Senior Officer Business Analyst

Role:
Senior Officer Business Analyst
Reports to: Senior Manager Enterprise Architecture and Standards
Role Definition:
The Senior Officer Business Analyst is responsible for the design, modelling and
documentation of enterprise business processes in consultation with stakeholders.
The officer is expected to graphically represent how business is done (as-is) and
how business is to be done (to-be) across the business units or between UNRA
and other government agencies.
Key Results Areas
1. Undertake systems and manual process analysis, process design and
modelling
2. Monitor, analyse and review business processes to identify process
gaps and to enable development of improvement strategies
3. Develop supporting material and provide input on training for
operational processes
4. Develop relationships with subject matter experts within the business

Required Education Qualifications:
1. A Honours Bachelors in a civil engineering field, Information Technology,
Business Management or any other relevant courses from a recognized

Senior Officer Change Management

Role:

Senior Manager Change Management

Role Definition:
The Senior Officer Change Management will support the change management
processes by designing forms and assessment tools, products, artifacts and
methodologies that will deliver on change goals and initiatives.
The role will focus on studying the environment underpinning change and
defining products required to move change initiatives from concepts to reality.
The role will oversee the effective communication of change products.
Key Result Areas:

1. Design and develop tools ,methodologies, artefacts and change management


processes /procedures to support and anchor the effective management of
organisational change ;
2. Design ,develop and support the usage of tools required to effectively
conduct change readiness assessment activities, collate and interpret data
gathered into usable formats;
3. Carry out cost benefit analysis to justify business cases for all change
initiatives ; analyse and align change management initiatives to UNRAs
strategic objectives and mandate;
4. Solicit user needs and improvements from people and organisational

Corporate Branding Officer

Role:

Corporate Branding Officer

Reports to:

Senior Officer Corporate Branding and Client care

Role Definition:
The officer corporate branding will be responsible for implementing brand
concepts, enforcing brand standards and implementing campaigns that increase
the awareness of staff about UNRAs brand. H/She will also be responsible for
complying with and implementing the client care standards in all UNRA offices.
Key Result Areas
1. Monitoring market trends and participating in developing brand
concepts that enhance the UNRA brand in line with the branding
guidelines;
2. Carry out research on similar organizations in the region and monitor
best practices and trends that can improve UNRA operations and
identity.

3. Generate new ideas for new posters, bill boards, signage, designs for
uniforms, including shape, size, colors, fonts and imagery that enhances
UNRAs brand visibility
4. Overseeing the production of TV adverts, newspaper and magazine
advertisements, direct mail packs, email campaigns, websites, exhibition
stands, road shows and liaising with art designers, copywriters, media
buyers and printers ensure compliance with brand objectives.
5. Coordinating the sign off of marketing literature and campaigns, liaising
with legal and compliance personnel, ensuring the designs and messages
meet UNRAs brand and regulatory guidelines;
6. Writing and presenting reports to clients and senior management
Organizing events, photo shoots and launch parties for completed road
projects and other events;
7. Meeting with various departments and disseminating brand concepts
while monitoring compliance to brand standards.

Media Relations Officer

Role:

Officer Media Relations

Reports to: Senior Officer Media Relations


Role Definition:
The Officer Media Relations will be responsible for implementing media and
communication strategies to enhance the reputation of UNRA. S/He will compile
information from the respective directorates, and formulate stories, articles, on
different aspects of UNRA to be disseminated to the public. H/She will develop
information gathering tools to get feedback from the public and coordinate
different media related activities from time to time.
Key Result Areas
1) Maintaining an events calendar, booking press events, and compiling
information on UNRA for display on screens throughout the Institution,
and on the web for staff and public access;
2) Produce background briefings and prepare spokespeople for
Interviews, and co-ordinate media interviews and filming requests;
3) Identify and exploit PR opportunities to maximise UNRAs
work, from news to feature items, to relevant targeted sector specific media
issues;
4) Respond to crisis communications to mitigate negative coverage and
effectively responded to, including production of holding and position
statements prior to any media events and interests;
5) Coordinating major projects and campaigns, film crews and production
units and monitoring press coverage and distributing information to staff.
6) Maintaining a media database with key media contacts and measuring and
evaluating all PR activities.

7) Carry out research internally on topical issues, including background


research, interviews, UNRA News, communicate findings and make
position statements to relevant departments in line with the
communications guidelines;
8) Maintain and keep UNRAs photo library up-to-date, in conjunction with
UNRAs events manager in line with PR guidelines.

