2 I. INTRODUCTION Ornamental fish keeping is one of the most popular hobbies in the developed countries of the world and is gaining popularity in many developing markets of the world too. The growing interest in aquarium fishes has resulted in steady increase in aquarium fish trade globally. According to FAO (2004), export earning from ornamental fish trade is US $ 251 million and more than 60% of the production comes from the households of developing countries. The wholesale value of the global ornamental fish trade is estimated to be US$ 1 Billion while the retail value is US$6 Billion. The entire industry, including accessories and fish feed, is estimated to be worth more than US $14 Billion. More than 2,500 species are traded and some 30-35 species of fresh water fish dominate the market. The trade with an annual growth rate of 8 percent offers a lot of scope for development. Indias share in global ornamental fish trade is negligible and at present the ornamental fish export from India is dominated by the wild caught species. Ornamental fish culture in India involves breeding of exotic species and this activity is a small segment of the Fisheries Sector. India is endowed with a suitable climate, water resources and large manpower base. The potential manpower can be easily trained into ornamental fish breeding technology and fast growing domestic market. More over, the unit value of ornamental fish is higher than the food fish. Hence this sector offers good opportunity for rural and urban households to augment income and link them to the International trade. Almost all of the tank bred ornamental fish in India comes from the small-scale or back yard type of breeding units. But due to the lack of adequate infrastructure and key inputs like appropriate feed, quality brood stock etc these breeding units are not in a position to produce varieties which are in demand in the international market. Organized trade in ornamental fish depends on assured and

adequate supply of demand, which is possible only by mass breeding. In this context, MPEDA has launched a set of schemes to promote an export oriented Ornamental Fish Sector. I. Scheme for providing financial assistance for establishment of Ornamental Fish breeding units (OFBU) II. Scheme for providing financial assistance for establishment of Ornamental Fish Marketing Societies (OFMS)

3 I. SCHEME FOR PROVIDING FINANCIAL ASSISTANCE FOR

ESTABLISHMENT OF ORNAMENTAL FISH BREEDING UNITS

1. ORNAMENTAL FISH BREEDING UNITS As per the scheme, Establishment of large number of new ornamental fish breeding units as well as the expansion of existing units should be undertaken in order to achieve the following objectives. These breeding units are categorized into three grades based on the production capacity as well as the quantum of investment.

OBJECTIVES:

1. To generate export oriented employment in rural and urban households through ornamental fish production. 2. To provide infrastructure required for the production of ornamental fish. 3. To mass-produce a large number of varieties of ornamental fish species to create large supply of ornamental fish and increase the overall exports. 4. To promote employment and entrepreneurship in the ornamental fish sector by graduates in fisheries, aquaculture and biological sciences. a

4 1.2 DESCRIPTION OF THE UNIT:

The maximum amount of financial assistance eligible for the three grades of breeding units is limited to 50% of the cost of setting up the unit or the subsidy amount specified for the items in Section 1.4 (Annexure 1), which ever is lower.

TERMS AND CONDITIONS FOR ELIGIBILITY 1. A minimum ten individual units with in a maximum distance of 5 kilometers between any two units is considered as a cluster and only the cluster with minimum 10 units is eligible for financial assistance. 2. All the seven components described under Section 1.4 (annexure 1) should be set up for the unit to be eligible. 3. The beneficiary is eligible for financial assistance only for those facilities constructed after the issue of advance approval. 4. The Grade 2 and Grade 3 breeding units should produce a certificate from the chartered accountant regarding the details of the cost of setting up the unit and a certificate from chartered engineer for the cost of building for housing the tanks. 5. The water volume for the breeding units should be as follows 1. The minimum volume of glass tanks should be 1,000 Liters, 3,250 Liters and 7,800 Liters for Grade-1, 2 and 3 breeding units respectively. 2. The minimum total water volume inclusive of cement and glass tanks should be 17,000 Liters, 32,500 Liters and 78,000 Liters for Grade-1, 2, 3 breeding units respectively. The breeding units fulfilling the above conditions only will be considered for financial assistance and are eligible for a maximum limit of Rs.41,000/-, Rs.91,250/- and Rs.2,71,500/- for Grade-I, Grade-II and Grade-III respectively. 6. For availing assistance, the beneficiaries should produce the following documents along with the advance application form. (i) (ii) (iii) (iv) Proof of availability of (a) land and (b) finance. Layout of existing facility. Certificate from the beneficiary in the prescribed form regarding adequate supply of good quality water for the project. Water testing report pH, Total Hardness, Carbonate Hardness, Salinity

7 2. GUIDELINES FOR AVAILING MPEDA ASSISTANCE FOR ORNAMENTAL FISH BREEDING UNITS The process of setting up ornamental fish breeding units under the MPEDA assistance scheme involves 5 steps: a) Issue of advance approval. b) Construction of the unit. c) Submission of final application after the completion of construction and operation of the unit. d) Registration of the breeding unit. e) Release of financial assistance.

2.1

Issue of Advance Approval:

2.1.1 The entrepreneur may apply for advance approval for setting up the breeding unit by submitting the completely filled in advance approval form in the prescribed format to (Annexure-2) the concerned field offices of MPEDA along with the following documents. 1. Proof of availability of finance. (Annexure 2 (iii)). 2. Proof of availability of land. (Copy of purchase deed, up to date revenue rent receipt. Copy of lease agreement in case of leased land (Annexure 2 (i)). 3. Proof of adequate supply of good quality water. (Annexure 2 (ii)). 4. Layout of the existing breeding unit.

