Why do we need a Neighbourhood Plan?

The Parish of Hanley Castle is developing a Neighbourhood Plan to ensure that
developments and changes within the Parish are in keeping with the appearance, structure
and needs of our villages. This will reflect the agreed priorities of the people living here.

The Neighbourhood Plan will cover such areas as:
Development: The type of development (housing and business) we would like to see come
into the Parish and where it would appropriately be located.
Housing: The type of homes that should be provided and who they should be for.
Transport and Roads: Managing traffic in the Parish, safety issues and public transport.
Amenities, Conservation and the Environment: A wide range of issues such as health
facilities, community facilities, children's play areas, access to the countryside, sports
facilities, green areas and green / eco initiatives.
Tourism: Its impact upon the Parish

The Government passed the Localism Act in November 2011. It means that approved
Neighbourhood Plans are protected by law and have to be taken into consideration by the
planning authority when future development is proposed.

In the draft South Worcestershire Development Plan we have been allocated a number of
homes to be built in the Parish in the period 2015 to 2030. Some homes have been built
recently and we are left with a current target of 50-60 homes to be built over the remaining
plan period. Our Neighbourhood Plan would need to accommodate the final allocation given
to us by Malvern Hills District Council. This is a necessary element of a Neighbourhood Plan
and whether we like it or not, cannot be ignored.

Please help us to understand the key issues that affect the Parish of Hanley Castle:
What do you like?
What do you want to see in the future?
What do you not want to see in the future?
Bear in mind that the Parish comprises the villages of Hanley Castle and Hanley Swan as
well as housing in Gilberts End and other small groups of homes or single dwellings
throughout the rural area.

This questionnaire has been developed using comments collected from the launch event
held in March and the output from a number of Topic Groups, comprising volunteer
members of the community. Although the focus is on Neighbourhood Planning we are also
taking the opportunity to collect some additional information which will help the Parish
Council. There will be an additional questionnaire at a slightly later date for businesses
based in the Parish.

Please fill in our Questionnaire and help us to develop a Neighbourhood Plan
which truly reflects the views of the residents of this Parish. Of course, this is
not the only opportunity you will have to contribute; there will be additional
events and meetings where you can also have your say!

Completing the Questionnaire

Who should complete the document?
We have sent one questionnaire to each household in the Parish, so we are looking for the
views of the whole household. If appropriate we would like you to involve any children in
answering the questions. It may be that you cannot agree on everything and there are
spaces for comments that may reflect those differences. If there are serious differences of
view you can request an additional copy of the questionnaire to be completed separately.

How to complete the Questionnaire.
There are two types of answer you need to give:
1 Tick an appropriate box.
2 Write a comment in the space provided.

The majority of the questionnaire is looking for your response to a statement; these require
ticks in one of four boxes. The headings of which are:

There are two questions which require a tick that you have an Interest in the subject or have
already Done it.

Some statements give you an opportunity to comment on the issue or give examples in the

If you do not want to answer a question or to make a comment just
leave the area blank.

How do I return my survey form?
There are two ways of submitting your response to this survey. You may:
Hand the completed survey form back to the Neighbourhood Plan volunteer who
delivered it to you. We will try to arrange convenient collection times.
Return your completed survey form to the Village Store and Post Office in Hanley
Swan.
The deadline for returning your survey form is Saturday 9
th
August.

2 BUILDING DEVELOPMENT
Did you know that the South Worcestershire Development Plan (SWDP) will impose some
residential development on the Parish, possibly 50 to 60 houses, between 2015 and 2030?
These will almost certainly be in the Category 1 village of Hanley Swan. Currently identified
sites are Yew Tree Farm (off Roberts End) and the land adjacent to and behind Chapmans
Orchard on Welland Road. This section seeks your views on residential developments and
also on the development of businesses in the Parish.

This is an important section because it is about the sort of houses needed in the Parish, how they
might look and who might need them. Affordable homes are mentioned: by this we mean social
rented, affordable rented and intermediate housing, provided to eligible households whose needs are
not met by the market. These are often provided by Housing Associations and as well as homes for
rental, may also include shared equity (shared ownership and equity loans) and other low cost homes
for sale.
