Wayne Avenue Purple Line Operations


Purple Line enters Wayne Avenue at Fenton Street, just
east of station at Silver Spring Library
Light rail vehicles share center lanes with traffic
Left turn lanes added at Cedar Street (eastbound),
Manchester Road (westbound), and Dale Drive
Off-peak parking permitted in outside lanes like today

Wayne Avenue Purple Line Operations


East of Sligo Creek, Purple Line enters short tunnel
between Wayne Manchester Towers and Kenwood
House
Stations located at Dale Drive in front of SSIMS and at
Manchester Place tunnel portal
Traffic signal added at tunnel portal near Manchester
Road
Montgomery Countys Green Trail will be built along
north side of Wayne Avenue at the same time as the
Purple Line

Wayne Avenue Design Refinements


Already Implemented
Coordinated with Montgomery County Public Schools
on redesign of school access, parking and drop-off
areas with emphasis on student safety

No reduction in parking spaces


Drop off zone in front of school entrance
Design guides pedestrians to intersection
Railing along walkway to platform
Marked crosswalks
Students will have direct access to school building

Many options were evaluated throughout Planning and
Preliminary Engineering
Two through lanes in each direction are required to
accommodate the peak period traffic demand
Left turn lanes with separate signal phases are included to
improve traffic operations and safely accommodate left turn
movements across the tracks
Pedestrian signal phases provide the time required for all users to
cross safely
Prohibiting westbound left turns results in:
An increase in traffic on other neighborhood streets, primarily
Mansfield Road, and
Does not necessarily eliminate left turns. The resultant illegal left
turn movements are unprotected and unsafe for all users.

Design Changes & Commitments


Reduction of speed limit along Wayne Avenue to 25 mph between
Georgia Avenue and Flower Avenue
All crosswalks at signalized intersections will have pedestrian walk
signals
Road ownership transfers from County to SHA for improved operations
and control
Bonifant Street
Wayne Avenue
Arliss Street

County will remain involved in issues regarding design and operation of the
roads, on-street parking regulations, pedestrian crossings and intersection
operations
PLTP to assume maintenance responsibility once construction is completed

Project Delivery
Benefits of the P3

A P3 provides a strong incentive for the Concessionaire to


build a quality project, since they will be operating and
maintaining it for many years based on performance
standards, not detailed in specifications
Allows the Concessionaire to manage costs and innovate to
mitigate risks and earn return on investment
Handback standards protect long-term public interest
The Concessionaire is also incentivized to find innovations
and creative solutions, to complete the project on schedule,
and to meet the operational requirements of the contract

1500Vdc catenary system eliminates 4 TPSSs in Montgomery
County
Throughout construction a certified arborist will monitor and
approve tree protection activities and make reasonable
efforts to leave priority retention areas undisturbed
Enhanced pedestrian safety measures on Wayne Avenue
Visual and audible active warning devices at the non-signalized
crosswalk Wayne and Springvale Road

Emphasis on minimizing construction and operating noise

transit system that satisfies our client and Purple
Line riders.
It is our policy to be a good neighbor and we are
here to understand the communitys specific issues
and mitigate them as best as possible.

you as we complete design and build the Purple
Line.

Mitigating Impacts During Construction


Access to all businesses and residences will be maintained.
The Purple Line Team will develop a Construction Access
and Mobility Plan depicting all haul routes and access
points.
Designated parking areas for construction workers will be
provided.
Deliveries and hauling to and from the project area will be
confined to the project right of way and will be on
designated haul routes along the project alignment.
Dust control including, watering, mulching, vegetative cover,
barriers and wheel wash stations

Reducing Noise During Construction


Low audible equipment back-up alarms
Noise-attenuated earthmoving and stationary
equipment
Use local power grid when possible to reduce the
use of temporary generators
