(Construction Department) Detailed Tender Notice No. 49 of 2012-13 Sealed open tenders are invited for and behalf of the President of India from reputed contractors with sufficient experience, financial capability and having proper and requisite resources and for the following works:Name of work Approx Value (Rs) Cost of tender document (Rs) Earnest Money (Rs) Completion period Date of opening.

Construction of Open web through Girder Bridges No. 91.78 Crore 25,000/- 47,39,000/144 (1x45.7m+1x30.5m), 141(1x45.7m), (Cost Sub-structure 140(1x30.5m),138 & 138A(5x30.5m), 137(2x30.5m), with pile foundation : 135 (1x45.7m+1x30.5m) , 130(1x30.5m), 42 (6x45.7m) Rs.62.39 crore) and 10 (1x45.7m) with RCC bored cast in situ piles, retaining wall & protective works including Earthwork in Cost of Super filling in embankment, blanketing & turfing on its structure of open web approaches & other ancillary works in between /truss steel girders : Ahmedpur and katwa in connection with Gauge Rs.29.39 crore) conversion work of Ahmedpur-Katwa NG section.

Detailed scope of work is available in the tender documents. Eligibility criteria for participation in tender are indicated below. Tenderers should go through this eligibility criteria before purchasing the tender documents. 3.1 (a) Technical eligibility Criteria :Tenderer should have completed at least one work of similar nature, for a minimum value of 35% of advertised tender value of work in the last three financial years (i.e. current year and three previous financial years). Similar nature means Construction of major open web/truss steel girder bridge on pile or well foundation across a river/canal including supply and fabrication of steel and erection and launching of girders. Tenderers have to produce supportive documents/certificates from the organization for whom they have worked along with the tender offer. If part work(s) has/have been commissioned and is/are under use, the amount with respect to that/those portions of commissioned works can be considered as qualifying amount against the above certificate. Certificates from Private individual/Private Limited Company / Public Limited Company (Private Sector) for whom such work are executed shall not be accepted. Certificates from Govt. /Semi Govt. /PSU/Govt. autonomous bodies/ Public Limited Company (Govt.Sector) will only be accepted. In the case of composite works involving combination of different works, even separate completed works of required value should be considered while evaluating the eligibility criteria. For example, in a tender for bridge work where similar nature of work has been defined as bridge work with pile foundation and PSC superstructure, a tenderer, who has completed one bridge work with pile foundation of value at least equal to 35% of the tender value and also has completed one bridge work with PSC superstructure of value at least equal to 35% of the tender value, should be considered as having fulfilled the eligibility criterion of having completed single similar nature of work. Technical Eligibility Criteria of the JV Firm Technical eligibility of the JV Firm shall be adjudged based on satisfactory fulfillment of the following criteria : i) Either the JV Firm or Lead Member of the JV Firm must have satisfactorily completed in the last three previous financial years and the current financial year upto the date of opening of the tender, one similar single work for a minimum of 35% of advertised value of the tender. OR ii) In case of composite works (e.g. in the case of major bridges-substructure, superstructure etc.) for each component , at least 35% of the value of any such components individually for single similar nature of work should have been satisfactorily completed by the JV Firm or by any member of the JV Firm in the previous three financial years and the current financial year upto the date of opening of tender. The member satisfying technical eligibility criteria for the largest component of the work shall be the Lead member and that member shall have a majority (at least 51%) share of interest in the JV Firm. Note : In the instant tendered work, the approximate cost of the superstructure work is Rs.29.39.crore and approximate cost of the sub structure work is Rs.62.39 crore )

However, as long as the JV Firm or any member of the JV Firm meets with the requirements, in one or more components of the work and has completed a minimum of 35% of the advertised value of tender for the same value of the component and resultantly , all the members of the JV collectively, then meet the prescribed technical eligibility criteria , the JV shall stand technically qualified. Note : Value of a completed work done by a Member of an earlier JV Firm shall be reckoned only to the extent of the concerned members share in that JV Firm for the purpose of satisfying his /her compliance to the above mentioned technical eligibility criteria in the tender under consideration. (b)

Financial Eligibility Criteria :


Total contract amount received by the tenderer during last 3 financial years and in the current financial year should be a minimum of 150% of advertised tender value. Tenderer has to produce attested certificate from the employer/client, audited Balance sheet duly certified by the Chartered Accountant etc along with the tender offer. Financial Eligibility Criteria of the JV Firm The contractual payments received by the JV Firm or the arithmetic sum of the contractual payments received by all the members of the JV Firm in the previous three financial years and the current financial year upto the date of opening of tender shall be at least 150% of the estimated value of the work as mentioned in the tender. Note : Contractual payment received by a Member in an earlier JV Firm shall be reckoned only to the extent of the concerned members share in that JV Firm for the purpose of satisfying compliance of the above mentioned financial eligibility criteria in tender under consideration.

