Finding a stormwater solution is one of the Towns top priorities with the contract coming up for renegotiation in 2016. For the past few months the town has been a part of discussions with the Watersmart Regional Stormwater Project despite not contributing funding to the project. While being a part of the discussion administration have also drafted a potential stormwater solution for the town. Jesse Parker, director of engineering and operations for the town, said it is approximately a $65 million project to manage storm water independently. It is a very costly endeavour and it could be funded through off site levies and taxation depending on how the current agreement with the Western Irrigation District (WID) goes in the next round of negotiations. Within that $65 million project weve identified the portion of the towns storm water (quotes) that would go into that. So there would be an aspect that would be impacted by the current population of the town. What the Watersmart folks are looking for is a contribution from the town of $25,000, said Parker. What we can basically attribute that toward is the development of regional plans, both shared regional plans between municipalities that are at the table as well as groups that are at the table that may not have a common interest with Strathmore. There is a phasing diagram that shows Strathmore is currently in phase 2. Phase 2 is the strategic options assessment. It is projected it will take nine months to complete the assessment and move into the third phase which will be implementation and design. Parker said the $25,000 could be a very small portion of the costs if the town finds its own solution in the overall scheme of things. Its administrations thought that there is an opportunity for us to reduce our ultimate cost for a stormwater solution through this initial amount of $25,000. Identifying a solution that may be better than what we have been able to identify ourselves through leveraging the regional aspects as well as working with other groups to potentially come to a better outcome, said Parker. Citizen of the Month


mayor Steve Grajczyk announced his nominee for the August designation of Citizen of the month. Chuck Bechtold, a long time Strathmore resident, was a founding member of the Kinsmen Club in Strathmore and was instrumental in creating Kinsmen Park. He was also a founding member of the Strathmore branch of Ducks Unlimited and had previously served as a member of council.

Councillor Pat Fule nominated the Youth Club of Strathmore as his choice for Octobers Citizen of the month. He discussed the volunteer hours and all of the hard work that the club has done to bring the club to what it is today. There is still plenty of hard work in order to see the program reach the potential the coordinators have envisioned for the future. Cadet Flight Sgt. honoured


Flight Sgt Joanna Wahl, 903 Strathmore Squadron of Air Cadets, received the Outstanding Cadet Award for Alberta, at the recent AGm of the Alberta Provincial Committee Air Cadet League held in Calgary Oct 26-28. The criteria for winning the award is based on years of service, rank, participation in squadron and community activities, other awards, education, recommendations and a written narrative supplied by the cadet. She and two other cadets were awarded the Provincial award and one cadet received the Canadian award. Wahl said her Cadet officer notified her of the win about two weeks prior to the presentation. She felt really excited and that it was an amazing honour to receive. Wahl said the award will be a great addition to her Cadet resume. She loves participating in the program. She enjoys public speaking and her work teaching the younger cadets. 20-26 April - A huge sleet stormassaulted the area. For days, the land was impassable on anything other than skates. It flattened power and communication lines from Beiseker to Gleichen. The CPR telegraph lines had to be completely rebuilt. Many of the telephone lines built from 19201925 were destroyed and never replaced.

1985

The previous fall and winter months had seen a gas war between Esso, Texaco, Turbo, Husky, and all other service outlets on the Trans-Canada highway. The war saw prices fluctuate from 35 cents per litre to the unprecedented heights of 41.5 cents, and back.

Please be advised that the Town of Strathmore is proposing to increase the local access fee, which is charged to FortisAlberta Inc. (FortisAlberta) for use of municipal lands for its power lines effective January 2013. The fee is recovered by FortisAlberta from its customers as the local municipal access fee on electric billings of all customers that receive electric service in the Town. This local access fee will be increased from $2.19 (5%) to $4.59 (10%) of the delivery charge of FortisAlberta, excluding energy related riders. This calculation is based on 625kWh consumption in 30 days. Questions or concerns should be directed to Dwight Stanford, Chief Administrative Officer at (403) 934-3133.

Time commitment example: 1 2 hours when appeal is filed (one appeal in 2010, none in 2011, and one appeal in 2012) The Names Advisory Committee reviews applications submitted in regard to the naming of new subdivisions, streets, parks, and municipal buildings, making recommendations to Council for approval. With continuing concerns about global warming, water shortages, and finding future garbage dump sites; recycling has become imperative in todays society. Each year the Alberta Recycling Management Authority awards municipalities that demonstrate excellence with their recycling yards. There are some requirements to being eligible to accept the award. The site must collect electronics, it must accept paint and they must collect tires all of which our Strathmore Recycling Facility do. The site must also basically be perceived as environmentally safe as well as health and occupationally safe as well, said Jesse Parker director of engineering and operations

Im very proud to announce that this year the town of Strathmore has been selected as the 2012 collection site award of excellence winner for municipalities with a population between 5,000 and 25,000. Its an excellent accomplishment for the town of Strathmore in terms of users that use the facility and their contribution in keeping it safe and environmentally responsible and its also a very definite credit to the operators and the staff we have at the recycle yard and their contribution to the operation. According to Alberta Recycling there are more than 400 sites in the 5,000 to 25,000-population category, and for Strathmore to come out on top is a credit to efforts of the recycling staff both past and present.

