WHEREAS, God, our Heavenly Father, aent His only Begotten Son, the Lord Jesus Christ, into the world, Who purchased and redeemed fallen man with His own precious blood, and called out of the world and saved a people, of whom He ; built and established His Church (Assembly of God. Matt. 16:18), upon the foundation of the Apostles and Prophets, Jesus Christ Himself being the Head and Chief Corner-stone (Eph. 2:20), and organized and baptized it with the Holy Spirit, with its government upon His shoulders (Isaiah 9 : 6-7), ssid: The gates of hell shall not prevail against it (Matt. 16:18) ; and WHEREAS, He gave the Holy Inspired ,Scrlptures, (both old and new covenants, Heb. 8: 6-13) as the all-sufficient rule for faith and practice, (2 Tim. 3: 16)) as follows: All Scripture is given by inspiration of God, and is profitable for doctrine, for reproof, for correction, for instruction in righteousness: That the man of God may be perfect, throughly furnished unto all good works, we therefore shall not add to nor take from it (Rev. 22:18); and WHEREAS, He commanded that there should be no schism (division, sectarianism) in His body, the GENERAL ASSEMBLY (Church) of the first born, which are written in heaven, Heb. 12 : 23 ; and WHEREAS, We recognize ourselves as members of said GENERAL ASSEMBLY OF GOD, (which is Gods organism), and do not believe in identifying ourselves as. or establishing ourselves into, a sect, that is a human organization that legislates or forms laws and articles of fajth and has unscr:ptural jurisdiction over its members and creates.unscriptural lines of fellowshfp and disfellowship and which separates itself from other members of the General Assembly (Church) of the first born, which is contrary to Christs prayer in St. John 17, and Pauls teaching in Eph. 4:1-16, which we heartily endorse: THEREFORE, BE IT RESOLVED, FIRST, That we recognize ourselves as a GENERsL COUNCIL of Pentecostal (ISpirit Baptized) saints from local Churches of God in Chf!st, Assemblies of God, and yarious,Ap@olic Faith Missions and Churches&# 6 Full Goye .Pentgcostal %fis&ns, and Assemblies of like faith in the Uxifted States Gi America, Canada. and Foreign Lands, whose purpose is neither to legislate lawsof iovernnient,nc+ usurb authority over said

endeavoring to keep .&he unity of the Spirit in the bonds of peace, until we all come into the unity of the faith, and of the knowledge of the Son of God, unto a perfect man, unto the measure of the stature of the fulness of Christ, and to walk accordingly, as recorded in Eph. 4:17-32. RESOLVED, SECOND, That we recognize all the above said Assemblies of various names, and when speaking of them refer to them by the general Scriptural name Assemblies of God; and recommend that they all recognize themselves by the same name, that is, Assembly of God and adopt it as soon as practicable for the purpose of being more Soriptural and al?o legal in transacting business, owning property, and executing missionary work in home and foreign lands, and for general convenience, unity and fellowship.

October 1st. with a n10Bt The Genera1 Council opened Sunday morning, .4fter precious service in which the presence of the Lord was very evident. singing and prayer, the message of the morning was brought to us by Elder D. k. Kerr of Clrveland. Ohio. The burden nf the mrea,rre related to thr ever present virtue of the sacrifice of Christ, represented by the bread and the fruit oi the vine. At the conclusion of the message, as the brethren from many ,parts of the country gathered around the Lords table to partake of the communion, the fire of God fell upon them and their hearts burst out in praise and adoration, singing in the Spirit, weeping and laughing and praising Gqd. Truly how wonderful it is for brethren to dwell together in unity.

The afternoon message was brought to us by Elder A. P. Collins of Fort \Vorth, Texas, urging ubon USthe necessity of being ready when the Bridegroom comes,being found at our post in the harvest field laboring for the lost. The evening message was delivered by Brother Andrew D. Urshan, our Pentecostal Persian brother, lately returned from Persia and Russia. His theme was Jesus, the ,all-sufficient One. How our hearts burned within US as he spake. At the close,the altar was filled with seekersafter God and the power of. God was mightily present. Monday Morning, October 2nd.

