2014 AMENDED CONSTITUTION AND BY LAWS OF THE
LOWER QUIRINO HILL SENIOR CITIZENS ASSOCIATION (LQHSCA)

PREAMBLE
WE, THE MEMBERS OF THE LOWER QUIRINO HILL SENIOR CITIZENS ASSOCIATION OF
BAGUIO CITY PHILIPPINES, UNITED IN OUR DESIRE TO FORM A FEDERATION THAT SHALL
PROTECT OUR LEGITIMATE RIGHTS AND INTERESTS AND TO FORGE A STRONGER AND
MORE ENDURING TIES OF FRIENDSHIP, BROTHERHOOD, CAMARADERIE AND UNITY
AMONG OURSELVES FOR THE IMPROVEMENT AND BETTERMENT OF OUR SOCIAL,
ECONOMIC QUALITY OF LIFE, MORAL AND SPIRITUAL WELFARE, UNDER THE GUIDANCE
OF THE DIVINE PROVIDENCE, DO HEREBY ORDAIN AND PROMULGATE THIS
CONSTITUTION.
ARTICLE I
NAME AND ADDRESS
Section 1 This organization shall be known as LOWER QUIRINO HILL SENIOR CITIZENS
ASSOCIATION (ACRONYM: LQHSCA)
Section 2 The principal office and address of the association shall be at Lower
Quirino Hill, Baguio City.
ARTICLE II
DECLARATION OF PRINCIPLES
Section 1 The Association shall be a civic, non-stock, non-profit, non-sectarian, non-
racial, and non-political organization.
Section 2 It shall recognize and respect the rights of all members regardless of
creed, color, social, education, and economic status.
Section 3 It shall abide and promulgate policies, rules and regulations consistent
with the existing ordinances of the Local Government of Baguio City and
the laws of the Republic of the Philippines.
Section 4 It shall support the programs of the DSWD, CWSDO and OSCA that will
enhance and promote the well-being of the Senior citizens of the country
in general and that of Baguio City in Particular.

ARTICLE III
VISION
Section 1 The Lower Quirino Hill Senior Citizens Association envisions a healthy,
vibrant, friendly, and unified group of the elder constituents of the
barangay and to the society as well.
MISSION
Section 2 To work together to strengthen unity and promote solidarity among
members for the fulfillment of the associations objectives and goals.

OBJECTIVES
Section 3 The objectives of the LQHSCA shall be:
a. To protect and promote the general welfare and well-being of its
members.
b. To plan and develop projects and undertakings that shall provide
participation and cooperation with a sense of belonging in nation
building and progress.
c. To promote, improve and enrich the cultural heritage, tradition and
moral values of the Filipino people, worthy of emulation of the
youth.
d. To set the example of being morally and law abiding citizen by
adhering and complying with the city ordinances of Baguio City
and laws of the Republic of the Philippines.
e. To encourage the registration of all barangay elderly residents and
maximize their participation in activities designed for them by the
association.
f. To adopt a scheme to procure funds that may include soliciting
assistance from government entities and private sectors through
the CWSDO by which LQHSCA may further neither improve the
Senior citizens Wellness Center nor obtain office equipment.

ARTICLE IV
MEMBERSHIP
Section 1 LQHSCA membership shall comprise of Senior citizens in the barangay,
Filipino Citizens including those with dual citizenship and are actual
residents in the barangay for at least six (6) months prior to their
membership.
Section 2 A new member has to fill up a membership form in three (3) copies, to be
furnished to the FBASECA, OSCA and Barangay File Copy.
Section 3 The chapter secretary or the President shall submit a list of their officers
and members with application forms duly accomplished for membership
with FBASECA. Membership becomes effective upon payment of the
following fees and every year thereafter.

