The Fort Myers Police Department and I are committed to three things that we think are critical to improving our community and policing efforts in Harlem Lake and other ‘stressed communities. 1. Building better relationships between law enforcement and the community. We must particularly build relationships with communities that may not have had traditionally good access to the law enforcement organizations. 2. Organizing our resources to achieve maximum impact. We do that by focusing on chronic offenders and repeat calls for service locations. 3. Developing and mentoring our community people along with law enforcement and other social agencies. We thereby maximize our most important resource, our people. These commitments will be expanded to encompass initiatives that move us forward in developing our vision. What's new in my plan compared to others is my format; we continue to expand on our plan and our focus on initiatives that are more strategic. 1 see this plan as an evolving document each year. When we report to the community, you will see it change — new initiatives will develop out of our discussions in the communities we serve. New opportunities to implement successful strategies will give us insight on what works. What will continue to remain the same is our commitment to the mission and values of the Fort Myers Police Department. We will deliver to you the qualities I hold most dear: Fairness, Honesty, Transparency, and Compassion. These values are part of every decision we will make. What is Community and Policing A Teaching Guideline Community and Policing is perhaps the most misunderstood and frequently abused term in police and community management. In the past years, it has become fashionable for police agencies to initiate community and policing, often times with little notion of what that phrase means. Indeed, all manner of organizational tinkering has been labeled community and policing. But contrary to popular belief, community and policing is not a program. Instead, community and policing is a value system which permeates a police department and a community in which the primary goal is working cooperatively with individual citizens, groups of citizens, both public and private organizations to identify and resolve issues which potentially effect the livability of specific neighborhoods, areas, or the City as a whole. ‘Community-based police departments recognize the fact that the police cannot effectively deal with such issues alone, and must partner with others who share a mutual responsibility for resolving problems. Community and policing stresses prevention, early identification, and timely intervention to deal with issues before they become unwieldy problems. Individual officers tend to function as general purpose practitioners who bring together both government and private resources to achieve results. Officers are encouraged to spend considerable time and effort in developing and maintaining personal relationships with citizens, businesses, schools, churches, and other community organizations. Emphasis on Quality 11.Recognition and Professional Development 12.What Community and Policing is Not PONTAMaAwWNHE Community and Policing Strategic Plan — 2016 Mission, Vision, Values and Goals: MISSION: The mission of the Fort Myers Police Department is to reduce crime and the fear of crime by working with all citizens to preserve life, maintain human rights, protect property and promote individual responsibility and community commitment. VISION: The vision stated is a reflection of an ideal for the community and the Fort Myers Police Department to strive for: Community and Police recognizes a shared responsibility and connection between the police and the community in making the City of Fort Myers a safer, more livable city. Community and policing encourages a problem solving partnership between citizens and police. This partnership jointly identifies community safety issues, determines resources, and applies innovative strategies designed to create and sustain healthy, vital neighborhoods. VALUES: — The values of the Fort Myers Police Department are commitments to the community and reflect the mission statement: Integrity - Compassion - Accountability — Respect — Excellence — Service. Continuously improve word processes. Community and Policing Strategic Plan — 2016 City of Fort Myers Initiatives 1. Public Safety and Emergency Preparedness: preparing residents for disasters, enhancing livability, and improving police performance. 2. Children’s Bill of Rights: educating citizens about the needs and availability of services for children and how best to fill voids. Fort Myers Police Department Initiatives The Fort Myers Police Department must focus on the following strategic initiatives that shapes the department functions. 1. Enhance community and policing efforts to build healthy productive relationships with all Fort Myers communities, particularly with those communities that are underserved. N . Improve accountability systems by developing customer service standards for officers and establishing regular performance evaluations to provide feedback, mentorship, and identify career development opportunities. 3. Recruitment and hiring priorities to keep up with the retirement “bubble” that occurs every 25 years and to increase diversity. 4. Research new technology to enhance the police department's communication tools to reach residents and other first responders. 