Brother .4ubrey gave an interesting report of his work in a Gospel boat on the three great rivers, among the fishermen, which arousedsomeinterest. The Committee appointed to compile the roster reported the namesof all membersof the Council present, and on motion, these names,together with others which might be added later, were adopted as the Council Roll. I EVANGELISM. A large part of the afternoon was then given up to the discussion.of Evangelism, somevery pointed remarks being madeby a number of the brethren on this important subject. -4. P. Collins, E. N. Richey and T. I<. Leonard were the principal speakerson this subject. One remark bv A. P. Collins was of partlkular significance. He said, The thing that brought the one hundred and twenty disciples into unity was the fact that Jesuscommanded them to go into all the world and preach the Gospel to every creature. The thought was brought out that when we today get the burden of going into all the world as the disciples did, at the commandof Jesus,that we also will be brought into great unity in the work of soul saving and God will pour out His ,Spirit upon us in Pentecostal fulness. On motion; the business session the day adjourned until the following for morning. The evening service was characterized by a goodly number of people present, when Brother F. F. Bosworth brought the message Evangelism. on His message was blessedof God and a mu&r found their way to the altar where a blessedtime followed. Tuesday Morning, October 3rd. The Council was called:to order at g:30 and a season spent in prayer before God. Reports from the field were heard from J. H. Janles of Kansas, Jacob Miller of Arkansas, Lee Floyd of Louisiana, E. L. Banta and B. F. Lawrence of Southern Missouri. The report of the Southern Missouri work &as particularly interesting in that it showed that about seventy ministers (men and women) are in hearty co-operation in that section with most blessedresults. The Council Committee presenteda number of resolutionswhich were discrlsscrl,amendedand adopted as follows : THEGENERALPRESBYTERYANDTHE PRESBYTERY. EXECUTIVE

The first business session the Council was called to order by the Chairof man, J. W. Welch,, at IO a. m. The Council went Ibefore God in prayer to invoke His divine aid in the deliberations, that God might be glorified and all things done according to the Scriptures, to the glory of His name. The Chairman then delivered the opening address,setting forth thestatus of the Council and the purposesfor which we had come together. In this addresshe said that this Council is called together in the name of the Lord Jesus Christ as membersof His body. That we are also assembled the nameof in the Commonwealth of Missouri, recognizing the fact that we are a corporate body in continuous existence. That we are gathered Scripturally and also legally. That we shall continue to be legal so long as we remain within the constitution on which our Council is based.That we shall be Scriptural so long as we hold to the Word of God in the Spirit of Jesus. The Chairman then made some recommendationsbased on his experience as Chairman of the Council and as Editor of the Weekly Evangel during the past year, which recommendationswere largely incorporated in the following actions of the Council. . ENROLLMENT. On motion, a committee to receive and passupon namesto be adi%tted to the roster was appointed, consisting of D. B. Rickard, B. F. Lawrence and F. F. Bosworth. COMMITTEE ON RESOLUTIONS. Inasmuch as the Council Committee on Resolutions had not had time to prepare suggested: resolutions for presentation on the floor, some time was given over to reports from the field. terests in their respective fields; and that five of these,two of which shall be the Chairman and the Secretary of the Council, be appointed as an Erecutive Presbytery, which shall hold asa perpetual trust the GospelPublishing House and all other properties of the General Council, to meet together as often as necessaryin executing the work of the General Council ; and that two of the Executive Presbyters serve one year, two of them two years, and one three years, or until their successors elected, who shall hereafter be elected for are three years each; and that in caseof a vacancy for any causein the Executive Presbytery, the remaining meitibers of the Executive Presbytery are hereby authorized to fill said vacancy, also to add:at any time such membersto the General Presbytery as they shall.deem necessaryto efficiency, THE PUBLISHING INTERESTS.

