andenforcementtillthisday,
Fullyawarethatthenewemergingtechnologiesthatenableinterestedpartiesto
produceconventionalweaponsarenowrapidlyspreadingaroundtheglobe,making
themavailableinmoreplacesandtomorepeople,
Realizingthatattheendofthe20thcentury,over450sourcesthatsoldandshipped
plague,anthrax,typhoidfever,andothertoxicorganismswerelocatedthroughoutthe
world.Internationallawortreatiesdonotgoverntheshipmentofpathogenic
organisms.Harmfulbacteriacanbegrowninagarageorabackyard,andguidelines
ongrowingbacteriaareinstantlyavailableontheInternet.
1.StronglyendorsessettingupanNGOunderthenameofIDCW(Institutefor
DeterminationofConventionalWeapons),whichcallsuponstatepartiestoprovide
annualreportsaboutspecificactivitiesthatconcerntheillegitimateuseof
conventionalweapons,whichinclude:
a) Exchangingdataabouttheexistenceoflaboratoriesandcentersthatfocuson
thestudyofpermittedconventionalactivitiessuchasbutnotlimitedto:
i.
theinitiationofusageofconventionalweapons,
ii.
testingofconventionalweaponsonaccessiblesocialareas,
iii.
desireddestructionofaspecificarea;
b) Informingallparticipantsandexchanginginformationaboutoutbreaksof
infectiousdiseasescausedasaresultoftheillegibleuseofbiologicalweapons
asmentionedinsubclause(a);
c) Encouraginganypublicationofconventionalresearchresultsthatrelateto
INDW,inadditiontorecommendingtheuseoftheknowledgethathasbeen
gainedfromthisresearch;
2.Asksforthemonitoring,guardingandinspectionattheborderofallcountries
willingtohelpinadditiontowatchingandguardingopenplacesby:
a) Increasingstationedofficers,
b) Theembittermentofbordercontrolofficerstrainingsystems,
c) Equippingstationedguardswithmoreimprovedandadvancedequipmentfor
thetestingofconventionalweapons,possibleweaponsortradedmaterials
suchasuranium,plutonium,machinesabletoweaponizesuchradioactive
materialsandtriggersabletofireoffthosematerialsby:
i. XRAYmachines,
ii. Advancedmetaldetector,
iii.
AdvancedweaponryasAK47andM4A1

3.Callsforraisingawarenessandalertnessofpeopleaboutthedangersand
consequencesofteamingupwithterroristswhetherusingconventionalweaponsor
notasitwouldcauseenvironmentalsecurityissuesby:
a) Socialmediasuchas:
i. Facebook,twitterandothersocialwebsites,
ii. TV,radioandmobilephones
b) flyers, brochures and newspapers
4. Asks UN specialists to track down and annihilate possible black
markets found across countries:
a) this would decrease the amount of weapons being traded,
smuggled and shared between terrorists and black market
dealers,
b) watchdogs would give such intelligence about their location,
identities and weak points on how to infiltrate their
compounds
5. Encourages the monitor of high money transfers that have no
origin and without trace of who its reaching:
a) this will allow the UN to track down accounts if such high
money transfers are used to buy and sell conventional
weapons using
i. hackers,
ii.
specialized soldiers to infiltrate either one of the hostile
parties
b) by the acceptance of countries containing such terrorists to
uphold such countries sovereignty
