Pass the Word


One day, some parishioners, who, upon coming
back from a short tour to another country, shared to
me their experiences. According to them, Catholics,
in the place where they went to, upon seeing a priest
walks by would automatically kneel down and with
both hands clasp in a prayerful posture would declare
of their sinfulness and beg for the forgiveness of their
sins and, finally, ask blessings for themselves.
After encountering many discouraging results
and after all these years of struggles and sacrifices
in maintaining it up until the end of my life and after
hearing these sharings, I was so edified in my vocation
thinking that my priesthood really matters.
As a seminary priest, seeing how seminarians
have lots of prayer time up their sleeves in their daily
schedule, which is good, by the way, I personally made
it a point to balance it by giving them a work penance,
instead, whenever they come to me for confession rather
than the usual prayer penance like five Our Fathes,
five Hail Marys, five Glory Bes...
Work penance would take the form of, in their
own free and convenient time, they have to go to the
chapel with either a wet or dry rag and meditatingly
wipe either the confessional box, a pew of their choice
or a sacred icon nearby... While doing it, they have
to reflect and pray over the matter of their confession
and seeing this vis-a- vis their noble vocation to the
priesthood.
There is no required time element in doing it. They
need not even finish it all clean. They can stop whenever
they want to. The point here is the experience and the
process of taking responsibility for their actions. This is
also my selling point in convincing them that, as future
diocesan priests, we have to love the main source
of our bread and butter - the sacraments. Unless
one knows other viable means, as diocesan priests ,
surviving on our own limbs in the parishes, we depend
upon the offerings given by our generous parishioners
whenever we celebrate the sacraments like baptism,
matrimony and the requiem mass.
I usually have to ask the seminarians whether they
agree or disagree with this arrangement. And, so far,
no one has yet beg off to be given another form of
penance.
In our catechism, we were taught that the complete
remission of our sins, after the absolution by the
priest, is dependent upon the fulfillment of the
penance given.
So, on their next confession, I have to ask them,
once again, whether they have already successfully
complied with the work penance that I have previously
given to them and how was it or else my absolution of
their sins is merely conditional.
As a priest, in my own small way, I pray that through
this, we might have a future, not only a praying church
but also, working church living faith in their daily lives.
PSSST !!! Pass the word. The future of our church
is bright and holy. Let us PRAY and WORK for it.

Secrecy of Deposits

RA 1405: The law on Secrecy of
Bank Deposits is a considerably old law.
The legislation was passed to promote
savings consciousness among Filipinos
even as the depositors security is
protected from undue disclosure. The
purpose is to wean those with extra funds
away from the piggy bank mentality or
from just keeping their money hidden in
pillow cases. The law sanctifies bank
deposit information and these may be
pried upon or look into only when the
circumstances enumerated in the law
are obtaining.
With the advent of foreign currency
deposit transactions into our financial
system (either via Foreign Currency
Deposit Units or Offshore Banking
Units) another bank secrecy law
was passed. Since deposits intended
to be kept secret include those of
foreign clients the amendatory (or
expansionary) law was made more
strict and stringent. The TRO issued
lately by the Supreme Court (on
deposits being inquired into by the
impeachment prosecution) was based
on this later law.
PRO CORONA: As a lawyer this
representation does not agree with the
leadership of the Integrated Bar of the
Philippines led by pro-CGMA stalwarts
in declaring open support for the
impeached Chief Justice. Contrary
to what IBP president Libarios claims

top law firms of the country hence,

costly! Yet these lawyers claim their
services are pro-bono or donated.

PRODUCTION: Whenever palay

rice farmers to use more compost
(organic fertilizers) in their paddies.
Composts reportedly add nutrients
to the soil that invigorates the
plants. Unlike chemical fertilizers
that are harmful to certain plants
and animals (or humans), compost
fertilizers add growth, flowering
and fruiting substances to the soil,
thereby insuring bigger harvest in
the rice farms.
CREDO: Hasty words cheat the
mind, betray the heart and may ruin
life. Take time before you answer.

Wrong time, wrong company for Chief Justice Corona


The Romans must have a very
strict Code of Conduct for public
officials. Anybody who does not
measure up to public expectation has
to leave office. This is probably where
the dictum, public officials must be
above suspicion like Caesars wife,
originated.
The Romans were successful
administrators as shown by the reach
of their empire. Foreign peoples
willingly submitted themselves to
Roman rule. Almost half of the known
world became part of the Roman
Empire.
In later years, however, corruption
plagued the empire. That was the
seed that started its disintegration.
The ancient anomalies has probably
given the producers of the TV series,
Ancients Behaving Badly, the brilliant
idea.
In our country, the Code of
Conduct for public officials is treated
with utmost disdain. A public official
charged with wrongdoing will fight
tooth and nail to keep his post. In
places like Japan and Singapore,
mere suspicion of misdeeds will
send officials hurrying out of the
door.
Kapit tuko is how Filipino
functionaries are described.They
would cling to their posts until booted
out by the court.The shameless would
ignore the get out order, however.
Really like the legendary tuko(lizard).