That in all cases where there are representative Pentecostal missiona;ieson the field who do not seek such approval, we will neverthelessforward to them all funds coming into our hands designatedfor them. ON ORDINATIONS. RESOLVED, That the General,Council strongly urges all ministers and assemblies to ordain any candidates to the full Gospel ministry except not upon the approval of two or more leading ministers, or a General Presllyter, or a District Council. The Council Committee presented a partial statement of fundamental truths which was received. After considerablediscussionthe statement.was referred to the committee for revision and presentation the following day. On motion the Council adjourned until the following day. The evening message was given by Wm. Black on the rewards of the saintsandthe judgment of the wicked Wednesday Morning, October 4th. On motion, Thursday evening was set apart by the Council for lheart talks by the visiting returned missionaries. The Statement of Fundamental Truths was taken up and further discussed. Each item was discussedseparately and passedupon. RESOLVED, That the Gospel Publishing House, with all its interests, including all papersand periodicals, be and is hereby comm.ittedpermanently into the hands of the Executive Presbytery to supervise and direct, 21~0to appoint such help as is neededpersonally to conduct the same. STANDING CREDENTIAL COMMITTEE.

RESOLVED, That the Chairman and Secretary of the Executive Presbytery constitute a Credential Committee, and that the Council hereby authorizes them to bring out a new form of credential certifiicate in keeping with the Constitution and fundamental principles of the Council,and to issue annual certificates of fellowship to all in good standing, and that all ministers holding credentials with the General Council be requested to send in their old credentials at once to be exchanged for the new form,, and on account of the increasedexpenditure incurred, and for the upkeepofthe General Office, they are requestedto send in an offering of one dollar each, and that each year hereafter, an annual fee of fifty cents be asked for to cover the cost of the fellowship certificate. RESOLVED, That all missionariesgoing out to the foreign field who desire the end!orsement this General Council and its aid, by having it diof vide among them the undesignated funds coming into our hands, shall report

their peoplethe duty of paying tithes to God,,and to turn them over regularl! as much as is neededto the support of their local ministry ; and any surplus, or where there is no local ministry, to their respective headquarters, for the spread of the Gospel throughout the world. RESOLVED, That all discourteousconduct is disapproved and that all ministers are advised against interfering with others who may have charge of an assembly,whether it be by going in upon the work without consent of the one in charge or by such correspondencewith the memberso,f the assembly as will affect the influence of the leader. All correspondencewhich concerns the +ole assembly,such as visiting that field, holding meetings, etc., should be addressed the one in charge, not to private members. When to there is no pastor, letters concerning the work should be addressedto -the deaconsor elders of the Assembly. Any minister who SO offends should be subjected to a scriptural treatment as an offender, and it is recommendedthat it be given him by the local authorities, or the District Council, or if there be none, by the Executive Presbytery of thk General Council. Such matters will seriously affect the granting of annual Fellowship Certificates and may be the basisof their recall. RESOLUTION. ON BAPTISMAL FORMULA. RESOLVED, That since the words in ,Matth. z8:Ig and: the words in -4cts ~$3 were both inspired of God, we hereby disapprove of contending for the one to the exclusion of or as against the other, becauseconfusion and a party spirit are sure to follow such unscriptural conduct. This Council therefore recommendsthat all our preachers include in their formula used in connection with the act of baptism the words used by Jesus in Matth.