With the XL Beef issues in Brooks and 2,200 employees being laid off the Brooks food bank was struggling to keep up with the increased demand. The Town of Strathmore made a contribution of $2,500 directed towards the Brooks food bank. The city of Brooks will be matching that amount and donating a total of $5,000 to the food bank. Youth Club reimbursed The Youth Club will be reimbursed by the town for fire extinguishers that they had installed, which cost approximately $800. With the Youth Club applying for grants and other sources of funding, every dollar counts. The town normally covers the costs of such items

Special General Meeting Called


Please take notice that, in accordance with Section 24 a. of the Strathmore & District Chamber of Commerce Association By-laws, a Special General Meeting has been called by the President of the Chamber. Lighting up Strathmore for Christmas

Anyone who has toured the Celebration of Lights Christmas Park can easily see why it was nominated and awarded the Community Spirit Award at this years Chamber of Commerce Business Awards Gala. Through numerous volunteer hours, and a few frostbitten toes, the park is put together piece by piece for everyone to enjoy. This year the park promises to be bigger and better than ever with approximately 15 new displays. It opens on Nov. 24 at 5 p.m. and Mr. and Mrs.

Claus will be there for pictures by 5:30 p.m. This year we purchased big fence panels and on these fence panels weve built displays that have animated wheels and things like that. This year there is a 40 foot train, theres a helicopter that was built for the Strathmore Lions Club for their kind donation, said Rose Hamrlik President of the Celebration of Lights Christmas Park. Were just inviting people to come out and have a good time. There will be horse and wagon rides. There will be raffles for people to enter for some great prizes, and it will

also be the final night to purchase a ticket for the $2,000 gift certificate binder. There will be hot chocolate and cookies and a BBQ. Fireworks will begin at 6:45 p.m. The evening will be fun for the whole family, and everyone is encouraged to stop by. Opening night is Nov. 24 but the park will remain open until January 5, 2013 from 6 p.m. to 9 p.m. nightly. Also in the evening of Nov. 24 is the annual Christmas parade. This year the theme is Snowmen. The parade will begin at 4:30 p.m. and will follow along the same route as in the past, beginning at the library.

After two meetings with the Strathmore Rural Firefighting Association (SRFA) on Oct. 16 and 25, the Countys Chief Administrative Officer Jennifer Deak extended an offer of interim help with their bookkeeping needs. The SRFA is currently without a Secretary/Treasurer. We wanted to let them know that we are there to help them and draw on whatever resources are available, said Deak. The Association dropped its books at the County office. The staff will keep the books and deal with the Motor Vehicle Accident invoicing until the Association can sort out its difficulties. The Association has taken a step forward by freezing all assets, developed purchasing orders, and cut costs except for gasoline related expenditures. The County is helping the board review their bylaws, meeting procedures, quorum criteria, roles, and responsibilities. They have asked that an Association meeting be called with all members present. The Association asked if Council would consider assuming their bank loan, or help to renegotiate it to help ease their financial burdens. They were to submit the financial details surrounding the loan to Council so a decision could be made. However, the figures were not yet received as of the Nov. 6 council meeting. Councillors noted that such an action had been done for other parties in the past. They stated they might be open to approving the decision, pending the review of the loan details. The decision was deferred until the details were made available for consideration.

Karin HitcHcocK Counsellors Corner For many, counselling is an opportunity to talk to someone who has formal training in helping people live happier and more fulfilling lives. It is normal for all of us to experience bumps and bruises along the road of life, but there are times when these events become overwhelming and can interfere with our daily functioning. A counsellor can help clients in discovering ways to deal with lifes challenges and can assist in creating strategies for becoming healthier and happier. The counselling relationship is built on trust and a confidential exchange of information. The counsellor listens carefully to the clients concerns, may ask questions to clarify the situation, and then co-facilitates strategies for solving problems. This relationship is compassionate, caring, and non-judgmental and is based on the needs of the client. Who participates in counselling? Many people seek counselling for a variety of reasons. We often think of counselling as focusing on those who have serious mental health concerns or those struggling with addictions. However, counselling is beneficial for almost everyone across the lifespan! A family may seek some effective parenting strategies as they learn to adjust to the challenges of raising children. Seniors may seek counselling as they adjust to growing older. Children also participate in counselling to learn strategies to deal effectively with issues such as behaviour and emotional responses. A couple may wish to strengthen their relationship. A young woman may seek assistance in making major life decisions. Counselling also assists those who may be dealing with more serious challenges. Occasionally, clients just need to make sure that they are on the right track! Who are counsellors? Counsellors are well-trained professionals and have entered the profession because they want to assist people in living healthier lives. A counsellor may be a social-worker, a psychologist, or have a masters degree in counselling. Most professionals are trained in a variety of clinical interventions and may specialize in an area of practice. If you have a specific area you would like to address, ensure that you shop around for someone who can meet your needs. It is unethical for counsellors to provide services outside of their area of training. You may be fortunate and live in an area that provides free counselling services for residents, but most benefit plans support psychological services. Check with your employee service provider to see if counselling is covered under your plan and if you can be reimbursed for services. Fees vary depending upon the counsellors qualifications, training, and location. Shop! In the name of love