In whatever angle you look at it,


you will come to the same conclusion.
It is near impossible to stamp out
corruption with such attitude and with
our inability to punish culprits. We are
too horrified to push them into the
precipice.
The Philippines has gained so
much notoriety for this despicable
behavior. Every admistration from that
of Manuel L. Quezon to Gloria Arroyo
has vowed to unleash a no nonsense
campaign against grafters. But after
the sounds and fury of the moment
has died down, what stares us in the
face is the same old condition.
Whether President Aquino will
succeed with his limited 6-year
term, no one can say for certain.But
people, tired, angry, frustrated with
the rottenness in the government,
expect him to pulverize the centuries
old malady.
He should not disappoint them.

Why Filipinos are unsympathetic


to Chief Justice Renato Corona
who is facing possible removal from
office, that can be easily explained.
They want Gloria Arroyo and all her
subalterns accused of misusing the
peoples money to be put behind
bars.To them, that is fair enough.
But with Corona at the Supreme
Court, their devout wish may not
come true. Corona is perceived
to be the biggest stumbling block
in the prosecution of Gloria and
company.
I believe Aquino is not after
Coronas head. But because he is
there as Glorias shield, he has to
go.That is his misfortune.To be at
the wrong place, at the wrong time,
with the wrong company.
If he is found unfit for that exalted
position in the judiciary, he should
be removed. Anybody holding this
high office must be like Caesars
wife, above suspicion.
But you know, after seeing the
chief justice delivering a short
speech during a Supreme Court
gathering, his voice soft, his
manner conveying a picture of a
humble man, he would not even
utter unkind words against his
detractors, my heart went out to
him.
His humility has touched a
responsive chord in my heart. I
wish it was another man on trial.

hot summer, as they explore
hot issues and discuss hot
topics during the 9th Parliament of Youth Leaders
(NYP 9), which will be held
in Naga city.
Bicolandia will be the
venue of plenty of hot discussions on youth issues. Hindi

The Bureau of Fisheries and Aquatic Resources Regional Office No. 5 thru its Fisheries
Regional Emergency Stranding Responding Team (BFAR5-FIRST) with the assistance of local
officials and residents successfully rescued two stranded dolphins in the coastal barangays
of Camarines Sur. The Rissos dolphin (Grampus griseus) (left photos) was seen stranded by
Mr. Luis Beran, Ragay Gulf Bicolside IFARMC Chairman in Brgy. Binahian, Sipocot, Camarines
Sur on Jan. 20 and was immediately released back to the wild. Based from the gathered
morphometric data, the said dolphin is approximately 500 kgs. and surmised pregnant. A
week after, an adult female Frasers dolphin (Lagenodelphis hosei) (right photos) was spotted
stranded along the estuary of Brgy. Dolo, San Jose, Camarines Sur by two fisherfolk namely
Mr. Ernie Payong and Jaime Payong at around 7 a.m. on Jan. 27.

A Genius bids Farewell


The article below is one of the most beautifully written farewell
treatises I have ever come across and I like to share it with you.
It was written for Gabriel Garcia Marquez, I do not know really.
Gabriel Garcia Marquez is one of the most interesting writers I
have read. His One Hundred Days of Solitude and Love in the
Time of Cholera are books worth reading.
If for a moment, God were to forget that I am a rag doll and
gifted me with a piece of life, possibly I wouldnt say all that I
think but rather Id think all that I say. I would value things not
for their worth but for what they mean. I would sleep little, dream
more understanding that for each moment we close our eyes
we lose sixty seconds of light.
I would walk when others hold back. I would wake when
others sleep. I would listen when others talk and how I would
enjoy a good chocolate ice cream if God were to give me a
piece of life, I would dress simply, throw myself face first into
the sun, baring not only my body but also my soul. My God, if I
have a heart, I would write my hate on ice and wait for the sun
to show. Over the stars, I would paint with a Van Gogh, dream
a Benedetti poem and a Serrat song would be the serenade Id
offer to the moon. With my tears, I would water roses to feel the
pain of their thorns and the red kiss of their petals.
My God, if I had a piece of life, I would not let a single day
pass by without telling the people I love that I love them. I would
show men how very wrong they are think that they cease to be
in love when they grow old not knowing that they cease to love
when they grow old, not knowing that they grow old when they
cease to be in love. To a child, I shall give wings but I shall let
him fly on his own. I would teach the old that death does not
come with old age but with forgetting.
So much I have learned from you, O men!
I have learned that everyone wants to live on the peak of the
mountain not knowing that real happiness is how it is scaled. I
have learned that when a newborn child squeezes for the first
time with his tiny fist his fathers finger, he has him trapped
forever. I have learned that a man has the right to look down
on another only if he has to help him get to his feet. From you,
I have learned so many things but in truth, they wouldnt be of
much use to me for when I keep them in this suitcase, unhappily

