Lesson Plan Corporate Governance in the Public Sector

PART I: VITAL INFORMATION Facilitator Instructional Topic Instructional Module/Training Plan Title Lorraine King Audit of Corporate Governance in the Public Sector Overview of Corporate Governance Framework for Public Bodies in Jamaica (Day 1 of three-day course) The learning setting is at the Ministry of Finance and Planning. Sessions will be held in a spacious training room that has eight long tables and twenty soft office chairs arranged in a u-shape for participants, and a large table and chair at the front for the facilitator. The training room has a whiteboard, an LCD projector and a laptop. Wireless internet access is available for participants use. A potential shortcoming of the location of the training room is that it is close to administrative offices and work stations so there may be some external noise disturbances as the staff interact with each other. The training room door will be kept closed to minimize the noise nuisance. The two air-condition units in the training room do not evenly distribute cool air around the room making it necessary to turn the units on and off during the sessions. Classes will be held daily on Tuesday to Thursday between 9:00 a.m. and 4 p.m. with a one hour break for lunch and two 15-minute breaks in the morning and afternoon. There will also be an online learning setting where participants will log on during the sessions to participate in sharing blogs on the Corporate Governance plan for their public body and their experience in preparing them. Audience

The audience will consist of thirteen Chief Internal Auditors from a cross-section of public bodies. All the participants bring their laptops, a chard copy of the Corporate Governance Framework, and a copy of their public bodys most current strategic and operational plans (soft and hard copies), as required by the course. They are competent in the use of Microsoft Office; however, the majority is unfamiliar with online learning activities and this may create some initial fears for them. Their fears will be addressed through a step-by-step browsing of the website during the first session and reinforcement over the other two days. The sessions will be taught using a combination of face-toface and online delivery. The total time allotment will be five and a half hours: approximately two hours of face-to-face delivery in the classroom setting, one and half hours of participation in the online reflections and two hours of interactive sessions. Students will be required to access the Internet at each session. After successfully completing these sessions, participants should be able to plan and execute a corporate governance audit for their public body. Based on the overview of the Corporate Governance Framework, participants will be able to conduct a formative assessment of the corporate governance practices at their public body. Using corporate governance audit planning template, participants will be able to prepare an audit plan for their public body.

PART III: IMPLEMENTATION Instructional Strategies A. Interactive instruction (45 minutes): The Attention Getter (See Appendix 1) Activity to encourage participants to become comfortable with online communication by working and interacting with the computer as well as interacting with their peers in the online environment. The online quiz on corporate governance will help them to focus on the days activities. B. Direct instruction (120 minutes in total): Lecture PowerPoint presentation (See Appendix 2) The lecture will commence by soliciting participants definition of the term corporate governance. Responses will be tabulated on a flip chart and compared to the definition in the Corporate Governance Framework at the end of the activity. The lecture then introduces or reinforces the concept of corporate governance through an Overview of Corporate Governance Framework. It was felt that this type of direct instruction would be important to ensure that participants had a clear understanding of the key features of the framework. Handout A (See Appendix 3): This handout, which will be issued at the start of the session, accompanies the lecture, and provides the Course Outline and basic information on all of the contents for the days session. The handout will also include blank pages to encourage note taking during the lecture. This facilitates engagement, active listening and retention of material being presented. All other material required for the course are at the Resource Page of the website. C. Experiential instruction (75 minutes; 15 minutes per group) Student Presentations Each participant will make a ten-minute presentation on how corporate governance can be improved in their

MDA. The participants analyses are assessed by the facilitator and classmates (See Appendix 4). This facilitates practice and reinforcement of key concepts. Questioning Questions will be incorporated into the PowerPoint lecture presentation to obtain feedback regarding participants understanding of the material. In so doing, the lecturer can be clear that participants have grasped the principles before seeking to apply the content to teaching methods. Reflection summary Participants will be asked to provide a brief summary of what they learned in the class as part of the discussion. This helps to clarify and reinforce key concepts, and encourage retention and application. Lesson Plan/ Scenarios At the beginning of the afternon session, participants will meet and discuss the corporate governance practices at their public body and prepare to make a presentation on their public body. The facilitator will: Provide a very brief summary of what was covered in the session. Engage the participants in a wrap-up discussion of the corporate governance principles covered. Invite students to comment on their feelings about the exercise and what they learned. State what the next session will cover: walk through of audit planning template and Corporate Governance Checklist (copies in Resource Page of website). (Duration: 10 minutes)

Materials and Resources

Training Room: This room has enough space and movable chairs for small group discussions. Computers with Internet access. White board and white board markers: These resources will allow for recording of participant responses to questions during the PowerPoint lecture, and during the reflection summary. This will provide visual reinforcement of students verbal responses. LCD projector, Laptop computer and PowerPoint software: These resources will allow for engagement of students through attractive design and use of graphics in the PowerPoint presentation.

Paper handouts: Hard copies of the lecture handout and assessment sheet will be provided. Therefore, paper and photocopying facilities will also be required.
