Today on the 3
rd
of January 2013, we once again converge here at The
Ranch Protea Hotel, illuminated by the heroism of great revolutionaries
who laid their lives for the struggle for liberation and freedom in order to
reflect and account on the mandate bestowed on us by the electorate as
guided by the African National Congress. As we are meeting today
President Mandela has just been released from hospital, I would like to
take this opportunity to wish him a speedy recovery.
The Ruling Party the ANC, celebrated its centenary in 2012, evidenced
by major achievements made and historical progress recorded on the
educational front and a consciousness built on the deepening of an
ideological understanding. Apart from other issues, it is worth stating that
the Freedom Charter as proclaimed in 1955 declares that the doors of
learning and culture shall be opened. In pursuing this objective, we
continue to ensure that quality public education is provided to our children
and youth.
The continuous development of human potential is critical for the success
of the National Reconstruction and Development in pursuit of socio
economic transformation, political and civic empowerment and
transformation of the institutions of society. It is therefore our primary
objective to ensure that our schools become centers of excellence and
platforms of social justice.
Since I came into office in 2009, I emphasized that for us to successfully
advance key pillars of the Education Revolution and Curriculum
transformation, we will always need all round cadres, committed community
activists, efficient public service and a visionary collective leadership that
will continuously inspire, invigorate and mobilize a broad front of organs of
civil society to maximize our contribution to this fundamental agenda. To
this end, we have mobilized the motive forces of our National Democratic
Revolution around education and remain faithful to the principles and to the
fundamental cause of our education revolution, because we are all soldiers
of humanity in the struggle for better quality education. This is done in

response to the call made by the President that education is a societal
issue and therefore every South African should have an interest in getting
involved in education programmes
This force should have strict discipline, a high morale, and a clear
comprehension of the tasks to be performed without conceit, illusion and
false hopes of an easy triumph.
Ladies and gentlemen, colleagues, comrades: leadership and management
in the entire system are critical. All the Circuit Managers have now
completed the Circuit Improvement Programme which empowered them
with leadership and management skills to ensure that they adequately
monitor, support and evaluate implementation and coverage of the
curriculum in our schools. We have recently advertised twenty four Circuit
Managers posts to respond to the vacuum created by natural attrition. We
will ensure that the process of filling these posts is concluded early this
year to stabilize the affected circuits.
The Education Team is comprised of agents of change, who should
continue providing support to our schools, make sure that they remain
functional and effective units of change and progress in society. As such,
we will continue to invest in the curriculum implementation through a
number of intervention strategies. These include amongst others, but not
limited to:
training subject committee members on the setting of quality tasks,
marking and moderation;
holding regular training sessions with Curriculum Advisors on the
development of work schedules, training manuals, setting of quality
tasks and development of pace setters;
setting and provision of common mid- year examinations;
establishing collaboration between Universities and NGOs;
engagements with the two Universities in using their Science
Centers;
MASTEC Institute for continuous professional development;
providing support for our Circuits;

strengthening governance of schools and curriculum delivery
activities; and
continuous engagements with under performing schools; to mention
but a few.
Comrades, colleagues and fellow South Africans, the academic year 2012
has been a challenging year; which in locating it, I would like to quote from
our beloved father of the nation, President Nelson Mandela in his famous
autobiography.
I have walked that long walk to freedom. I have tried not to
falter; I have made missteps along the way. But I have
discovered the secret that after climbing a great hill, one only
finds that there are many more hills to climb. I have taken a
moment here to rest, to steal a view of the glorious vista that
surrounds me to look back on the distance I have come. But I
can only rest for a moment, for with freedom come
responsibilities, and I dare not linger for my long walk is not
ended.
Indeed 2012 was a year characterized by differences contested in a range
of discourse and engagements. It was a year of sophisticated torrent of
ideas, which impacted substantially far beyond our numbers and the
immediate environment. It was a year of contested shared social landscape
which perhaps understandably represented a surface inexplicable. But we
have coped and maintained strong discipline, coherence and unity in
action. All of us by now our hearts are warmed by an unshakeable certainty
which gives us courage, strength and a sense of the necessary conditions
created for discharge of public duties. Continually we have heightened the
moral strength of everyone in the department and demonstrated mastery of
differentiated approaches which supported quality classroom practice. We
have perfected our endeavors to pursue education goals evidenced by
progress recorded to date.
In fact, forces of progress are hard at work advancing key pillars of the
Education Revolution which are:

leadership and management;
governance;
curriculum implementation and coverage;
learner attainment strategy;
LTSM supply and resource availability;
financial management and accountability;
infrastructure development and provision;
learner discipline and school safety;
time on task, teaching and text;
parental support and involvement;
departmental support;
teacher development;
sound labour relations;
stakeholder mobilization;
monitoring, support and evaluation;
dedicated and focused attention on Maths, Science, Accounting and
other gateway subjects; and
QLTC.
I am very happy to remind all of you that we are in this venue to recognize
our best schools and learners who continue to give us hope even under
trying circumstances. These are men and women, boys and girls who keep
the glowing light to inspire us to work harder and defeat the exhaustion of
the mind caused by unsubstantial social weight required to propel
education system forward and increasing constraints of marginal
expressions.
Let me remind you that when I joined this department in 2009, we obtained
48.9% pass rate, which was not pleasing. In 2010 we obtained 57.9% pass
rate; and in 2011 we obtained 63.9%. This is an indication that we are on a
mounting mobility. We have set an upward and forward trend that must be
maintained.
For 2012, our Province presented 77 360 learners who wrote Grade 12
examinations, and 51 745 of these candidates have passed. I am