Not Just A teacher


but A Leader

If there is something that a teacher should welcome, it is the
fact that this profession of a lifetime can give him the chance
to do a lot for the education of the country and even make a
difference. A teacher is a very potent force in society, without
whom the country can not even look forward to a much brighter
future A teacher is a teacher is a teacher. Upon his shoulders
lay the burden (is it a burden?) nay, but the opportunity to help
develop people, especially the young who are looked forward to
as the future leaders of the nation.
So, it is that the teacher embraces his position with open
arms and heart and mind to be of great assist. In this case, this
opening up begins among themselves, his fellow teachers. It is
downright unreasonable for a teacher to claim to be just himself,
alone, an island, because he is a part of the main. In this case,
again, he assumes the responsibility of a leader of his own flock.
He is a leader in many sense of the word.
There are organizations of teachers with the objective of
developing teachers to be the best leaders. After all, the teachers
are undeniably looked upon with the highest respect given any
other professions. We have all been entrusted to teachers. So,
be it that the teacher plays roles as leaders but start his kind of
leadership among themselves, with his fellow teachers.
The teacher is primarily is a resource provider. He is not so
stingy to have his instructional resources only for himself but
he shares them with his fellow teachers for students to benefit
from. He is an instructional and curriculum specialist by way of
helping his colleagues implement effective teaching strategies
and understanding how varies components of the curriculum
link together.
Likewise, as a classroom supporter he becomes effective by
simply demonstrating and facilitating how good ideas work. The
mentor that he is, he has rooms for advising new teachers about
instruction, curriculum, practices and politics. He is an active
participant in community task forces by aligning his goals with
those of his district. He can lead conversations that engage his
peers in using information to strengthen instruction.
The world can look forward to better change because the
teacher is a perceived catalyst, a visionary who is never content
with the status quo but rather always looking for a better way.
Above all, he is a learner who seeks continuously his improvement
aware that the pupils entrusted are the beneficiaries of his
educational leadership.
The teacher as a leader. There is no way he can go wrong.
He leads his flock, he can provide the needed leadership our
country is in dire need of. The Filipino teacher, specifically the
elementary grade teacher can take this big challenge which is
also an opportunity to be the leader he is perceived to be.

Procurement will be conducted through open competitive bidding procedures specified


in accordance with R.A. 9184 and its Revised Implementing Rules and Regulations.
To bid for this contract, a contractor must submit a Letter of Intent (LOI) and must meet
the following major criteria: (1) prior registration with DPWH, (b) Filipino citizen or 75%
Filipino-owned partnership, corporation, cooperative or joint venture with PCAB License
applicable to the type and cost of this contract, (c) completion of a similar contract costing
at least 50% of ABC within a period of 10 years, and (d) Net Financial Contracting Capacity
at least equal to ABC or credit line commitment for at least 10% of ABC. The BAC will use
non-discretionary pass/fail criteria in the eligibility check and preliminary examination of
bids.
Unregistered contractors, however, shall submit their application for registration to
the DPWH-POCW Central Office before the deadline for the receipt of LOI. The DPWHCentral Office will only process contractors application for registration, with complete
requirements, and issued the Contractors Certificate of Registration (CRC). Registration

The BAC will issue hard copies of Bidding Documents (BDs) at DPWH, Camarines Sur
3rd Engineering District Office, Tigaon, Camarines Sur, upon payment of non-refundable
amount as stated above. Prospective bidders may also download the BDs if available
from the DPWH website shall pay the said fees on or before the submission of their
documents. Bids must be accompanied by a bid security, in the amount and acceptable
form, as stated in Section 27.2 of the Revised IRR.
Prospective bidders shall submit their duly accomplished form as specified in the
BDs in two (2) separate sealed envelopes to the BAC Chairman. The first envelope shall
contain the technical component of the bid, which shall include the eligibility requirements.
The second envelope shall contain the financial component of the bid. Contract will be
awarded to the Lowest Calculated Responsive Bid as determined in the bid evaluation
and the post-qualification.
The DPWH, Camarines Sur 3rd Engineering District Office, Tigaon, Camarines Sur
reserves the right to accept or reject any or all bids and to annul the bidding process
anytime before Contract Award, without incurring any liability to the affected bidders.