ARTICLE V
OFFICERS
Section 1 The officers of the federation shall be: President, Vice President, Secretary,
Treasurer, Auditor, Business Manager, Press/Public Relations Officer, Sgt. at
Arms. The immediate past president shall be an ex-officio member of the
Board of Directors. There shall be an appointed assistant secretary down
to PRO as needed.
1.1 The elected officers of the association shall hold office for a period of
one (1) term for two (2) years from the date they assume office until
their term shall have expired of after their successors shall have been
elected and qualified.
Section 2 No two (2) or more persons with a relationship up to the 3
rd
civil degree of
consanguinity or affinity shall not both serve as an elected or appointed
officers in the association.
ARTICLE VI
QUALIFICATION OF OFFICERS
Section 1 Must be 60 years old and above, Filipino Citizen duly elected and
qualified member of their barangay, in good standing with no police
record nor criminal case pending in court.
Section 2 Must not be an officer of any other senior citizens associations than these
associations of the barangay.
Section 3 Must be physically and mentally fit to perform as an office of the
association with a pleasant disposition and appropriate interpersonal
relationship with fellow Senior Citizens.
Section 4 Must have the time and willing to attend to his/her duties and
responsibilities as member, thus receiving a 90% attendance in meetings
and activities of the organization.

ARTICLE VII
DUTIES AND RESPONSIBILITIES OF OFFICERS
Section 1 The president shall:
a. Preside over all meetings of the Association.
b. Implement the provision of this Constitution and By Laws as well as
those rules and regulations promulgated by the Officers.
c. Other than the standing committees the president may create and
appoint the chairman and members of a committee that are
deemed a necessity.
d. Sign all deeds, agreements, contracts, and other formal
documents in behalf of the association and countersign all checks
drawn against the funds of the association.
e. Render a written report of his/her administration and affairs of the
federation before at the end of his/her term of office to be
presented during the general assembly.
f. Has the power to remove appointed officers from office with
justifiable cause, subject to the occurrence and authorization of
the officers.ial
g. Represent the association in any social or official function where
the interest of the members is concerned.
h. In subsections (c) and (d) all appointments and signing of any and
all documents shall be with the occurrence of the officers.
Section 2 The Vice President shall:
a. The Vice President will take over the presidency in the absence,
incapability or resignation of the president. He/She will also be the
concurrent Chairman of the electioncommittee on Programs.
b. He/She shall report to the president.
Section 3 The Secretary shall:
a. Notify all officers and members before the scheduled monthly and
General Assembly meetings, including special and emergency
meetings.
b. Record all Proceedings of all meetings of all officers and the
association and safeguard of all records.
c. Furnish copies of the minutes of the meetings the board of
directors, president and the Punong Barangay.
d. Post copies of the minutes, monthly reports, financial reports and
other documents relative to the association at the barangay hall
for the information of other members and constituents of the
barangay;
e. Have custody of the registry book and records of all members.
Keep on the file complete copies of the constitution and bylaws of
LQHSCA and certificate of incorporation.
f. Be the custodian of the seal of the association.

Section 4 The Treasurer shall be the Finance Officer of the Association:
a. Receive and issue receipts for all funds due to the Association and
deposit the same to the designated depository bank of the
Association or bank as the Officers may advice
b. Be the custom of all funds of the Association and shall be
accountable and responsible in the safekeeping of the said funds.
c. Maintain one (1) bank book for general fund, special fund, and for
mutual aid funds. (Savings and Time Deposit)
d. Disbursement of Association funds shall only be authorized by the
Officers and approved by the President.
e. Authorized bank withdrawals signatories shall be any two (2) of the
following officers the President, Treasurer, and Secretary.
f. Keep all books of accounts, receipts, logbook, and vouchers
indicating all financial transactions of the Association.
g. Prepare monthly report of the status of funds of the association and
the list of delinquent members of barangay unit to be presented
during regular association meeting.
h. Upon the election and qualification of the new Treasurer at the end
of the Treasurer term, the outgoing Treasurer shall turn over all funds
deposited in the banks (Passbooks) and those cash on hand,
receipts, vouchers and other valuable properties of the Association
under his/her care.
Section 5 The Auditor shall:
a. Conduct periodic inspection within the month and conduct an
audit of the Books of Accounts, Financial Transaction and Bank
Accounts.
b. Attest to the correctness of the Treasurers report to be forwarded
to the Officers to be complied with by the Treasurer.
c. Take part in ensuring that the Association funds are safeguarded
and perform other duties as the President and Officers may
prescribe.
Section 6 The Business Manager shall:
a. Manage the social affairs of the Association and coordinate with
the treasurer for funds to support any of these activities;
b. Do other duties that may from time to time be assigned to him/her
by the President.
Section 7 The Press/Public Relations Officer shall:
a. Be responsible in collecting, reporting and disseminating
information, such as activities, undertakings, programs, projects,
and issues concerning the Association with the concurrence of the
President or the Officers.
a. Be the spokesperson of the Association.
Section 8 Sergeant at Arms shall:

a. Prepare the physical arrangement at the venue of activities,
meetings and affairs before and after with the assistance of the
committee on programs and the committee on special projects.
a. Maintain peace and order during meetings, affairs, and activities of
the Association of perform other duties that be required by the
President or the Officers.
b. Receive, sign receipts, log in with corresponding receipt numbers
and dates of acquisition and safeguard such material; assets
acquired by the association either donated or purchased and be
accountable for them. Such log book with complete information
and the material assets will be turned over to the coming officers at
the expiration of their term of office.

ARTICLE VIII
ELECTION, TERM OF OFFICE AND FILLING OF VACANCIES
Section 1 The officers of the Lower Quirino Hill Senior Citizen Association shall be
elected from among the members of the barangay at large by all
members.
Section 2 Vacancies in any post of the elected officers shall be filled up by all
members electing a replacement from the officer to serve the unexpired
term of the Officer who vacated the position, during any of the special
meetings.
Section 3 No officer of the Association shall be elected in absentia and no proxy
voting.
Section 4The elected officers and members of the association shall serve for one (1)
term of 2 years or until their successor shall had been elected and
qualified and can be reelected for another one term only.
Section 4 In case vacancy caused by death, permanent disability resignation or
removal from office (with cause) of any officer, the rule of succession will
prevail, in the case of the otherOfficers, the general membership shall
conduct elections to identify who will serve the unexpired term of the
vacated post. In the event where the rule of succession is not applicable,
the Officers will rule over the latter.

ARTICLE IX
RIGHTS AND PRIVILEGES OF MEMBERS
Section 1 Every member of the Association shall have free access to the records of
the Association particularly on disbursement of funds during office hours
(8:00 am 5:00 pm).
Section 2 Every member shall be eligible and participate in the discussion and
deliberation during meetings.

Section 3 Every member shall have the right to vote in all the meetings of the
association.
Section 4 Members shall have the power to call for a general assembly of the
general membership provided or 50% of the general membership
manifested their intention to conduct a general membership meeting or
assembly.

ARTICLE X
DISCIPLINARY ACTIONS, PENALTIES, REMOVAL FROM OFFICE, EXPULSION FROM
MEMBERSHIP AND REINSTATEMENT
Section 1 Delinquency Any member who violates any provision of this constitution
and by-laws shall be deemed delinquent and be subject to succeeding
sections of this Article.
Section 2 Removal from Office
a. Any officer who shall be absent from scheduled meetings of the
Association without justifiable reason for three (3) consecutive
meetings shall be interpreted as an automatic resignation. The
vacancy so created shall be filled up in a manner herein provided.
Section 3 Voluntary Withdrawal of Member
a. Any member who voluntary withdraws as member of the
association shall be given the opportunity to explain in writing
his/her reason.
Section 4 Suspension from Office and Expulsion from Membership
Any elected or appointed officer or member of the Association shall be
suspended from office or expelled from membership when found guilty of
the following:
a. Non-performance of duty, disloyalty and gross violation of the
constitution and By-Laws.
b. Misappropriation / Malversation of the Associations fund by an
officer.
c. Any act deemed injurious or inimical to the interest of the
organization.
d. Never appeared, attended nor participated in any
meeting/activities of the Barangay Unit or Association after having
obtained his/her LQHSCA ID card without any justifiable reason.
e. Absent during regular and special meetings for three (3)
consecutive meetings without any justifiable reason/s shall be
automatically removed from the roll of members;
Section 5 Penalties shall be imposed:
a. Any member absent during regular meeting without justifiable cause
Fifty Pesos (Php 50.00).

b. Non-wearing of Red Uniform Vest during regular and special meetings
shall incur the penalty of Fifty Pesos (Php 50.00).
c. Any member who shall be absent on any Association activity shall be
penalized upon the discretion of the officers.
Section 6 Justifiable Reason/s for absences:
a. Death of a Relative Must be an immediate family member
b. Sickness/Illness
c. Important Family affair that a member is required to attend to
Section 7 Reinstatement
a. Any member who was expelled as member of the Association may
be reinstated after he/she shall have fully paid/liquidated his/her
back financial obligation and promises to fully comply with the
constitution and By-lawsof the association may be reinstated subject
to the approval of the officers.