Pat Fule Fule for Thought I think the word shop is the only four letter word that men really cant handle. Those of you married men out there know what I mean. Oh sure, it may have started out innocently, where you kept your wife company, but then it changed. It grew it got bigger than youd ever expected, until shopping became a natural thing you fell into. Women seem to absolutely love shopping. To them, its like a getaway, a chance to socialize while looking for things to buy. Many hours can go casually by, while looking for those special items. Men, on the other hand, know what they want, and dont want, and will not deviate. If we have to shop, it will be a quick, militarylike strike: get in, buy, and get out with as few casualties as possible! On a recent trip to Chinook Centre, we finally managed to get into the underground parkade. It was an absolute zoo, with security directing traffic BELOW ground. Oh, and they have those state-of-the-art red and green lights to show you where spots are available. The problem is that NONE of them work right! The green ones are green even if the spot is taken. Some company ripped off Chinook, because these lights cannot be trusted. Ill bet that security kicks back, watches the monitors, and laugh at us chumps heading to the green lights, only to be denied a spot! I think if store owners in malls were sharper, theyd change their store lay-outs. I mean, if a man HAS to shop for clothes with his wife, design the store to keep that guy busy! Put in a wet bar with a big screen TV set to sports THAT would get us in the store, and keep us there longer! Wouldnt it be great your wife casually picking out things to try on, while you sample the many choices of draft beer! And dont stop there let it be like Bourbon Street in New Orleans, or Beale Street in Memphis. Let us take our beers from store to store now wouldnt THAT be a way to get husbands to stay in the mall! I love the womens stores that have comfortable chairs for the guys. They usually have magazines out as well. Again, though, if you REALLY want to keep us happy waiting, put out Sports Illustrated, Time, heck even Rolling Stone! Dont put out Glamour, ELLE, or the Oprah magazine hows THAT going to help a guy? On this same clothes shopping trip, I rushed for a comfortable chair (I actually had to out race an old guy, but hey survival of the fittest)! Debbie had a great sales lady who kept bringing her clothes and doting on her. I sat with that glazed look guys get when were waiting for our wives its another survival instinct: we zone out to stop ourselves from poking out our eyes! Our minds are thinking kill me now, but our mouths have been trained to say, yeah, that looks great, no, I like the colour it works for you. Debs sales lady came over to my chair and offered me a chilled bottle of water! Wow, I was touched, but I did ask if she had any Rye to go with it sadly, no (Im not kidding.a wet bar would have been great)! The manager also joined in with the sales lady, and said Deb looked familiar; she asked Deb if she was a regular at another location? I couldnt stop myself I said, its probably her shoplifting youre remembering! Now, Deb hates to be embarrassed, which is sad because shes married to me! I told the lady that probably Debs picture is in a lot of different stores, and the manager even replied that she thought her picture was in their staff room! POOR Debbie! On a recent trip to Canmore, Debbie was dragging me from quaint store to quaint store I could feel that glazed look starting! Suddenly, we met three older men standing on the sidewalk just standing. They werent talking, and they were also glazed over. Waiting for your wives, arent you? asked Deb. She smiled, and said they probably wouldnt have to wait TOO long. They smiled back, a kind of helpless smile, almost a cry for help I could only nod my head, on my way to MY next store! It felt like the four of us were dogs waiting, or being led, to be fixed, or put down. We all KNEW it, but it was too late! The only time Ive EVER enjoyed clothes shopping, was when Deb was picking out bras. She called me into the change room for an opinion, and I, like any other guy, RAN! In moments the SEARS lady knocked on the door and said Id have to leave. I tried to explain we were married, and Id seen her in labour, but it didnt work! The ONE time I was happy shopping for womens clothes, I was ACTUALLY interested, and it came to a crashing end! Crap. 1 pkg (2 layer) golden yellow cake mix 1 can (14 oz/398 ml) canned pumpkin 1/3 c (75 ml) sugar 1/3 c (75 ml) applesauce 3 eggs 1 tsp (5 ml) vanilla 1 tsp (5 ml) cinnamon 1/4 tsp (2 ml) ginger 1/4 tsp (1 ml) nutmeg 1/4 tsp (1 ml) cloves Cream Cheese Frosting, (optional), below. [ Serves 10 to 12 ]

Recently, Albertas PC Government introduced the Responsible Energy Development Act (Bill 2). Bill 2 would create a new one-stop-shop regulator to help streamline the process of receiving project approval. This is a laudable goal, and is something industry has been asking to be accomplished. However, as written, the bill would limit landowner rights and centralize powers. Thats why the Wildrose Official Opposition introduced 12 amendments to avoid the kind of sweeping powers landowners fought so passionately against with former Bills 19, 36 and 50. These amendments were put forward with the goal of encouraging development, protecting landowner rights and respecting the environment. We saw how the PC government amended Bills 19, 36, and now 50, but only after the uprising of landowners demanding property rights. With Bill 2, the PCs have the opportunity to get it right the first time. Under current legislation, appeals are made to the Environmental Appeals Board, but landowners wont have that option under Bill 2. Bill 2 removes the rights of landowners to appeal decisions under the Environmental Protection and Enhancement Act, the Water Act, and the Public Lands Act. Wildrose amendments would restore an independent appeal process to give Alberta landowners confidence their appeal rights are not being taken away. Bill 2 also makes no reference to the public interest. Wildrose proposes to enshrine those essential words in the new law. Given the expanded role of the regulator, it is even more important to consider the public interest when reviewing energy applications. Furthermore, Bill 2 needs to explicitly mention respect for landowner rights in the regulators mandate. Another proposed Wildrose amendment would include an explicit requirement for the regulator

to follow legislated timelines for the total regulatory process. This would give certainty to project owners their applications wont get bogged down indefinitely and help make sure Bill 2 accomplishes what it sets out to do. The new regulators board of directors needs to have the appropriate expertise. Thats why we are pushing for the board to be composed of at least two energy sector experts, a landowner rights expert and an environmental expert. As written, Bill 2 allows the minister to appoint anyone, effectively making members of the board what no one wants to see: patronage appointees. As written, Bill 2 cancels Section 26 of the Energy Resource Conservation Act, which ensures those affected by extraction are involved from the beginning of the regulatory process and are fully informed. The Wildrose proposes reinstating the provisions of Section 26 that protect landowners. Bill 2 would also give the Minister of Energy the right to access personal information about applicants from the regulator. It is not at all clear why the Minister would need to be so hands on as to require this access during the application process, and it could give the impression of political interference in decisions. Wildrose proposes the Minister be excluded from accessing personal information. Bill 2 presents opportunities for industry to receive faster approval of projects with the streamlining of the process. However, as written, it poses dangers for both landowners and industry. The government should amend the mechanics of this bill to ensure landowner rights are protected to avoid the same uproar that followed the Land Stewardship Act, the Land Assembly Project Area Act and the Electric Statutes Amendment Act (former bills 19, 36 and 50.) We can avoid another landowner fiasco. We just have to get it right the first time. As the Wildrose Official Opposition Energy Critic, I look forward to hearing feedback. Oxbow Road upgrades considered

