Annual All-Member Meeting
December 3, 2009, 7:00 pm
Every year, Woodbridge Homeowners Association
holds its Annual All-Member Meeting to update our
residents on the status of our association. This years
meeting is at 7:00 p.m., December 3, at Northwest
Christian Church located just west of Applebees at
10850 W. 21
st
St.

We will be asking the membership to vote on an
important change to the covenants. For the past two
years the association has been collecting an initiation
fee of $50 for new members. This fee is common in
other Wichita HOAs, and it was a way to increase our
funding without increasing the general assessment. It
also helped eliminate the occurrences where new
members were not made aware of the existence of an
HOA until after we made initial contact.

As of July 1 of this year the law changed making this
fee unenforceable unless the association makes it part
of the covenants, recorded with the Register of Deeds.
In order for us to do this we need the fee approved by a
two-thirds majority of the eligible voting membership.

It is very important that you realize not voting is more
than simply an indifference to the issue at hand. It is a
negative vote for the change in covenants. If enough
members do not vote, the measure will fail and we will
be unable to collect this fee. For more information see
the meeting notice on page 3.
New Website and Email
Thanks to Board Member Joe Rongish the association
now has a website and general email address to help
streamline the exchange of HOA information. The
website can be found at www.WoodbridgeWichita.com.
It is still a work in progress, but it is up and running.
You can find our covenants, frequently asked
questions, past newsletters, and specific contact
information. Soon you will be able to learn about
upcoming events, too. Visit the site and bookmark it.
Check back occasionally and learn about what is
happening in your neighborhood.

In addition to the website, an email account has been
created for the HOA. The email address is
WoodbridgeWichita@gmail.com. Whether your inquiry
is about assessments, covenant violations, or
authorizations for improvements the correct person will
get your inquiry. And, of course, the Board of Directors
will still list their respective phone numbers in each
newsletter for those that prefer a more traditional
method of communication.

2010 Annual Assessments
Due January 1

The New Year is near! For the association that means
a new budget and the collection of general
assessments. The Board has maintained the
assessment at $75 per lot for the past six years, but
that is no longer feasable. The general assessment will
increase to $85 for 2010 in order to adequately cover
typical annual expenses. Assessment notices will be
mailed in December, and payments should be mailed
to:

Woodbridge is a single-source trash hauler
association. We contract with Waste Connections,
Inc. in order to provide all of us with discounted rates.
This applies to our residents who rent/lease, as well.

Get Your Member Directoryl
The updated 2009 WHOA member directory will be
available to all members at the Annual All-Member
Meeting on December 3.

Let us know if your family status has changed or if you
want to ensure specific information is or is not included
in your listing. We typically list all family members living
at the residence, along with the address and phone
number. Email us at WoodbridgeWichita@gmail.com
before November 29, 2009 so we can be sure the
information to be printed is as accurate as possible.

The Board appreciates the time and effort that Michelle
Hittner has once again provided on a volunteer basis to
complete this update. Great job; thank you, Michelle!

Delinquent Dues
There are still 15 members who have failed to pay their
assessments in full for 2009. Past due amounts need
to be included with your 2010 payment.

If you are unsure of your current status please contact
Joe Rongish at WoodbridgeWichita@gmail.com or by
calling 990-6664. Late payments are assessed a 1.5%
per month penalty and the member forfeits their voting
rights until the balance is paid in full.

8low Down.Pleasel
There have been increased complaints of speeding on
Parkridge St and Covington Circle. We have notified
our Community Policing Officer, Lori Kimrey. Beat 19
officers have been asked to give our neighborhood a
little extra attention when possible. Please be
conscious of your speed as you drive through the
neighborhood streets and help keep everyone safe.

Winter Reminders
Winter invariably brings short periods when the ponds
surface freezes. Its tempting for our children to want to
skate or otherwise play on the pond. However, this is
extremely dangerous. Wichita rarely has sustained
temperatures that will freeze the pond entirely.
Therefore, walking, sliding and skating on the pond are
strictly PROHIBITED.

Also, its tempting for our children to throw rocks into
the pond. Again, the rip rap (rocks) lining the edges of
the pond are there for erosion control purposes. For
those of you who paid previous special assessments to
add this protection, you know it is very expensive!

Please remind your children to be safe and courteous:
stay off the ice and dont throw anything into the pond.

The associations budget for 2010 is as follows:

This is a $475 increase over the 2009 budget, but
more in-line with actual expenses. Finances will be
discussed in more detail at the All-Member Meeting on
December 3.

Opening: Board of Directors
Board members are elected each year at the Annual
All-Member meeting. There are a total of five (5)
positions, each for a one-year term. The Board is
losing a member at the end of the 2009 term.

Operating short-handed directly affects the Boards
ability to serve its members. This has resulted in
fewer and infrequent newsletters, the cancellation of
National Night Out events, slower response to
members inquiries, and an overall less active
homeowners association.

Whether you are a seasoned association member or
new to the area, now is your chance to step up and
make this YOUR neighborhood. Every member has
ideas and suggestions as to what can make the
neighborhood more attractive and an overall better
community.

Volunteering is not time-consuming, especially with a
full 5-member board. The board meets about ten times
per year to manage the commons areas and address
current issues raised by the members.

All association members are encouraged to attend the
all-member meeting, even if you cannot volunteer your
time. It is a great opportunity to learn more about the
association and meet some of your neighbors.

Proposed Initiation Iee
1he \oodbridge lomeowners` Association Board o Directors proposes an addition to the Coenants o
\oodbridge that will require all new members to pay an initiation ee. 1he purpose o the ee is to proide
additional unding to help pay or the operating expenses o the lOA and to increase awareness o our
lOA to prospectie new members.
1his ee has been collected by the lOA since January 2008. loweer, louse Bill 2092 was introduced
earlier this year and subsequently passed in the louse and State Senate. lB 2092 precludes real estate
coenants that create duties to pay transer ees rom being binding upon uture owners o the property.
lOA initiation ees are exempt under this new law proiding its coenants speciically allow this ee. It
went into eect July 1, 2009. 1hereore, we stopped collecting this ee until we could call or a ote by the
membership. 1his is the only way to ratiy the coenants.
1he ee would not be paid by any current members, it is not retroactie. Currently, the proposed ee is set
at >50. It can be increase by the Board without a membership ote at a later date, but it will neer exceed
the then current general assessment. Please read the enclosed Voting Proxy sheet or the exact wording o
the proposed coenant.
All association members are encouraged to attend the meeting. loweer, a oting proxy is included
herewith or those members who are unable to attend. 1he proxy must be receied by the \lOA Board
no later than December 3, 2009 at :00p.m.

Section 3.10. Special Assessment or Initiation lees. In addition to the annual and speciic
assessments proided or aboe, all Lots shall be assessed and subject to an Initiation lee in the
amount o ity and No,100 dollars ,>50.00,, or such other amount as determined rom time to time
by the Board o Directors, proided, howeer, in no eent shall the Initiation lee be greater than the
then current annual assessment. Said Initiation lee shall be paid by the transeree or transerees
upon each and eery coneyance o the Lot. 1he Initiation lee shall be due and payable at the time
o each such coneyance. Said Initiation lee shall constitute a lien on the Lot as described aboe in
Section 3.05 and may be collected by the Association in the same manner as any other unpaid
assessment.`
