One of the 7-Pledges of the Jubilee Government is to
Create:
Transformative Youth Empowerment
The Vision of the New NYS should be to
Catalyze Transformative Youth Empowerment in
Kenya


SUMMARY OF THE 5-POINT VISION
NYS to recruit 21,870 youths per year
Through National Service, the 21,870 servicemen and women will disciple 227,
670 youths per year.
The 227,670 youths will serve the nation for between 4 to 6 months as paid labour
under the supervision of the 21,870. After service, the 227,670 will be organised
using 4 principles of Social Movements.
Regimentation
Rituals of bonding ( Esprit de corps)

Identity and Significance (opposite of grievance for vigilante groups)

SUMMARY OF THE 5-POINT VISION
Regimentation
Through NYS Work Camps, the 227,670 youth to be regimented into
15,178 squads of 15 youths per squad. A total of 323 squads of youths per
county.
Rituals of Bonding.
At NYS Work Camp, the 227,670 will make a mandatory saving of Kshs
100 per day deposited in a squad account. This ritual of daily savings will
bank Kshs 111,000 into the squad account after an average of 74 days of
service. The collective account is what will Bond the squad.
SUMMARY OF THE 5-POINT VISION
Livelihoods.
The squad account with Kshs 111,000 can attract a co-operative or UWEZO loan of
3 times the amount or a matching grant from the Ministry. This is enough to buy two
brand new motorcycles for the squad of 15. This is how Mungiki does it through
Amani Sasa
Identity and Significance
Link the youth squads of 15 to the Nyumba Kumi initiative, UWEZO and KYEDF.
Borrow from the Mugudugudu model in Rwanda or the Kebele model in Ethiopia to
involve the youth in Manyumba Kumi. This will be a significance score!
Leadership of the 227,670 will be in squads, this will be left to the youth, NYS will
catalyse only.
THE 5 PILLARS OF VISION
To realize the vision of catalysing transformative
youth empowerment, NYS should be re-structured
using a 5-pillar framework. These pillars are split
into two:

1.1 PARAMILITARY TRAINING
AND SERVICE REGIMENTATION
1.1.1. Paramilitary and Service Regimentation
Recruitment
NYS will recruit and train 21,870 youth every year. To
recruit 10,935 twice a year.
Start date for each cohort to be in July and January.
Graduation to happen in November and May of each
year.
Every 6 months a Huduma Corps of 10,935 will be
graduated

From National Service, each cohort of 21,870 service men will reach
227,670 youths per half year broken as follows:

Curriculum to have 2 components
Component 1: Social transformation training - Inculcation of civic
competence
In Basic Training
At National Service reaching out to 227,670 youth annually
In Vocational Training
In Training of Trainers
Component 2: Technical training Impartation of specialized skills
1.3.1. Vocational Training
This to be rolled out in 7 schools
School of Engineering (Plumbing, Mechanical etc.)
School of Agribusiness
School of Construction (Plant mechanics and operators, masonry etc.)
School of Hospitality (Catering, Housekeeping etc.)
School of Fashion (Tailoring, Dressmaking etc.)
School of Enterprise and Technology (IT, Business enterprise etc.)
School of Public Duty (VIP drivers, personal assistants, security guards)
1.3.2 Forward linkages to youth polytechnics
For uptake of part of the 21,870 servicemen
To maximise on the use of the village polytechnics
To percolate the message of social transformation to
the villages
To create bridging courses to universities and other
institutions

Commercialization of NYS training institutes
1.4.1 Self Employment Promotion Unit (SEPU)/ SACCOs
2.4.2.1 SEPU:
Establish a revolving fund to provide startup capital to NYS
graduates
NYS graduates will be encouraged to organise themselves in
squads (15), and will benefit from the funds as squads.
The purpose of the squad is to provide social collateral



1.4.2 Integrated Construction Company
Modeled along the Tanzania Model
Multi-disciplinary company integrating masons, carpenters, plumbers,
electricians and civil engineers.
Graduates from school of construction and members of youth
construction guilds are absorbed here
Retraining and certification of skilled construction labour
To undertake private and public construction contracts
Completion of NYS Gilgil Phase II
County civil works
Private contracts for housing, roads etc.

1.4.3 Youth Labour Export
Labour retraining and re-orientation programme
for NYS certification (Cleared at NYS)
Refereed labour export bureau for middle level
blue collar skills
Building forward linkages with private sector
abroad through Kenyas economic and commercial
attachs

In 2016, (the year when the first cohort of 21,870
graduate) NYS will nominate 1,000 servicemen and
women for youth export labour, with potential for
more.

1.4.4 Commercialization of NYS training institutes
Create a module II training programme for
percolation of social transformation training to non-
NYS recruits
Our intention is to double the capacity of trainees
from 6,000 to 12,000
Create production units in the training centers. Create
a revolving fund for expansion and maintenance