ARTICLE XI
REGULAR, SPECIAL, ASSEMBLY MEETINGS AND QUOROM
Section 1 The regular meeting of the Association shall be every second Saturday of
the month at 2:00 PM at the Senior Citizens Office to be presided by the
President.
Section 2 General Assembly of the General Membership shall be held once a year
to be scheduled by the officers of the association.
Section 2 The quorum during the regular and special meeting of the officers shall
not be less than 25% while in the general Assembly meeting shall also be
20% of the General membership who are present and eligible to vote.
Section 3 Special meetings may be called by the President or majority of the
officers.
Section 4 The time of the start of meeting shall be followed and observed and all
Regular, Special, and Assembly Meetings shall follow a program which
shall not be limited to the following:
a. Prayer
b. Singing of PambansangAwit
c. Message of Association President
d. Message of Punong Barangay (If necessary)
e. Message from Visitors and Guests (If there are any)
f. Enumeration of the Agenda
g. Discussion of the Agenda
h. Report of President (If necessary)
i. Report of Treasurer (If necessary)
j. Discussion of Other Matters
k. Open Forum
l. Announcement
m. Adjournment

ARTICLE XII
CALENDAR
Section 1 The calendar year of the Association shall begin with the first day of
January of theCurrent year and end on the last day of December the
following year.
ARTICLE XIII
MUTUAL AID FUND
Section 1 Every member of the Association shall pay the amount of Four Hundred
Pesos (Php 400.00) as annual mutual aid fund.
Section 2 A member having fully paid his/her contribution for the past year, whether
consumed or not, shall have to pay in complete his/her contribution for
the current year.
Section 3 If a member who completed paying for his/her contribution dies,His/Her
family shall receive Three Thousand Pesos (Php 3,000.00)and the
contribution paid by him/her for the current year shall be returned to
him/her in full.
Section 4 If a member who only paid less than the Php 400.00 mutual aid fund dies,
He/She shall be entitled only to the amount he/she paid for the current
year and shall not be given the Php 3,000.00 Mutual Aid Fund.
Section 5 A member who has been absent for three (3) consecutive meetings
without any justifiable reason/s shall not be entitled to the mutual aid
fund.
Section 6 Once mutual aid fund is consumed, members are obliged to replenish the
same.
Section 7 Deadline of Payment shall be made on the First Quarter of the year.
Section 8 Records pertaining to the collection of mutual aid funds shall be regularly
updated by the President, Secretary and Treasurer and shall be open to
the association members in case they want to check their records.

ARTICLE XIV
OFFICIAL SEAL OF THE ASSOCIATION
Section 1 The official seal of the association shall comprise of the Lower Quirino Hill
Barangay Logo, FSCAP Logo and the year of the establishment of the
Lower Quirino Hill Senior Citizens Association.










ARTICLE XV
REPEALING CLAUSE
Section 1 Rules, regulations, policies, ordinances promulgated or issued that are
inconsistent withthe provisions of this constitution and bylaws shall be
deemed repealed.

ARTICLE XVI
AMMENDMENTS
Section 1 Any amendment to this Constitution and By-Laws shall be proposed be
any member during General Assembly meeting of members or in a
meeting called for this purpose.
Section 2 Amendment of this Constitution and By-Laws shall only be done after one
(1) year from its ratification by a majority of the members present during its
scheduled ratification.

ARTICLE XVII
EFFECTIVITY
Section 1 This Constitution and By-Laws shall be effective immediately upon the
ratification of the majority of the members present during its scheduled
ratification.
The amendments to this Constitution and By-Laws has been discussed and
ratified by all members present on the Lower Quirino Hill Senior Citizens Association
General Assembly on April 14, 2014.
We hereunto affix our signatures in attestation to the ratification and approval of
the amendments to this 2011 Constitution and By-Laws of the Senior Citizens Association
of Lower Quirino Hill Barangay on 14
