than10Hzatanygiventime.
GrantofthisExperimentalLicensewillnotadverselyimpactanyauthorized
userofRFspectrumforthereasonsstatedbelow.
Operationsinthe2.5GHzband:Googlescontinuedoperationswillnot
causeharmfulinterferencetootherusersofthe2.5GHzband.Thereareno
licensedusersofthe2.5GHzfrequenciesrequestedwithintheproposedtestarea.
Googlewillcontinuetolimititstransmitpowerandantennapatternssuchthatthe
receivedpoweroutsideoftheproposedradiusofoperationswillbelessthan
-107dBm/5.5MHz.2GooglesapproachcomportswiththeFCCsco-channel
interferenceprotectionstandardsforthisband,whichaccordprotectiontolicensees
thatexperienceundesiredsignallevelsinexcessof107dBm/5.5MHzattheir

[REDACTED].
AsnotedinExhibitB,a25kilometerradiusofoperationsforequipmentoperatinginboththe2568-2590
MHzand2620-2640MHzbandswillcontinuetobeused.

Googleexpectstomeetthisrequirementregardlessof[REDACTED],andwill
continuetobaseitscalculationsonthefollowingconsiderations:

theheightofthetransmitter,
theconductedpower,
themaximumantennagainattheanglethatwouldemitsignals
beyondtheaboveradius,and
thefreespacepathlossoverthisdistance.

Operationsinthe5.8GHzband:Googlescontinued5.8GHztestswillnot
causeharmfulinterferencetoanyotherauthorizeduserofspectruminthe5.8GHz
band.TheconductedpowerofGooglescontinuedoperationisjustone-tenthofthe
1Wattlimitallowedforunlicenseddevicesinthisband.4Althoughthecontinued
operationexceedsthefieldstrengthlimitationssetforthin47C.F.R.15.249,the
transmissionwillcontinuetocomplywiththepowerspectraldensityrequirements
setforthin47C.F.R.15.407(a)(3).Thefollowingattributesofthetestingwill
furthermitigateanypotentialinterferenceconcerns:
(1)Thetransmitterswillcontinuetobeplaced[REDACTED].Theother
principaloperationsinthisbandarePart15unlicenseddevices,Part18ISMdevices,
andamateurradiooperators.5[REDACTED].[REDACTED],theclosestpossible
operationswouldbeatleast900metersaway.OnceGooglessignaltravels900
meters,thesignalintheline-of-sight(LOS)pathwillhaveattenuatedby106.8dB,
assumingfree-spacepropagation.Thesignalpowerreceivedbyanomnidirectional
antennaplacedat900metersfromthetransmitter,ifthereceiveriscenteredwith
thecorrectpolarizationinthebeamoftheLOSlinkandtherearenointervening
obstructions,wouldbeatmost-54.8dBm.Thissignalpoweriswellbelowthesignal
strengthsfromtypicalWi-Fitransmittersinthe5.8GHzbandandisnotexpectedto
causeharmfulinterference.Bycomparison,interferencefromcommercialWi-Fi
equipmentcanbeasmuchas-10dBminanurbanenvironment.Forreceiversnotin
theLOSpath,orlocatedonthegroundandobscuredbybuildingsorfoliage,the
strengthofGooglessignalswillbesignificantlylessthanthestrengthpredictedby
theidealfreespacecalculationsetforthabove.
(2)Googlewillcontinuetoemployhighlydirectional,narrowbandwidth
transmissions.Thefullbeamwidthofeachantennaisonly6.2degrees.Otherusers
ofthe5.8GHzbandareunlikelytobetransmittingdirectlyinthebeamwidth,andas
aresult,theircommunicationsareunlikelytobeaffected.

Operationsinthemillimeterwavebands:Finally,Googlescontinued
millimeterwaveoperationswillnotimpactotherusersofthosebands.
Commercialmillimeterwavebandusers:Aninterferencestudytoassessthe
riskofharmfulinterferenceassociatedwithGooglesproposedtestoperationsinthe
71-76GHzand81-86GHzbandsisattachedasExhibitCto0829-EX-ST-2015(Call
SignWI9XZE).6UsingconservativeassumptionsregardingGooglesoperation,the
studyconsidersallregisteredterrestrialE-bandlinkswithinadistanceof600
kilometersfromthetestlocations.7
Analysisofpotentialinterferencefrom[REDACTED]transmissionswasdone
inthreesteps.First,theoperationsoftheGoogle[REDACTED]transmitterineach
testareawerescreenedusingthe1dBthresholddegradationinterferenceobjective
setforthin47C.F.R.101.105(a)(5)(i)andworst-caseassumptions(e.g.,clear
conditions,nofrequencyoffset).8Receiverswheretheworst-casepredicted
interferencelevelwasbelowthisobjectivewereconsiderednon-interfering.9
Forthecaseswithhigherpredictedworst-caseinterferencelevels,frequency
offsetthelackofanyoverlapbetweenthedesiredchannelandGoogles
[REDACTED]channel(2.0GHzbandwidthat73.0GHz)wasthenconsideredto
determinewhethersuchoffsetresolvedthepotentialforharmfulinterference.10
Consideringfrequencyoffsetresolvedanumberofcases.11
Finally,intheremainingcases,theminimumcarrier/interferenceobjectiveset
forthin47C.F.R.101.105(a)(5)(i)wasusedtoassesspotentialinterference.12In
thesecases,theazimuthoftheinterferencepathwascomparedtothereceiver
antennaalignmentazimuth.13Asmall(orzero)azimuthseparationanglevalidated
theunderlyingassumptionofcorrelatedrainfadingforthesecases.14Eachofthese
remainingcasessatisfiestheminimumC/Iobjectivebyasignificantmargin.15
Assessingpotentialinterferencefor[REDACTED]transmitterswasdonein
twosteps.16First,theanalysisoftheGoogle[REDACTED]transmittersconsidered
whethertheGoogletransmittersmeetthe1dBthresholddegradationinterference
objectivesusingfreespacepathloss.17Incaseswherethenon-interference
objectivewasnotmetintheseinitialcalculations,terrainblockageand

America,NewMexico,ismorethan39milesfromtheMexicanborder.Becausethe
FCCsPart101rulesonlyrequirecoordinationforstationswithin35milesofthe
border,nocoordinationisneededfortheSpaceportAmericasite.19Moreover,
operationsinthesouthernmostpartoftheSpaceportAmericatestingareawill
continuetousedirectionalantennaspointingnorthward(i.e.,awayfromtheMexican
border),furtherreducinganypotentialforharmfulinterference.
Finally,asnoted,Googlehasalreadybeenconductingsimilartestsinthis
areaunderagrantofSpecialTemporaryAuthority,andnodisruptionshavebeen

fromtypicalWi-Fitransmittersinthe5.8GHzbandandisnotexpectedtocauseharmful
interference.Bycomparison,interferencefromcommercialWi-Fiequipmentcanbeasmuchas
-10dBminanurbanenvironment.ForreceiversnotintheLOSpath,orlocatedontheground
andobscuredbybuildingsorfoliage,thestrengthofGooglessignalswillbesignificantlyless
thanthestrengthpredictedbytheidealfreespacecalculationsetforthabove.