happy to announce that our pass percentage for the year 2012 is 66.9%,
which shows an increase and excellent performance for the Province. We
have out of the 2012 examinations produced 15 324 Pass bachelors, which
is our contribution to the national pool of candidates who will be going to
universities to study their various degrees.
It is important to note that there were 78 211 candidates who entered the
2012 national senior examinations. The fact that 77 360 candidates
actually sat for the examinations, shows the high rate of retention (98.9%)
in our schools. Therefore schools in Limpopo do not cull learners, thus
creating an opportunity for our learners to complete their schooling.
Last year, we had more than twelve thousand pass bachelors; and this
years pass bachelors represents an increase of 2 378 of quality results. I
would like to thank our educators and learners for a job well done. You
have glorified us in a midst of over exaggerated environment. In fact we
have geared ourselves for high performance and we are almost there,
because we deserve that, our learners are par excellence with their hard
working educators. This is evidenced by the recognition of learners by the
Minister in various categories yesterday; in which we have outclassed
highly rated Provinces in Mathematics and Physical Sciences and other
categories. I will come back to this for more details as I proceed.
This year we have decided to acknowledge the work done by our
independent schools. They contributed 3 252 Grade 12 learners to the
Province. We will be recognizing their top three performing schools and the
top three learners as a stand alone category.

Before I give you a breakdown of how our schools performed in various
categories and the best learners who make this Province proud, it is
important to explain that in the National Curriculum Statement, passes are
in three categories, and they are indicated in the learners statement of
results.
If it is explained:

Pass Bachelor: it means a learner can be admitted for a Bachelors
degree at any university

Pass Diploma: it means a learner can only be admitted for a Diploma at a
university but not a degree

Pass Higher Certificate: means a learner can only go to university for a
higher certificate but not for a degree or a diploma.

It is also important to add that in terms of the new Curriculum, learners
must either do mathematics or mathematical literacy.
In the 2012/2013 Budget Speech, I mentioned progress made with regard
to the process of establishing the additional Districts, of which we are still
building capacity and the administration of exams is still in the old five
Districts. For the purposes of exams, we do so in terms of the old five
Districts.
1. TOP 3 DISTRICTS: GRADE 12 NSC 2012

We are starting with the top three Districts in the Province. But before I can
get there, it is important to announce that all our Districts have done very
well. You would remember that last year we had only one District i.e.
Waterberg, which performed below the National norm of sixty percent. This
year it has joined the other four and all our Districts have performed above
the national norm. To all our District officials, I would like to say thank you

for the good work in particular Ms Madela DSM of Waterberg for the
improvement. I hope the people of Waterberg will celebrate this
achievement.
Ladies and Gentlemen, I now present to you the 2012 Top three Districts:

In fact, compared to 2011 academic performance, Vhembe increased from
70.3% to 76.8% which is 6.5% improvement; Mopani increased from 60.1%
to 63.2% which is 3.1% improvement; Sekhukhune increased from 60.8%
to 63% which is 2.2% improvement; Waterberg increased from 55.1% to
60.1% which is 5% improvement. Capricorn; though it retained position
two, it has however declined from 66.8% to 66.0% which is 0.8% decline.
Given where we come from, this is a major progress and I am confident,
given the capable leadership of our Districts, Circuits and Schools, we will
soon reach the league of those who are performing above us.
During our consultations in the previous academic year, we had schools
falling under what we called serial underperforming schools over a period
of three past academic years. Given the improvements recorded, I
recognized the most improved school as a category. Here follows the most

In fact, Mopani and Vhembe have recorded the highest number of schools
that have improved, and this accounts for their positions in the equation. I
would like to congratulate the leadership of Mopani District, both Dr
Mafenya and Executive Mayor Joshua Matlou, the local Mayors and our
Traditional Leaders who gave our schools support and visited them. And
this performance should be dedicated to the late Mr. Maake, who laid a
foundation and made a contribution, may his soul rest in peace.
Secondly, I wish to congratulate Dr Rambiyana, Traditional Leaders and
Executive Mayor Matibe and Local Mayors of Vhembe District, for the
outstanding performance of the District. Dr, a leader takes people where
they want to go. A great leader takes people where they dont necessarily
want to go, but ought to be, so said Rosalynn Carter.
While we are celebrating this good performance, regrettably we have one
school that got zero pass percentage. And that school is Alapha
Secondary, Bakone Circuit in Capricorn District. The Principal and his
colleagues will have to come and account on what happened.
To all our Districts, I would like to thank you for your good work; you have
worked very hard Comrades and Colleagues. Congratulations and keep up
the good work.

