The Teachers Service Commission is recruiting 10,300 teachers in both primary and secondary schools to bridge a biting
shortage.
Communication from the teachers employer says 5,000 new
teachers will be employed at the end of the recruitment exercise that starts today and ends on August 11, 2014. Of these,
some 2,479 new primary school teachers and another 2,521 additional secondary school teachers will be recruited. In addition, 4,663 and 676

Recruitment guidelines indicate that candidates will be
awarded marks based on academic or professional certificate and length of stay since
qualifying as a teacher
The document reveals that
candidates whose length of
stay, since graduation, starts in
2002 and before will score 40
points. Those whose stay since
graduation starts in 2003 will
score 37 points. The list runs to
2013 candidates who will score
seven points

Budgeting for various
projects varies from year to
year, exerting serious disruptions. The other challenge facing the sector is the fact that
the Exchequer can provide
only so much funding for one
sector, leaving many projects
unattended, said the President.
Uhuru, who was speaking during the opening of the
Road Infrastructure Development Stakeholders Conference in Nairobi, said the project will double the number of
tarmacked roads from the current 14,000km to 24,000km.

ideal to the State as it allowed
every stakeholder to take responsibility while implementing road projects.
Previously, when we had
poor designs by the engineers,
the Government picked the
pain but through this model, contractors, engineers and
the Government will account

Uhuru signs

President Uhuru Kenyatta has assented to the Division of Revenue Bill,
giving the leeway for county governments to share Sh226.7 billion from
the central government.
The Division of Revenue Act,
2014, raises the new allocation from
the previous 15 per cent minimum
threshold.
President Kenyatta also signed
into law the County Governments
(Amendment) Bill 2014.
The Act, among other things,
states that any person who knowingly and unlawfully obstructs, hinders,
undermines or prevents the County
Development Board from discharging its functions commits an offence
and is liable, on conviction, to punishment by a fine not exceeding Sh1
million or imprisonment for a term
not exceeding one year or both.
The President alsoassented to the
Counsellors and Psychologists Bill
2014.
The law provides for the training,
registration, licensing, practice and
standards of counsellors and psychologists and other connected purposes.
The Act also provides for the establishment of Counsellors and Psychologists Board and Counselors and
Psychologists Society of Kenya with
administrative and regulatory powers.

Referral Hospital, which has an extensive HIV control programme.
Interestingly, six groups from
Uganda and several from Nigeria, which have recently introduced
strong anti-gay laws, have signed the
declaration. The Bill also wants all
people, including lesbian, gay, bisexual, transgender and intersex people
be entitled to the same rights as everyone else.
Even as donor funding to HIV declines, more emphasis by groups such
as the Global Fund and those from
the US and UK is being laid on what
are called most-at-risk populations
(MARPs) such as sex workers, gays,
and people who inject drugs.

The electoral body has protested a High Court ruling that
it includes the name of former
Kasarani MP William Omondi on
the ballot for next weeks Mathare
by-election.
Independent
Electoral and Boundary Commission
(IEBC)has faulted Justice Isaac
Lenaolas orders, saying the ruling is a testimony that the Judiciary is unrealistic in some of its
decisions.
Omondi is vying as an independent candidate.
Commissioner Thomas Letangule said the electoral body
has clear timelines which were
observed, adding that the orders
will plunge the by-election into a
serious crisis.
According to IEBC, it had given aggrieved parties sufficient
time as stipulated by law before
declaring the election date.
The High Court is not realistic since as a commission, we
have timelines which are set out
by the law. One is left to wonder
whether the court really knows
what is happening on the ground.
This is an election and you cant
just issue orders that cause major
setbacks on the timelines, Letangule quipped.

National Assembly Majority Leader Aden Duale said action will be taken after the ongoing investigations.
He said officials at both the Kenya Revenue Authority (KRA) and Kenya Bureau of Standard (Kebs) will be
investigated for their role in importation fraud.

consignment was heavily contaminated and blocked it from entry into
the country at the port.

members of a Maasai community
from a parcel of land in Ndabibi.
The more than 1,000 members of a

Mwereru village in Imenti Central,
Meru county, was in a sombre mood
yesterday as residents buried 91-yearold Evangeline Muthoni, widow of
MMarete MIkandi.
MIkandi, also known as Field
Marshall Baimungi, is held in awe
and reverence by the Meru community since he was one of the lieutenants of Field Marshall Dedan Kimathi
when the Mau Mau led a sustained
resistance against the colonial British troops.
Baimungi was the overall in charge
of Mau Mau in Mt Kenya Forest, which
served as the groups headquarters at
Mt Kenya area, while Kimathi was stationed at the Aberdare Forest.
Despite the sacrifices Baimungi
made for his nation, his wife died a
desolate widow who had struggled to
raise her family and was left to make
do with the little food she had.
Muthoni, whose burial was attended by Meru leaders and the local
community, has left behind nine children, 23 grandchildren and 20 great
grandchildren.

