No honour
among thieves

Callous thieves have once again targeted
the Coimadai Avenue of Honour, on the eve
of Remembrance Day.
A total of 24 trees representing local WWI
volunteers have been ripped from the
ground less than three months after an
initial ten were stolen.

Association chairman, Ken McDonald said


the trees, which were valued at over $1300,
were pulled from the ground on the night of
November 10.
The tree removal seems to be from a callous
thief who has no respect for community
property, nor any understanding of the
significance of an avenue of honour, he said.
These were not just any trees, they were
special and had significant meaning to the

volunteers who worked so hard to create


the avenue and to the descendants of the
volunteers who fought so hard to preserve
the way of life that we take for granted
today.
Mr McDonald said 132 trees were planted as
a memorial for the service and sacrifice made
by the Coimadai volunteers in World War I.
The theft, in my opinion, is a very low
act committed by a callous and unthinking

person or persons, who have desecrated


a memorial for short term financial gain
without any regard for the consequences of
their selfish actions.
Mr McDonald said Bacchus Marsh Police
had been notified and had agreed to increase
their presence in the area.

The Ballan Lioness club is sending students from specialist schools high into
the sky.
The local club have donated $5,000 to
the Blackwood Special Schools Outdoor Education Centre, which was
used to purchase a wheelchair for the
centres high ropes course.
The multi-level wheelchair accessible
course has two flying foxes and a continuous belay system, which students
can use to guide themselves safely
through each individual element.
Ballan Lioness, Fred Moore said the
club was more than happy to donate
money to a centre that was extremely
important to the community.
These children are just a delight to
work with and it [The Blackwood Special Schools Outdoor Education Centre]
is extremely important because these
children with disabilities need all the
care, love and attention we can give
them, she said.

The new wheelchair, which donned


the colour purple in honour of the Lioness Club, was officially welcomed at the
high ropes course on Wednesday (November 11) with the help of students
from Glenroy Specialist School.
Ms Moore said the joy on the students
faces whilst using the new wheelchair
made it all worthwhile.
It was just incredible, the thrill that
these wheelchair bound children get is
just heart warming, it really is. It makes
all our hard work to buy things like this
for various organisations worthwhile.
Blackwood Special Schools Outdoor
Education Centre camp manager, Tony
Bellette said the Lioness Club was
an extremely generous service club
that understood the needs of its local
community.
Through this understanding, their
amazing work and the success they
achieve with their op-shop, they are
able to give back to the community to
help others succeed and inspire people
to achieve, he said.

the school would not be able to implement the annual Super Ride in November which attracts approximately 100
students from all over Victoria or our
major fundraiser, a Golf Charity Day at
the Trentham Golf Club, which now attracts over 160 golfers. The Ballan Lioness Club support the catering for both
of these events, helping to prepare,
cook and provide delicious meals for
hundreds of hungry people.
Mr Bellette said the lionesses donated
towards the wheelchair after they had
seen the development of the accessible
high ropes course.
Now through the support of the Lionesses we are able to have four students
in wheelchairs access the high ropes
course at any one time, an experience that is thoroughly enjoyed by all
students.
The Ballan Lioness Club raise funds
for the community through the Steptoes Op-shop, located at 111 Inglis
Street, Ballan.

Nomination tops
off great year

Darleys own Jarrod Edwards has been named one
of the top four senior coaches
of the year for AFL Victoria.
The Devils coach was
nominated for the George
Fitzgerald Senior Coach of
the Year Award alongside
candidates from Mordialloc,
Dennington and Leongatha.
More than 500 guests gathered to celebrate all aspects
of grassroots football at the
Victorian Community Football Awards gala dinner on
November 6.
Edwards, who took on the
senior coaching role for Darley just two years ago, delivered the clubs first premiership in 20 years in 2015.
He also took out the 2015
BFL Coach of the Year.
Edwards said whilst he felt
humbled to be nominated,
he was quite surprised to
have made the top four.
You dont coach for any
sort of individual award or
recognition but when it does
happen it is pretty nice, he
said.

I try to build a lot of my
coaching around honesty
and respect. I try to be as
honest as I can with not only
all the guys but also myself. I

think if you dont have those


two things in place you cant
build much of a foundation
or a relationship with the
team.

since 2008, Edwards said his
main goal was to build an
environment that would last
far beyond his years.
A lot of boys come and
go in football so Ive really
tried to build an atmosphere
where people will come to
the club and wont want to
leave, he said.
We have some really good
quality guys to the club now
- at a committee, volunteer
and playing level - and I just
hope that now that the club
has tasted a bit of success
that it can come as a bit of an
addiction.
I hope that now that
they know what it takes to
achieve that they can carry
it on for the next five, ten, 15
years. The biggest thing that
I want to get out of coaching
for Darley is to make sure
that the club is in a better
position when I leave than it
was when I arrived.