Client Care Officer

Role: Client Care Officer

Reports to: Senior Officer Corporate Branding and Client care


Role Definition:
The client care officer will be responsible for implementing brand concepts,
developing and implementing client care campaigns that increase the awareness of
staff about UNRAs service standards. H/She will also responsible for
implementing the client care standards in all UNRA offices in order to ensure
that an excellent standard of service and a high level of client satisfaction is
maintained.

Key Result Areas


1) Receives, processes and verifies the client complaints on different media
portals and, initiates required action for response to client requests to issues
raised in an informed manner in line with the communications guidelines.
2) Provides quality service to both internal and external customers by
receiving inquiries from and/or contacts the organizations branch/regional
offices to resolve a variety of client related issues;
3) Accesses the companys internal systems to obtain and extract relevant
information and provides client care units with the data for monitoring
their activities and for inclusion in various scheduled and special reports;
4) Prepares client based service summary reports co-ordinates the handling of
difficult and/or unusual situations and participates in the organization of
UNRA events in line with the client care guidelines;
5) Manage client care centers, develop and recommend changes to existing
methods and systems of work to increase the accuracy, efficiency and
responsiveness of the client care section as a whole;
6) Disseminate client care standards across all UNRA offices and stations and
monitor compliance to set standards;

Role Definition:
The Corporate Strategy Officers role is to coordinate implementation of
sustainable and approved UNRA strategies across all directorates, carry out
research and business intelligence, monitor long-term trends driving crossfunctional initiatives, and generating reports in line with the UNRA strategic plan
and objectives.
Key Result Areas
1. Coordinate the Strategic planning content development in the respective
directorates of the Authority in line with the strategic Planning process
guidelines and framework;

2. Monitoring the deployment and execution of the strategic plan in the


respective directorates and generating relevant reports;
3. Coordination of cross business unit initiatives in the directorates;
4. Identification and execution of cost improvement opportunities across
directorates;
5. Review and evaluate the implementation of the quality management

6. Coordinate the quarterly and bi-annual reports generation from

Ministerial Policy Statement Reviews;

Role: Monitoring and Evaluation Officer


Reports to: Head Corporate Strategy Management
Role Definition:
The Monitoring and Evaluation Officer will be responsible for the monitoring and
ensuring of high quality and timely in puts into the implementation of the
strategic plan, monitoring and tracking achievement of its intended outputs in a
cost effective and timely manner and generate required reports in line with the
UNRA Strategic plan and guidelines. The Monitoring and Evaluation Officer will
work in close collaboration with the Directorates and project teams.
Key Result Areas
1. Develop and strengthen monitoring, inspection and evaluation
procedures in line with the M&E guidelines;
2. Monitor all project activities, expenditures and progress towards
achieving the project output;
3. Develop monitoring and impact indicators for various projects, work
programs undertaken and monitor and evaluate overall progress on
achievement of set results;
4. Provide feedback to the Directors/ Project Managers on project strategies
and activities and possible areas of improvement for the efficiency and
effectiveness of the projects by identifying bottlenecks in completing

Manager Compliance

Role: Manager Compliance


Reports to: Head Investigations and Compliance
Role Definition:
The position ensures that the management and employees are in compliance with
the rules, regulations, policies and procedures, and that behavior in the authority
meets its laid down Standards/Code of Conduct. He or she will plan, direct,
review, and coordinate activities of the authority to ensure compliance with
ethical or regulatory standards. He/she shall be answerable to the Head
Investigations and Compliance.
Duties and Responsibilities of the Manager
1. Develops initiates, maintains, and revises policies and procedures for the
general operation of the Compliance Program and its related activities to
prevent illegal, unethical, or improper conduct. Managers day-to-day
operation of the Program.
2. Develops and periodically reviews and updates a staff code of conduct in
line with HRMM to ensure continuing relevance in providing guidance to
management and employees.
3. Establishes and provides directions to the compliance unit and supervises
officers or personnel under the Unit, develops them and evaluates their
performance taking appropriate steps to ensure effectiveness of the Unit.