5. Collaborate with regional and other agency partners to identify resources and opportunities to improve efficiency in recruitment, hiring, and training employees and other operational areas, 6. Design organizational systems and structures that support efficiency and response. Plan Elements. The Community and Policing Strategic Plan is designed to incorporate elements of the Department's annual work plan and tie more concretely to the annual budget process. Al of these reports should acknowledge and cross reference one another. The results will help the Police Department move forward and keep the communities informed on our achievements and challenges. Identifying initiatives, developing innovative strategies and recounting achievements are key elements in providing a successful plan to officers and the community. The structure of this plan is intended to ensure that the Community and Policing Strategic Pian is simple to implement, easy to update and able to flex with reality of day-to-day police work in the City of Fort Myers. Administrative Services Initiatives and Strategies > Implement new technology efficiencies, 1. Dispatch upgrades. 2. Telephone services upgrade - emergency and non-emergency. p Improve Regional Training Center. 1. Develop a comprehensive training center planning process. C. Improve recruiting and hiring efforts. 1. Evaluate, analyze, and re-develop hiring practices to increase diversity and equality of recruits. 2. Continue to build partnerships with criminal justice programs at local colleges. 3. Develop and implement mentorship programs for new applicants. Investigative Initiatives and Strategies A. Improve internal and external communications. 1. Provide case numbers to community members for easier access to reports to help track their case. 2. Develop other methods of communication to improve the flow of information from detectives to community victims. 3. Use community surveys as a method to prioritize person and property crimes to help reduce crime rates. 2 Create internal systems to provide officers feedback career development opportunities. 1, Create enhanced in-service training on investigative procedures for sergeants and detectives. C. Increase new technology for Detectives/Investigations. 1. Implement case management system throughout the department. Operations Initiatives and Strategies A. Build relationships with youth and the community. 1. Officers will identify youth programs/schools within community boundaries and use self-initiated time to interact with youth and support ongoing activities, 2. Host and organize community events. B. Engage officers in problem solving efforts. 1. Using the crime analyst office for chronic problem locations using the criteria such as calls for service, and neighborhood complaints. 2. Officers will use criteria to select one location for a problem solving project. C. Develop and encourage personnel. 1. Semi-annual performance feedback to members regarding productivity, problem solving efforts, relationships building, training needs and use of force. D. Select chronic locations and offenders. 1. Neighborhood Response Team and Neighborhood Liaison Officers will use crime analysis data on street crimes to focus on top locations and individuals. .. Develop a specific crime reduction strategies around hot spots. 3. Expand Service Coordination Team project (chronic drug and drug related person and property crime offenders. The department value of accountability is reflected in the display of officers performance measurements tied to strategic plan goals. These performance measures allows the department to gage what worked and where enhancements need to be made. Performance measurements can come primarily from the following sources. 1. Reported crime and response data. 2. Accitizen survey conducted by Fort Myers Police Department that measures citizen perceptions of crime, victimization, and satisfaction with police services. Community Involvement Anticipating what changes may be crucial in the future is challenging. The Fort Myers Police Department shall be committed to engaging employees and community partners in continuing discussions on the department's organization mission, values and goals. A. Activities or programs that substantially contribute to reducing crime and the fear of crime included: Community and Policing (i.e., person-to-person contact, involvement with the community, partnerships) and police presence/visibility. B. Activities or programs that substantially contribute to improving the quality of life in neighborhoods included: Neighborhood watch, crime prevention, Neighborhood Response Teams, efforts around youth and youth activities, and Police Activities League (PAL). Communications with neighbors by officers having direct contact with individuals, neighborhood association meetings, neighborhood block parties, public safety action committees, meetings with political representatives, police commanders, foot patrol, and community groups that work with police. C. Strategies that are important that we must work on to enhance are: More patrols, police and community interaction and problem solving, youth programs or activities, officer diversity training, increased public education about police practices, graffiti abatement, and Neighborhood Response teams. In conclusion of the Community and Police Strategic Plan, it is important to remember our vision. Visions are important because they call us beyond ourselves; they call for the best in each of us. Now we must work together to create a new agenda, a new hope, a new challenge, and a new vision. Imagine a society where gun violence is almost never heard of any kind, no domestic or family violence. Imagine a people who love life, respect human beings, and appreciate the value of interaction. Imagine a society where politicians do not make promises they cannot keep, and governors and presidents don’t promise never to raise our taxes. Imagine a world where television teaches cooperation and conflict resolutions, not confrontation. Imagine a world where lawyers, State Attorney's, District Attorney's, public defenders, judges, preachers, teachers, and law enforcement can sit side-by-side to assist a community in trouble. It can happen if we continue to focus on the vision, Now let us do something to move the vision forward. ~ Community Crime Perception Survey .