Youth Fest will take over
the Bacchus Marsh skate
park this weekend.
The free festival will feature
entertainment from a lineup of Australian bands including Area-7, The Bennies,
Foxtrot and Mesa Cosa.
There will also be skateboarding and BMX competitions, street art and graffiti
workshops and a number of
other activities, demonstrations and prizes.
The festival has been organised by a combined
18-member team, which is
made up of the Moorabool
Shire Council Youth Action
Group (YAG) and FReeZa
committee.
FReeZa, which is supported
by state government fund-

ing, entertains local young


people and gives them experience in event organisation.
Moorabool Shire Council
Recreation and Youth Development manager, Troy
Scoble said the team organised the huge array of different activities for all young
people and families.
The festival is a great reflection of the interest, skills
and talents of our local
youth, once again providing
integral engagement for our
community, he said.
Youth Fest is a drug, alcohol
and smoke-free event that
will kick off at 10am this
Saturday (November 21) at
Rotary Park, Bennett Street
Bacchus Marsh.

Bunnings lodge planning permit

support and objections, Bunnings has finally lodged a
planning permit application
to build a Bacchus Marsh
store.
The application will be
considered by a special
meeting of Moorabool Shire
Council on Wednesday 25
November.
The proposed Bunnings
is for land at the corner of
Clifton Drive and Gisborne
Road in Bacchus Marsh,
which is currently zoned
residential and which Bunnings is seeking the support
of council to have re-zoned
as commercial.
Bunnings Property Development Manager Phil Drew
said lodging the planning
permit application before a
re-zoning decision had been
made was not pre-empting a
decision.
This is very much a standard process which is done
on a very regular basis, Mr
Drew explained.
The Bunnings project has
already been subject to

controversy; the site was


labelled as Bunnings on
a map used by Moorabool
Shire Council as part of a retail strategy, and Mayor Allan Comrie made comments
to the Moorabool News
about the proposal when it
came before council earlier
this year before being put
out for public exhibition.
Mr Comrie stated in his
comments that he is against
the proposal and always will
be.
It suggests that hes got a
particular point of view, but
whether it constitutes a predetermined position is up
for debate, Mr Drew said.

Three people
hurt in smash

Emergency services have
confirmed reports of a single-vehicle smash near Blakeville last month.
Three people were travelling in a ute on Blakeville
Road at Colbrook on October 26 when it collided with
a tree just before 2am.

One man in his 20s was


flown to the Alfred Hospital
with serious leg injuries and
possible internal injuries.
Another man and woman,
also aged in their 20s, were
taken by road to the Royal
Melbourne Hospital in a
serious condition after suffering from pelvis and leg
injuries.

Ballan Fire Brigade Captain, Kaine Myers said three


rescue units from Ballan
and Greendale attended
the scene to remove the occupants from the car, along
with Bacchus Marsh Police
and Ambulance Victoria.
Police could not confirm
whether any charges are
pending.

Barwon Water is looking to


sell part of the Bostock Reservoir and turn the land into
a spa retreat for tourists.

The water authority has


engaged development consultants SMEC Australia for
the project, and is currently
looking for parties interested in purchasing the land.
The project would involve
parcelling 48Ha of surplus
land at the site, which is adjacent to the Ballan Mineral
Spring, into a subdivision
and rezoning the land for
the construction of a smallscale tourism and accommodation venture.
A SMEC representative approached members of the

Ballan and District Chamber


of Commerce for assistance
in promoting that the land is
available for further development opportunities.
We note that as this is government owned land, it must
be sold through a competitive and open sales process,
the spokesperson wrote to
the members.
However, Barwon Water
can tailor any planning application to the scale of development that an interested
party might be considering
for the site.

Barwon Water is considering concurrently applying


for a planning permit for the
venture and selling the land
with an approved planning
permit.

The initial thinking was


to explore a small scale accommodation operation of
up to 20 rooms, in conjunction with a possible mineral
spring / spa retreat.

This may or may not include a function centre/


food and drink premises to
cater for business groups or
conferences.
Barwon Water is also considering obtaining a new
mineral spring licence for
the land, and dropping a
bore also tapping into the
tourism opportunities that
come with a mineral spring.

Sheep stud raises


the baaaa
We were pretty hopeful
going in because the ram
was just a good ram all over.
He was 14-months old at the
time and weighed 128-kilograms so he had really high
muscle measurements, he
said.

The Melbourne Show was


his first competition and he
did pretty well there, so we
thought he could do well in
Geelong, which he did so
that is really exciting.

Group has stepped up to the
winners circle.

The local group, which


breed one of the oldest purebred sheep in the world,
enjoyed recent success at the
Royal Melbourne Show and
the National Southdown
Show.

owned by Graeme Dehnert,
was awarded Champion
Ram at both shows, before
going on to win the Supreme

Southdown Exhibit at the


Royal Geelong Show.

