ANALYSTS NOTE: House Bill 597 will allow individuals under the age of twenty one to be in
establishments that are breweries.

Point No. 3: Does it give government any new, additional, or expanded power to prohibit, restrict, or
regulate activities in the free market? Conversely, does it eliminate or reduce government intervention in
the market?

ANALYSIS: House Bill 597 will reduce the governments ability to keep potential customers out of
breweries. Under current law, individuals are allowed in wineries but not in breweries. It is
conceivable that prior to this bill, individuals were deciding not to go to places with breweries
because they had company or family with them that were not twenty one. Additionally, most
breweries are also restaurants. This bill will not make it easier for underage individuals to get
alcohol as the laws regulating alcohol will not change. (+1)