Ladies and gentlemen and fellow South Africans, I want you to note that
our public education system is performing very well, despite the skeptics
out there. Comparing the performance of this category and our public
ordinary schools, the top learner in this category is number 27 of the top 30
best learners of our public schools in terms of the marks obtained.
Despite the skeptics who satisfy their egos by making public statements
casting aspersions on the capabilities of the Education Team, writing open
letters of nave questionable contents, characterizing what in their
understanding seems to be the situation, projecting feeble analysis
uncharacteristic of revolutionary cadres, displaying their ignorance of
variant defects of apartheid education, pre-supposing things and over
exaggerating issues out of context, seeking to glimpse the political
reasoning insufficient of essence, based on thoughts to ferment negative
perceptions hidden beneath the call for efficacy, failing to transcend narrow
horizons created by grandstanding and choosing to forget the call we made
of collective contributions to the construction of a new direction informed by
the education plan of our country, wishing us to fall prey to all manners of
idealistic illusions, seeking the hold of the consciousness of the people,
hoping to remain legitimate in their imagination informed by their outlook
with insufficient clarity.
However, the centre of gravity remains with us. We have to date recorded
eighteen percent growth in the performance of our Grade 12. This is
undoubtedly a tremendous achievement. We begin to appreciate the
correctness of our intervention strategies and more profoundly understand
our landscape. Because to ignore the real situation at play, and
concentrate on imaginary conditions, will be to invite failure. Indeed we will

pay the necessary attention to any matter brought to our attention to perfect
our systems.

15 Conclusion
Ladies and gentlemen, we will pursue the goal of making our schools
centers of excellence and units of change. We will do everything as
Government and in particular the Department of education to restore the
confidence of our communities in the public education systems.
As workers of the minds in the industry of knowledge production we have
set ourselves goals to be pursued:
We are implementing Action Plan 2014 towards 2025 Education Plan
Our Physical Science and Mathematics training institute remain
critical
Analysis of the Grade 12 results will help us to develop appropriate
response strategies
We will focus on the Foundation Phase informed by ANA results
We will focus on under-performing schools
Ensure CAPS implementation
Intensify accountability sessions just to mention but a few.
Let me take this opportunity and thank all our educators in the Province for
their selfless dedication to the education of the children of the working class
and the poor. You are true patriots and servants of the people. You know
very well that emancipation requires action on several essential levels.
Congratulations on the good work done. This system can stand and fall on
you. As cadres of advanced consciousness, soldier on informed by the
historical magnitude of your work
To members of the Portfolio Committee, your oversight role has brought us
where we are today. Words cannot describe how greatly elated we are.
Your support is much appreciated.

To my colleagues in the Executive Council and the Premier, thank you for
your support in various ways including visiting our schools to give support
and motivation to our learners and teachers. Together, we have a
responsibility to make this apex priority a success.
Executive Mayors, Mayors and Councilors, your involvement in education
matters is highly appreciated. Continue to support our schools and give the
young ones opportunities of whatever kind that would develop their great
potential.
Our Traditional Leaders, you remain a fountain of knowledge and source of
stimulation. Continue to exercise your responsibilities of ensuring that our
learners are steeped in culture, tradition and other important value systems
that would shape them into responsible citizens.
It has been proved beyond reasonable doubt that a good SGB serves as
bedrock for a successful school. Remain committed to your work and
always guide our schools properly. Congratulations on your election and
hope together we will make a meaningful contribution.
To Unions, you are an integral part of the system. Working together we
have achieved this great progress and I know we can do more in line with
what President Zuma said. Lets redouble our collective leadership to
deepen the ideological orientation of our Revolution and large scale
mobilization of social forces around education matters, so as to set our
Province to perform at the highest level.
To our Public servants, you remained true servants of the people. We want
an administration that serves the people with integrity, continue to support
our schools. You are doing a good job. Working together with our social
partners, lets join hands in stemming out indolence and dereliction of
duties whichever way they manifest themselves. We have come a long way
and should be jealous of progress made.
To the Head of Department Mr. Thamaga MJ, the Administrator Mr.
Matthews MC and the management of the Department from the Circuits
to Head Office you deserve a special word of appreciation. Your support

is unparalleled. Remain a compass that steer the department in the right
direction. You are indeed dependable soldiers of humanity.
To His Grace, Bishop Dr. Barnabas Lekganyane, representatives of St.
Engenas church, Bishop Muriri, SACC leadership and all the faith based
leaders here present, and at home, thank you very much for your support.
Your presence and support always reminds us of the obligation and
responsibility, as spiritual beings to remain good shepherds of the poor
souls of the MAN ABOVE, i.e. learner population of our Province.
To everyone who has interest and relationship with the department of
education, I invite you to the book of Phillipians chapter 3 verses 13-15:
Brothers and sisters, I do not consider myself yet to have taken hold of it,
but one thing I do is forgetting what is behind and looking forward to what
lies ahead. I press on to receive the prize. If you disagree on some point, I
believe GOD will make it plain. But we must hold on to the progress already
made.
To the media, thank you for always showing interest on matters relating to
this department. Your continuous engagement enables us to communicate
with the people of the Province. Effectively working together we will
empower our people. Working together we can do more in providing quality
education.