Fernhill, which has been


run by the Dehnert family
since the 1930s, competed
against the top sheep of all
breeds and was declared Supreme Champion sheep of
the show.
To cap off an impressive
display, the stud farm also
took out the Most Successful
Exhibitor.

Mr Dehnert said he was


feeling pretty good to
have taken out the national
event.

Meanwhile, the Romale


Southdown Stud, located in
Bunding and owned by the
Ireland family, achieved Reserve Champion Southdown
Ewe and Champion Southdown Lamb at the Royal
Geelong Show.

The champion lamb then


went on to take home the
Reserve Champion Lamb of
the show.

Council rejects development

An application to redevelop
a heritage listed building
into a cafe-come-museumcome -ret a i l- come - of f ice
space has been rejected by
Moorabool Shire Council.
The double-storey brick
building in Church St, Bacchus Marsh, was a print
works and, though vacated
by All Press printing, still
contains 19th century printing machinery and the site
has almost 120 years worth
of history with the Crisp
family in journalism and
printing.
Two architects proposed to
develop the site into a cafe
downstairs, with room for 40
patrons and a liquor license.
Upstairs would be an office,
while another building on
the site would be extended
into a retail space, and the

old print room was to be


converted into a shop.
The printing machinery
was to be put on permanent
display within the cafe level
as a tourist attraction.
But the plan was foiled by
the lack of car parking.
A report on the application
prepared by council officers
found that current car parking requirements at the site
is 14 but only six are provided, with four of those to
be cut by the development;
the cafe would boost the required number up to 28.
The application did include
a request to waive the requirement of 18 car parking
spaces.

Traffic Engineer cites the
Council managed car park
and the surrounding street

network as having capacity


for up to 160 weekday daytime spaces and up to 275 after hours/weekend spaces in
the immediate area, stated
the report.
The proposals additional
buildings and works are an
overdevelopment of the site
and the new uses put added
pressure on parking demands in the surrounding
streets and Council managed car parking areas.
Speaking at the November
council meeting, applicant
Scott OReilly argued that
people could use existing
street parking as they would
visit the site as part of multitrip use, saying that the
proposal is to reinvigorate a
dormant site.
He told the meeting that
putting in parking would
eat into the active floor area;
the site is 800sqm.

Woodlands Ward Councillor Pat Toohey asked if the


applicant thought he should
make a contribution towards
parking given that current
parking spaces have been
paid for by previous businesses and ratepayers.
We dont feel this would
set a precedent for future
applicants to waive parking spaces. On balance the
benefit of the proposed redevelopment outweighs the
10-18 car spaces waiver, Mr
OReilly said.
When asked, Mr OReilly
said that he has not yet considered whether he would
take a refusal to VCAT.
The motion to refuse was
moved by East Ward Councillor Dave Edwards and
seconded by Central Ward
Councillor Paul Tatchell.

Cemeteries can hold interesting tales

A well-recognised historian
will make a visit to Bacchus
Marsh this week.
Dr Celestina Sagazio will
call by the Lerderderg Library as a guest speaker for
the Bacchus Marsh and District Historical Society.
Dr Sagazio is the Manager of Cultural Heritage
at the Southern Metropolitan Cemeteries Trust and
an experienced tour guide
of the Melbourne General
Cemetery.
Her speech, which will
address Interesting Cemetery Tales and Epitaphs,
will take place in the James
Young Room at 2pm on Sunday (November 22).
Probably the most famous
epitaph is that of Irish-British comedian Spike Milligan, it reads Duirt m leat

for I told you I was ill.
Bacchus Marsh and District
Historical Society president,
Chris Bronchinetti said the
committee had decided to
hold an informative speaker

two to three months.
Because lets face it, some
meetings are pretty boring
with report after report after
report, she said.
Ideas of guest speakers
came thick and fast. Dr Sagazio, whom a member, Nancy
Daley, had listened to a few
years back, was suggested.
Nancy kindly wrote to Dr
Sagazio and invited her to
give a talk here in Bacchus
Marsh.
Ms Bronchinetti said despite Dr Sagazios busy
schedule, she managed to fit
the society into her agenda.
Dr Sagazio, who previously
worked as a historian for the
National Trust of Australia
for 26 years, is the author
and editor of a number of
publications including The
National Trust Research
Manual.
The 40-minute speech is
open to the public, with a
gold donation appreciated.
The Lerderderg Library is
located at 215 Main Street,
Bacchus Marsh. Everyone is
welcome to attend.

The ribbon was cut by Phil Jeffrey (General Manager for


Infrastructure) and Moorabool Mayor Allan Comrie last
Thursday evening for the opening of the northern extension
of Halletts Way, Ramsey Crescent to Links Road in Darley.
More than 100 people attended the community event to
walk the 1.5km round trip, before being open to traffic.