2.1.2

On receipt of this initial application, the Programme Managers / MPEDA officials of the

concerned state will conduct a preliminary verification of the proposed unit to assess the genuineness of the applicant to be registered for availing the assistance for setting up of ornamental fish breeding units. This is mainly to assess the ownership of the breeder and infrastructure available with the breeder.

2.1.3

If the applicants satisfied the conditions prescribed in the initial application he/she/they

may be issued advance approval for setting up the unit with a registration number. The registration number shall be starting from 001 prefixing the code to each field office as per the specified code. Eg. The first registration number being issued by RC Vijayawada will start by RC VDA- G1 - 001. The short listed candidates will be called for a training programme. On successful completion of the training programme, advance approval to set up the unit will be given to the beneficiary.

8 2.2 Submission of Final Application for availing assistance.

After receiving the advance approval from MPEDA, the beneficiary is expected to start the construction of the unit. After the construction of few tanks, broodstock may be procured for those species which he is interested to breed and acclimatized to the local conditions so that they will be in a position to engage in the breeding activity by the time of completion of the unit. The beneficiaries are expected to complete the construction within 3 months for Grade I and II and 6 months for Grade III. Construction should be completed within the stipulated period given in the advance approval from MPEDA and in case the work is not completed within the stipulated time, the head of the office, on the request of the beneficiary in writing may allow onetime extension of time limit. Once the construction is completed, entrepreneur may submit the final application form given as Annexure 3.

Verification and scrutiny of the final application: The entrepreneur/ beneficiary have to submit the completely filled final application form in

duplicate along with following documents. 1. Land possession certificate from concerned village officer/revenue department. 2. Documentary proof in support of the payments made for the construction of facilities in the unit as per the eligibility criteria (Refer to Annexure 1). 3. Proof of attending training on ornamental fish breeding availed by MPEDA. 4. Layout of the newly constructed unit preferably with photos.

2.3.2. On receipt of the final application along with the necessary documents, a committee comprising of the following members DD/ RO/RC / AD/ SRO/SRO/SRC (Chairman), PM (OFD) (Convener), and Representative of department of Fisheries (member) will verify and approve the final application form. Committee or the officials deputed by the committee will inspect the project and verify the correctness of the information furnished in the application as well as the facilities available in the unit.

2.3.3. The quantum of eligible assistance will be calculated as per the amount expended by each unit in lieu with the maximum admissible assistance amount permitted for each grade of breeding unit. Only those facilities that are constructed after the advance approval will be considered for financial assistance.

9 2.4 Approval and Release of Financial Assistance:

Final application and the specified documents as recommended by the expert committee will be forwarded to the HO for processing and final sanction. The sanction of the assistance will be intimated to the concerned RO/SRO/RC/SRC by HO and the sanctioned amount (Cheque / Draft drawn in the name of the applicant) will be sent to the concerned RO/SRO. (In case the beneficiary has availed bank loan, the assistance may be disbursed directly to the loan account, if the beneficiary/bank request in writing).

2.4.1. On confirmation of sanction of assistance, the concerned official from RO/SRO/RC/SRC may forward the format of the agreement to be executed as per the format prior to release of the assistance. A stamped receipt also may be obtained and forward to HO along with the bond.

The above guidelines are applicable for all the applications received at RC/SRC and RO/SRO. The Procedure for availing MPEDA assistance is transparent and the interested beneficiaries should contact the RC/SRC or RO/SRO of the concerned state. INTERMEDIARIES ARE NOT ENTERTAINED.

26 II. SCHEME FOR PROVIDING FINANCIAL ASSISTANCE FOR

ESTABLISHMENT OF ORNAMENTAL FISH MARKETING SOCIETY (OFMS) The development of ornamental fish sector requires development of marketing infrastructure for access to the market by the producers. The effective linkage to the export market requires adequate marketing infrastructure. The Ornamental Fish Marketing Society (OFMS) is a marketing society registered as per the guidelines prescribed by MPEDA. The OFMS will purchase the fish from the member breeders and from other sources and market it in the domestic and export markets. II (a) OBJECTIVES OF THE SCHEME 1. To provide and make accessible the infrastructure facilities for marketing of ornamental fish to the breeding units. 2. To promote export market of ornamental fish produced by micro/small-scale breeders. 3. To reduce the intermediaries in production and marketing of the ornamental fish so that maximum benefit is made available to the breeders and clusters of breeding units set up under grade I units. II (b) TERMS AND CONDITIONS FOR ELIGIBILITY 1.The ornamental fish marketing society should be a society of breeding units registered as per the MPEDA guidelines. 2.The facilities of the society should be located within a radius of 30km from an international airport. 3.The capital expenditure for setting up the marketing facility should be certified by a chartered accountant. 4.The advance approval for availing the scheme will be given on production of the following documents along with the prescribed application. Copy of the registered document of the society Proof of availability of finance from any commercial bank. Certificate from the OFMS in the prescribed form regarding adequate supply of good quality water for the project.
