PREFACE
This handbook was prepared by Standards Australia in consultation with the Nation Office for the Information Economy (NOIE) (now the Department of Communications, Information Technology and the Arts), project subcontractors Red Wahoo, and an industry based advisory panel. It is an historical record of the outputs of two projects conducted by the project team which developed a national e-business framework, registry and toolkit concepts, collectively known as BizDex. A working group managed by Standards Australia, consisting of representatives from the vendor, service provider, government agencies, standards and end-user communities provided strategic direction and oversight for the projects.

These concepts were further demonstrated in a further project in which a large buyer in the wheat industry automated the grain ticket business process between its enterprise management software application (SAP) and an office management software application (Quicken) used by many of the 40,000 small businesses it trades with. It successfully demonstrated how the BizDex infrastructure could be used to connect a trading community. EXECUTIVE SUMMARY
The registry project is part of a group of projects that are designed to promote open standards based B2B interoperability in Australia. A registry service as at the heart of a scaleable B2B interoperability framework. The registry will contain industry reference schema, trading partner profiles, and tools such as standard transformations. A typical example of the role of the registry in an e-business transaction is shown in Figure 1. In essence, standards bodies publish standard e-business schema to a registry. Organizations then download the schema and build compliant systems. An organization then publishes its profile (both business and technical information) to the registry. A trading partner discovers the profile, negotiates a trading agreement and then performs the actual business transactions (an invoice and remittance advice in the example below).

FIGURE 1 OVERALL ARCHITECTURE This document defines the business requirements for a registry service. It provides some background information and places the registry in the context of a national B2B framework. The document then looks at typical registry use cases and, from there, defines the detailed business requirements. The requirements are grouped into information, architecture, interface, security, operations and commercial categories. This document is technology neutral and describes generic requirements for a registry service. The requirements are compared against the current (v2.0) and future (v3.0) technical specifications for the two leading registry technologies (UDDI and ebXML). For the purposes of the proof of concept, this project will deploy the ebXML-rr open source registry software. This document also serves to define the configuration and governance requirements for the ebXML-rr registry pilot.

1.1 PROJECT SCOPE
I NT R O D U C T I O N
The registry project is divided into two phases. The implementation phase will build registry infrastructure, develop registry governance processes, and populate the registry with sample data. This phase includes a proof of concept intended to demonstrate the value of the registry service. The operations phase will support 6 months of pilot registry operations. The implementation phase is funded by NOIE. If the pilot registry demonstrates sufficient value, it is expected the industry and government consortia will fund the pilot operations phase and the deployment of a full scale production registry service.

The reader should also be familiar with the background and scope of the toolkit and registry projects. 1.2.4 Document context This document is one of a group of documents which comprise the toolkit and registry project scope. This document is the first of three documents in the registry stream.