Friends to the renovation rescue

and the pool was horrible.

Its been four months since
Guido Neppessen suffered
a stroke that took away his
ability to communicate.
The 43-year-old Bacchus
Marsh resident had barely
had a sick day in his life,
however in mid-July experienced a blood clot that left
him bedridden.
His partner, Samantha
Lord, said Guido had been
fishing with his son when
he returned home with what
she believed to be the flu.
I didnt really think much
of it so I just ran him a
bath, made him dinner and
popped him in front of the
cricket. However the next
morning he was mumbling
so I told him to put his
arms above his head, but he
couldnt, and I thought hes
having a stroke, she said.
I rung an ambulance and
he was taken to Sunshine
within minutes but when
we arrived at the hospital I
watched him have another
stroke right in front of me. I

It took a lot to get the tenant


out, plus they left it filthy
but the locals are making it
so much easier.
A working bee, which was
held over the weekend of
November 14, saw a number
of local residents and tradesmen, alongside Guidos
long-term friends and work
colleagues, rally together to
get the house fit for living.

There have been all these


really difficult things but
there have also been some
really amazing people
there is yin and yang in it
all, Samantha said.

Samantha said the next few
days were a blur, with Guido
being roused every 15-minutes to avoid his body going
into cardiac arrest.

system. It was infested with

professionals coming in to
see him, it was pretty scary.

It is very slow and it is


doubtful that he will work

Family farm must


remain as such

Council has granted a subdivision application for a


Rowsley farm as long as it
does not become a rural lifestyle property.
The Manly family, which
runs a 63ha farm on Glenmore road, applied to create
a two-hectare subdivision which has an existing house
for their son to live in, as he
works on the farm.
However, a report prepared
by council officers recommended that the application
be refused on a number of
grounds.
This would be the second
time that a 2 hectare house
lot had been excised from
the property with the property being previously subdivided in a similar manner in
1995, the report stated.
The subdivision will result in the creation of a rural
lifestyle lot surrounded by a
larger lot that will be used
for agricultural activities.
This will lead to an increase
in the number of residents
living in the area that do not
live in dwellings that are related to the rural use of the
land and an increase in the

potential conflicts with adjoining agricultural uses.


While Councils Rural
Housing Policy recognises
that there are a variety of
lots sizes in the rural areas
of Moorabool Shire and allows for the development
of dwellings on lots smaller
than 40Ha, it does not encourage the creation of further lots smaller than 40Ha
in the Farming Zone.
The report also dismissed
arguments that it is the son
that will have the block.
Although the applicant
has stated that the lots will
be retained within the same
family it is not demonstrated
that it would be the case in
the future. It is entirely plausible that any future owner
of the dwelling would treat
the property as a life style
property and expect quiet
country living which may
not be delivered by the legitimate farming operations
on neighbouring land.
The son can live in the existing dwelling on the land
now without the lot being
subdivided. If both lots are
to remain in the same family
then the house lot excision is
not required.

occupied by the owners
brother, who recently passed
away.
At the November council
meeting, the Manlys stated
that they have no intention
of building further homes on
the property and that there
was no objection to adding
conditions to the permit.
West Ward Councillor Tom
Sullivan left the room during debate as he had declared a conflict of interest,
having previously carried
out work for the family.
Despite the report recommending that the permit be
refused, an alternate motion
put forward by East Ward
Councillor Tonia Dudzik
seconded by Woodlands
Ward Councillor Pat Toohey
was to approve the permit
with conditions that the land
cannot be further subdivided, that no additional homes
can be built on it, and that
any future owners of the
new block must acknowledge that the surrounding
area is farmland and that
they may experience the effects of that.
The motion to approve the
subdivision was passed.

A 14-year-old Moorabool
resident is among 350 ballkids to be selected for the
2016
Australian
Tennis
Open.
Dylan Hassen, of Hopetoun Park, was one of 3000
applicants to be chosen for
the infamous tennis tournament, which will take place
at Melbourne Park from
January 18.
Dylan, who has played tennis at Bacchus Marsh for
the past three years, said it
was an amazing feeling to
be chosen from what was a
very long process.
You put in your application and they decide if
youre eligible and once you
do that you go to your first
training session in your local
region, which is an elimination round, and one in three
kids are chosen from there,
he said.
I passed that so I then
went on to do the same
thing at Rod Laver Arena in
the indoor courts and once
I got past that there were
five training sessions and
another elimination process
before I was chosen.
Dylan said the elimination
rounds were a good experience and he now looked forward to the event in January.

staff have got up close and
personal.
A workshop held on October 30 outlined correct snake
safety management as part
of WorkSafe Health and
Safety Week.
Run by Michael Alexander from Black Snake
Productions, the engaging
workshop covered snake
avoidance, the importance
of protective clothing in the
workplace, species education and the correct procedure to follow if bitten.
Central Highlands Water
safety advisor Andrew Hardy said staff safety was of
the highest importance.