After devotional exercises, the CouncilI was called to order by the Chair.man. , Further items in the Statement of Fundamental Truths were discussed and adopted. See Complete Statement-elsewherein the minutes. ASSOCIATE PRESBYTERS. On motion, the namesof all the chairmen of District Councilsin co-operative fellowship with this General Council, who are not already on the General Presbytery, were recognized, by virtue of their office, as Associate Presbyters. On motion, Jas. 0. Save11of Landing, Miss., was also electledas Associate Presbyter. On motion, the chair was directed to appoint a committeeof three on the nomination of a chairman and secretary for the Council, and on the nomination of the five Executive Presbyters. On motion, the Council adjourned until morning. The evening service was crowded again as were all the night services during the week. Brother A. G. Garr of Los Angeles, Calif., delivered a powerful messageon the wrath of God, and some who came to the altar touched the Lord amid great demonstrationsof victory and blessing. Saturday Morning, October 6th. The Council came to order at g:oo oclock and Elder D. W. Kerr of Cleveland, Ohio, took the floor by special requestand gave an addresson the Deity of the Lord JesusChrist, which was received with great profit to all. THE EXECUTIVE PRESBYTERY. The nominating committee presented the following namesto the Council, to constitute the Executive Presbytery: J. W. Welch, Chairman, Stanley H. Frodsham, Secretary, J. R. Flower, D. W. Kerr and D. B. Rickard; Stanley H. Frodsham and D. B. Rickard to serve for one year, J. R. Flower and D. W. Kerr for two years, and J. W. Welch fo three years, their tenn of office to commenceOctober 15, 1916. On nlotiun, these brethren Lvere unanhously elected to the Esecutivv Presbytery. On motion, further items on the statement of Fundamental Truths were read, discussedand adopted by the Council. NOMINATING COMMITTEE. On motion, the chair appointed a nominating committee of three to nominate five of the General Presbyters, who in turn were tobecome a further nominating committee. The chair appointed on said committee Andrew L. Fraser, E. N. Bell and: S. A. Jamieson. . ELECTION OF GENERAL PRESBYTERS. The nominating committee reported the namesof J. W. Welch, A. P. Collins, D. W. Kerr. T. K. Leonard and R. A. Brown. which were received by the Council, and, on motion, tvere electedby acclamation. TIIE FULL CONSUDIMATION OF THE BAPTISM IN THE HOLY GHOST.

A STATEMENT OF FUNDAMENTAL TRUTHS APPROVED BY THE GENERAL COUNCIL OF THE ASSEMBLIES OF GOD, OCTOBER 2-7, 1916.
This Statement of Fundamen.tal Truths is not intended as a creed for the Church, nor as a basis of fellowship among Christians, but only as a basis of unity for the ministry alone (i. e., that we all speak the same thing, 1 Cor. 1:lO; Acts 2:42). The human phraseology employed in such statement is not inspired nor contended for, but the truth set forth in such phraseology is held to be essential to a full Gospel ministry. No claim is made that it contains all truth in the Bible, only that it covers our present needs as to these fundamental matters.
1. THE SCRIPTURES INSPIRED.

.The full consummation of the baptism of believers in the Holy Ghost aud fire, is indicated by the initial sign of speaking in tongues, as the Spirit of God gives utterance. Acts 2: 4. This wonderful experience la distinct from and subsequent to the experience of the new birth. Acts 10:44-46; 11:14-16; 15:8, 9.

The Bible is the inspired Word of God, a revelation from God to man, the infallible rule of faith and conduct, and is superior to conscience and reason, but not contrary to reason. 2 Tim. 3:15, 16: 1 Pet. 2:2.
2. THE ONE TRUE GOD.

The one true God has revealed Himself as the eternally self-existent, selfrevealed I AM; and has further revealed Himself as embodying the principles of relationship and association, I. e., as Father, Scn a-d Holy Ghost. Deut. 6:4; Mark 12:29; Isa. 43:lO. 11; Matth. 28:19.
3. MAN, HIS FALL AND REDEMPTION.

The Church is a living organism; a living body; yea the body of Christ; a habitation of God through the Spirit, with divine appointments for the fulfillEvery local assembly is an integral part of the ment of her great commission. General Assembly and Church of the First-born, written in heaven. Eph., 1: 22, 23; 2:22; Heb. 12:23. 9. THE MINISTRY AND EVAKGELISY. A divinely called and a Scripturally ordained ministry for the evangelization of the world, is t,he command of the Lord, and the chief concern of the Church. Mk. 16:16-20; Eph. 4:11-13.
10. THE LORDS SUPPER.

