    BeitenactedbytheSenateandHouseofRepresentativesoftheUnitedStatesofAmericainCongressassembled,

    SECTION1.SHORTTITLE

    ThisactmaybecitedastheNuclearWeaponPreventionActof2016.

    SECTION2.FINDINGS

    Congressherebyfindsanddeclaresthat,
    1)AnongoinginvestigationrevealsthattheKhannetworkplayedasignificantrole,beginningintheearly1990s,in
    thedevelopmentofIranianandNorthKoreanenrichmenttechnology.
    2)TheU.S.DepartmentofStatescurrentformallistofstatesponsorsofterrorismincludesCuba,Iran,NorthKorea,
    Sudan,andSyria.
    3)ThebombdroppedonHiroshimacausedtheimmediatedeathsofapproximately200,000peopleandthe
    subsequentdeathsofthousandsmorefromblastandthermalinjuries,radiationsickness,andmalignancies.
    4)ProliferationisalsoencouragedbythefactthatnearlyfiftynationsincludingArgentina,Brazil,Chile,China,
    France,India,Israel,Pakistan,Portugal,SaudiArabia,SouthAfrica,Spain,andVietnamhavenotsignedthe
    NonProliferationTreaty.
    5)Asmallgroupofpeople,noneofwhomhaveeverhadaccesstotheclassifiedliterature,coulddesignandbuilda
    crudenuclearexplosivedevice.
    6)Anuclearwarcanneverbewonandmustneverbefought.
    7)Exposuretomoderateandhighdosesofionizingradiationincreasesthesubsequentriskofleukemia.
    8)Evidencehasaccumulatedthatthethyroidglandisuniquelysensitivetotheeffectsofradiation,thusleadingto
    thyroidcancers.
    9)Amajorglobalnuclearwarcouldkillupto400500millionpeoplemainlyintheUnitedStates,SovietUnionand
    Europe,andtoalesserextentChinaandJapan.
    10)Anuclearterroristattackwouldpushtensofmillionsofpeopleintodirepoverty,creatingaseconddeathtoll
    throughoutthedevelopingworld.
    11)Whenaskedwhetherhewasseekingtoobtainchemicalornuclearweapons,BinLadenstatesthatacquiring
    weaponsforthedefenseofMuslimsisareligiousduty.

    SECTION3.STATUTORYLANGUAGE
    WHEREAStheexposureofanucleartradingnetworkprovidesevidencethatstatesarecreatingnuclearweaponsfor
    militarypurposes.Statesponsorsofterrorism,IranandNorthKorea,areattemptingorhaveobtainednuclear
    weapons,thusposingathreattothespreadofnuclearweaponstoterroristgroups.
    WHEREASseveralcountriesandstateshaverefusedtojoin,orhavebreachedtheNuclearProliferationAgreement
    ifstatescannotabideorjointheTreaty,nonationwillbeabletofullycontrolthespreadofnuclearproliferation.
    WHEREASinthelikelihoodofanuclearwar,anationfacesthepossibilityofannihilationduetotheseverityof
    nuclearweaponeffects.
    WHEREASthedetonationofanuclearbombproducesseverehealthdiseasesandconditionstothehumanbody
    thesediseasesincludemalignancies,oneoftheleadingcausesofdeathfacedtoday,thermalinjuries,andradiation
    sickness.
    WHEREAS
    theinternationalcommunityfacesthepossibilityofterroristsorroguenationsacquiringnuclear
    weapons.Awellfundedandorganizedterroristgroup,suchasAlQaeda,wouldbeabletocreateacrudenuclear
    weaponbecausetherearenostepswithintheprocessthatrequiresexpertiseoradvancedtechnologytocomplete.
    WHEREASduetotherisingambitionofterroristgroupstoattainnuclearweapons,nuclearproliferationposesa
    majorrisktotheinternationalcommunity.

    ITISHEREBYRESOLVED