The traffic assessment report on the Oxbow road corridor shows that 95 per cent of the traffic in the corridor is coming from Strathmore residential access points. The road and its access points were monitored to determine cost sharing initiatives for upgrades to the road. The Town of Strathmore replied that they were amenable to a cost share process, however, funding allocations were already in place for 2013. The town would consider proposals for 2014 budget. Council directed staff to draw up a letter to the Town of Strathmore regarding the report finding and consultations for the cost share negotiation. The Town is currently responsible for 600 meters of road and the County approximately two miles. Bridge tender Two bids were submitted for work needed on the bridge located at SE 16-23-23-W4. The work involves concrete work and treatments. Bridgeman Services tendered a bid of $57,000. Volker Stevin Highways Limited put in a bid for $48,700 and was awarded the contract. Council was advised that since the bid is 100 per cent funded by Alberta Transportation the winners name would be forwarded to them for acceptance. examining procedure for transfers of old road right of ways Village of Standard requested the County close an old road and right of way, with subsequent transfer of land and consolidation into the existing title. It was a former CPR road. The Town and a landowner border the land. The usual process in these situations is to have the land surveyed, which costs about $5,000 and then an application sent to the Planning and Development department. Councillors questioned whether the Town of Standard could simply annex the land, as it sits next to its existing borders. We cant make an arbitrary decision in favour of one land owner, said Councillor Ben Armstrong. To ask us to pay all the cost for them annexing the land is unreasonable.

Council directed staff to send a letter asking for clarification of the exact work needed. It was not clear whether just surface restoration was needed or if the work might include restoration of manhole covers and underground work. After clarification and investigation, they requested the issue be brought back to Council. lot sale in gleichen There was a request for the purchase of two lots in the west side of Gleichen. The applicant was required to post a security bond of $50,000 for the lots. Council questioned if this was a regular requirement. Staff replied that the bond ensures the upgrades and servicing to the lots were in place when the sales contracts are signed. There are eight other lots in the same area. The lots are all in low-lying areas and upgrades are needed to meet county specifications. Any of the low lying lots would require this, to ensure we dont have problems in the future, said Mike Ziehr, Engineer Technologist and Development Officer. town hall meeting There will be an open house on Nov. 27 at the County office to give ratepayers a chance to give input on community growth issues. Topics of protecting rural land, economic and natural resource development, transportation, recreation and community development, financial sustainability, wastewater issues and servicing will be open for discussion. The open house runs from 6:30-7:30 p.m. A presentation will follow from 7:30-8:30 p.m. puBlic works projects delayed By weather Public works are wrapping up fall projects and moving into winter duties. Roadwork on Encana Ferris gas road (RR240) is complete up to the north end of RR232. Wet soil and freeze up have prevented further work and the

road has been prepped for safe use until further work can be done. The Duck Lake road base and first seal coat are done. Further coating will be done in the spring. Oiling on RR 564 going south is complete. Boundary road 230 grading is ongoing as weather permits. After road projects close, winter gravel stockpiling will begin. Crews will be stockpiling at six sites around the county. Councillors want ratepayers to know that requests for gravel must come through the County for approval. Public works employees are not able to grant this request. They can contact their councillor representative, who will schedule the request for approval at council meetings. Crews took advantage of cooler weather to get snow fencing up. Half the fence was up prior to the first snowfall. Carseland sewage lagoon work continues with building of berms, desludging and lagoon deepening. Soil testing, field circulation tests and dye tests are ongoing. Work on the various bridge projects throughout the county were dependant on the weather and may be delayed until the new year.

Rebecca FRiesen Times Contributor Bow Valley College and AgeCare Sagewood have teamed up to create a new local health care aide program that will be starting in January. The program will run for four months, from January 14 until May 3 with a minimum of nine students and a maximum of 12 for an optimal teaching environment. The classes will be held in the Sagewood building, which has two classrooms. The tuition cost is approximately $2,500 and once students are done the program, they are eligible for several different types of jobs, including working in retirement homes, home nursing or hospital work. Students will be trained locally, which means that the growing needs for more health care workers in Strathmore can be met. Health always surfaced as a priority need for what communities wanted, says Teri McKinnon, Bow Valley College Regional Lead. By responding to the demand McKinnon feels that this will be a successful program for students interested in the health care field who want to start a career quickly. Its not only for Sagewood, its meeting the needs that the community demands, says Amir Rajani, the general manager of the Strathmore Sagewood location. People want to stay in the community they grew up in, this affords them the ability to do that, said McKinnon. This is not only an economic driver for the community, but it also complies with the Alberta Health recognition of health needs being just as high in rural communities as in urban. The Sagewood facility has the requirements for the program, including size and curriculum needs, which was imperative for the program to run. [Sagewood] met the requirements to be an instructional venue for that program, McKinnon says, explaining that students need adequate space, technology and the ability to practice in an appropriate environment with real people. I believe, even AgeCare believes in, having continuing education, says Rajani. Supporting the community and all the facilities in the town is really good for them. McKinnon says the situation is a win-