Man was created good and upright: for God said, Let us make man in our image and in our likeness. But man, by voluntary transgression, fell, and his only hope of redemption is in Jesus Christ the Son of God. Gen. l: 26-31; 3: l-7: Rom. 6:12-21.
4. THE SALVATION OF MAN.

The Lords Supper, consisting of the elements, bread and the fruit of the vine, is the symbol expressmg our sharing the divine nature of our Lord Jesus Christ, 2 Pet. 1: 4 ; a memorial of his suffering and death, 1 Cor. 11: 26; and a prophecy of His second coming, 1 Cor. 11:26; and is enjoined on all believers until He comes.
11. BAPTISM IN WATER.

(a)

Conditions

to

Salvation.

The grace of God that brings salvation to all men has appeared through the preaching of repentance toward God and faith toward the Lord Jesus Christ; whereupon man is saved by the warhing of regeneration and reuewing of the Holy Ghost which is shed upon him rfchly through Jesus Christ our Saviour; and, having been justified by grace through faith, he becomes an heir of God according to the hope of eternal life. Tit. 2:ll; Rom. lo: 13-16; Luke 24:47; Titus 3:5-7.

The

evidence to the believer of his salvation, is the direct witness of the Spirit. Rom. 8: 16. The outward evidezae to all men,is a life of righteousness and true holiness, Luke 1:73-76; Titus 2:12-14: the fruit of the Spirit, Gal. G: 22, and brotherly love, Jno. 13:35 ; Heb. 13: I; I Jno, 3:14. *i. THE PRCZHSE OF IIII~: I~;\TllEI~. All believers are entitled to, and should ardently expect, and earnestly seek the promise of the Father, the baptism in the Holy Ghost and fire, accordimng to the command of our Lord Jesus Christ. This was the normal experience of all in the early Christian Church. With it comes the enduement of power for life and service, the bestowment of the gifts and their uses in the work of the min-istry. Luke 24:49: Acts 1:4; 1:8; 1 Cor. 12:1-31.

Evidences The inward

of Salvation.

The Ordinance of Baptism by a burial with Christ should be observed as cornmanded in the Scriptures, by all who have really repented and in their hearts have truly believed on Christ as Saviour and Lord. In so doing, they have the body washed in pure water as an outward symbol of cleansing while their heart Thus has already been sprinkled with the blood of Christ as an inner cleansing. they declare to the world that they have died with Jesus and that they have also been raised with Him to walk in newness of life. Math. 28:19; Acts :10:4748; Rom. 6:4; Acts 20:21; Heb. 10:22.
12. DIVINE HEALING.

Deliverance from sickness is provided for in the atonement, ilege of all believers. Isa. 53:4, 5; Matth. 8:16, 17.