She married Baimungi in 1945
and also played a key role in the independence struggle as an informer
in charge of gathering intelligence for
her husband and his Mau Mau troops
fighting from the Mt Kenya Forest.
Baimungi fought in Burma during
the second World War and after his
return became the driver of a colonial district officer. This was, however, a front that he used to clandestinely steal guns for Mau Mau fighters. He
was eventually arrested and jailed at
the Mwea Prison in 1955.
He broke out of prison with other prisoners and after meeting Mau
Mau leaders including Dedan Kimathi
in 1957, he was put in charge of the
Mt Kenya region where he rose to be
one of the movements most feared
leaders.
After Kenya attained self-rule,
Baimungi came out of the forest with

Baimungi was in charge of the
Mt Kenya region and he rose to

his fellow fighters and after pledging loyalty to the then Prime Minister Mzee Jomo Kenyatta, he was allocated 10,000 acres of land at Timau,
in recognition of his sacrifice and efforts against the colonial government.
Baimungi also surrendered his
platoons firearms to the government
and Kenyatta gave him seven flags,
one to mount on the Landrover he
was given (KFF 660) and the other six
for his generals.
The Field Marshall came back to
Meru to start afresh, but it was never to be. He was assassinated and his
family driven off the 10,000 acres of
land with his wife Muthoni left with
no one to turn to since the then powerful Meru kingpin Jackson Angaine
was said to be behind her husbands
death.
This allegation was boldly repeated in the tribute to Muthoni read at
her funeral yesterday and a strong
message sent to both the national and
county government.

Mama Evangeline died a very disappointed person because after husbands assassination, she was not allowed to bury him or worse still, to
know where he was buried. As a family, we request to be told where our
father was buried so that we can exhume his body and give him an honourable burial, said James Kibunja, Baimungis nephew and family
spokesman.
They also asked the government
to see to it that justice is done as pertains Baimungis assassination and
grabbing of land allocated to him by
the government.
APPEAL TO UHURU
We want the government to intervene and ensure the family gets back
the land. We know those who grabbed
it are living on it and selling parcels of
it, Kibunja said.
Baimungis detractors have in the
past claimed that he was killed in
the forest and that he turned against
the government. The family refuted
claims that he was running a parallel
government in Meru.
Field Marshal Baimungi was not
a renegade as purported by his enemies. He was a true patriot who stood
firm for what he believed was true,
just and honourable, they said even

officers from Trans Mara and Lolgorian
hospitals in Trans Mara East SubCounty, Tunai said: Nothing is

the divided attention that doctors and
clinical officers have.

Agency to supply drugs monthly
to ensurehospitals and health
centres never lack drugs. The County

to renovate and upgradeNarok District

The governor said his administration

basic services that are now made available
through CDF.
In this regard, if the CDF initiative is
properly implemented, it can play a significant
role in the achievement of the Vision 2030
objectives, which are overly geared towards
enhancing economic growth and poverty
reduction. Nevertheless, there are increasing
concerns about the utilization of CDF, which
suggest that the funds are not being utilized
optimally.
Given the importance of this Fund, it
is critical to strengthen the institutional,
design and implementation aspects of the
CDF. This will be instrumental in enhancing
the efficiency in the utilization of funds
and reinforcing CDF implementation by
promoting citizens participation in CDF
processes and activities.
People do not have to go all the way to
Nairobi to get information and submit
their proposals. The CDF office at the
constituency level does all this and it is
accessible to most of the people.

which are in charge of implementing
projects at the local level, the local people
can oversee implementation of CDF
funded projects and monitor the projects
status.
The CDF has (to some extent) given the
local people an opportunity to come up
with their own ways (in terms of projects)
to address their own developmental
problems.
It has led to the initiation of development
projects at the local level thereby availing
financial resources at the grassroots
level, thus, empowering communities
economically. (This varies from one
constituency to another).
It has enhanced accessibility of health
care services to majority of the Kenyans
especially in the rural areas. One
respondent noted that cases of women
giving birth at home have reduced as
health services have been brought closer
to the people. CDF has greatly contributed
to the increase of Health Facilities
It has led to the expansion of education
infrastructure through construction
of new schools countrywide. This has
improved accessibility of education to
Kenyans especially to boys and girls
at the primary and secondary school
level. Parents are relieved from building
classrooms. Respondents also reported
that they are relieved from the burden
of constantly repairing mud walled
classrooms as their children now learn
in favourable conditions. The increase in
the number of schools and classrooms has
increased enrollment rates and reduced
crowding in schools.