on how to remain safe and
what to do in the unlikely
event of a snake bite, he
said.
Mr Alexander handled
four of the countrys most
venomous snakes including
the Eastern Brown, Lowland
Copperhead, Eastern Tiger

report on the matter put to
the meeting, was moved by
West Ward Councillor Tom
Sullivan and seconded by
East Ward Councillor John
Spain however it lost, 2:4.
A subsequent motion to
refuse was moved by East
Ward Councillor Tonia
Dudzik and seconded by
East Ward Councillor Dave
Edwards, however Cr Sullivan objected to the alternate
motion.

Its overdevelopment, it
does not comply with the
residential code, singlestorey might be suitable,
double-storey over looking
neighbours is not the best
outcome, said Cr Dudzik.
Its a very small court, no
real on street parking, could
be gridlocked, Cr Edwards
said.

Its 1131sqm, over 550sqm

shown good faith by reducing from three back to two.

think its over-development
at all, especially re the size of

motion to refuse, Cr Toohey

The motion to refuse the


permit was passed with a
vote of 4:3.

Juniors fire up

have taken out the annual
Midlands Cup.
Held at Egans Reserve,
Greendale on Sunday 8 November, the event saw teams
from Ballan, Gordon, Coimadai, Elaine and Truganina compete for the honours.
The Cup is a day where
skills learned by junior
members of the brigades are
put into practice, new skills

are learned and meeting


other Junior Brigade members from the area and having fun are also priorities.
Exercises included Search
and Rescue, First Aid, Communications, Map Reading,
Hydrant Knowledge, Gas
Fog Step-up, Burn over drill,
running edge fire attack,
pumping knowledge, drafting knowledge and use of
fire extinguishers.
A huge congratulations to
all Junior Members who at-

their leaders and fellow brigade members, parents who
had driven their children to
the event, and the judges for
all giving up their Sunday
to take part in such a great

This law works for you


in life, both in the positive
and negative sense. Here in
the Moorabool Shire we are
blessed to have fertile soil,
and farmers who faithfully
produce fresh fruit, grapes,
strawberries and much
more. At home we have a
medium sized orange tree
from which we enjoy freshly
squeezed orange juice every
day for weeks during the
right season. We also give
oranges to friends and family, such is the great fruit
bearing of this one tree.
In our lives we are also sowing daily, year in and year
out. Those people who have
sown bad habits years ago
are now reaping relationship
issues, addictions, panic attacks, poverty etc. Other
people have sown hard
work, honesty, reading for
learning, and are in a great
place today.
Sadly, we sometimes also
reap what others have sown
into our lives, as parents,
siblings and significant oth-

ers. The good news is that


we can begin to uproot what
was sown in our life and replace those things with good
habits. Our life can start to
turn around in a fairly short
time.
James Allen was 15 when
his father was robbed and
murdered. He left school
to work full-time in several
British manufacturing firms
to help support the family.
At age 38, inspired by the
writings of Leo Tolstoy, he
retired from employment
and along with his wife and
daughter, moved to a small
cottage in Devon, England,
to pursue a simple life of contemplation. There he wrote
for nine years, producing 19
books. He also edited and
published a magazine.

A petition asking for traffic restrictions in Bacchus

are requesting council to install two-hour parking signs

The petition contained signatures from 13 residents,
and is aimed at resolving
the current car parking
situation.
Council officers will now

which will go before a future

Every time Ive marched, Ive changed the world.


Jenny and I went to the
screening of Naomi Kleins
film This Changes Everything in a small theatre in
Wynyard on Sunday night.
This was the first screening of this documentary
in the north of Tasmania. I
presume there are a good
number of screenings of
This Changes Everything
throughout Victoria and
hopefully in the Moorabool
Shire.
The words, Every time Ive
(above) were the words
of a gentleman in the audience at a screening of This
Changes Everything in
South Yarra a week or two
ago. Naomi Kleins film had
left the audiences in South
Yarra and Wynyard with a
sobering message: across
the world, from Canada to
Greece to India, human industrial activity is taking

a drastic toll on the health


of our ecosystems and the
climate. The Athabasca Tar
Sands, the worlds largest
industrial project, forming a
vast, gaping hole in the pristine forests of Alberta, perfectly symbolised the extent
of the devastation. Naomi
advocates in this film that all
of us take to the streets, be
loud and strong in asserting
that we disagree with our
governments focus on exploiting fossil fuels, and call
for a transition to renewable
energy.

march.

