Job Description
Kirinyaga County Public Service Board is seeking to
recruit a Manager who is passionate about supporting
Disabled and disadvantaged children to turn their lives
around and achieve their potential. This post will also
play a key part in fund-raising, partnership work and
communications with partners and supporters.
The children have been traumatized by neglect and
abuse; and over time we aim to nurture them back into
both physical and emotional health. Motivated by
condence in their ability, we provide them with food,
healthcare, clothes and protection, but above all, with
a supportive partners giving them love, hope and
purpose. The County Government provides education
to facilitate these children to tap their potential in life.
The post holder will be responsible for managing all
aspects of running the Home.
Duties and Responsibilities

To be responsible for the management, co ordination


and development of a range of quality services for
children referred and/or accommodated within the
home.

To promote and support the Kianyaga Children's home


mission and to ensure that every opportunity to
publicize the name and work of the home is pursued.
Pro actively research funding opportunities from
trusts, foundations and corporate supporters.
Prepare monitoring and evaluation reports
To assist the Board to keep in touch with our
supporters - answering their enquiries
To carry out marketing and make use of local

disabled and disadvantaged children.


To undertake any other such duties as required by the
Director, commensurate with the grade of the post.
To manage a designated budget (as required) ensuring
that the home achieves value for money in all
circumstances through the monitoring and control of
expenditure and the early identication of any nancial
irregularity.
Person Specication
The most essential qualities we are looking for are
enthusiasm, commitment and a passion for supporting
disabled and disadvantaged children in Kenya.
In addition, the following skills and experience would be
desirable.
Skills
Excellent organizational and administration skills, with

Good written and verbal communication skills.

Terms of Service: Permanent & Pensionable


Duties and Responsibilities.
To support the Department to implement its overall
strategic direction to maximize the quality and impact of
its programs and optimize the benets for children and
adults living with disability.
To lead the process of mainstreaming disability
assistance and promote a rights-based approach
to meeting the needs of children and adults living
with disability
Monitor and implement systems enabling effective
review, monitoring and evaluation of progress
made in the area of inclusion of people with
disability and give strategic direction on various
interventions.

The ECDE Ofcer shall be responsible to Director of


Education on all matters pertaining to ECDE and ChildDay-Care Services in the County. The ofcer at this level
may be deployed to coordinate ECDE activities in the
Sub-County or head a unit in the County Directorate of
Education. Duties and responsibilities at this level will
involve:
Supervise and oversee curriculum implementation
and delivery in ECDE and Child-Day-Care Centres.
Co-ordination of capacity building and co-curriculum
activities in ECDE and Child-Day-Care Centres.
Co-ordinate the county staff in the ECDE and ChildDay-Care Centres.
Liaise with both national and county government
entities on matter of service delivery in ECDE and
Child-Day-Care Services.
Enforcing the prescribed County licensing conditions,
directives and regulations of ECDE and Child-DayCare Centres.
Perform any other duties assigned by director from
time to time.
Requirements for Appointment
For appointment to this position, an ofcer must be:
(i)

A holder of Bachelor in Education (Early


Childhood Development/ Primary option) or its
equivalent qualications from a recognized
institution;
OR
Bachelor of Education with Diploma in Early
Childhood Development;
(ii) Served as an ECDE- Trainer/ DCECE-Ofcer/
Education-Field Ofcer/ Head of ECDE Centre for
a minimum period of (3) three years;
(iii) Demonstrated a thorough understanding of the
current trends in Basic Education and in
particular Early Childhood Development
Education in Kenya.
(iv) Those with Masters in relevant elds and
currently serving as ECDE teacher
trainers/Examiners in ECDE National
Examinations will have added advantage.

For appointment to this grade, an ofcer must
have:
(I) served as a Deputy Principal/ Head of
Department in a TVET institution/
Manager in Youth Polytechnics/ Head of
Department or Chief Technical/ Youth
Polytechnic Ofcer for a minimum period
of (5) Five years;
(ii) Holder of Bachelor of Technology
Education
OR
Bachelor in Education (Physics, Chemistry,
Biology, Mathematics, Business,
Commerce and Home Economics) or its
equivalent qualications from a recognized
institution;
OR
Bachelor Degree in any of the following
disciplines: Engineering; Computer
Studies/science/ICT; Building and
Construction; Food Technology; Business;
Home economics/ hospitality; and any
other technical/ applied science and
technology disciplines and Diploma in

(iii) Demonstrated a thorough understanding
of the current trends in Technical,
Industrial, Vocational and
Entrepreneurship Training (TIVET),
administrative and professional
competence in the management of