PhivoLcs decries rampant loss of mayon . . .


The security aspect of the
Mayon Volcano Monitoring
Networks are among the utmost concerns to be brought
out on the Tuesday Mayon
Summit, according to Alex
Baloloy, volcanologist at the
Phivolcs Lignon Hill Observatory here.
Baloloy said 11 monitoring equipment installed at the
slopes of Mount Mayon have
been either stolen or vandalized for the past seven years.
These equipment are
composed of monitoring instruments, batteries, cables
housed in a relay station that
transmits data to the Phivolcs
station here on the current
state of Mayon volcano.
Baloloy and Jukes Nuez
of the Albay Public Safety
Emergency and Management Office (APSEMO), in
an interview, said that these
equipment may be considered as vital installation that
need to be secured and taken
cared off.
Baloloy said the agency
would not be able to accurately interpret the data transmitted by the Mayon Monitoring
Networks if these equipment
are lost.
Albay Gov. Joey Salceda,
the Albay Provincial Disaster
Risk Reduction and Management (PDRRMC) chairperson, is expected to push for
a more aggressive security
measures to protect Phivolcs
equipment installed at the
slope of Mayon volcano.
Salceda said that at the
Mayon Summit, he would ask
disaster authorities to determine if these equipment and
instruments would be considered as vital installation.
Once this is determined as
vital installation, the Philippine National Police (PNP)
and the Philippine Army (PA)
in close coordination with village officials will now have a
reason to initiate measures to
protect these equipment.
Salceda said as part of the
security aspect he would also
ask various village officials
with jurisdiction over areas
around the slopes of the volcano to be involved in protecting the equipment.
He would also ask villagers to be involved in a sort of
a community ownership
program where these equipment would be turned over to
the village officials for security purposes.
The Mayon Summit would
also review the sanctions and
penalties imposed against offenders.
Police records indicate that
since 2004, there were 11 burglary incidents that happened
where at least seven batteries
and cable wires were lost to
thieves in the relay station in
the villages of Anoling, Camalig, Masarawag, Guinobatan, Misericordia and San
Roque in Sto. Domingo, an
upper village in Tabaco City
and Stanza, Legazpi City.
The recent burglary incident took place at the slopes
of barangay San Roque on
Jan. 31, where thieves ransacked the Phivolcs relay sta-

tion and carted away a 6 SMF


truck battery and vandalized
by cutting the cable wires
that connect the battery to
the instruments rendering the
relay station unoperational,
Baloloy said.

He said the equipment installed at barangay San Roque


had recently undergone rehabilitation on Jan. 9 this year
after thieves ransacked the
station and carted away the
batteries last December.

Dole bars kids in night spots

has reported to Secretary
Rosalinda
DimapilisBaldoz that the regional
office has scored tangible
results in its Dikit Paalala Project in Camarines
Norte, its latest advocacy
on the protection of children against abuse, exploitation, and discrimination.
The Dikit Paalala Project is a collaborative effort
between the DOLE Camarines Norte Provincial Field
Office and the Provincial
Government of Camarines
Norte in the implementation
of Provincial Ordinance No.
71-2010 which established
the Provincial Council for
the Protection of Children.
The ordinance took effect on
1 Feb. 2011, Atty. Villamor
reported.
The project involves the
posting of highly-visible, neon-colored stickers containing the warning, Children
(0-17 years old), not allowed
in conspicuous corners in
motels, night clubs, videoke
bars, and other similar night

establishments.
We aim to prevent children from being subjected
to psychological and moral
exploitation acquired from
exposure to sexual, explicit
actions and pornographic
materials, said Villamor of
the project.
Since the ordinance took
effect, the DOLE Provincial
Field Office and the Provincial Council for the Protection
of Children has posted Children (0-17 years old), not allowed stickers in 15 night
establishments in downtown
areas of the province.
With the Dikit Paalala
Project, business owners will
prevent minors from entering their establishments and
they will also be more cautious in hiring under-aged
employees. The campaign
will bring about an increased
public awareness on child
labor protection, Villamor
said, adding:
Anyone aware of defiant
establishments can file their
complaints with the DOLE,
the Provincial Council for the
Protection of Children, or the
Philippine National Police.