4. Collaborates with other departments (e.g. Risk Management, Internal


Audit) to direct compliance issues for investigations and resolution.
5. Responds to alleged violations of rules, regulations, policies, procedures,
and Standards of Conduct by evaluating or recommending the initiation of
investigative procedures. Develops and oversees a system for uniform
handling of such violations.
6. Identifies potential areas of compliance vulnerability and risk;
develops/implements corrective action plans for resolution of problematic
issues, and provides general guidance on how to avoid or deal with similar
situations in the future.
7. Provides reports on a regular basis, and as directed or requested, to keep the
Board and senior management informed of the operation and progress of
compliance efforts.
8. Ensures proper reporting of violations or potential violations to duly
authorized enforcement agencies as appropriate and/or required.
9. Institutes and maintains an effective compliance communication program
for the organization, including promoting (a) use of the Compliance
Hotline; (b) heightened awareness of Standards of Conduct, and (c)
understanding of new and existing compliance issues and related policies
and procedures.

Compliance Officer

Role: Compliance Officer


Reports to: Manager Compliance
Role Definition:
1. To conduct internal investigations of compliance issues, i.e. ethical or
disciplinary misconduct by staff.
2. File appropriate compliance investigative reports with recommendations to the
Manager for further disciplinary actions.
3. Cooperate with other directorates and departments of Audit and Human
Resource to carry out monitoring and evaluation programs and compliance
reviews in all stations.
4. Maintain documentation/Records of all compliance activities such as
complaints, investigative files, Administrative files and other correspondences.
5. Should provide training to the staff on compliance related topics e.g. Code of
Conduct, Policies, Procedures and General Security.
6. Any other duty that may be assigned to him/her from time to time.

HUMAN RESOURCE DIRECTORATE


1- HUMAN RESOURCE OFFICER PLANNING
Role:

Human Resource Officer Planning

Human Resource Manager Planning

Role Definition:
The Human Resource Officer Planning will participate in the development,
implementation, monitoring and reviewing the human resource planning activities
in line with the Human Resource polices of UNRA. The Human Resource Officer
Planning will also participate in the development of human resource metrics for
the effective sourcing, management, development and retention of employees in
line with the talent management plans of the Authority; participate in planning,
reviewing & coordinating and/or implement UNRA staffing, resourcing and HRIS
in line with the UNRAs HR policy, procedures and rules/standing instructions
and HR division strategic objectives; and provision of, records and information
management systems on the recruitment activities and staff records for
management decision making.
Key Result Areas:
1. Participate in the development of an annual staffing plan and budget as per
approved strategic plan and corporate staffing needs;
2. Co-ordinate the implementation of recruitment plans in line with approved
staff budget, organization structure and recruitment standards;
3. Co-ordinate the implementation of the placement, deployment and transfer
of staff in line with approved budget, business plan and HR policies and
procedures;
4. Implement and maintain an up to date databank of staff and their personal
records for an HR Information System that enhances integrity and security
of the staff records/Information in line with best practices;

that impact on retention and develop retention strategies in liaison with the

Role Definition:
The Legal Officer - Litigation will provide and monitor litigation services in courts of
Judicature, tribunals, arbitrations and in any cases/negotiations arising from the
implementation of the Authoritys work in line with the relevant laws; implement the
departmental work plans, interpret and compile policy documents and rulings in line
with the Departmental Guidelines and procedures.
Key Result Areas:
1. Represent UNRA in Courts of Law, tribunals and other Judicial bodies in line
with the departmental guidelines, procedures and the law;
2. Respond to audit reports and implement agreed recommendations;
3. Carry out a risk assessment on all assigned cases and propose mitigation
measures;
4. Management of litigation information in line with approved guidelines;

Policies Manual;

Required Education Qualifications:
1. An Honors Degree in Law from a recognized University;
2. Must be an advocate of the High Court of Uganda with a valid practicing

Role Definition:
The Librarian will be responsible for acquiring, managing and securing the
Authorities information resources. The Librarian will also be responsible for
selecting, acquiring, cataloguing, classifying, circulating, and maintaining library
materials; and furnishing reference, bibliographical, and readers' advisory services;
planning, developing and indexing computerized data base and instructing users
on how to efficiently search through and locate needed reference materials as well

as creating partnerships with other libraries and providing avenues for accessing
their databases remotely.
Key Results Areas:
1. Develop Library and Information Services policies and procedures in line
with the strategic plan;
2. Design information storage and retrieval systems, and develop procedures

3. Search and source standard reference materials, including on-line sources
and the Internet;
4. Code, classify, and catalog books, publications, films, audiovisual aids, and