3.2 The 3 years period mentioned in paras 3.1(a) & (b) shall be reckoned from the date of opening of tender in question as originally advertised in the Newspaper. The extended date of opening, if any, shall not be taken into account for the purpose of counting the above period of 3 years. 4. Tender Documents (non-transferable) embodying terms and conditions can be obtained from the office of the undersigned on and from 15 days prior to the date opening between 11.00 hrs. up to a working day earlier to the date of opening. For purchasing tender Document, the cost of the Tender Document as mentioned above should be deposited with the Sr.Divisional Cashier/Con, E. Rly., 3, Koilaghat Street, Kolkata-700 001 between 11.00 Hrs. and 14.00 Hrs. and receipt obtained which should be deposited to the undersigned towards the set of Tender Documents. 5. The tender notice/documents will also be available on Website www.tendertimes.com This facility is available during the above-mentioned period and the same can be downloaded and used as tender documents for submitting the offer. This facility is available free of cost. However, the Demand Draft (Which should be drawn in f/o FA & CAO/Con/E.Rly/Kolkata) towards the cost of tender document as prescribed above will have to be enclosed along with the tender document while submitting the same. In case the offer is not accompanied with the valid demand draft for the cost of the tender document as detailed above, the tender will be summarily rejected. In case the Tenderer wishes to obtain tender document by Regd Post, the cost of the tender document mentioned above plus a sum of Rs.500/-(Rupees Five hundred) only should be sent by money order to the Divisional Cashier/Con/Eastern Railway, 3,Koilaghat Street,Kolkata-700 001. After receipt of the remittance, the undersigned shall send the tender documents by post to the Tenderer. The Railway takes no responsibility for delay, loss, damage or non-receipt of tender documents sent by post . 6. The Tenderers are advised to visit the site of work and acquaint themselves with the conditions and expected quantum of work in their own interest before submitting their offer. For this, the tenderer should contact Dy. CE/Con/III/HWH at their office at Howrah. 7. The tender must be accompanied with the prescribed amount of Earnest Money as mentioned above in acceptable form as mentioned in the tender documents. Adjustment of Earnest Money submitted with earlier tender or accepted tender shall not be done and tender received without prescribed Earnest Money will be liable to be summarily rejected. 8. Tenders complete in all respects and with all documents as stated above should be deposited in the tender box kept in the office of the Chief Administrative Officer/Con /Eastern Railway, 4th floor 14 Strand Road Kolkata 700001. 9. The tender will be received in the office of the undersigned upto 12.00 Hrs. on the date of opening indicated above and opened on the same day at 12.30 Hrs. in presence of the tenderers or their authorized representative, who wish to remain present. Tenders duly sealed in the prescribed manner as above can also be sent through registered post so as to reach in this office not later than 12:00 hrs on the aforesaid date. 10. In case the date of opening mentioned above is declared holiday/Strike/Bandh, on any account, the opening of tender will be done in accordance to the conditions laid in the tender document. 11. If the tenderer/s deliberately gives wrong information / whose credentials / documents in his /their tenders and thereby create (s) circumstances for acceptance of his / their tender . Railway reserves the right to reject such tender at any stage, besides, shall suspend the Business for one year. 12. Construction workers cess @ 1% of the cost of construction work will be deducted from the bill of the contractor. Cost of materials supplied under separate item shall be outside the purview of the cess. 13. Payment will be remitted through NEFT. The Tenderer is required to declare Bank details and A/C No. etc. in the Tender Form. 14. Joints venture firms are not permitted to participate, if tender value is Rs 25 Crores or less. 15. Railway reserves its right to either cancel the tender or reject any or all the tenders without assigning any reason thereof.