Christ taught a distinction of Persons in the Godhead which he expressed in specific terms of relationship, as Father, SOIL, and Holy Ghost; and that this distinction and relationship, as to its existence, is an eternal fact, but .as to its mode it is inscrutible and incomprehensible, because unexplained. (That is, it is not explained aa to how there can be three per(Luke 1:35; 1 Cor. 1:24; Matth. 11:25-27; 28:lS; sona in the Godhead.) 2 Cor. 13:14; 1 Jno. 1:3,4.) CC) Unity of the One Reing of Father, Son and Holy Ghost. Accordingly, therefore, there is that in the Father which constitutes Him the Father and not the Son; there is that in the Son which constitutes Him the Son and not the Father: and there is that in the Holy Ghost which constitutes him the Holy Ghost and not either the Fathir or the Son. Wherefore, the Father is the Begetter: the Sou is the Begotten: and the Holy Ghost is the one proceeding from the Father and the Son. Therefore, because these three eternally distinct and related persons in the Godhead are in a state of uuity, there is but one Lord God Almighty and His name one. _a Jno. 1:18; 16:26; 17:11, 21; Zech. 14:9. (a) Identity and Clo-operation in the Godhead The Father, the Son and the Holy Ghost are never identical as to Person; nor confused as to relation; nor divided in respect of the Godhead; nor opposed as to co-operation. The Son is in the Father and the Father is in the Son as to relationship. The Son is with the Father and the Father is with the Son as to fellowship. The Father is not from the Son, but the Son is from the Father, as to authority. The Holy Ghost is from the Father and the Son.proceeding, aa to nature, relationship, cwperation and authority, Hence, neither Parson in the Godhead either exists or works separately or independently of the others. Jno. 5: 17-30. (e) The Title, Lord Jesus Christ. The appellation Lord Jesus Christ iss prop6r name. It is never applied, in the New Testament, either to the Father or to the Holy Ghost. It Rom. l:l-3, 7; 2 Jno, 3. therefore belongs exclusively to the Son of God. (0 The Lord Jesus Christ, God with us. The Lord Jesus Christ, as to His divine and eternal nature, is the proper and only Begotten of the Father: but, as to His human nature, He is the proper Son of Man. He is, therefore, acknowledged to be both God and man: who, because He ia God and man, is Immanuel,* God with us. Matth. 1:23; 1 Jno. 4:2, 10, 14; Rev. 1:13, 14-17. (8) The Title, Son of God. Since the name Immanuel embraces both.God ,and man in the one Person, our Lord Jesus Christ, it follows that the title, Son. of God, describes His proper Deity, and the title, Son of Man, His proper humanity. Therefore, the title, Son of God, belongs to the order of eternity, and the title, Son of man, to the order of time. Matth. 1:23, 21; 2 Jno. 3; 1 Jno. 3:2; Heb. 7:3; ,l:l-13. (h) Transgression of the Doctrine of Christ. Wherefore, it is a transgression of the Doctrine of Christ to say that Jesus Christ derived the title, Son of God, either from the fact of the incarnation, or because of His relation to the economy of redemption. The Son of God, our Lord Jesus Christ, having by himself purged our sins, sat down on the right hand of the Majesty on high; angels and principalities and powers having been made subject unto Him, And, having been made both Lord and Christ, He sent the Holy Ghost that we, in the name of Jesus, might Bow our knees and confess that Jesus Christ is Lord to the glory of God the Father until the end, when the Son shall become epbject to the Father that God may be all is all. Heb. 1: 3; 1 Pet. 3: 22; Acts 2:32-36: Rom. 14:ll; 1 Cor. 16:24-28.

Wherefore, since the Father has delivered all judgment unto the Son, it is not only the express duty of all things in heaven and in earth to bow the knee, but it is an unspeakable joy in the Holy Ghost to ascribe unto the Son all the attributes of Detty. and to give him all the honor and the glory contained in all the names and titles of the Godhead, (except those which express relationship. See paragraphs b, c and d) and thus honor the Son even as we honor the Father. Jno. 6:22, 23; 1 Pet. 1:8; Rev. 6:6-14; Phil. 2:9,, 8; Rev. 7:9, 10; 4:8-11. 14. THE BLESSED HOPE. The Resurrection of those who have fallen asleep in Christ, the rapture of believers which are alive and remain, and the translation of the true church, this is the blessed hope set before all believers. 1 Thess. 4:!6. 17; Rom. 8:23: Tit., 2:.13. 15. THE IMMINENT COMING AND MILLEKIAL REIGS OF JESUS. The premillenial and imminent coming of the Lord to gather His people unto Himself, and to judge the world in righteousness while reigning on the earth Cor a thousand years is the expectation of the true Church of Christ. 16. THJ3 LAKE OF FIRE. The devil and his angels, the Beast a?d false prophet, and whosoever is not found written in the Book of Life, the fearful and unbelieving, and abominable, and murderers apd whoremongers, and sorcerers, and idolators and all liars shall be consigned to everlasting punishment in the lake which burneth with fire and brimstone, which is the second death. THE NEW HEAVENS .1ND NEW EdRTH. 17. We look for new heavens and a new earth wherein dwelleth righteousness. 2 Pet. 3:13; Rev. 21 and 22.
