Role:
Senior Officer Business Analyst
Reports to: Senior Manager Enterprise Architecture and Standards
Role Definition:
The Senior Officer Business Analyst is responsible for the design, modelling and
documentation of enterprise business processes in consultation with stakeholders.
The officer is expected to graphically represent how business is done (as-is) and
how business is to be done (to-be) across the business units or between UNRA
and other government agencies.
Key Results Areas
1. Undertake systems and manual process analysis, process design and
modelling
2. Monitor, analyse and review business processes to identify process
gaps and to enable development of improvement strategies

The Senior Officer Change Management will support the change management
processes by designing forms and assessment tools, products, artifacts and
methodologies that will deliver on change goals and initiatives.
The role will focus on studying the environment underpinning change and
defining products required to move change initiatives from concepts to reality.

The officer corporate branding will be responsible for implementing brand
concepts, enforcing brand standards and implementing campaigns that increase
the awareness of staff about UNRAs brand. H/She will also be responsible for
complying with and implementing the client care standards in all UNRA offices.

1. Monitoring market trends and participating in developing brand
concepts that enhance the UNRA brand in line with the branding
guidelines;
2. Carry out research on similar organizations in the region and monitor
best practices and trends that can improve UNRA operations and

uniforms, including shape, size, colors, fonts and imagery that enhances

Role Definition:
The Human Resource Officer Planning will participate in the development,
implementation, monitoring and reviewing the human resource planning activities
in line with the Human Resource polices of UNRA. The Human Resource Officer
Planning will also participate in the development of human resource metrics for
the effective sourcing, management, development and retention of employees in
line with the talent management plans of the Authority; participate in planning,
reviewing & coordinating and/or implement UNRA staffing, resourcing and HRIS
in line with the UNRAs HR policy, procedures and rules/standing instructions
and HR division strategic objectives; and provision of, records and information
management systems on the recruitment activities and staff records for
management decision making.

1. Participate in the development of an annual staffing plan and budget as per
approved strategic plan and corporate staffing needs;

Role Definition:
The Human Resource Officer Performance Management will participate in
implementing a performance management framework or system, overseeing the
performance appraisal for staff and developing relevant metrics for monitoring and
evaluation HR performance. The Human Resource Officer Performance
Management will also participate in implementing guidelines and processes of the
performance management system to promote accountability for results,
recognizing and rewarding performance in line with the HRPM.
Key Result Areas:
1. Participate in the implementation of the staff performance management
framework/ system including guidelines and processes for the
implementation of the performance management system;
2. Prepare and submit annual Performance Agreements for all staff in liaison
with the Manager Performance Management;
3. Coordinate the staff appraisal process in liaison with the Manager

FINANCIAL AUDITOR

Role Definition:
The Financial Auditor will be responsible for monitoring and evaluating risks,
governance and internal processes. He/she will provide consulting service,
advising management on how to improve internal controls in the systems and
processes. The Financial Auditor will be responsible for adding value and improve
the Authoritys operations by bringing a systematic and disciplined approach to
the effectiveness of risk management, control, and governance processes. In
addition the Auditor will be responsible for safeguarding assets and, as
appropriate, verifying the existence of such assets.
Key Results Areas:
1) Review and verify the reliability and integrity of financial information in
assigned auditable areas;
2) Review the financial systems to ensure compliance with policies, budgets,
plans, procedures, laws, and regulations;
3) Review and verify UNRA assets register;
4) Identify risks and carry out risk assessment in the finance audit unit;
5) Support the investigation team with relevant analyses of financial data and
obtaining evidence of financial nature.

recommendations of external auditors.
Required Education Qualifications:
1) An Honors Degree in Commerce, Business Administration, Finance or any
other relevant courses from a recognized University;

3- INFORMATION SYSTEMS AUDITOR

The Systems and Assurance Auditor will be responsible for carrying out audit of
systems. The Auditor will be involved in identifying, assessing and documenting
risks and controls in the auditable areas assigned. In addition the Auditor will
also be responsible for designing and conducting investigative audit procedures
including, compliance to procedures, policies and guidelines, disaster recovery, IT
Security, system quality assurance, backup and restore, remote access, internet
access monitoring, system problem management and application change control
procedures, for various auditable areas. The Auditor will evaluate and document
the design and operational effectiveness of controls, and provide suggestions
(recommendations) to management for actions to address weaknesses identified.

The Technical Audit Officer will be responsible for conducting technical audits on
designs, procurement, supervision services, construction and maintenance works
for roads and bridges and any other engineering projects. The Officer will also be
responsible for assessing ongoing/completed works and services for compliance
with the set technical specifications and standards as well as best practices. In
addition the Officer will be responsible for determining value for money in the
delivered works and services.

Network Engineer

Role Definition:
The Network Engineer will be responsible for collection of road network and
bridge asset data. The Engineer will also be responsible for updating and
maintaining the road and bridge Asset Management Systems as well as participate
in formulation of appropriate Asset Management Strategies and investment plans.
Key Result Areas:
1) Collect road and bridge assets inventory data in line with departmental
guidelines and standards;
2) Review and update the road and bridge management systems;
3) Assist in the identification of roads, bridges and structures to be included in
the annual investment plan in line with departmental targets;
4) Update the cost data for road and bridge works (in liaison with the cost
estimation unit) and input to the road and bridge department;
5) Participate in the development of an asset management system in line with
departmental targets and standards;
6) Assist in the preparation of schedules for network data collection activities
in line with departmental targets;

management of road network and bridge asset data;

Role Definition:
The Engineer will be responsible for carrying out independent Geotechnical data
collection, tests and analyses, reviewing quality of ground support systems and
slope designs and making recommendations on ground support systems. The
Geotechnical Engineer will also be responsible for reviewing ground conditions to

Role Definition:
The Materials Technician will be responsible for carrying out routine inspection,
field and laboratory materials testing for road and bridge development and
maintenance projects for quality control purposes. In addition, the Technician will

HIGHWAY ENGINEER
Role:
Highway Engineer
Reports to: Highway Specialist
Role Definition:
The Highway Engineer will assist in carrying out route assessments, preparation
of the geometric designs entailing horizontal and vertical alignment design and
preparation of design drawings. In addition the Highway Engineer will also assist
in design of ancillary features including utility services and ICT ducts, road side
furniture, crush barrier systems, traffic diversions as well as participating in the
inspection of road construction projects in line with the designed standards.