emerged that effluent and waste from
the dump site was finding its way into a nearby school and homes around
Naivashas Kayole Estate.

health and sanitation, Dr Joseph Lenai, said the dump sites location was
not ideal.
Speaking after visiting the overflowing facility, Lenai said plans to

Class Eight, to ensure that all pupils
get ICT knowledge and skills.
We have introduced these studies
to help our pupils acquire skills that
are required in this digital world. We
have moved ahead of the Government
plans because they could have disadvantaged us, and made us lose pupils
to public schools, she said.
The school has a fully equipped
computer laboratory, and the director
said they will put emphasis on learning ICT through a practical, hands on
approach.
The schools head teacher, Christine Aswani, said the increased demand for computer literacy in the
world is what formed their decision
to initiate the studies.

ensure they acquire ICT skills and

Earlier, World Vision and Dschool

A Kenya national union of teachers (Knut) official has asked the government to review its directive on issuance of certificates by schools to
former students who have fee arrears.
Bungoma County KNUT executive
secretary Kenneth Ngangah has said
this will be a recipe for chaos since
it will leave schools grappling with
debts, unable to cater to other students needs.
The Government is currently unable to avail Sh4 billion to cater for
employment of teachers and the blanket scrapping of fees arrears amounting to about Sh14 billion will paralyse
operations in schools, Ngangah said.
He asked the Government to instead put in place measures that will
see schools carry on with their operations instead of causing chaos.

BASIS OF PREPARATION
The financial statements have been prepared on the historical cost basis
in accordance with International Financial Reporting Standards (IFRS) and
the accounting policies have been consistently applied to all the years
presented, unless otherwise stated.
AUDIT OPINION
The financial statements were approved by the board and were audited
by PKF Kenya.
PERFORMANCE
Though there is a decline in the core business, it has been compensated for
by income from other business segments. This arises primarily through a
shift of focus from the core transport and logistics business to the vibrant
real estate sector.
The Company has continued in its upward trend marking an increase in the
gross profit from 17% in the previous half year to 29% in the current year.
The Companys operating profit has also held steady at 10 million in
comparison to a similar period last year.
All said, the company is happy to report an increase in its earnings per
share from Sh.0.17 previously to Ksh. 0.28 in the current year.

The reduction in finance costs has also been significant. This has been
through settlement of expensive facilities that have in turn saved the
company a significant amount of money.
FUTURE OUTLOOK
As agreed upon in the last Annual General Meeting, the directors are happy
to report that the shareholders agreement to utilize the Companys fixed
assets towards the real estate sector is in full gear. Plans have formed
shape with regard to the project with specialists and other professionals
already engaged to partake in the project.
N.B: The Companys prime activity in transport and logistics business is still
continuing with its operations.

shovel with 2000 liters of water, which
was to be poured over them. However,
as the shovel was lifted into the air,
the digger tipped over and the shovel
hit six of the men. Four of the injured

The triumphant national junior
team that competed in the IAAF
World Junior Championships in Oregon, USA jetted back home yesterday morning to a heroic reception at
the Jomo Kenyatta International Airport (JKIA).
The team, which bagged 16 medals - four golds, five silvers and seven bronze finished second behind
the hosts United States of America
which emerged top with 20 medals.
The championship saw the emergence of new crop of runners including Joshua Masikonde who took
silver in men 800m behind his compatriot Alfred Kipketer.
Margaret Nyairera, a form
three student at Tetu High in Nyeri
grabbed a gold in 800m women race.
Despite the victories, Athletic
Kenya (AK) is worried about the increasing number of runners changing their nationalities to represent
other countries such as Bahrain and
Qatar. Nevertheless its not a death
knell for country at the moment.
We were shocked to find Kenyan
athletes carrying other countries
flag. In fact, we are commencing the
investigation, to know the brokers
assisting our athletes to run for other
countries like Bahrain, said General Jack Tuweii, the AK vice-chairman