RemembeRing OuR ROOts

Harold Gulliver
John Godsman Times Contributor Harolds father had emigrated to Canada around 1904 or 1906, from Southampton, England as a young boy who wanted to see the world. His memory of Calgary was that it was very small, with maybe a livery barn, hotel, railway station and maybe a few stores. He was able to get work at a dairy farm, and here he met a Mr. Morton, who became a lifelong friend. Harolds parents were married in February 1913 and farmed near Stettler. Around the same time, Dads brother Frank, came to Alberta, and farmed in the Killam Gallahad area. He remained a bachelor all his life, right up to his death in 1953. Harolds brother Robert was born in 1915, and Harold was born almost four years later in 1919. Harold, his mother, and brother Robert, moved back to England in 1923, ostensibly to see the grandparents on Mums side as well as other relatives. But, the real reason was Mum wanted to live in England, not in Canada. By 1924, Mum had persuaded Dad to sell the farm and return to England. But in 1925, Dad returned to Canada to farm, as he didnt like the way they farmed in England. I remember going to different locations with Dad and a realtor, looking for a new farm, until he finally found what he was looking for, and purchased a 1/2 section of land six miles west of Airdrie. Robert and I started school here at Eagle School, along with 35 other students and one teacher Mary Inglis, who became Mary Quinton after she got married. My brother Robert was a prized pupil, and he won the Governor Generals Award for the highest marks in Grade 8, he said. Eagle School only provided classes from Grade 1 thru Grade 8, so we moved to the Didsbury area in 1929, so that Robert and I could complete our schooling. These were the days when Grade 12 exams were set in Edmonton. Robert continued to excel and for final exams he obtained 100 per cent in four subjects! After graduating he attended Normal School for a few years, before attending the University of Alberta where he attained his B.A. in 1950. He then worked for Shell Oil until he retired. Unfortunately, he passed away in 2002, and is survived by his wife Margaret (Hutchison) and two daughters Dorothy and Margaret. Harold was very involved with music both at school and after. He played the drums to march students to their classes, and trumpet in the school orchestra, and the town band. They played in four Calgary Stampede parades. Harold joined The Royal Bank of Canada on July 13, 1937. His first paycheque was $3.47 paid to the 15th of the month. His annual salary was $400. At this time his brother Robert was attending university, so as Harold was still living at home, and had no room or board to pay, on receipt of his semi-monthly paycheque of $16.87 he sent Robert $16 every two weeks, and kept the remainder for spending money!!! Harold served in the RCAF during WW2 as an Equipment Accounting clerk. Whilst serving at Alford Bay, on what was then the Queen Charlotte Islands in 1945, a flight of Womens Division of the RCAF arrived. Here he met his beloved wife-to-be Edna, and they were married in Bethune, Saskatchewan on August 10, 1946. In September, he rejoined the bank and was sent to Cardston, Alberta. Their daughter Linda was born while they were there. They moved to Spirit River in 1951, where they grasped the pioneer spirit by living in an unheated granary that had been converted into a so called house. He was instrumental in getting the bridge built over the Peace River at Dunvegan, replacing the ferry. Here he joined The Glee Club, and sang with the group that put on The Mikado. He enjoyed curling, and he and Edna started Square Dancing, which was the new fad. Their son Daryl was born here. In 1955, Harold was transferred to Big Valley as manager, and he moved the family to accommodation above the bank. From there, they moved to Dawson Creek B.C., then Alix, Alta. And finally to Strathmore in 1969 where he worked until he retired in October 1977. For the next 9.5 years he was the bookkeeper at what is now known as the Wheatland Hotel, and retired when computers became the new vogue. His community activities included playing different instruments with all kinds of bands, from school bands to dance bands. He became a Free Mason while at Big Valley, and he and Edna joined The Fraternal Order of Eastern Star while they lived in Alix. In June 1972, he was elected Worthy Grand Patron of The Grand Chapter of Alberta, Order of Eastern Star. Daryl and his wife Gerry, gave Harold and Edna two grandchildren Tyler and Meghan. And, now a great-granddaughter Anabella has been added to the family. Their home on Third Street in Strathmore was purchased by the new Travelodge Hotel in 2006, and they moved to Parklane Place. Edna passed away on October 31, 2010 at the age of 95 years. Harold now lives in Wheatland Lodge, and celebrated his 93rd birthday last May. Strathmore Handi BuS update


The Handi-bus Board members were pleased to meet with our MLA Jason Hale to hear a bit of a history, summarizing what the association is all about. We also discussed the possibility of obtaining grants from the government concerning operational funding. Mr. Hale recognizes and acknowledged that seniors transportation is a province wide problem and takes to heart of looking into what can be done to ensure a sufficient funding. We thanked him for his attendance and hoped that we will hear back from him regarding this matter. We would like to acknowledge our donors: Phyllis Bromley, Vivian Noy, Chinook Credit Union, Strathmore Legion and the Strathmore Happy Gang for your generous donations this past month. Hussar break in
Sharon McLeay Time Contributor The Hussar Waste Transfer Site was broken into for the third time in the past 1.5 years. The break-in damaged the rolling gate, at a cost of approximately $5,000. All that was stolen were garbage bags, and the surveillance camera was disabled. Its been an ongoing problem, said Councillor Ben Armstrong. There have been other instances of vandalism in Hussar. One good picture of the culprit could deal with this. Requests were made for police surveillance. Up until now, there was speculation as to who the culprits were. Since the camera was disabled, it is s thought that the culprit knew how to get around the system. There are insurance claims and damages. Get Seamans or people that deal with security to see what can be done, suggested Chief Administrative Officer Jennifer Deak. Council requested that staff have security companies research the issue and come back with suggestions for dealing with the problem.

