Two Colorado Airports Receive FAA Awards


The FAA Northwest Mountain Region Airports Conference took place this past April 11-13, 2011 in Seattle, Washington. During the conference, the Garfield County Regional Airport and the Aspen-Pitkin County Airport were presented with awards from the Federal Aviation Administration (FAA). Aspen-Pitkin County Airport Aspen-Pitkin County Airport Manager, Jim Elwood accepted the award from the FAA in recognition of the Airports commitment to sustainability. The Aspen-Pitkin County Airport has gained international recognition for its sustainability initiatives designed to ensure economic viability, operational efficiency, natural resource conservation, and social responsibility. The Aspen-Pitkin County Airport was recognized for a number of sustainability initiatives that have had a direct positive impact on the surrounding community and natural environment. These initiatives include a comprehensive Climate Action Plan, the development of See AWARD, Page 2

he last 12 months have gone by very fast as Ive finished my first year on the job as the Director of the Aeronautics Division. I have found the job to be very exciting, rewarding and so different in many ways from my last 35 years of managing airports in Colorado. Im learning firsthand how our great staff makes things run smoothly and what goes on behind the scenes to perform projects like the coordination of airport CIPs and the management of the Colorado Aviation Grant Program. As you know, last years grant program was our best ever with over $11.5 million going to airports across the state. The program also helped airports match an additional $95 million of FAA funding, making it a AWARD, from Page 1 renewable energy partnerships that include exploring hydroelectric and solar power initiatives at the Airport. Additionally, the Aspen-Pitkin County Airport was recognized for its Fly Quiet/Fly Clean Program, Fly Green community meetings, and for the Airports continued public involvement that ultimately alleviated the potential for controversy associated with the proposed 1,000 foot runway extension project. Garfield County Regional Airport The Garfield County Regional Airport located in Rifle, Colorado received an FAA award in acknowledgement of the Airports commitment and cooperation toward the improvement of the safety areas of Runway 8/26. Included in the massive airport project was the upgrade of the Airports Aircraft Design Group and Approach Category from B-II to D-II, the widening of the Runway Safety Areas from 300 to 500 and lengthening of the Runway Safety Area from 600 feet to 1,000 feet. Much of the success of the grant program is a result of the outstanding job DIA is doing to increase air traffic through the airport which generates fuel tax revenues into the Colorado Aviation Fund. DIAs continued appreciation of the benefits derived from maintaining a statewide system of airports is critical to the success of this program. The next 12 months promises to be equally exciting and rewarding in many ways as we continue to work on implementing Phase II of the Mountain Airport Radar project, help promote Colorados airports and tourism at the NBAA Convention, update our Airport Systems Plan and prepare for the next Aviation Grant cycle. Please let us know if there is anything we can do to help make our system of airports and aviation community better. lighting system and a new Instrument Landing System (ILS). The airport demonstrated a significant local financial support and investment of $7.5 Million for the improvements made to the Airport. The airport was also recognized for displaying both the commitment and dedication essential to completing the project on schedule, under constrained conditions despite unforeseen setbacks. The resulting airfield improvements allowed the airport to continue to meet aviation needs and provide a focal point for economic growth and tourism in the surrounding communities.

olorado is now home to two new airport managers on the front range. Gary Cyr became the Greeley-Weld County (GXY) Airport Manager on March 30, 2011, and Jason Licon became the latest Airport Manager at the Fort Collins-Loveland Municipal Airport (FNL) earlier this year. Gary Cyr may be a familiar face to many in the Colorado aviation community. Gary was the Manager of the Gunnison-Crested Butte Airport from 1990 to 1995. Gary comes to Colorado most recently from Missouri, where he was the Director of Aviation for the Springfield-Branson National Airport (SGF) since 1995. Garys veteran leadership at GXY will

The Fort Collins-Loveland Airport (FNL) welcomes Jason Licon as its newest Airport Manager. Jason comes to FNL from Kanakee, Illinois where he was the Airport Manager at the Greater Kanakee Airport for the past ten years. Jason is a licensed pilot with a Bachelors degree in Aviation Management and is completing a masters degree in Business Administration. The experience Jason brings to (Fort Collins-Loveland Airport) strongly supports airport operations, community engagement and general aviation economic development, said City of Loveland Public Works Director, Kieth Reester. Colorado welcomes these two new Airport Managers. Theyre proven leadership skills and airport experience will be a benefit to the Colorado Airport System.

Aeronautical Board Awards $11.5M

he 2011 Colorado Discretionary Aviation Grant Program proved to be another success for the Colorado Airport System. Gov. John Hickenlooper recently announced the approved distribution of over $11.5 million in state aviation fuel tax revenues through 46 grants to Colorado Airports under the Aviation Discretionary Grant Program. The grants, ranging in size from $3,947 to $400,000, will leverage local and in 22 of the projects federal funds to total $94.68 million for various airport projects. The projects include runway lighting improvements, runway maintenance and construction

to wildlife fencing. A complete listing of all grants is shown below. The listing includes the governmental unit or association receiving the funds and funding totals, and details of the approved projects. Over the years, the state has been able to be a true partner to our public use airports by distributing more than $60 million through these grants, noted Colorado Aeronautical Board Chair Harold Patton. This year, 46 airports statewide will be undertaking projects to improve safety and convenience for airlines, pilots, airport operators, and the public. This grant program is a true Colorado success story.
