AIR FORCE STANDARD CORE PERSONNEL DOCUMENT (SCPD) PURPOSE OF POSITION AND ORGANIZATIONAL LOCATION: The primary purpose

of this position is: to serve as a professional aerospace engineer in support of the acquisition, development, or sustainment of weapon systems, subsystems, and/or support equipment. The position is responsible for work related to the integration of the aeronautics and astronautics sciences within the broad arena of aviation and space exploration, and is accountable for engineering assignments concerning (insert functional area i.e., Propulsion Systems). Establishes preliminary design and performance characteristics and engineering responsibility extends through development to final approval for production and service use. Performs professional aerospace engineering work in the areas of aviation, aerospace defense systems, components, and/or associated equipment in support of the acquisition, development, and/or sustainment of weapon systems and subsystems. Plans and carries out assignments for projects concerning (insert functional area) which entail a variety of complicating factors, interaction with other engineering specializations, and consideration of the lifecycle of items/systems. Applies a number of diverse engineering practices, techniques, and processes to identify and resolve difficult issues, as well as ensure resolutions are consistent with program objectives, existing policies, and procedures. Work involves such areas as aerodynamics, aeroacoustics, astro-dynamics, computational fluid dynamics, fluid mechanics, flight dynamics, flight structures, thermodynamics, flight propulsion, and energy conversion/utilization as it relates to aerospace vehicles and/or related equipment. Utilizes innovative engineering practices, techniques, and methodology to develop, test, evaluate, research, operate, maintain, and remodel manned or unmanned aerospace vehicles. Conducts specialized studies on flight vehicles, including overall and individual major systems components and additional airborne equipment encompassed in the structure to ensure safety, suitability, and effectiveness in operation. Coordinates the various phases of work with other functional disciplines and interprets/translates engineering requirements into design characteristics and criteria. Formulates and explains recommendations or solutions to modify standard practices, equipment, devices, processes, and techniques. STANDARDS: A. Analyzes and studies performance requirements against a range of diverse considerations to incorporate new technologies, improve reliability, extend the life of an aerospace vehicle, or reduce total ownership costs. Performs complex engineering work to improve, extend, or validate currently known precedents, data, methods, or techniques. Determines the means to advance projects and evaluate significant modifications to production methods or materials due to changes in requirements, technological advances, or shortcomings in design and/or performance. In support of engineering reviews and/or panels, develops evaluations and technical justifications of feasibility, practicability, and technical soundness. Recognizing priorities as well as the urgency of situations, develops metrics and performs analysis to ascertain needed changes or modification to production methods, procedures, and/or approaches. Develops computer aided engineering and analysis tools. Develops, executes, and reviews policies, processes, and procedures of a special or miscellaneous character that may span multiple engineering disciplines and involves application of knowledge of such fundamentals. Participates in special projects, initiatives, and prepares oral/written reports. Presents briefings and develops technical reports to document progress and results. STANDARDS: A. The supervisor sets the overall objectives and resources available. The employee and supervisor, in consultation, discuss scope of the assignment, approaches, time frames and possible execution phases. The engineer, having developed proficiency in the line of work, is responsible for planning and carrying out the assignment, resolving most of the conflicts that arise, coordinating the work with others as necessary, and interpreting policy or regulatory requirements in terms of established objectives. In some assignments, the employee determines the approach to be taken and the methodology to be used, as well as making recommendations for improvement in order to meet program objectives. The employee keeps the supervisor informed of progress and potentially controversial matters. Completed work is reviewed for soundness of overall approach, effectiveness in meeting requirements or producing expected results, the feasibility of recommendations, and adherence to requirements. Contacts are primarily with staff counterparts and management officials at centers, HQ AFMC, and HQ USAF. Typical contacts may include engineering counterparts at Air Logistics Centers, product centers, test centers, research laboratories or with contractor engineering specialists. Specific projects may require contacts with individuals or groups from outside the agency, including consultants, contractors, or professional associations, in moderately unstructured settings. Some worksites may involve exposure to noise or environmental hazards requiring use of appropriate personal protective equipment. It includes related materials, equipment, systems, applications, and components. The appropriate series is determined to be 0861. The title of the position, Aerospace Engineer, is in keeping with the instructions contained in the GS0800 group standard. Grade Determination: Both the JFS for Professional Work in the Engineering and Architecture Group (0800), and the Equipment Development Grade Evaluation Guide were used.

LEVEL OF RESPONSIBILITY: This factor includes the nature and extent of supervisory control exercised over the work, the nature and extent of the incumbents responsibility for personal contact and for making recommendations and decisions. This position is responsible for independently organizing the work, recognizing limitations of current approaches, proposing and justifying additional work/research, and recommending changes in basic requirements and/or deviations from normal practices.
