    T: Top Level , M: Middle Level , L: Low Level
    Only top level employees report to Hanif Bhai divided into functionalities.
    Each has a dedicated assistant assigned to them. The lower level employees
    are handlers who have allotted to them.

    Reasons :
    Tendencies towards anarchy: The Terror Cell head, Rasid Patel may not have
    communicated or discussed his plans with the head of Intelligence department and viceversa. There was a communication gap and trust deficit among the different heads.
    It could be a case of desiring to be the favorite of Hanif Bhai and hence a complete lack
    of coordination among the heads.
    It could also be an attempt to discredit Aslam Bhai who has quickly climbed up the
    ladders of success despite being an outsider.
    Just bad luck coincidence that Indian Coast Guard arrived at the right place at the right

    time.