It was when someone at the


South Yarra event made the
comment, Its just a march
that the gentleman mentioned above, a businessman, raised his hand. Hed
marched against nuclear,
hed marched against Vietnam, and hed marched
against the Franklin Dam.
And each time, things
changed.
And now we have this
chance to change the
world. Why dont you, the
people of the Moorabool
Shire and beyond, attend the
March in Melbourne on Friday evening, November 27?
We will be having our own
in Burnie on November 29.

Of course, we cannot entertain the illusion that


marching alone is all that
is needed to make fundamental changes to our climate policies, but nor can
we allow ourselves to think
that attending marches will
not create change. On 30
November, representatives
of the worlds nations will
gather in Paris to work towards a Universal Climate
Agreement to keep global
warming below 2 degrees
Celsius. This will be the 21st
conference of the parties to
the United Nations Framework Convention on Climate
Change.

architecture, building and
planning at the University

of Melbourne. While China


is now at the top of the list
of greenhouse emissions,
with about 23 per cent of the
global total followed by the
USA with about 16 per cent
and Australia contributes
1.3 per cent, each Australian
contributes about 16 tonnes
of carbon dioxide per year.
This contribution, if not the
highest per head of population, is close to it. Each
Bangladeshi contributes a
little more than one third of
a tonne. If any person in the
world should act for climate
change it should be an Australian. We Australians owe
it to the planet and our fellow beings.
The scale of the national
task is not well understood.
Data from one of the worlds
biggest fossil fuel companies, BP, has shown that to
achieve the two degree limit,

a global average of 0.337


tonnes of greenhouse emissions per person needs to

be achieved by 2050. If the


principle of equal justice is

applied, Australia will have


to move from the current 16

tonnes per person to about

one third of a tonne, roughly

equivalent to what a Bangladeshi citizen emits each year


at present.

In effect, the economically

developed world is going

to have to decarbonise its


part of the global economy
almost completely within 40

or 50 years. Coal and oil will


have to be left in the ground.

Dear Editor,
Premier Andrews can easily bring Victorias most dangerous criminal to justice.
The Department of State
Development Business and
Innovation [DSDBI] imposes
mines in human habitat,
food producing farm land,
domestic water catchments
and aquifers against the
expressed will of its victims via the current bogus
community objection process used for mine related
approvals.
Without answering specific
objections DSDBI fobs off citizens to their local shire who
are not authorised to undo
DSDBIs mine approvals.
When ordered by the Victorian Auditor General to
develop a transparent online risk-based assessment
for Industry projects, it then
excluded the public from
participation in its new online mine approvals portal,
called PRAM.
Then it radically lowered
the bar so low to medium
level risks from mining operations are now treated as
adequate public protection.
So if there is a low to medium risk that a mine tailings

dam will burst and contaminate domestic water supply


DSDBI will now approve it.
After being ordered by the
Baillieu government in 2012
to promote mining in Victoria, it no longer properly
enforces environmental law
to protect us.
A
government
agency
whose job it is to promote
an industry is no longer an
independent regulator and
cannot be trusted to enforce
laws for the sake of the public well-being if doing so
might severely limit that
industry.
Who is really in charge of
Victorias environment land,
water and planning? DSDBI,
our elected representatives
or mining corporations?
As the peoples champion,
Premier Daniel Andrews
can order DSDBI to properly
implement all the Auditor
Generals recommendations.
In doing so he will restore
sovereign rights to healthy
communities and return the
rule of law across the state.
Communities would reasonably expect an immediate moratorium on all mine
and exploration approvals
including coal seam gas

until they can genuinely


participate in the approvals
process.

Bacchus Marsh Grammar
Staughton Vale Campus Bigger isnt better
The Anakie and Staughton
Vale community were initially supportive of Bacchus
Marsh Grammars proposed
rural and environmental
campus for 60 to 200 students, as it seemed like a
good fit for the area.
However, since the community was alerted by the
Geelong Advertiser (Bacchus Marsh Grammar proposes a 1300 student campus
at Anakie - August 24 2015)
to the full picture of the
proposed development at
Staughton Vale, there has
been a great deal of anger.
As the Addy article pointed
out, the Planning Permit Application clearly states: Future Development - the fol-

lowing facilities and works


will be undertaken- 2025
onwards - a full campus to
assist in servicing the needs
of Greater Geelong - it is
anticipated that the campus
would accommodate up to
1300 students.
In response to the growing
community disquiet, a meeting was called by the school
on October 8, to discuss concerns. More than 40 angry
locals made it abundantly
clear that a 1300 student
campus was not in keeping
with the sites rural Farming
Zone and just not appropriate for the local area. It was
put to the school that, if it
genuinely wants the support
of the local community, the
Application should be modified to delete reference to the
proposed future stages (the
stand-alone campus).
Our concern is that if the
future development section
is retained, then approval
of Stage 1 works gives tacit
approval to any future Applications (i.e. it would be
argued that Stage 1 was approved with the knowledge
that future stages were intended, therefore as an eco-

nomic investment has been


made with that understanding, it is unreasonable to not
approve future stages).
The Principals response
was to state that he was not
prepared, in the moment,
to concede to the local view,
however it would be considered. To date we have had no
response.
The school states (in the
letter dated September 22)
that we want to be good
citizens, a strong sense of
care and connection with
the land is something that
we strongly believe our
students need to have, and

appeal because of its essentially rural nature and sense
of community- something
we dont wish to change.
The school doesnt get that a
1300 student campus would
do exactly that. As the community has argued, it would
be wise to establish any new
stand-alone campus within
the population it intends to
service, not more than half
an hour vehicle trip away in
a poorly serviced rural area.