Mercy Mburu, playing off handicap 24, carded 40 points after posting 19 on the first nine and 21 points
on the second nine to win the ladies
medal with seasoned golfer Stella
Mwangi, playing off handicap 7, taking the runner-up slot.
Ladies Guest prize went to Rosemary Wainaina, as Gladys Mwangi
took the ladies longest drive award.
Mens winners prize went to
Mwangi Gathu, who was playing off
handicap 9. Mwangi, who had a fantastic play and fresh from winning the
Safaricom Golf Series tournament a
fortnight ago, posted 39 (21+18) stableford points.
George Kibira, playing off handicap 5, emerged the mens runner-up

their Sundays Africa Cup of Nations
qualifier against Lesotho lies in the
hands of coach Adel Amrouches assistants.
Amrouche, who is serving a oneyear ban, has challenged the players
to rise to the occasion in his absence.
My absence is certainly not good
for the team but the players have to
learn to deal with it. They ought to understand that this is a crucial match
for them in which they have to give
their best, he said yesterday.
My assistants know everything.
We have spent a lot of time with them
in training. Futhermore, we have very
mature and professional players and
this is their chance to show it on the
pitch, he added.
This match is all about the players and the likes of Victor Mugubi and
MacDonald Mariga have to let their
experience show, said the coach.
Harambee Stars have lost two crucial matches when Amrouche was
sent off from the touch-line.

Kenya Medical Association (KMA)
Housing Co-operative has received a
Sh740 million development loan from
Shelter Afrique, which it will use to put
up 160 housing units in Mtwapa. The
funds, according to Shelter Afrique Acting Managing Director Yekini Olayanju,
will co-finance the project, which is part
of KMAs housing plan. Our relationship
with Kenya Medical Association dates
back to the year 2000 when we first advanced a facility of $1.5 million (Sh130.5
million), said Olayanju. The Sh740 million loan is the largest Shelter Afrique

On the house side entry is a carved
Lamu door and coral stone walls with
elaborately carved plasterwork with
beaded items from Shango shrine in
Nigeria and handmade wrought iron
furniture, also from Nigeria.
Carpets on the floor include fabled
woven Angora tapestry from Madagascar and a woven mat from Zimbabwe. Maasai shield designs have also
been used in the walls and ceilings.
One bathroom in the house has its
own garden, which is a favourite of
many visitors.
Kate Baumgarten, an Australian
artist who had set up a haven in a
reconstructed mosque in Lamu, provided shutters and folding doors from
her workshops.
Most of the other furniture in the
house were either made on site or
came from Lamu and other smaller islands. The roof at the top is one
of Donovans favourite rooms and he
spends most of his time enjoying the

What started as a good gesture to help a
neighbour get a bank loan is turning out
to be a big court case pitting the children
of a woman whose land was used as a
collateral and the lender that auctioned
it after the borrower defaulted. This is a
case to watch, writes LYDIA LIMBE

They therefore want the transfer
of the property to the buyer declared
null and void.
The sons of the deceased claim
that even before they had obtained
letters of administration of their
mothers estate, they unsuccessfully
pleaded with the bank to allow them
to subdivide the property and sell
portions of it in order to repay the
money owed to the bank.
ADMINISTRATORS
It was not until 2011 that the sons
were appointed administrators of
their mothers estate.
They claim the banks refusal to
this was in bad faith. They also say the
bank has never explained why they
gave Njuguna the second loan at a
time when he was clearly in default of
the first loan.
They claim they had gotten offers
for some of the land and the banks re fusal to accept the sale frustrated their
efforts to pay off the loan.

The good news is that it is being tarmacked. The bad news is that it is not the
main road through my hood.

The ARO mainly prescribes
the minimum fees that lawyers should charge clients per

The new remuneration order followed a series of stakeholder consultations, including the Commission for the

contents; it also adds intrigue, anticipation and a sense of excitement to
the overall design.
The idea of creating rooms within
the garden is as good as it is necessary.
Just as the house is divided into
separate areas for sleeping, eating and
lounging, you will get the most out of
your outdoors if you divide it up into
different spaces.
Even within small gardens, a sense
of subtle separation, say between areas
of sun and shade, can create substantial
impact on the final outcome.
Planning
In order to create garden rooms, it
is important to develop an effective site
plan that organises the garden into appropriate spaces for different outdoor
functions. In a typical urban project,
the space in front of the house usually
serves as the parking space and the en-
trance space.
The sides accommodate a service
area adjacent to the kitchen while the
back of the house usually serves as the
main garden space for multiple functions such as outdoor living, kids play
and family recreation off the main
lounge.
In some cases, the main garden space
may occupy the front of the house, producing an extroverted garden space off
the living room and entrance space. In
such cases, it is usually necessary to create a physical separation between the
garden and the street or driveway to enhance privacy.
This may take the form of anything
from a dense live fence, an earth mound
or a lattice screen, depending on the
available space and the desired outcome.
Separating elements
Separation elements need not always
be obviously fences and lattices. The
house itself always acts as a separation
between the front yard and the backyard hence its location and orientation
should be carefully planned.
Other less obvious separating elements are garden structures (gazebos,
pools, water features, and pergolas),
earth mounds, changes in levels and
flowers beds.
