spirit their unilateral ceasefire declaration one truly marked sans any bullet leaving the muzzles of their guns until 11:59 oclock in the evening of January 15, 2013. If Rizal were alive today, he would be smiling until January 1, 2013. He would be taking note of the plus events and behavioral transformations taking place in societies and governments. Of course, he would not yet be contented. He would know there are more in order that should and must be done, important and relevant matters shelved for a century and nearly a decade after his death at Bagumbayan. But he would know Filipinos can shape up. South Korea has retrieved parts of the Unha-3 rocket

North Korea rocket has 10,000km range

North Koreas recent rocket launch shows it has the ability to fire a rocket more than 10,000km (6,200 miles), South Korean officials say. The estimate, which would potentially put the Western US in range, was based on an analysis of rocket debris. However, there was no confirmation that the North had the re-entry technology needed to deliver a missile. Experts believe North Korea is also years away from gaining the ability to mount a nuclear bomb on a missile. North Korea launched the Unha-3 rocket on 12 December, in defiance of sanctions and international warnings. It was the first time the North had made successful use of a three-stage rocket to put a satellite into orbit, and observers said it appeared to mark a step towards fielding an intercontinental range ballistic missile. As a result of analysing the material of Unha-3 (North Koreas rocket), we judged North Korea had secured a range of more than 10,000km in case the warhead is 500-600kg, a South Korean defence ministry official told journalists. Crude The official said the type of oxidiser container that was found from the first stage of the rocket launch would rarely be used by countries with advanced space technology. Welding was crude, done manually, the official said. South Korea would not be able to tell whether the North had the technology to achieve re-entry until debris from the second and third stages of the rocket launch was analysed, the defence ministry said. As the additional pieces are salvaged, we will be able to look deeper into the function and structure of North Koreas long-range rocket, an official was quoted as saying by South Koreas Yonhap news agency. Experts believe many more rocket and nuclear tests will be necessary before North Korea can boast a credible delivery system. North Korea insists the rocket it launched is part of a civilian space programme. But BBC Asia analyst Charles Scanlon says the North clearly wants its threat to be taken seriously, believing this to be the best way of deterring potential aggression, boosting the prestige of its leader, and being granted equal diplomatic status. The North has been happy declare itself a nuclear power, he adds, and it frequently threatens neighbouring countries, and the US, with massive retaliation for perceived slights. The UN Security Council condemned this months rocket launch. It said it violated two UN resolutions banning Pyongyang from missile tests, passed after it conducted nuclear tests in 2006 and 2009. The rocket was celebrated extravagantly in North Korea, with a mass rally held in the capital, Pyongyang. The Norths leader, Kim Jong-un, called for the development and launching of a variety of more working satellites and carrier rockets of bigger capacity at a banquet to mark the launch on Friday, North Korean state media reported.