Shoeboxes for those in need


Pre Kindergarten students at Trinity Christian Academy built their first shoeboxes for Operation Christmas Child on Nov. 6. For the month of October and part of November students at the school collected spare change to go towards the project. Over $250 was raised, with the Pre-K students raising $50 of that.

First Communicants celebrate two sacraments in one day at St. Ritas Parish in Rockyford
Father Krystian Golisz gave a spirit-filled and moving homily for the first communicants at St. Ritas Catholic Church in Rockyford. Ten children from Rockyford, Standard and surrounding areas whose families attend St. Ritas, Jayla, Lexi, eve, Wyatt, Brody, matthew, Boston, Layne, Levi and Griffin celebrated the sacrament of reconcilaition in the morning for the first time and then gathered with family, friends and parishioners who joined them in their celebration of first communion in the afternoon.

Crowfoot club keeps busy this month


Kaitlyn Stewart Crowfoot 4-H Multi Club Reporter Crowfoot 4-H Multi club had their general meeting on Nov. 5. Due to the weather, the Cluny Corn Maze is cancelled, but we still want to have a club fun day. The members came up with some ideas such as, atlas coal mine, laser tag, shakers, and Llyods roller skating. The Calgary Region is putting on a night with the Calgary Hitmen, a bunch of families are going to the game on Nov. 18. Toni Comstock, Key Member for the Wheatland 4-H District volunteered at this years 2012 Agriculture for Life Harvest Gala at the BMO Centre on Saturday. Major sponsors such as Rocky Mountain Equipment c/o Laird Munro and EnCana were in attendance. There was a full house with over 800 people. It was a great night out getting to visit with 4-H sponsors. Our club ordered hoodies this year. As we had done an M&M Meats Fundraiser in October, we are using our proceeds to purchase our hoodies. We raised $898.28, a big thank you to everyone in the community who helped. Our next general meeting is Dec. 3.

Developing a plan
Sharon McLeay Times Contributor The Wheatland Fire Services Review Committee met with Wheatland Council for clarification about the committees operational scope and terms of reference. The Committee was set up to develop a comprehensive plan that will keep Rural Fire Services within Wheatland County functional and improve service and stability for the future. Our intention is to keep it a volunteer service and determine an operating model, said Chief Administrative Officer Jennifer Deak. The Committee representatives are from the Villages, the Rural Fire Associations and the County. They are to gather information from all stakeholders and develop a draft Rural Fire Plan. The plan is intended to be a collaborative effort and the results to be accepted collaboratively. Clarification of the process indicated that all stakeholders give input and council clarified that while there were individual Fire Department Chiefs on the Committee, their role would be to represent the Fire Associations as a whole. Fire Departments and other stakeholders would direct their concerns through the Committee representatives. A grant is available to the committee to retain a consultant, who will consolidate and format the final report. It was questioned whether the recommendations of the consultants report would be binding. Council agreed that there should be no omissions or major changes to the final recommendations. The Committee questioned whether the Alberta Fire Commissioner should be the consultant. A grant is available to pay for the retention of the consultant and development of the final plan. Application for the grant, including a general description of what the grant would be used for, must be in prior to November 30. I think we need to move forward on this, said Councillor Ben Armstrong. The Committee has (done) the work and they have done a fairly good job of it. Council directed staff to take the clarification information to the Committee and move forward with the grant application.

Nazareth Lutheran Ladies hold annual turkey supper


The Ladies of Nazareth Lutheran Church in Standard successfully held their annual turkey supper as a major fundraiser for community projects. Some of the monies they received in the past from the supper have gone to help provide new books for the local library and the school library in town. They also have helped individuals in crisis and contribute to missions nationally and internationally.

Building expansion proposed


Sharon McLeay Times Contributor Carseland Fire Department and Association approached council with a request for funding on an extension to the Carseland fire hall. The extension would be 20 ft by 34 ft and cost a total of $21,000. They are proposing the County split the bill with them 60/40. Carseland would utilize Casino funds to pay their share. The Fire Capital Fund Committee supported the proposal. Council members discussed whether there were other areas where the funding should be applied. They deferred a decision until more financial information is available. If you defer the funding, they can still come and get a development permit, so the project can move ahead, said CAO Jennifer Deak. Carseland asked the County to waive the $100 building permit. Council approved the building permit waiver but deferred a waiver on the development permit pending more information.

The Wheatland Chiefs fell 5-3 to the Calgary CRAA Blue on Nov. 9 at the Strathmore Family Centre. However, the local double-A midget team earned a split in their weekend set when they travelled to Lethbridge the following day and defeated the Hounds 3-0.

