Per 0.C.G.A. 50-18-99(d), each local government must adopt a retention schedule. Records retention periods can never be less than the minimum retention periods indicated in the Local Government Retention Schedule produced by the Division of Archives and History of the Office of the Secretary of State. Per Mr. Kelvin Walton, Director of Purchasing and Contracts, his department destroys all contractual documents related to watershed improvement projects after only seven (7) years. This is a clear violation of the twenty (20) year retention period set for such project records by the Local Government Retention Schedule. Additionally, Mr. Walton’s department regularly destroys select portions of RFP related documents (selection committee members’ individual analysis and score sheets), choosing to only maintain a finalized summary sheet for its official records. This practice too violates the mandated retention periods for local governments set by Georgia Law. We find these violations of Georgia Law very troubling. The destruction of public records which, coincidently, are now also evidence in an ongoing Special Purpose Grand Jury investigation must not be tolerated. Please carefully review all applicable retention periods for all departments and records classifications and act accordingly. We have an obligation to find out the truth on this issue due to the multiple problems, alleged corruption investigations, and federal investigations involving several departments in DeKalb County, especially in Purchasing and Contracting, Contract Compliance and Watershed. Interim CEO Lee May has been billed over $600,000 for special investigators to make every effort to restore public trust. The public must be told the “truth”. After presenting evidence of wrongdoing and alleged criminal activity, we have an obligation to follow up on accusations especially when it involves the procurement and contracting department which is responsible for millions of dollars in contracts. Are we involved in DeKalb’s own version of “Erasergate” and “Cheating the DeKalb Procurement System”? It is important to increase transparency, ethics, and accountability in DeKalb County Government. It is paramount that we increase "Public Trust" in DeKalb County. We must hold our elected officials and their staffs accountable. The office is breaking every procurement rule possible and constantly terminating, suspending, ot forcing employees to resign who speak up about inadequate policies. The turnover rate is extremely high from new employees and long- term employees which lead to a chaotic and unorganized work environment. Even with the extreme volume of tumover there has been NO internal help to examine the problem. The Human Resources department should be thoroughily investigated for allowing employees to be treated as such and not intervening to help, It clearly shows leadership is the problem and not the employees because we follow what os tell : S & and take the blame for their lack of experience and There is absolutely no professionalism nor leadership in the office, from the Director, to the Deputies who are constantly inconsistent to questions and policies of the daily operations. Management changes their decisions and processes every single day, so you're not clear on anything. There are no polices in place and the Director is happy with saying "it will come eventually”. If an employee asks about work related training/ certifications and Tequest for Department to pay there will be retaliation even though it's for work. But, Scott Callan, paid for the NPI 2015 award and the application was completed with bogus information that we don't do. It’s not a distinguished award and several agencies can get it because you pay for it. Employees are expected to work very long hours even though the work is not done correctly. There are no flex hours are teleworking benefits for the employees but the Deputies can do either. The staff is expected to complete the entire solicitation from start to finish, create language for contracts, develop contracts, purchase orders, LSBE marketing, and vendor management evaluation forms which creates high ctror margin and setup for failure, The Director has created so many steps without any area of subject matter, solid policies, or strong leadership to build a great working environment. The training is not useful because of the unprofessionalism by the ‘management team. We have meetings with Scott and the Deputies to discuss training but employees are afraid to tell the truth because the Employees are being bullied by the Deputies when in fact their operating purchasing and contracting in an unlawful and chaotic manner. We are receiving wrong and inconsistent ‘training from all top management and no one cares. There is never any sound decisions and proper codes of ethics done in the office. We are made to push out solicitations regardless if wong or right and when a problem is noticed an employee is used as an escape goat, when in fact the deputy told you to do it. If you show documents where you were told what to do or you dispute the way of carrying out solicitations you're personnel file will be documented so you can be fired, forced to resign or suspended so we have no support in the office, Employees should be able to come to work in a good atmosphere without fear of losing your job because of following bad instructions from leadership. Have lawful policies and procedures to help with day to day duties. We deserve to have faith in DeKalb County Government as employees with great leadership and policies and procedures in place to help do our job without being forced into CHEATING the system.