1. Assist in the preparation of the geometric designs in line with departmental
guidelines and targets;
2. Inspect road construction projects for compliance with design standards in
line with departmental guidelines and standards;
3. Participate in offering external design services in line with departmental
targets;

executed works in line with bills of quantities, standards, and
specifications;

Role:
Bridges and Structures Engineer
Reports to: Bridges and Structures Specialist
Role Definition:
The Bridges and Structures Engineer will assist in supervising site investigations
and design of bridges and structures, preparation of standard drawings and
bidding documents. Furthermore the Engineer will assist in site inspection of
existing bridges and structures during design, preparation and/or review of
feasibility studies and designs, durability assessment and providing input to the
preparation of bids for external tenders.

Maintenance Design Engineer
Reports to: Manager Maintenance Design
Role Definition:
The Maintenance Design Engineer will participate in the design of road and bridge
maintenance interventions. The Engineer will also participate in project level
investigation/condition assessment and collection of other relevant data to assist
in evaluation of trends and patterns in pavement condition. In addition, the
Engineer will participate in the design and quality assurance of pavement works
and periodic monitoring of the performance of the pavement in accordance with
the Road Maintenance Management Manual.

1. Participate in developing innovative road maintenance designs in line with
departmental guidelines and targets;
2. Participate in the design and quality assurance of road maintenance works
in line with departmental standards and guidelines;

GIS OFFICER
Role:
GIS Officer
Reports to: Head Survey and Documentation
Role Definition:
The GIS Officer will be responsible for coordinating Topographic and the
acquisition of spatial data, storage, analysis and presentation of geographical
information. In addition the GIS Officer will be responsible for performing spatial
analyses and creating information products from the GIS and related software.
The GIS Officer will also provide support for GIS data conversion, systems
integration, systems/application development and implementation as well as high
quality map production including establishing GIS databases.
Key Result Areas:
1. Design and establish a Geographical Information System in line with
departmental targets and standards;

2. Coordinate the acquisition of spatial data from external sources in line with
departmental guidelines and targets;

The Highway specialist will be responsible for developing and implementing a
functional geometric system design for highway road infrastructure in accordance
with Uganda Design Manual and UNRA guidelines and standards.

1. Plan, develop and coordinate the execution of route assignments as well as
preparation of the geometric designs in line with Uganda Design Manual
and UNRA guidelines and standards;
2. Plan, review and coordinate the inspection of road geometry for roads under
construction in line with approved UNRA designs standards;
3. Plan and provide technical input to the preparation of statements of
requirements/terms of references for road studies in line with UNRA
guidelines;
4. Plan and coordinate the review of highway components of feasibility studies
and road designs in line with UNRA set standards;
5. Plan, review and coordinate the process of provision of value engineering of
road infrastructure design in line with UNRA guidelines and international
best practice;
6. Plan, develop and implement a system for monitoring and supervision of
road design contracts in line with UNRA design standards;

Role:
Materials Specialists
Reports to: Head Design
Role Definition:
The Materials Specialist will be responsible for undertaking extensive soils and
materials testing including determination of adequacy of sub-grade materials,
pavement layers, stability of existing embankments, and identification of suitable
borrow pits. The Materials Specialist will also be responsible for providing
geotechnical and geological studies and analyses, reviewing of specialized and field
laboratory test results and developing design recommendations.

1. Develop and implement UNRA guidelines for soils and materials
investigations and tests in accordance with international Engineering
standards;

PAVEMENT SPECIALIST
Pavement Specialist

Pavement Engineers
Role Definition:
The Pavement Specialist will be responsible for providing professional advice and
development of pavement design and highway construction. The Pavement
Specialist will also be responsible for the compilation and analysis of the pavement
condition and other relevant data including construction data and assist in
evaluation of trends and patterns in pavement condition. In addition, the
Pavement Specialist will be responsible for the design and quality assurance of
pavement works and periodically monitoring the performance of the pavement
and ensure life cycle cost effectiveness.
Key Result Areas:
1. Review and update the Authoritys pavement manual, standard drawings
and specifications in line with UNRA guidelines;
2. Plan, review and suggest modifications to all pavement performance

Enforcement Officer
Manager Field Operations
Role Definition:
The Enforcement officer is responsible for preventing encroachment on the road
reserves and vandalism of road furniture (Road signs, guard rails, cat eyes, and
marker posts). The Officer will be responsible for issuing vacation notices and
demolition of fully compensated properties or illegal structures in the road reserve.
The Officer will also be responsible for routine and rapid response patrols on the
road network to clear encroachers. In addition the Officer will carry out
community sensitisation on protecting the road reserve and road furniture.
Further, the Officer will be responsible for enforcing compliance with vehicle load
regulations. This will involve patrolling the road network to apprehend the
overloaded trucks that dodge the weighbridges, overloaded trucks not impounded
at weighbridges and trucks that offload at weighbridges and reload after the
weighbridge. The officer will also carry out impromptu checks on weighbridges to
check on compliance with procedures and guidelines.