Bisons shine during showcase weekend


Mario Prusina Times Editor It may have taken a dozen games, but it looks like the UFA Bisons may have hit a turning point in their 2012-2013 season. The local triple-A midget team defeated a pair of top teams in the north division during this past weekends AMHL Showcase Weekend, extending their winning streak to four games. The Bisons, who struggled out of the gate early this season, used the Showcase Weekend to prove they are better than their .500 record indicated by beating the St. Albert Raiders and the Leduc Oil Kings. Despite an impressive 14-5-4 combined record between the two teams entering the weekend, the Bisons defeated the Raiders 5-3 on Nov. 10, before hammering the Oil Kings 6-2 the following day. We always knew we had it it was a team maturity thing we had to go through and some growing pains we had to go through, described Bisons head coach Jeremy Friesen. I think weve definitely turned a corner, weve got some team confidence now. It started last weekend, and now knocking off two of the top teams in the north, its just something we can (build) off of. Its obviously something knowing we can compete with those guys and when we play our game, we can bring some separation in our favour. In terms of depth, balance and having everyone going, it was a terrific weekend. New goaltender Richard Palmer played both games for the Bisons, showing tremendous confidence, which rubbed off on his teammates. Prior to joining the Bisons, Palmer posted a 6-0 record with the Okotoks Oilers double-A midget team, allowing only nine goals in the process. Its so much faster, the puck moves like crazy, the passes are almost always on the tape and the shots are three times harder, laughed Palmers when describing the jump in competition. I just wanted to come into this weekend and get the wins so I can show that Im part of the team and that I can play at this level. That was the biggest thing for me. I just need to keep playing like I do, just bring it up to the next level. In Palmers debut as an official roster member, the Bisons received five goals from different players, including a highlight reel goal from Connor Tudor against the Raiders. I actually tried two wrap-arounds that shift, said Tudor describing his lacrosse-like goal. I got the puck around the net again and thought you know what? I can do it in practice, so why not try it here? I happened to pull it off Im still just as shocked that it went it, but its pretty cool. Tudor also collected a pair of assists and linemate Kurt Fraser collected three assists. Markson Bechtold, Jake Dube, Connor McCallum and Mark McLeod also scored for the Bisons. We did give up the three power play goals, but for the most part we contained them to the outside, said Friesen of the win over the Raiders. A lot of their chances were off of bad bounces and getting pucks to the middle. The Bisons continued their stellar play the following day when they face the Oil Kings. Defenceman Brady Reagan had a goal and two assists, while Colby Chartier collected a goal and an assist in the win. Mason McCarty, Ryan Zeniuk, Mackenzie Bauer and Tudor each tallied once for the Bisons, who improved to 7-7-0 on the season. I think the key (against the Kings) was our forecheck, said the coach. We were patient, containing the middle of the ice and we got rewarded with three goals with just that alone. Our d-men did a great job getting the puck up the ice and we did a great job collecting momentum off of our cycle game. Not a question (that was our best third period this season), a two-goal lead at home against one of the top teams and we completely shut them down and added a couple as well. The Bisons will now hit the road for a pair of games in Edmonton this coming weekend. The Herd will play the Knights of Columbus Pats on Nov. 16, before taking on the MLAC United Cycle Maple Leafs the following day. The next home game is Nov. 23 (8 p.m.) when they host the leagues top team, the Red Deer Chiefs at the Strathmore Family Centre.

Making an impression riding a bull is tough enough, but to make an impression in the rodeo community that you are a real cowboy can be quite another. Strathmore resident and bull riding star Scott Schiffner has continued to prove to the rodeo community he is a tried and true cowboy, while remaining humble enough to graciously accept the recognitions bestowed upon him. On Nov. 10 Schiffner was once again recognized by the rodeo community for all that he does when he was presented with the Cowboy of the Year designation. It was a huge surprise, they put a lot of time and effort into making sure I didnt know about it and secretly getting me out into the arena, I didnt think it was for that. It was definitely a huge surprise but definitely the biggest honour of my rodeo career, said Schiffner. Its a great honour to receive that because its kind of big in our deal, its the highest honour you can receive as a cowboy. Its voted on by your peers, its actually what people think of you not just what youve accomplished in the arena. Theres cowboys and then theres cowboys, and he is one of those cowboys, Judi Wilson secretary-treasurer with the Canadian Pro Rodeo Hall of Fame. Wilson said Schiffner is one of those few cowboys who have gained respect in all aspects of the cowboy world. Hes an all around nice guy who truly cares about the whole sport, and not just what it can give him. Wilson continued to say he is very dedicated, will make time for everybody; he has a great family behind him and is a fan favourite. I was very fortunate I won the Guy Weadick award at the Calgary Stampede not this year but the year before and its a very similar award, so those two are very special to me, said Schiffner. This past weekend Schiffner also won his second Canadian Title. It was pretty close, it was between me and Ty Pozzobon and I actually won the last round on Sunday and Ty got bucked off and that was enough to move me ahead, said Schiffner. Its a pretty good feeling as I get older, its been 11 years from one Canadian Championship to another so thats a pretty long span. Schiffner said without the support of his sponsors, Duralite Trailers and FM trailer World, Wrangler and Conterra he wouldnt be able to make it as far as he has and he wanted to thank them. Impending retirement is one of the questions the 32-yearold bull rider is often asked about. All he could say is he has at least another year in him, and he wont be hanging up his hat quite yet.

Hawks host 3J Zones


shannon LeCLair Times Reporter Holy Cross Collegiate (HCC) was the host to the Junior A 3J girls Volleyball Zones this past weekend. After having a successful bid against other schools, HCC won the right to host the tournament, which was held on Nov. 9. We didnt win, but the girls had fun. It was the last games of the season, we went out there, gave it our best and had a good time, said coach Jennifer Yersh. We had a solid season. We won some, we lost some, but overall we improved greatly as a team. We had a number of girls playing volleyball for the first time, and they improved tremendously throughout. The girls gave 100 per cent at every game, working on development, learning a new system and having a good time, all things Yersh hopes they achieved throughout the season. Because of the inclement weather two teams were unable to attend the games. Of the four that competed, Trinity Christian came in first, Strathcona Tweedsmuir in second, Rundle College in third and HCC in fourth. It was a fun

