The Office of the Ombudsman has ordered both complainant and public respondents in the administrative case arising from alleged anomalies in the Iloilo Convention Center to submit their verified positions papers after which it will be deemed ready for decision.
In a two-page order, Director Nellie Boguen-Golez, chair of the special panel investigating the ICC case, gave Manuel Mejorada, DPWH secretary Rogelio Singson, DOT secretary Ramon Jimenez Jr. and five other officials 10 days to file their position papers.
Singson and Jimenez, along with TIEZA chief operating officer Mark Lapid, DPWH undersecretaries Jaime Pacanan and Romeo Momo, regional director Edilberto Tayao and BAC chairman Marilyn Celiz, are charged with dishonesty and grave misconduct.
"This is a most welcome development because it shows that the Ombudsman has put this case on the fast lane," Mejorada said after he received his copy of the order dated January 8, 2015 on Thursday.
Mejorada said he has built an air-tight case against these officials for conspiring to defraud the government through the overpricing of the ICC and the malversation of public funds sourced from the outlawed Disbursement Acceleration Program (DAP).
"Much of the evidence I will be using to hammer in the final nail in the coffin are their own counter affidavits and documentary evidence," Mejorada said.
Mejorada said the administrative case requires only "substantial evidence" for the Ombudsman to render a guilty verdict against these officials.
"What I have now is overwhelming and incontrovertible proof that the project is riddled with anomalies from start to finish," he said. (30)