is currently very little goodwill remaining.

it will always win so why

use trying to buy votes - why

Unless we become a swinging area we are in a no win

The Ring of disadvantage


They drive in with bulldozers and drive out in Armaguard trucks; its a gold
rush for developers and they
dont even get their hands
dirty!
Such is the world of regional
development. When the dust
settles and the rural landscape transforms to a sea of
multi-coloured roof tops, the
cracks in the infrastructural
foundations open; casualties
of contemptibility.
Every time a parcel of land
is cut up into bite size snacks
and bricks and mortar replace our rich and fertile
soils, the State Government
opens its wallet to collect the
stamp duty.
There are volumes written
on the archaic history on
why stamp duty exists, but
in lieu of a complex explanation full of political spin, its
basically a revenue raising
scam that serves no direct
purpose other than feeding
Government coffers.
Despite its dubious existence, you would assume
that a region grappling with
the two polar opposites
of unsustainable growth
and minimalist to zero infrastructure spend, might
at least invest some of the

money back into the region


it came from.
The State Treasury doesnt
conform to traditional economics, where return on investment is driven by investing where you will get the
best return. Whilst its not
rocket science, theyre not
rocket scientists either!
Moorabools growth has
provided a windfall for both
developers and for Government. But the business plan
is flawed, and you cant
drive something into the
ground without investment;
you cant keep reaping the
harvest without investing in
the soil it came from.
Accepting that the aspirations of Government more
often than not fail to align
the aspirations of those they
are privileged to govern, and
understanding that if you
were searching for a sharp
tool on a bench of bureaucracy youre likely not to need a
band-aid; you would think
the obvious would be, well
obvious!
I know I am over doing the
Churchill quotes, but allow
me one more indulgence;I
am fully aware of the deep
concern felt by the honourable members in matters

above their comprehension.


One can only hope that the
sharp wit of Churchill was
meant in sarcasm devoid of
the reality.
Whilst the sport of blaming previous governments
has kudos in political terms,
a one term Government is
hardly a trendsetter in decades of neglect.
If the honourable Ministers
are suggesting they were unaware of the depth of issues
that have organically grown
through lack of investment,
I could only find one word
in the Concise Oxford that
aptly describes the premise
of the argument; Crap.
Lets do some Perspective.
In 2011 the Australian Bureau of Statistics noted Bacchus Marsh as a significant
Urban Area, and effectively
became part of Melbourne
Metropolitan Planning. The
premise of this decision was
based on a 4.2% growth in
the Moorabool region.
What was missing from the
report was the concentrated
growth being compounded
into Bacchus Marsh due to
the infrastructural shortfall
in the West of the Shire.
Bacchus Marsh had been

growing in all directions


over a number of years and
the high cost of rental properties in Melbourne had
pushed the rental market
above 26% occupancy, and
the developers were swarming like seagulls on a chip
factory.
Bacchus
Marsh
had
changed and so had the people; it didnt happen overnight, it was simply a case of
champagne lifestyle on beer
infrastructure.
Plan Melbourne was delivered by the Metropolitan
Planning Authority as a road
map into the future, and the
new buzz word for those
rural areas mentioned in the
plan was Peri-urban.
Whilst Peri-urban had been
around for a while, it became
relevant. It created a circle of
100 kms around Melbourne,
acknowledging that the urban sprawl had gone rural.
Rural Councils scrambled
to produce strategic documents to highlight and guide
State Government through
the infrastructural needs
and shortfalls; in theory it
would create a roadmap into
the future, the reality is it
gave an insight into the failings of the past.

Moorabools under-investment was put into the too


hard basket and the new
Planning Minister, Mr Richard Wynne, simply removed
Moorabool from the Plan; if I
could borrow the words of Cr
David Edwards and former
chair of the Peri-Urban committee, the circle around
Melbourne simply exposed
the ring of disadvantage.
The city centric Planning
Minister chose the path
of least resistance called
denial; he shortened the
Peri-urban ring, developed
a plan for Rockbank and
let the numbers justify the
contempt.
The recent review and discussion paper on Plan Melbourne confirms the above.
Of the 30 priority projects
in the Peri-urban, only two
sit outside of the inter-face
region, as the ring of disadvantage tightens the noose
on key growth areas beyond
Melbournes hinterland.
The absence of politicians at
the Halletts Way North extension opening last week is
indicative of the mind set as
the pressure mounts on the
on/off ramps. You wont see
pollies at the opening of ratepayer funded infrastructure!