Mario Prusina Times Editor Every single team in the Alberta Midget Hockey League took part in the first-ever Showcase Weekend Nov. 1011 at the Strathmore Family Centre. All 18 teams in the league, including the hometown UFA Bisons, played two regular season games during the event, which replaces the annual all-star game. Im ecstatic about the number of people that came out to watch, the building was three quarters full all weekend right from the time we opened the door on Saturday morning it was wonderful to see, said Bisons general manager and Showcase organizer Wayne Hansen. To me, the biggest thing was a chance for us to show off our league and our players. In my conversations this weekend with scouts, they were over the moon to have all these kids in one place to look at them. According to Hansen, besides the fast-paced hockey action, the town enjoyed a significant boost to the economy. Nine of the 18 teams stayed at the local hotels and used approximately 15 rooms per team, not withstanding the fans and scouts that also stayed in town. The organizing committee also had to take care of the food arrangements too. A lot of money was spent here this weekend, said Hansen, but nothing like this happens without the support of the volunteers we have. The people, the Bisons volunteers in particular, the people that normally work our penalty box as our off-ice officials, theyve been here for all 18 games. The Bisons parents were fantastic, they had a lot of shifts to cover as well. Thats dedication (from everyone). According to head coach Jeremy Friesen, the Showcase Weekend was a fantastic idea and he was proud that his team could be a part of the first annual event. I think the guys had a great time too, just to be able to come in and play two of the top teams in the north and watch a lot of really good hockey too, said Friesen. Hopefully it is something the league will keep running with there is no better way to get your players identified than bringing a couple of hundred scouts. Overall, it was very well done and Im glad that we were a part of it.

Kings split weekend set


Mario Prusina Times Editor Small lapses of play have cost the Wheatland Kings another two points, after earning a split in a pair of weekend games. The local junior-B team defeated the Cochrane Generals 5-1 on Nov. 9 at the Strathmore Family Centre, before falling 5-4 to Three Hills the following day on the road. Brennan Grasdahl scored twice and Evan Elaschuk added a goal and an assist as the Kings won their ninth game of the season over the Generals. Parker Georgsen and Ross Fox each picked up a pair of helpers, while Sam Lonnberg and Aaron Durant also tallied for the Kings. We had a really good showing on Friday, said Kings coach Doug Murphy. Cochrane has been (the cream of the crop) in the league and they still are its a much better hockey team than the score and their (regular season) record shows. The guys from Cochrane are some of the really good guys in the league and in talking with them, I think their goaltending is struggling and theyre kind of where we were a couple of years back where youre having trouble finishing. Youre playing well, but the goals just arent going for you. In the process of the game, Murphy was ejected from the contest and served a one-game suspension the following night in Three Hills. The Kings jumped out to a 4-3 lead after the first period on the road, before a lapse in play cost them a couple of goals and the win. From the information that Murphy gathered, the team started the game really well. We played a really good first period and we didnt have a particularly good second period, said the coach. We got into taking penalties got a couple of bad breaks and they scored and went ahead. From what they tell me, we just absolutely dominated (the third period), and with the firepower we got, we just couldnt finish. Ross Fox collected two goals and two assists, while the leagues leading scorer, Andrew Bergmann, registered a goal and two assists. Sam Lonnberg picked up a goal and an assist, while Evan Elaschuk registered two helpers. The Kings will have a stiff test this weekend, when they travel to High River on Nov. 16 (8 p.m.), before hosting the top-ranked Okotoks Bisons the following day at 8 p.m. at the Strathmore Family Centre. According to Murphy, this weekends games are a good measuring stick for the club. There is a strong rivalry there anyway, said Murphy of Okotoks. Now the road we have to go through to make it to the finals is (through them). This weekend will be a good test for us.

Martin (Marty) Bouchard of Strathmore, Alberta passed away tragically at the age of 45 years. Marty was born and raised in Sherbrooke, Quebec. He took General Studies at the Universite de Sherbrooke and English at Bishops University before coming west to train with the R.C.M.P. in Regina, Saskatchewan. Martys first posting with the R.C.M.P. was in Minnedosa, Manitoba. He also served in Wasagaming, Shamattawa and Selkirk, Manitoba. He transferred to Strathmore, Alberta in November 2003, where he worked in general duty policing as a school resource officer and with Traffic Enforcement. After eight years with the Strathmore detachment, he and his familys residence remained in Strathmore and he began work in Calgary with the Integrated Border Enforcement Team (IBET). It was his lifelong dream to serve as a police officer, and we are grateful that he was able to realize this dream for 19 years. Predeceased by his parents, Marcel Bouchard and Crescence Frechette (Rock Forest, Quebec), Marty leaves behind to mourn his loss, his wife of thirteen years, Krista Bouchard (nee Perry), two daughters, Julianna (10) and Natalie (6) of Strathmore, who he loved with all his heart, Kristas parents, Neil and Cheryl Perry of Calgary, Kristas grandparents, Charlie and Verna Stewart of Regina, Saskatchewan, and Kristas extended family. He is also survived by his three sisters, Francine Fortin (Jean) of Outremont, Quebec, Annie Lessard (Yves) of Lennoxville, Quebec, Monique Bouchard of Sherbrooke, Quebec; and his nephews Mathieu, Etienne, Alexandre, Sebastien and Philippe, and their family. He will be dearly missed by all, including, aunts, uncles, cousins, friends, neighbours and co-workers. A celebration of Martys life will be held on Friday, November 16, 2012 at Hope Community Covenant Church (245 Brent Blvd., Strathmore) at 1:30 p.m. An educational trust fund will be established for his daughters, Julianna and Natalie Bouchard (please visit www.wheatlandfuneralhome .ca and follow the links to Martys obituary for further information).