There is little doubt that the


Halletts Way funding will
be put on hold to sweeten
the Federal election campaign; its simply politics
over people.
The public relations exercise
at the site of the Rowsley
Loop was clearly defined
as a Ballarat benefit in The
Courier last week. Whilst
the Minister for Transport
chose not to attend, Member for Buninyong Mr Geoff
Howard was quoted as saying Clearly it means more
flexibility for more services
to and from Melbourne [and]
Ballarat.
You cant sustain growth
without
infrastructural
investment, and it cant be
done on the back of the ratepayer. Health, Roads, Public
Transport, and Education
facilities are all deteriorating and the building permits
keep coming.
The question remains; do
we close the gates in the
hope that common sense
will prevail, or will the political degradation of basic infrastructure do it naturally?
You cant pull your socks up
if you dont own a pair!

Three-bedroom homes in demand

Three-bedroom properties
remain in demand across
the state, recording the
highest capital growth of all
property types in the year to
September 30.
The latest REIV data shows
the median house price for
three-bedroom units in regional Victoria increased
9.3 per cent over the year to
$340,000, up from $311,000
for the same period last year.
Three-bedroom homes also
increased, up 5.4 per cent in
the 12 months to September
30, to a median house price
of $315,000.

Regional centres performing well, with a minimum


of 50 sales, include Ballarat
Central, Belmont, Ballarat
East and Wonthaggi.
Three-bedroom homes in
central Ballarat rose 14.6 per
cent over the year to a median house price of $338,000,
up from $295,000 for the
same period last year.
Double-digit annual growth
was also seen in the south
Geelong suburb of Belmont,
where the median house
price for the same-sized
homes increased 12.9 per
cent to $400,000. This was up

from $354,250 in September


2014.
Meanwhile, capital increases for three-bedroom properties were also recorded in
Ballarat East, up 9.8 per cent
to $280,000; Wonthaggi, up 8
per cent to $236,000; Clifton
Springs, up 7.3 per cent to
$355,000; and Geelong West,
up 6.4 per cent to $500,000.
In the 12 months to September 30, four-bedroom homes
were also popular with buyers, increasing 4.8 per cent to
a median of $435,000.
In this segment Gisborne in

the Macedon Ranges recorded the highest increase with


four-bedroom
properties
rising more than 15 per cent
over the year to a median
house price of $646,500, up
from $550,000.
Wodonga on the Victoria/
New South Wales border
was another strong performer with the median house
price for four-bedroom
homes there increasing 9
per cent over the year to
$345,500.
Solid growth was also seen
in the Geelong suburb of
Highton, where four-bed-

room homes rose 8.5 per cent


to a median of $540,000.
Over a five-year period,
three-bedroom homes in
Bendigo saw the largest capital growth, up 37.4 per cent
to a median house price of
$375,000. This has increased
from $273,000 in September
2010.
This was followed by Geelong West where three-bedroom properties rose 35.1
per cent to $500,000, up from
$370,000 for the same period
in 2010.

Although only 5 games into
the season, Avenue faced a
crunch game against City
Oval, away.
Despite solid wins from Bill
Hawkens and Geoff Whites
rinks, Avenue was unable to
get over the line. Dino Borattos rink also battled hard
and despite finishing the
game strongly, failed to win
by 8 shots.

Division 2 - Faced secondplaced City Oval at home
with Avenue needing a win
to stay in touch with the top
4. As with the Premier Division, Avenue was unable to
match it with their stronger

Division 3 v Webbcona
Webbcona took full advantage of playing on their
home surface to run out 24shot winners over Ballan.
A battle of first and second
took place in the round five
encounter and it lived up to
the hype.
Webbcona elected to use the
synthetic green to gain vital
leverage and it worked effectively as they ran out 112 88
winners.
Second Dave Scott said that
although losing overall, it
was important to clinch a
rink win.
It was a really close match
up on our rink, but credit
to the boys as we came out
swinging in the second
half. Scott said, To fight
that hard and not give up
shows we have the resilience
to stand tall in top of the ladder match-ups.

Division 9 v Learmonth
Ballan displayed sensational bowling as they defeated
Learmonth by 21-shots on
Saturday.
Early season form has continued for the reigning premiers who took home a 79

Gary Cornell, who had a
stellar nine-shot triumph,
said this was another great
win for the side.
We enter into each match
with the goal of winning,
that goes without saying.
Cornell said, being undefeated is fantastic, but we are
now moving our focus onto
playing Victoria next week.

returned to the side and
